tl;dr - yes, but only after a second deadlocked ballot when delegates are released and can do whatever they want. So the only way to railroad through a preferred candidate is if there's a brokered convention, but the party still has to convince the delegates.
There's been talk, for example, that if the GOP has a brokered convention, the party establishment will try to get Mitt Romney nominated from the floor.
