Because fiction taught us somebody encased in fire has a harder time coming back at you if you don't shoot them as well.

Yeah but 25 years of roleplay has taught me that pyromancers = player deaths via poorly timed fire balls of doom

I don't think the player deaths are limited to just the pyromancer- I've suffered my fair share of friendly fire from the mages.

Yeah but it's usually because they are fire weilding lunatics

We once had a D&D campaign that resulted in the rest of the party going on a quest and leaving both the Mage and Sorceror chained up behind because they were such a hazard to the players

(The quest was to attains the materials to make rings of fire immunity)

One of them also had a curse placed upon them so they could only cast magic missile when in the boundaries of the city we all resided in by the city council because in a effort to stop one their he cast fiery inferno on a thatched roof
