[*]Improving Educational Standards: Funding increased for education, which benefits your overall education system. Still takes time to learn a new language and get new diplomas. ETA 1.

Roads: Work on your road system begins. ETA 2

Judicial Reform: You didn't change anything, mang. You just copypasta'd. Anyway, new class of lawyers ETA 2.

Health Care Reform: Construction on new hospitals begun. ETA 1.

I will order for some money to be put into the Honduras Health Care Plan. I want it to be available to all citizens. The Health Care Plan will cover the following.

-Attempting to reduce the maternal mortality rate

-Helping with immunizations to combat diseases

-Vaccinations

-Anti Malaria Campaign (and an anti campaign to all other major diseases that plague Honduras)

-Educating everyone on hygiene and whatnot.

Give $1 billion toward this campaign. Also contact the WHO, UN, Red Cross, and Doctors Without Borders to help with this campaign.

Jenny: Order this Jenny to be removed from Honduras. When she arrives here, she will instantly, be told to get out.

Mining Industry
Honduras is known for its rich natural resources, including various minerals, coffee, tropical fruit, and sugar cane, as well as for its growing textiles industry, which serves the international market.

Since Honduras has a high mining industry, then I will focus a large amount of my budget this year on the mining sector, which has honestly not been focused on during the duration of my administration, and all of the other administrations of Honduras. Firstly, I will order for subsidies to be given to small Honduran business only who compete in the mining sector. Hopefully, this will allow for much more job growth. I will also order for mining to occur and we will build mines that mine zinc, gold, lead, cadmium, etc. Make sure all the infrastructure is put in place in order to make sure transportation is easy.

$1 billion.

Maquidollars Sector:
The Honduran maquiladora sector, the third-largest in the world, continued its strong performance in 2000, providing employment to over 120,000 and generating more than $528 million in foreign exchange for the country.
[*]

https://en.wikipedia.org/wiki/Economy_of_Honduras

Since we have a pretty big maquiladora sector, I will order for maquiladora zones to be created in all the major cities of Honduras(make sure that this zones are safe). I will then begin to give subsidies to small Honduras manufacturing businesses to construct factories. In addition to that, I will also order for my manufacturing cooperation to move in and begin constructing factories. Make sure that this factories are very high in terms of safety standards. In addition to that, make sure that this factories specialize in the manufacturing of non-durable goods(basically consumable goods). I will also order for enforcement of safety regulations, and environmental regulations.

$ 1 billion.

Electrical Sector: Order for the construction of a 600 MGW coal plant. I want to continue meeting Honduras’ electrical needs. $1 billion

Marijuana Sector: $700 million[I am putting in the 200 million I saved last turn] will go toward giving subsidies to marijuana Honduran owned companies that export marijuana. Also create a Honduras Marijuana Coorp in order for us to also get some share of the profits. That money will go toward producing marijuana and exporting it. Also make sure to create a committee in order to make sure that no trafficking occurs so that it doesn’t affect the deal we have with Benin

USA: Thank the USA for what they have done. Ask the President to come to Honduras so that we can discuss about Mexico and what to do about it. Tell the USA that Honduras is grateful for what you two have done. Secretly, we will ask the USA to make sure through covert means that the PRC does not interfere with Nicaragua. Ask the USA to help us train a Presidental Guard.

Nicaragua: Apologize for worrying them. State that Honduran-Nicaragua relations have never been better, and that we want to continue growing them. Propose a border military agreement where our countries combat drug-trafficking. Also propose Honduran working together with Nicaraguan agencies to fight drug trafficking with Nicaragua, citing our recent success combating drug-trafficking in Honduras in order to persuade them. Also propose a free trade agreement between our two countries. Attempt to increase military relations with Nicaragua.

Guatemala, Costa Rica, Dominican Republic: Agree to a massive free-trade zone. Subtly suggest the idea of a federation between our two countries. Also state that we thank this countries for what they have done for Honduras, and that we see them as good friends.

PNG, Laos, Madagascar: Thank them for allowing me into coffee opec. State that we are very happy to be the new members. Ask PNG,Laos, and Madagascar for them to accept a $5 billion loan request fmo Honduras. Cite our recent economic activity as proof of Honduras being able to pay its loans. In addition to to that, we will apply for membership of the bank. @Bill @The Kyzer @Zapp Frankigan

Madagascar: We agree toward this new marijuana agency that Madagascar has created.

Benin: Agree to the terms, but we shall state that Honduran crime has reached an all time low, therefore making Honduras a safe place for marijuana producers.

OOCAS: Have the $5 billion we have gotten go toward the creation of a new OOCAS Central Bank. State that Honduras supports regional integration. Subtly, we shall suggest if other countries are interested in helping Honduras pay the loan back.

El Salvador: Thank them for the complement. Attempt to increase economic, and military relations with El-Salvador.

PRC: Thank the Chinese for what they have done to Honduras

Create a Honduran Presidental Guard to protect the President. We shall pick the best guards we can find, and recruit them. Conduct thorough background checks in order to make sure that they are not some spy, or anything hostile.

$200 million.

$100 million toward training the new intelligence agency I have created.

$100 toward maintenance of equipment.

Construction of new air base begun. ETA 1

Budget: $5 billion[Plus 200 million from last turn]

Budget Left: $200 million[plus 64 million I didn’t use from previous turn]

Domestic Affairs/Economy

Continue construction of a main, 500MW coal plant. $500 million ETA 1 new plant

Project SYFY: Continue constructing the observatory. Ensure that the telescope is built to be extremely accurate in determining the distance and position of stars and celestial structures (like nebulae). Contract out to other nations that build these if we must. $150 million

Fix SlaviComm's name so it is actually SlaviComm. Also develop a nation-wide high-speed fiber-optic internet network. $1 billion

Fund another education initiative, focusing on multi-lingual programs (Greek, English, Serbo-Croatian, Turkish), trade schools, and STEM fields. Fully fund field trips for university-level STEM classes (two trips per program per year) to facilities such as CERN, ITER, and the ESA. $1 billion

Offer subsidies and expand our agriculture industry so they have modern equipment. Offer access to GIS software to farmers so they can efficiently track water usage, determine wasted water, etc. $350 million

KAP - Upgrade the plant's equipment and processes, fire incompetent/corrupt workers and managers, hire suitable replacements at a competitive wage. Improve the general infrastructure around the plant too so transportation of goods and workers is easier. Build a 100MW coal plant to power the plant and surrounding area. $600 million

Begin construction of the LF thorium reactor, with IAEA input on design. Ensure that security around the site is tight. $600 million (not counting Albania's contribution)

Foreign Relations

Montenegro - With the Crown Prince Alexander passed away, and Serbia having declared war on Kosovo, there is no guarantee that Serbia's ambitions for the Balkans won't fall on Montenegro. If we stand together, our combined forces will most certainly be enough to make Serbia think twice about committing to a full-scale war. At the very least, we request their assistance with the inevitable evacuation and care of wounded troops.

Macedonia - A Call to Arms! Serbia and Bulgaria have declared war, now it is time to show them that we will not bow to recycled aggression.

Albania - Ask that Albania lend their transport aircraft and vehicles to assist with the evacuation and care of wounded soldiers.

Serbia -
We will not bow down to ill-conceived aggression. Kosovo is an independent nation, and will continue to be so after this war is over. Our resolve is firm, and our strength incomparable to what Serbia encountered in the First Kosovo War. We will stand strong and repel any invasion. If Serbia wishes to advance with the rest of the world, then she must learn to let go of the past and look towards the future.

Romania - Thank Romania for staying neutral in the conflict. Whatever the outcome, they have our sincerest gratitude.

UN/NATO -
Ask that the peacekeeping forces in Kosovo stay and aid us in our defense. Also ask France, the UK, and USA to help train 300 pilots. $56 million

Turkey - Secretly contact Turkey and state that the Turkish air force's new F-35s would come in handy. Turkey's reaction at the UN was not lost on us, so we propose that Turkey does what Russia did last Kosovo War. Ask that volunteer fighter pilots join in the air defense of Kosovo.

IRC - Ask the International Red Cross for medical assistance, and blood donations, to help the inevitable wounded.

PNG - ( @Zapp Frankigan ) Agree to their terms and thank them for their aid

Benin - ( @Tristar ) Thank you for your aid, and your troops would be far better off landing at Klina, from there they can take the train to pretty much anywhere in the country. Otherwise we can't really guarantee air defense coverage.

R&D

Work with this guy and Vedanta to further develop Abzorb into a practical solution. Grant their work priority access to our supercomputer if need be. $75 million

Develop an upgrade for the T-55 that improves the engine, drive train, raises the suspension a little, improves the armor (base it off the CV-1 Panther armor for cost-effectiveness), removes the turret and replaces it with a 20mm autocannon and twin 2-cell Milan ER launcher. Also give it a laser range finder, computerized fire control systems, and night-vision equipment. Call it the TD-M-55 (Tank Destroyer, Mountain) because the engine, drive train, and suspension upgrades will be developed to give the TD-M better maneuvering in mountainous terrain. $250 million

Military:
(Defense of Kosovo in sub-turn because it's lengthy) $134 million

Finish construction of SADC base. $100 million

Recruit 450 men from the reserve force to form the beginning of our air force.

Purchase 150 Fahd 280-30 $39 million
Produce 100 CV-1 armored cars $275 million
Produce 100 CV-1 IFVs $320 million
Produce 100 CV-1 Emergency vehicles $250 million
Purchase 150 Leopard 2A6 $864 million
Adopt the FGM-148 Javelin as primary anti-armor $50 million
Purchase 10 BAE Hawk $280 million
Purchase 7 JAS 39 Gripen $482 million
Adopt the FIM-92 Stinger as our MANPADS $50 million
Adopt the M2A1 Browning as our heavy machine gun $50 million

$100 million towards training soldiers in use of new acquisitions.

Clayton - Kosovo Military Sub-turn

R1gTjti.jpg

Legend: Black lines = major roads; Gray lines = minor roads; Yellow lines = front-line of defense; White lines = ambush points; Stars = artillery; diamonds = air defense

25,500 soldiers
Remington MSR
FN P90 - CQC weapon
AT4 - Anti light armor
Macedonian army
Tanks:
Leopard 2A6 - 25

APCs:
Mercedes-Benz etros - 100
Cougar Wolfhound - 75 (gun tractor role)

Artillery:
G5 Howitzer - 25
G7 howitzer - 50

Army Aviation:
Eurocopter Panther - 18
Agusta Mangusta - 6

Air Defense:
Rapier Jernas - 3 Battalions (5 launchers, 1 radar unit per batt, towed by M-B Zetros.)
Umkhonto-R - 12 cells, center of country
Rapier Jernas - 1 battalion guarding Umkhonto site

Phase 1 - Ambush and Denial of Access
200 soldiers
We have 5 ambush sites, send 2 Eurocopters each with 10 soldiers to each site and drop them off. Squads will consist of KLA veterans who have experience fighting in the mountains, and newer soldiers who showed proficiency at small-unit operations in mountain terrain. Each ambush site will have two, 2-man sniper teams. The rest will have 3 AT4s, and assault rifles. They are to ignore the Serbian MBTs, as the AT4s will have minimal effect. Instead, they will plant charges on overhangs and detonate them to cause rubble to block the road and force Serbian armored recovery vehicles to the fore. Destroy the bridge north of Gnjilane that crosses the Morava river. Use the AT4s to destroy said ARVs and engage APCs. If they have a confirmed kill on a SAM vehicle, they can call in two Mangustas in anti-armor loadouts to do a quick strike. Forces shouldn't stick around to fight it out for a long time. Retreat when they can and engage again at another point. Snipers are to exclusively target officers, unless cover fire is demanded for a retreat.

Phase 2 - Artillery
500 soldiers

G5 howitzer - 25
G7 howitzer - 50
Cougar Wolfhound - 75

The only road we don't have an ambush site is the road from Podujevo to Pristina. This is also the best location for the Serbs to launch a large-scale armored offensive. 20 of our G5 155mm howitzers will be stationed in that forward artillery position. Have Macedonian SAM vehicles, a tank squadron, and an IFV brigade stationed there for defense along with 300 of our own soldiers. 5 G5 howitzers will be stationed outside Pristina to cover the minor road leading right to the city from Serbia. Our G7 howitzers will be stationed equally along the rest of the marked positions using base-bleed projectiles. We should be able to hammer Serbian troops moving through either road to Kosovska Mitrovica, and Gnjilana.

Phase 3 - Hold the line!
24,800 soldiers
Leopard 2A6 - 25

IFVs:

APCs:
Mercedes-Benz Zetros - 100
Army Aviation:
Eurocopter AS565 Panther UB - 18
Agusta Mangusta - 6

Air Defense:
Rapier Jernas - 3 Battalions (5 launchers, 1 radar unit per batt, towed by M-B Zetros.)
Umkhonto-R - 12 cells, center of country
Rapier Jernas - 1 battalion guarding Umkhonto site

The majority of our allied troops (10,000 from us) will be needed at the main road leading to Pristina. 75 Zetros, 20 Leopards will make up our armored defense there, along with the bulk of our artillery and SAM systems. Use terrain to our advantage (mountains should have a lot of awesome sniper positions). Again here, do our best to make the road impassable to tanks without bringing in ARVs through use of debris/dragon's teeth. And then kill those ARVs.

5 Leopards and 25 Zetros will be stationed at the valley entrance to the minor road leading to Kosovska, along with armored divisions from Macedonia (probably 5 T-72s, and a handful of IFVs and APCs. 350 soldiers will be tasked with defending that zone. The two other main lines in the Kosovska Mitrovica valley will have 1,500 soldiers at each, utilizing terrain to their advantage. In the likely event that the minor road becomes impassable to vehicles, the forces stationed there will launch an organized attack on the flank of the forces engaging the two other main lines. If that happens, launch air strikes with Mangustas, armed Eurocopters, and press a ground offensive, diverting tanks that can be spared from the Pristina lines, in order to rout the Serb advance in the Kosovska valley.

The minor road leading to Pristina will have 750 soldiers tasked with guarding it against incursion, plus 5 G5 howitzers.

Gnjilano will have 1,500 soldiers along with Macedonian troops and IFVs guarding it, along with G7 artillery support. Rather than a semi-fixed line of defense, these troops will occupy the foothills and Gnjilano itself (serving as a command for the area). Troops and vehicles in the foothills will launch asymmetrical guerrilla attacks on Serbian forces. (hit some vehicles with anti-armor, retreat, shoot soldiers, retreat). Lure Serbian units into pre-laid ambushes of concentrated AT4 and machine gun fire.

9,200 will be held in reserve in the Pristina valley, acting as a mobile force to reinforce main lines or act as a secondary line of defense should Serb forces break through. In that case they will take the high ground to the west.

General Notes
Macedonian forces will be distributed fairly equally, with the majority of the tanks going to the defense of the main road leading to Pristina. Their mobile SAM systems will be used to patch up holes in our air defense, while their artillery will support our marked positions. Rocket artillery will be split equally between the Podujevo valley position and the Kosovska valley lines.

In addition, all positions will have mock-up tanks (cardboard weighted down, and with portable heating units), fake artillery (painted PVC and scrap metal, mannequins), and large vats of water (water will absorb heat during the day, then radiate thermal energy at night, drawing in heat-seeking ASMs launched at night) to draw fire from bombing attacks that make it through our air defense.

Unless situation demands it (such as heavy SPAAG coverage) our Mangustas will fly nap of the earth, using the terrain and mountain valleys to cover their approach to targets. UNLESS they are participating in a rout, helicopters will not fly combat missions far beyond zones where we have Rapier missile coverage.

Obviously shoot down any Serb military craft that enters our airspace.

$134 million towards logistics, medical aid, vehicle repairs, etc.

Since we are having growing relations with Benin, deploy 2000 of my men towards Benin. State that they are to go on a peacekeeping mission. We shall give $200 million in medical aid to Benin and for logistics for such an operation. Have the remaining $64 million in propaganda for people to join in on the peacekeeping mission. We shall state that the peacekeeping mission is helping a fellow developing country, and helping people that are poor. Since most of the Honduran people are Christian, we shall state that Jesus would want us to help other people.

Tristar- Republic of Benin. Turn 5.
Population: 10 Million.
Budget: 4 Billion.
Leftover funds: 1.1 Billion.
Domestic Affairs:
- I am utterly disappointed with my populace and the Marxist-Lenin group. Get the ISD to point out people who are starting blatant, baseless rumors in our populace and charge them with disturbing the peace, while I assure the Marxist-Lenin group leaders personally that none of which are true and request that they too, handle their members who are starting rumors. Request for them to stand down as it will only make matters worse if both sides make a show of power, and it won't be long before matters become highly volatile. Tell them that we have made much progress peacefully, and it would be a waste if our diplomatic efforts were to go to waste. Spend a weekend with them especially, and during which there won't be any discussions regarding politics. Get the BenInt to perform profile checks on these leaders and point out any relevant data before our hangout, which will be at the presidential house. Tighten up security, but keep it discreet. Keep a bodyguard on standby in hiding in case the leaders try anything stupid. Double check food, deliveries and any extraneous variables which may affect the session. Keep 1 Company of the Ignobles on standby nearby, with everyone ready to drive out in the case of an emergency. 150 Million.

- Despite what we might say to the leaders, the presence of rebel strongholds at Kandi, Natitingou, and Copargo is troubling. Though I don't doubt the Marxist-Lenin group may lower their heads after a while, it might not happen. Ramp up security in those regions and get BenInt and the ISD to begin surveillance operations to monitor the population and the Marxist-Lenin group especially. Send the 500 additional police to the three cities respectively as back up and begin highlighting specific 'hot-zones' in which the Marxist-Lenin group may attack if they decide to become aggressive. 100 Million.

- Make a public declaration that Benin will not become a police state, and that our police recruitment drive is for the benefit of the people in matters of reduced crime rate and the feeling of safety among the community. State that with our new found economic prosperity it is necessary to make sure nothing harms the nation from the inside, and that we are meeting with the Marxist-Lenin's request to become a recognized political party. Push for relationship building sessions with the police and the community in which they are serving- I want the people to respect and become comforted at the sight of a police officer, not despise or hate them. I believe this was done in the previous turn, but I forgive you, Kyle. 200 Million.

- Put the construction of the oil pipeline on hold right now. We won't be able to sustain this construction project and what will occur soon. Instead, redirect the workers to repairing roads and various other infrastructures- buildings, bridges and schools/hospitals. Reroute any leftovers to the other construction projects such as the water recycling plant and the vehicle plant. 200 Million.

- Start a business spree- lower down the barrier of entrance for small businesses by improving the billing systems and reducing the bureaucratic difficulties in processing business legalization forms. Engage with the local population and encourage them to start businesses by providing free training centers and a start up kit for small entrepreneurs such as free maintenance of capital goods, tax exemptions for 3 years and subsidization of advertisements. Get the markets booming people! 400 Million.

- With the additional 2000 men from Honduras on our soil, get them oriented with our local customs, culture and the geographical layout of Benin before sending them out on peacekeeping operations- mostly country side patrols and assisting with the local police around Kandi, Natitingou, and Copargo to keep the population docile. Get them acquainted with the defensive military doctrine and further more begin relationship building programs with the peacekeeping force and the community. Set up room in the nearby military outposts for housing these forces. 500 Million.

Foreign Affairs:
Nigeria, Cameroon, Congo, Democratic Republic of the Congo, and Zambia:
Apologize to them regarding the oil pipeline construction and for not earlier notifying them regarding the constructions. State that they'll receive 1/14th of the profits earned respectively once the pipeline is finished constructing- however for the most part it will be held off until a suitable date has been found. However, push for trade rights and invite them to begin a mutual trade relationship between ourselves.

Honduras (@TheSilentWind ): Thank Honduras for their aid for the peacekeeper detachment and as a result of this, try to push for a joint-defense pact between our countries. Furthermore, we'll get rid of trade rights with our two countries to bolster economic prosperity.

Kosovo (@Clayton ): Wire out 1.1 Billion of our leftover funds to them for their war efforts, stating that we will also provide military assistance and medical assistance as well, sending over 200 Doctors to assist in treating the wounded/ill. State that hopefully we'll be able to work together in the future after dealing with the war. We'll also recognize them as an independent nation.

Serbia: Speak out against Serbia's unprovoked and unwarranted attack on Kosovo. State that we will not let this slide past as a nation that wishes for economic prosperity and peace.

R&D
-Continue to support the LCR-MK I production. 300 Million.

Military Affairs:
Active Personnel: 6500 + 1000 (Next turn's recruitment.)
Reserve (Conscripts): 1500
Outstanding equipment:
  • FN FAL
  • RPK
  • IMBEL MD AR
  • Hirtenberger M6C-210 Mortars.
  • 10 Twardy MBT.
  • 4 Nr.9 Mil Mi-24 Hind
  • FN P90
  • Smith & Wesson M&P Shield Pistol.
  • RPG-7
  • MATADOR AT systems.
  • 8 C-130s.
-Set the Reserves on active-standby and increase their training frequencies. Live-fire training and mock combat routines and the like- whatever that gets the force in tip-top conditions. 100 Million.

--Keep sustaining our recruitment drive. In fact, with the military engagements happening so close to us, we'll divert extra effort into the recruitment programs- military parades and shows will be held on a local community basis to get the good folks to join the People's Guard. Make a statement at these shows that with the increase in violence in the African continent, it is even more prudent for more of the brave men and women to enlist within our military to pick up arms in case of an unprovoked attack as our economical status and relatively weak status may make us a prime target for invaders. That will not happen on my watch, and neither should it happen on theirs. 200 Million.

-Our military assistance to Kosovo will come in a form of a sub-turn, as there will be a lot to cover. 500 Million pushed to logistics and medical equipment and repairs.

-Purchase FGM-148_Javelins for heavy AT purposes. 50 Million.

Summary:
  • Talks with the Marxist-Lenin group and relationship building with leaders.
  • Beefing up security in Kandi, Natitingou, and Copargo.
  • Water Recycling Plant support.
  • Rerouting of construction workers from oil-pipeline to infrastructure repairs.
  • Peacekeepers.
  • Microeconomic reforms.
  • Nigeria, Cameroon, Congo, Democratic Republic of the Congo, and Zambia
  • Honduras.
  • Kosovo.
  • Serbia.
  • Infantry-Light Combat Rig MKI- support.
  • Military Recruitment drive.
  • Reserves on active-standby.
  • Military subturn.
Expenditure: 2.705 Billion.
Budget: 4 Billion.

Using the cover of night, airdrop all of our forces via HALO jump just clear of Kosovo's border by the mountain ranges- radio silence will be implemented and all forces are to re-consolidate with each other. Run a head-count for each assault force, while the C-130s fly back to Kosovo's air space and request for landing at their military airports. Once all military personnel are accounted for, move on to Phase 2. However if our forces are engaged, enact ORION Contingency.

Phase 2 - Ambush and Interception
1st Airborne Battalion: 2000 Men.
IGNOBLE Company, Alpha: 125 Men.

The 1st Airborne Battalion will split into two forces which will target 2 main roads leading to Kosovo and will primarily be armed for anti-vehicular warfare. The roads will be laced with IEDs and mines, which will be detonated when the middle of the military convoy passes over the explosives. Mortars will be set up by the mountain ranges and be told to fire AP rounds at the lead and rear elements of any military convoy and trap the travelling forces, before firing HE rounds. RPG-7 gunners will target vehicles with radio antennas or any command vehicles while MATARDOR AT gunners will target any surviving MBTs/APCs still functioning afterwards. After subduing the opposing force, collect any remaining survivors and identify any high-ranking members. If there are none, execute them and leave the bodies there. Booby trap the remains with explosives and bring back any casualties to the drop zone and bury them. Leave no evidences pointing towards Benin. 1st Airborne will continue to run ambush operations sporadically and utilize guerrilla operations to wreck havoc along the enemy lines.

IGNOBLE Company, Alpha will set up an ambush for any military convoy supplying the assault on Kosovo. Lace the entire length of the ambush points with IEDs and mines while blocking the road further up towards Novi Pazar with felled trees and several more IEDs. 2 two man sniper teams will set up on an elevated platform and pick out any high ranking officers or anyone trying to regroup the ambushed convoy. After the main convoy is hit, mortars will fire white phosphor rounds onto the infantry. RPG and MATADOR gunners will target any retaliating armor while the infantry will suppress and lay down volley fire at any survivors. After pacifying any resistance, collect any casualties and evidences pointing towards Benin and dispose of them in the woods. If there are any survivors, lead them towards the original drop zone and interrogate them for any information before executing them. Lace the remains of the convoy with more booby traps. After the ambush, re-consolidate at the drop zone and head down via the minor road towards Mitrovica where they will coordinate with the Kosovoan artillery by relaying coordinates for CPs, motor pools or high value targets.

Phase 3 - Scorched Earth.
2nd Airborne Battalion: 2000 Men.

While the ambush is in progress, the 2nd Airborne Battalion will set up defensive checkpoints on the roads leading towards Novi Pazar- using explosives, the 2nd A.B will destroy the roads and use the trees to form barricades which will be further reinforced with IEDs. 4 two man sniper teams will set up further along the road at the roads leading towards Novi Pazar and the roads south of Novi Pazar. Makeshift bunkers will be set up along the length of the road, and near 200 ft of the woods will be cleared with foxholes and trenches dug in. Mortar emplacements will be set up, while the infantry dig in. Construct mock-ups of infantry using spare clothing and set them along the lines of the trenches. The defensive force will engage on any enemy military convoy and destroy it- the battalion commander is authorized to call in for reinforcements from Alpha company and 1st Airborne if the situation is dire, and if the positions are overrun, they are to fall back to 1st Airborne without passing their drop zone. If there are civilians, capture them and hold them hostages. If there are any that attempt to escape, give them 2 more warnings before dressing them up as a soldier and chain them towards the front-most emplacements. Use that threat as a method of subduing the hostages. If possible, seize any military assets and turn it against the enemies.

Orion Contingency
In the event that the Battalions/Company is intercepted upon air-drop, fall back and retreat towards the Kosovo border where they are to make immediate contact with the local Kosovo forces and assist in the defense. Burn all files relating to the operation and destroy the insignia patches.

General Notes
Radio silence will be maintained throughout the operation, and no direct radio contact may be established back to Benin unless within Kosovo territory. Operate under the assumption that no reinforcements will be sparse and irregular- any skirmishes are to be conducted with the least amount of casualties possible.
Our one main flaw is our vulnerability towards air attacks- At sight of any hostile air assets, seek immediate cover or retreat towards the tree lines and take cover. 2nd Airborne's makeshift structures are to be dug in at least 6 foot underground as protection against air bombardments or artillery attacks. We'll also run a check on Kosovo ( @Clayton ) if they can bring any of their AA assets closer to provide air coverage to the 2nd Battalion.
The C-130s will fly dark- no radio contact, no lights and turn off the IFF responder until HALO jump is achieved before burning fuel back towards Kosovo. In the event the C-130s are damaged, they will use terrain to their advantage and fly nap of the earth to avoid further radar detection. If the craft is shot down, pilots are to burn all files/maps before attempting to evacuate and make contact with the ground forces.

500 Million towards logistics, medical aid, repairs etc.

Frank - Papua New Guinea Turn 5

Population: 7,100,000
Budget: $5.7 billion
From Laos/Madagascar deal: $500,000,000
Total Funds Available this turn: $6,200,000,000

In Progress Project Countdown
PNG Rail construction ETA 1
Education ETA 1
Law Enforcement scheme ETA 1
Seaplane ports ETA 1
LNG facility ETA 1
Milne Bay ETA 2
LNG pipeline ETA 3
Air/Sea corporation ETA 1

Domestic Agenda

Port Moresby
Our nations capital could do to get off the list of "least livable cities".

Spend $500,000,000 on a city cleanup campaign, with focus on just generally cleaninup things up. Improving civil services, street sweepers, trash pickup, that kind of thing. It's not a large city, like say New York or Tokyo, so it shouldn't take all that much money to get this done.

Economy

Infrastructure- Seaplanes
The planned Seaplane network to cover the entire country will be complete this turn, with ports established on all major islands. Between this, and the connections to Australia, we'll have the basis to start branching out to the other island nations here soon.

$250,000,000 will be spent establishing 5 more ports in total, with 1 in Australia. The ports will be located at Namatanai (PNG), Umbukul (PNG), Arawa (PNG), Selalou (PNG), and Katalusa (PNG).

In addition in order to ensure we have the planes to cover this expansion the following seaplanes will be purchased.

-1 Bombardier 415 modified for cargo carrying, $30,000,000
-1 Shin Meiwa US-1A modified for passenger carrying and refurbished, $50,000,000
-3 Be-103 Beka's coming in at $4,500,000 (1.5 mill individually)
And throw another $500,000 in there for misc. expenses because I hate trying to keep tracking anything out beyond the million mark.

Infrastructure- Port Moresby Pipeline
$545,000,000 will be spent to continue funding the pipeline's construction through this year.

Infrastructure- Natural Gas Fields
$1,000,000,000 will be spent further developing and expanding the already known natural gas fields in the Hela, Southern Highlands, and Western Provinces in anticipation of the the connection with the pipeline that will allow the natural gas in the area to be shipped out in bulk finally.

Foreign Affairs

Australia-PPBP
$40,000,000 for the purchase of an Armidale for ourselves and one for Fiji (20 mill each), and $10,000,000 to cover the training the new ships for both nations, and recruitment for the PNG.

Fiji-Patrol Agreement
Ask if Fiji would be willing to agree to the same agreement we reached with the Solomon Islands and Vanatu.

Per that agreement the PNG will purchase the 3 Pacific-class patrol boat Vanuatu currently operates for $15,000,000. If this goes through we will then spend an additional $15,000,000 on each to bring them to the standard of our current Pacific-class patrol boats.

The PNG will spend $30,000,000 to renovate/expand facilities in Suva that will aid in operating the Armidale probably, and should also help the local economy some.

Disaster Relief Fund
Put an additional $100,000,000 into the fund.

Laos/Madagascar
The PNG agrees. Per our agreement stuff we're taking 500 million from the cookie jar this turn. Any other funding we'd be getting this turn will be...left in the bank. Whatever.

Kosovo (@Clayton)
We offer our moral support to the brave little nation of Kosovo, the Belgium our century, and offer $150,000,000 in aid should they need it. The only provision being that they agree to ship parts from any downed enemy aircraft to the PNG.

Serbia
Fuck you.

R&D

Niu Briten-class
Ask if ASC Pty Ltd thinks we're chumps, or if they're just racist.
Ask ASC Pty Ltd would could possibly be so hard about modernizing an existing ship, using existing technologies, when it's been done for less money in Australia itself, with older ships, using more expensive weapons systems.
Remind ASC Pty Ltd that they aren't even the only shipyard in Australia capable of doing this work, much less in the Pacific region.
Remind ASC Pty Ltd that with their current timeframe, our own shipyards will be massive and capable of undertaking the wider modernization program in the PNG itself.
Remind ASC Pty Ltd that we could literally buy a FREMM for the budget at this point, and would be perfectly willing to work with the Italians again since they seem to not be on drugs.
Give ASC Pty Ltd $50,000,000 to continue development, and demand they finish it this year, or we'll take our ships to another shipyard that doesn't think they're Lockheed, and we're the United States Congress.

Ok Tedi-class
Same as above.

P-208A "Caravel"
Ask our R&D team why the government should finance their coke habit.
Seriously it's strapping a torpedo to a Cessna.
Give them $10,000,000 to continue development through this year.

The Bougainville-class will be an upgrade and general overhaul of the recently purchased Cassard-class frigates to meet the needs of the Navy. But before we apply the upgrade to both vessels, a little R&D is needed to ensure it all goes smoothly. One vessel will initially be sent to undergo the upgrades, and will test systems to ensure they all work together smoothly so that costs and time spent upgrading the other frigate are reduced.

The PNG will contract Thales Australia which not only has experience in this, but should also be happy enough to get a military contract at this point that they don't try to screw us over like ASC Pty Ltd, to do the work involved.

The significant changes between the base Cassard and the Bougainville will be
  • Modernization of all electronic systems (radar, sonar, communications, navigation, etc...) to the latest available Australian equivalents
  • Removing both of the 20mm F2 anti-aircraft guns
  • Removing the two fixed torpedo tubes
  • Removing the four 12.7mm machine guns
  • Removing the helicopter landing pad and hangar facilities
  • Putting an 8-cell Mark 41 Vertical Launch System for Evolved Sea Sparrow Missile where the helicopter facilities were
  • Installing an additional Mk 13 launcher
  • Installing 2 octuple SAM launchers utilizing RIM-7P Sea Sparrows
  • Installing 2 DARDO "Fast Forty" CIWS
  • Installing 4 Nulka Decoy Launchers
  • Installing an AN/SLQ-25B Nixie that acts as a toward sonar array and torpedo decoy
  • Replacing the Creusot- Loire Compact 100mm/55 Mod 6 with an OTO Melara 76/62 Strales
These changes will make the Bougainville an AAW frigate to a greater extent than the base Cassard was in order to provide for defense of fleet formations.

"And I saw when the Lamb opened one of the seals, and I heard, as it were the noise of thunder, one of the four beasts saying, "Come and see". And I saw, and behold a white harlot: and he that sat on him had a bow; and a crown was given unto him: and he went forth conquering, and to conquer.

And when he had opened the second seal, I heard the second beast say, "Come and see". And there went out another horse gleamed with metall'd red and spoke with a Cajun accent (also he had a duck bill maybe?): and power was given to him that sat thereon to take peace from the earth, and that they should kill one another: and there was given unto him a great sword.

And when he had opened the third seal, I heard the third beast say, "Come and see". And I beheld, and lo a black slug; and he that sat on him had a pair of balances in his hand. And I heard a voice in the midst of the four beasts say, "A measure of wheat for a penny, and three measures of barley for a penny; and see thou hurt not the oil and the wine".

And when he had opened the fourth seal, I heard the voice of the fourth beast say, "Come and see". And I looked, and behold a pale string: and his name that sat on him was Death, and Hell followed with him. The string spoke with the name of legion and floated and came towards me with the misty mien of death, kingfisher of pain and so it was that everything became black and he flew up a gate of fire and into the stars themselves. The planets and the cosmos whirred by--

"The Academy Award goes to Kevin Spacey in "'Someday my Ejido Will Leaf me.'"

Wild applause. General Secretary of the Laotian People's Revolutionary Party, Laos Communist Party, Pathet Laos Legacy Party, First Laos Trotskyist Anti-Revionist Party, the Internationalist Orange Party, Foxmaster of FOXSALMON, Glitzmeister Supreme, Writer of the Acclaimed Original Treatment for the PEEK! Action Franchise, and New Face of DIOR! Laos and First Minister of Allure, and Aquaculture, and Screenplays Idris Elba blinked awake. He began to clap only to realize the sullen silence that pervaded his row. Only Ms. Benson seemed confused as both Morty and Colonel Dammavong tried to communicate to her (complete with rather exaggerated brow furrowing) that Blotter had a certain well... dislike for the man who won.

Oh let's not mince words. Blotter hated Kevin Spacey. And the feeling was mutual.

"Spose I'll have to congratulate the wanker, won't I?" He susurrated dangerously. His meaty fists grasped the armrests on his chair tightly as this year's host Ellen Degeneres wound down the night with an extended marriage equality musical number.

While Laos Madison was not yet immediately eligible, they'd all made an appearance (and of course Blotter had invested his kitty in a Daniel Day Lewis vehicle that had neatly competed with Mssr. Spacey's Mexican pastoral instant classic; he'd broken even --barely.)

"After party?" Morty collected his bulbous body ponderously.

"That sounds acceptable, Comrade Moskowitz. My wife would like to meet the Meryl Streep."
"Don't got nothing better to do, Guv. Except meeting with the Mayor of Los Angeles but that guy is kind of a wanker and I'll just reschedule."
[Silence from Blotter]
"Err... I guess that's okay."

An uncharacteristically sulky Blotter (with a curious Ashley Benson trailing after him) led their pack. They were on foot and glad for it since well... LA traffic. It only took a few minutes to reach Ms. Streep's (or was it her friend Anna Wintour's?) stately Greco-Roman abode. Comrade Elba sent the irrepressible Ms. Dammavong and er... the equally irrepressible Ms, (Mrs?) Dammavong to end off the pathetic looking Vanity Fair reporter pool (you could tell by the skinny ties and the thousand yard stare.)

Blotter and Benson set off for the canape table (Ms. Benson knew very little of her inamorato --other than the surprisingly athletic sex-- but knew that food was one of his biggest distractions... well that and The Arsenio Hall Show) while Comrade Elba and Morty idled by the portico entrance to talk shop as it were.

"Best business decision I ever made, Iddy."
"And to think I had to extort you into it."
"I like to think I would have seen reason eventually."
"Hm."
"You alright there, darling?"
"Shouldn't I be?"
"You slept through the whole ceremony."
"Says the man who had to take Aderall to talk to Hugh Jackman."
"I just wanted to be on point!"

Comrade Elba sighed and leaned back on one of Ms. Streep's tasteful Doric columns.

He looked up at the stars, "Do you ever have strange dreams?"

"Sure. I thought I'd become a podiatrist like my brother Abraham--"

"--Morty..."

"Oh fine, his name is Arthur. And he's a dairy farmer."

"I'm serious though. Don't you ever think it's a shame all that NASA shite went pear shaped?"

"What are you saying Iddy?"

"Just that I think--"

Screams. A rather frazzled Brooke Shields ran out in a flowing Naxos-cut Vera Wang gown with a tapered waist and flowing bodice--

"Kevin Spacey and the fat English guy are getting into a knife fight!"

Comrade Elba sighed. Time to go clean up another mess.

"I've been waiting along time for this, you Mancunian fuck."
"I'LL EAT YOUR HEART WITH PICKLING SALT YOU CRITICALLY FETED POOF."

Several flashes of switchblades later, a near critical-wounding of acclaimed character actor Steve Buscemi, and Ms. Streep's intervention herself (who knew the woman was a master of Jeet-Kune-Do?) and they were able to leave the party relatively unscathed. Mrs. Dammavong had gotten her autograph, Ms. Dammavong had converted at least a few Scientologists to the Communist cause, Morty had made business contacts, and Blotter had nearly lost an ear (Kevin Spacey was a notorious knife fighter after all.) To his delight, Ms. Benson only thought this added a sort of ragged danger to him and had never been more attracted.

The blowup with the stars for Comrade Elba, in the meantime, had only emphasized something else.

Laos needed to go where the literal stars were.

Internet ETA 1 turn
Nuclear Power 2 turns

- Space. The final frontier. 6 billion invested in a space program, with the aim of having a series of SPY and weather satellites in space by the end of the this year or the next.

- Our film initiative goes well, especially our various "agitprop" efforts for whatever country will pay us. Unfortunately, a couple of warthogs and F-22s go missing while in production. We express apologies to the United States and a willingness to pay back for the misappropriation.

- Diversification and intensification of exports and industry. Investments will be made in heavy metallurgy, mining (specifically in rare earths, sodium, iron, bauxite, aluminium, etc.) 4 billion

- With our agricultural investment and canals complete, we expect higher grain yields, which will further enhance Laos food security as a net food producer (able to feed itself and export), as well as provide a boost to our export-driven growth. Our agrarian system is also broadly modeled off of the Chinese/NEP model, but we recognize that higher Western-style inputs (like tractors, which we can now build ourselves) will bring even higher productivity gains. Also invested in more Cray supercomputers to be the core of a NATIONAL AGRICENTER that in true Communist fashion is to be open to all the farmers and which when linked up with our internet will give our farming communes access to personalized weather, sodium and mineral levels in soil, etc. in many cases trebling effective output as well as leading to ecologically sounder practices (reclamation will be our next step of some overworked areas.) 1 billion

- An estimated quarter of a million online students sign up. We are reminded of the University of Phoenix scam, but know that an actual return on investment will provide even greater profits. The investment on this will dovetail with our goal of college or vocational degrees for one hundred percent of the population as TEACHERFISH: LAOS TEACHES THE WORLD program will provide further subsidized training and experience to its would-be teaching cadres. 2 billion

- Our computer center and investment in education and manufacturing makes the next step rather obvious, does it not? Invest in a series of electronics industrial parks with focus on transistors, iodes, and linking up these systems via our high-speed magrails to our existing "software" systems. A portion of this will also be invested in establishing an independent cyberinfrastructure for Laos. 4 billion.

- Our medical sector is up and running, and dovetails nicely with our research in chemistry, electronics, etc. and our investment in both education and industry. Develop our medical sector to both service our population as well as for export of drugs. 3 billion.

- Our FIREFLOWER project is complete. We have been able to control the habit-forming portions of the drug (while adjusting our population to an even less addictive variant) as well as boosting its immunoregenerative effect. Obviously, this should be in high demand for export, and we will invest 1.5 billion in factories for just that purpose which will also spur on our economy.

- 2 billion in general welfare investment and further capitalization of our national health service to dovetail with the project above.

- Another billion invested in JAVAFISH yet again to deepen our export penetration and ubiquity.

Foreign Relations

Brazil - Offer 100 million to take the two Osorio tanks they have mothballing (original price 5 million each) off their hands. To secure this offer, a further 100 million to develop contacts evenly among the notoriously corrupt Brazilian power elite be it left or right.

China - Laos continues its charm offensive in China, offering a variety of concessions in sectors where Laos is not competitive (yet.) Laos decides to continue the summit route but does not take a strong position against Russia's stalling in the UN.

India - Suggests that in addition to the Summit, a smaller meeting of the more advanced local economies (sans Japan and Pakistan, which are vetoed by China and India respectively) meet to hash out regional issues on a semi-regular basis regardless of the Nepalese resolution. Urge deescalation of the crisis.

Nepal - Laos offers humanitarian assistance, preparing 500 million to receive up to 200 thousand Nepalese refugees. Part of the funds are spent on studying which manner to best integrate the expected Nepalese into the Laotian economy; automatic citizenship will be offered, as has become customary in Laos (given enormous growth, a 78% majority approve of this policy.)

Thailand - 1.8 billion to offer sanctuary to both sides of the Thai Civil War in accordance with existing sanctuary law. As before, our relatively low demographic weight, the absolute underpopulation of Laos (even industrializing) and our industrial thirst for labor makes this a rational (if not necessary policy.) We ask that both sides observe the neutrality of Laos, Cambodia and Myanmar, especially in light of international UN guarantees, as well as those of the Chinese and Vietnamese (where we are rather popular you know.)

Vietnam - SHOCK! Our investigation turns up rival Communists from Vietnam implicated in the murder (and other forms of mayhem in the wider region.) We do not truck with Left Sectarianism and take no position on the actual ideological intrastruggles of our Vietnamese comrades, but we cannot abide by this licentiousness. Direct FOXSALMON and the Central Worker's Justice Committee to investigate further and to be cognizant of international protocol at the end of the investigation.

Cambodia - Invest in a border industrial center with Laos/Cambodia, to further tie Cambodia economically into us. Also offer money to have the Cambodian industrial conglomerates (such as they are) list in our stock exchange (one of the largest in the region now.) 1 billion.

United Nations - Speaking of the UN, introduce a resolution proposing a general summit to address the Nepalese Crisis (also taking the world's attention off of Thailand.)

R&D

1 billion in general augmentation of research with focus on chemistry, materials, etc.

FOXSALMON

2 billion invested as FOXSALMON is earmarked for missions SALMONPAD and AGENTFISHY

Summary
  • Various domestic initiatives
  • Murder on the Viet-Orient Express
  • Thai/Nepalese Refugees welcome
  • Online University opens; massive enrollment, push for more.
  • General Welfare/Micro New Deal continues; Mr. Elba more loved in Laos than sticky rice and transitioning to an electro-industrial economy
  • JAVAFISH program for joint imports/cartelism with PNG and Madagascar deepened
  • Various diplomatic manoeuvres
  • No remaining budget (though Mr. Elba expects an Oscar for his turn in that indie comedy that LAOS MADISON released and that should net him bigger backend... well that and he runs the country which owns the company)

Roads. Just Roads: Bolivia's transportation situation has been impeding its efforts to develop. After repeated incidents, it has become a top priority to create a overhaul and upgrade to the roads. Existing routes will be repaved and reinforced, and new routes will be plotted to make travel within Bolivia easier for the people, and more importantly, for my other projects to flourish. A highway system should also be research wherever it may be viable to do so without damaging the natural beauty of the country too much.
((Continue Funding from last turn))
Budget: 1 Billion Dollars

Temporary Life Support: Given the work on roads, other projects to build up infrastructure need to be put on hold. An additional sum shall be divided between Building a Better Bolivia and NEMDA's Efforts. All but a token work force should be transferred to work on construction of the roadways.
((Continued Funding from last Turn))
Budget: 500 Million

Funding Future Industries: Bolivia has a large amount of manufacturing in the food, drink, and tobacco industries, as well as various other fields such as textiles, metals, non-durable goods, processed soya, and now petroleum and natural gas. However, a country requires diversity and innovation to succeed. It is decided that a greater focus on education is required. There are various colleges and universities who could serve as gateways to a higher living, as well as public schools who could use improvement. A special grant is made so that the best and brightest of public schools can get access to higher education for free, and public schools are to be granted more funding to be used for remodeling campuses, buying better equipment and books, and fostering a brighter mentality.

Budget: 500 Million

Watchtower: Other countries I feel might be doing activities that aren't neccisarily for the best. I order my intelligence services to begin monitoring the activities of Brazil on a larger political and economic level, while at the time watching the boarder countries and my own countries boarder for any large movements near it or within other countries.

Ecuador, Guyana, Suriname, French Guyana: I send a letter in secret, as covertly as can possibly be done, inquiring if it has had boarder problems with Brazil. I suggest in the letter that countries working together can overcome adversaries many times their size, and drop a hint that should they ever find itself in Brazil's crosshairs, or in need of any services that they may not be able to do themselves, that Bolivia would be willing to give it support. Citing that united, they stand a higher chance united then divided.

Paraguay: I send a message to Paraguay suggesting that a more open boarder between our two countries would benefit each other greatly in defense and economic partnership. What I hope to allow is for Paraguayan's and Bolivian's to be able to cross each others boarders without passes, checks, or any restrictions. I bring up that this would increase their ability for trade, as well as for faster response in helping them should anything go wrong with their much larger neighbor above.

Uruguay: I request the ability to use their ports, docks, and coastal areas for Bolivian affairs, such as coastal trade, imports and exports, and military vessel storage. They would be compensated for this usage, and the joint effort would see construction for those military vessels and men brought into Uruguay to help bolster a bit of economy. I also request to use their ports to help bring in the mexican refugees to aid in their transport to bolivia. Again, Promising compensation in due time.

Mexico: I continue to give verbal support to the southern mexican forces, and offer them an open line of communication should they ever wish to talk, or perhaps, request help of some kind.

Russia and Eastern Europe: In response to the criticisms, I request that Russia and Eastern Europe take on some of the Refugee's, should it feel it knows how to better handle such situations. I cite as well, their refusal to help other refugees in times of crisis. If they have enough time to trend a hashtag, perhaps they also have enough time to save some lives from senseless and brutal slaughters.

R&D - Continuing work on the Drones and Science- The continuation of Reverse Engineering and Duplicating the Drone technology to make it cost effective continues. I seek out independent scientists, computer experts, as well as the acquisition of sufficient scientific centers and technological facilities in order to house the study of future cyber and computer related endeavors. If our technology is not advanced enough, then I will work to expand our technology to speed things up.
((Continued Funding from Last Turn))
Budget: 1 Billion

STG Funding: The new specialized helicopters are most likely going to be costly, and so I put forth the budget and seek out these special helicopters for the STG's usage. It is decided that the MH-60 Pave Hawk will be the main helicopter of use, requesting the purchase of 15 Pave Hawks. An additional 10 Bell AH-1 Super Cobras are requested for purchase from the United States.

Budget: 400 Million

Research - Top Secret - : I order the project to continue its research into compacting the bombs, deeming it too risky to test them and reveal them to the world just yet. Additionally, I continue to search for sutible testing sites for the bomb to be used, marking all possible locations and to continue to finds ways to do the test without drawing too much attention.

Budget: 400 Million

-Research - Top Secret - Project Sombra de Moises: For a country as small as Bolivia, and lacking in traditional military power, a new means of waging war is needed. A new weapon, capable of traversing multiple kinds of terrain, delivering powerful attacks against foes, and being able to be operated and maintained easily, are required. Plans are to be drafted of a new and devastating weapon, one simply able to be described as a "Mobile Weapons Platform of Heavy Ordinance Capabilities". A walking tank, who could carry a payload capable of taking out military units by itself, and whose armor would be thick enough to survive numerous anti-armor and anti-tank rounds.

Budget: 1 Billion

Summary:
Continued to build roads
Continued to fund economy
Gave education some extra dollars
Trying to get an alliance with Ecuador, Guyana, Suriname, and French Guiana.
Asked Paraguay to have a completely free and open in exchange for economic and military assurance.
Asked Uruguay to let me use its ports for all my stuff.
Told Russia and Eastern Europe to accept Refugees.
Began watching Brazil and all of my neighbors more closely
Kept funding science center.
Kept funding bombs.
Bought Pave Hawks and Super Cobras for the STG.
New Project: A Weapon As Dangerous as Metal Gear.

Population: 22,000,000
Budget: $15.5 Billion

Domestic Affairs
Encourage friendly in-house competition between Extérieure and Intériure by starting a biannual traditional competition called SpyGames. $100 Million

Continue Conservation Initiative. Change name to Project TREEHUGGER. $500 Million

Begin serious mining efforts and exportation in Project GILDEDLEMUR. $1 Billion

Continue Project LIVEWIRE. $500 Million

It's time to really industrialize. We're devoting $4 Billion to the creation of new heavy industrial centers for processing our own ores, oil, gas, etc. as well as building vehicles, planes, boats, etc. The southern coast of the country seems like a prime spot for this. Yes, it's rather broad-spectrum, but the diversity is a part of the appeal. Multiple new subsidized companies under one massive company, codename UMBRELLA, will be formed. New program is called HEAVYRAIN.

Keep on buildin' Monte Madagascar, Phase II. $400 Million

Project WARMLIGHT's got the green light? Wonderful. MOAR MONEY! $1 Billion

SKYHIGH progressed. Wonderful. Offer to buy out a bunch of farmers in the midwest and central U.S. I know they're selling. Pay top dollar. $3 Billion

Foreign Affairs

ICC Partners - Reorganize so that local growers supply their own demand first before exporting. Expand farming production in Benin. Buy out growers in Jamaica and India. $1.5 Billion

U.S. - Offer a contract to General Dynamics Electric Boat via Congress and the Pentagon to purchase a new Seawolf-class Submarine, which they would build for me, for $4 Billion overall with a $1 Billion down-payment. We would take an already-built Seawolf, but they did cancel the project way back when. Plus, they'll still turn a profit.

North Korea - Offer a bid of $3 Billion for opening oil drilling facilities and processing centers with 50% profit-sharing. Note that the $3 Billion includes me funding shipping as well and buying new TI-class Ultra Large Crude Carriers (4 for $150 Million Each) for dedicated shipping. @Bee

Russia - Invite the Russian President to Monte Madagascar for an all-expenses-paid vacation as a show of friendyness. Establish a line for diplomacy, as it were. Also hold a series of dinners at Madagascar's Embassy in Moscow for Russian and other foreign dignitaries. Possibly invite them to join Project Warmlight. Explain that we're simply trying to be friendy with everyone, not just America or NATO. Russia was labeled as the most important country in the world a few years back, after all. Also explain that we're simply trying to deal with the pirate menace that's in our own backyard so other countries like Russia don't have to worry about such things.

Laos, PNG, and Honduras: Approve a 10-year-loan to Honduras for $5 Billion at 18% interest. Explain that the high-rate is due to Honduras' lack of prior credit with our bank as well as the volatile nature of Central American (ex. the Mexican Civil War). Honduras' application to join the MLP Investment Co. is also rejected on similar grounds. @TheSilentWind

Laos and PNG: $500 Million towards FOXSALMON plus another $500 Million for JAVAFISH. Pitch idea for Project NEOROBO.

Military Affairs

ETA 1 for my E-7a Wedgetail upgrades.

Purchase 100 Perseus missiles and load my VLS-capable ships with them. $300 Million ($3 Mil each)

Another $300 Million for Project SONGBIRD

Another $400 Million for Project HUMMINGBIRD

Continue recruitment drive. Overall goal is a Million-Man-Army, but the people don't know that. What they do know is that joining the military is a quick way to get job skills, cheaper loans and insurance, and a free-ride to college. $100 Million

Yemen - Turn 5

Yemen: 24,000,000
Total population: 24,000,000
Budget: $1 billion

Government: Houthi Yemen
President: Sheikh Sayyid Yahia al-Houthi (2/5 years into first term)

Domestic Agenda and Economy
- Declare the constitution officially suspended.

- Reaffirm that Islam is the state religion and that sharia law rules the land.

- Establish several ministries.
Foreign Ministry
Interior Ministry
Ministry of Aviation
Ministry of Finance
Ministry of Justice
Economics Ministry
Ministry for Nutrition and Agriculture
Labor Ministry
Ministry for Science, Education, and Public Instruction
Transportation Ministry
Postal Ministry
Ministry for Weapons, Munitions, and Armament
Make appointments based on loyalty, leadership and skill.

- Announce the formation of a 116-member Shura Council made up of tribal representatives. The council shall be convened once a month. In their official capacity, members of the council will assist and advise the president, giving all tribes in Yemen a strong voice. As we've been in a state of war for many years, it's not hard to imagine the power of the government outside of urban areas has been limited, allowing some tribes to assume more local power than they might have otherwise. Considering the power of tribes in Yemen is relative, hopefully this will be a good first step in ensuring government control in rural regions.

- See to it that our civil administration can effectively operate. Offices shall be opened and the right people shall be hired. Any kinks need to be worked out now.
Budget: $100 million

- Build six new small hospitals, putting funding towards acquiring good equipment and medicine. The emphasis should be on great treatment and care. These hospitals won't be very eloquent but they will get the job done. All staff will be introduced to a strict regime of cleanliness; keeping equipment clean, washing their hands, and so on. At the same time build several medical dispensaries to provide basic care to rural communities. Invite Doctors Without Borders to tour Yemen.
Budget: $200 million

- Fiance infrastructure projects in Sana to repair damage from the war. Roads and drainage works, water supply, and other utilities should all but up to modern standards. Families will be able to apply for subsidizes to repair their homes. Businesses looking to repair their properties will be rewarded subsidized loans to do so.
Budget: $100 million

- Extend microcredit to impoverished borrowers. This should help support entrepreneurship and alleviate poverty. Target Sana first and then expand to the entire nation.
Budget: $100 million

- Order the Ministry for Nutrition and Agriculture to commission the Farm Bureau. The bureau will be responsible for developing our agriculture industry. Subsidize the modernization of farming equipment and the construction of irrigation projects to aid crop yields. Introduce crop rotation and contour farming and the use of modern pesticides and fertilizers that have a low environmental impact.
Budget: $50 million

- Open a summertime market in Sana. Encourage local businesses, artisans, and farmers to rent stalls. Suspend as many taxes as allowed by sharia law for commerce in the marketplace, this way consumers get the cheapest, most competitive prices available. Rent prices for stalls shall be fair, and a small tax will be imposed on transactions. Farmers working with the Farm Bureau will be rewarded with cheap stalls and a lower tax.
Budget: $25 million

- Create The Yemenite Post, a newspaper to print news on the actions of the government as well as world events. It will be relatively cheap, opening reading material to more of the population, hopefully helping with literacy. Open a few printing presses in Sana to meet demand.
Cost: $25 million

Foreign Affairs
Appoint an ambassador to Russia. Seek to establish a relationship and hope for recognition.

Appoint an ambassador to Iran. Propose Yemen buy military equipment from the country.

Send envoys to Saudi Arabia. Seek peace terms.

Appoint one of our strongest diplomats as ambassador to the UN. His one goal to secure our government international recognition.

R&D
- Task the Ministry for Weapons, Munitions, and Armament with developing variants of the AK-47, SKS, G3, NSV machine gun, and Makarov pistol.
Budget: $100 million

Military

- The Ministry for Weapons, Munitions, and Armament will open a few weapon and munition factories to start work on our variants of the AK-47, SKS, G3, NSV machine gun, and Makarov pistol.
Budget: $100 million

- Every squad in our army should be outfitted with the G3 and NSV machine gun variants at least.
Budget: $50 million

- Additionally, secure RPG-27's for each squad.
Budget: $50 million

- The army will advance towards the border with the Hadi remnant. They will search and destroy Al-Islah militias. Do not engage any Hadi forces at unless attacked for now.

- Anti-aircraft guns will be deployed in and around Sana to protect it from bombings.

Bee - North Korea (AKA Best Korea)
Population: 24,900,000
Budget: $4 billion
Domestic Affairs / Economy
- Farming subsidiaries! The soil sucks, people don't have equipment, and food is important. So we're gonna drop some direct payments into the laps of farm folk in the hopes of turning that all around. Allocating $2 billion this year, because its a damn mess.

- Emphasis on education, and opening public colleges that are accessible to country folk. Most of its technical/vocational stuff. $1.5 billion.

- Still working on that infrastructure. Another $500 million to start work on a rail system to get people in and out of the capitol.

Foreign Affairs

- @The Kyzer, yes. Good. Let's get some oil, friend.

- Propose a "teachers without borders"-esque arrangement with South Korea. We'll pay you to let us borrow some professors for our schools, and you can have them back in five years. $250 million for housing/transportation/keeping the foreigners happy.

- Invite TEFL programs into the country to, well, teach students English. Duh. $250 million.

Military
- Deserters are given the option to reenlist or face legal action. No one's being murdered in a back alley, but obviously it doesn't look good on your public record and having to pay ~$2,000 USD to keep yourself out of jail isn't feasible for most people. Jail sentence is 3 years, but prisoners aren't being treated any better or worse than the folks already there.

- Glorious Leader gives a speech about why a strong (peaceful) military presence is essential to the country's success. Rousing, inspiring, but generally non-violent. Lot of talk about protecting our borders and making sure North Korea is Best Korea, and atoning for the sins of the past.

- KPA's focus remains on public works. A third of available troops patrol the Northern border, while an elite group of Korea's finest is assigned to protect the Glorious Leader at all costs. $250 million for propaganda and training to STOP THOSE %#*%ing ASSASSINATION ATTEMPTS.

Research & Development
- Still waiting on those American GMOs. Womp womp.

- Devise a way to turn old military surplus into farming equipment. $250 million.

Total Budget: $4 billion + $1 billion from @The Kyzer, thanks buddy!
Remainder: Nada.
Assassination Attempts: 12

China and India continue to fight a semi-conventional war in Nepal. A Nepalese Government-in-Exile has been formed in Beijing and a hearing before the U.N. is scheduled in January of this next year.

East African War becomes a veritable mess as the lines of battle become blurred. The African Union finally puts out a call for peacekeeping forces to be deployed. Togo and Burkina Faso continue to have troubles with Marxist groups. A well armed Marxist strike force has seized Lome. Marxist groups have a strong presence in Northern Benin, and are reportedly to be similarly equipped, leading questions as to where they got their arms.

The Second Kosovo War lasts nearly two weeks and results in Serbia being thrashed by the Kosovo Force.

Mexican Civil War progresses as USM forces push the rebels back to the capital.

Ecuador reports zero issues and warns against any secret pacts that may be construed as an alliance for war.

Guyana, Suriname, and French Guyana, however, report several small "accidental" incursions by the Brazilian army that they have thus far kept quiet about. They leap at the chance for a unified defense against such a great power.

From the beginning, Turkey declared neutrality in a rather defensive manner in order to keep Russia from getting involved. While mostly buried in diplo-speak, the message was quite clear that Turkey would abstain from involving itself in the Balkans if Russia did the same.

The first days of the conflict turned out to be the most-disastrous of any other throughout the brief war on all sides. For starters, though NATO had increased its presence on the ground, its air presence hadn't been as reinforced due to KFOR leadership expecting Serbia to stand down plus logistical difficulties. As such, Clayton's forces didn't have much air cover along their outer defenses and they took serious beatings from Serbian G-4's dropping bombs as the Rapiers were stationed too deep within their border to be utilized. Your ambush sites were lit up like fireworks as Serbia simply cleared the way with a line of bombing and shelling.

OPERATION WORMWOOD, as it turns out, has become rather infamous as a true disaster that CNN's taken to calling "the most disastrous airborne assault since the Second World War". BBC News went on to refer to it as "Operation Mountain Garden". Its failure stems from the lack of air cover for the C-130s, which have a relatively low-ceiling in comparison to modern jet fighters. A roving pack of Soko J-22's, operating in their auxiliary role as low-level interceptors, picked up the massive unknown aircraft while on patrol and destroyed all eight with a combination of cannon-fire and AAMs. A few of the unknown soldiers survived the crashes and made their way back to Kosovo, but the identities of the hapless would-be counter-attackers have been kept secret thus far.

Of course, after these events, things quickly swung back against the Serbs as Bulgaria declared a cease-fire with the Kosovo Force due to pressure from NATO. Bulgaria's official statement on the matter was that it had intended to support its close ally but had no interest in destroying itself to do so.

Immediately after the withdrawal of Bulgaria, the Kosovo Force unleashed a massive aerial counter-attack to establish air superiority while Macedonian helicopters and Kosovovan ground forces established a solid defense against Serbia's encroaching mechanized brigades. In a matter of days, Serbian ground forces in the east were obliterated in what BBC News dubbed the Valley of Death and the troops to the North retreated back behind the Serbian border. However, in a blunder comparable to Benin's ill-advised airdrops, Serbia's military commanders didn't actually redistribute their forces following the retreat, leading to a lot of troops and hardware grouped together in a few valleys. A few sorties by A-10 Warthogs armed with anti-personnel and anti-armor ordinance turned the retreat into a massacre. Serbia's government immediately issued a call for a ceasefire and ordered their military to leave Kosovo.

Screw you, Clayton.

Tristar - Benin
Things become highly volatile. Protesters call you a hypocrite for saying there isn't a police state, yet you import thousands of police from another nation and arrest people who are saying things the government disagrees with, and ramp up police presence and activity. Shouts of how the bourgeoisie try to keep the lower class down can be heard. Several riots break out in Copargo where surveillance of the local population as well as the Marxist-Leninists is discovered. Stones and bricks are thrown at Honduran patrols, several patrol cars are set ablaze. After a week of riots, police authority in Copargo is minimal.

Marxist-Leninist leaders refuse to meet with you as they do not trust you. BenInt tells you there is a risk of civil war if the situation isn't handled carefully. Benin shares in the BRVM fall.

  1. My government will begin to attempt to improve on ICT infrastructure. I want my people to begin accessing internet, as well as improve overall in technological education. $600 million will go toward funding for this.

  2. My government will also begin creating maquidolars in major cities so that we can begin to work on improving our heavy industry. I will order for safety regulations to be enforced in order the factories that are built to be more secure. In addition to that, create a law that orders the factories to pay the people a living wage, not a minimum wage, but a wage that helps people. I will order for my manufacturing corporation to move in order to build more factories, as well as giving subsidies to Honduran businesses. $ 600 million will go to this.

  3. $1.5 billion will go toward improving education all over Honduras. I want my people to be smart, so we shall do this:

  4. -Make public schools that offer primary, and secondary education to be free

-Improve literacy and focus on computer literacy

-Order for money to go into improving education in universities. Give out some cheap loans, as well as build some teacher colledges in urban and rural areas

-Have universities focus on teaching English.

  5. We shall create a tourism program, and build resorts in all our major cities. Also order for advertisement to occur citing Honduras being safe considering the progress we have made fighting the Cartels. $500 million.

    6. Road work continues. ETA 1

7.New competition in your mining industry has been sparked. Construction of mining operations has begun. ETA 1

USA: Ask the USA to help us with Nicaragua. Ask them to send in more agents to train my external intelligence agency, and I also hope that they can help us with my educating thing that I am doing.

Nicaragua: Remove the troops from the HBC that was going to secure the areas and have them push back. Maintain a small amount of troops per the original agreement. Offer a joint border agreement again.

El Salvador: Tell them thank you. We shall also state that we are interested in improving relations as well. Offer some joint agreements such as the ones for science and technology cooperation.

OOCAS: Thank OOCAS for what they are doing. State that the dream of a OOCAS bank will be reality in a few years. In the meantime, we shall secretly invite OOCAS member countries to Honduras in order for discussions on what is happening in Mexico.

Guatamela, Costa Rica, Dominican Republic: Ask for an agreement to be signed that allows us to have intelligence cooperation and whatnot.

Russia: Attempt to improve economic relations with Russia

Brazil: Ask Brazil to continue investing with us.

Benin: Decline the joint defense pact, citing the fact that Benin is way too far. We will accept the trade stuff though.

$300 million to go to a recruitment campaign. Make sure we mention the Mexican situation.

Purchase 15 F-15 for $420 million

Purchase 25 M1A2 Abrams for $200 million

$200 million toward expanding military infrastructure ssuch as expanding the runways in air bases

$100 million to go to hiring the best hackers in the world so that they can train hackers that are from Honduras.
-Have my secret ninja group move in. Considering that they are trained, I think it is time that we see what they can do in other countries. They are to firstly go and learn as much as they can about Nicaraguan culture, its people, political structure, etc. They are to also make contact with people that see the Nicaraguan government as oppressive, and for it not benefiting the people. Domestic Affairs/Economy

SlaviComm: Continue to develop a nation-wide high-speed fiber-optic internet network. $300 million ETA 2

$500 million ETA 2

Offer subsidies and expand our agriculture industry so they have modern equipment. Offer access to GIS software to farmers so they can efficiently track water usage, determine wasted water, etc. $350 million ETA 1

$300 million ETA 3

Red Mud - Use the Azorb process to begin cleaning up the red mud pit at KAP. Use the red mud-turned-azorb to treat our coal plant waste water, and test it at waste water treatment plants, just to be double certain the treated water will be safe for human consumption. $100 million

Continue construction of the LF thorium reactor, with IAEA input on design. Ensure that security around the site is tight. $600 million (not counting Albania's contribution) ETA 3

Now that the Serbian crisis is over, let's start pursuing foreign investment in the industrial sector. We've got business parks, a public-use supercomputer, fixed our electricity problem, and have a solid transportation system. Should be fairly attractive, especially when we throw in a 5 year tax incentive to investors who begin doing business in Kosovo starting this and next year. $291 million

Lets put that supercomputer to even better use, and even extend the ability to rent server time to the entire Balkan region. Naturally, in order to cope with increased demand, we will order a 7 petaflop upgrade from Cray. Build a 3D printing workshop to build low-cost, made to order prototypes for business' R&D purposes. We will also use said 3D printers to make flexible, full range of motion, made to fit prosthetics for amputees. $500 million

Project SYFY: Purchase a 50 petaflop supercomputer from IBM for government and military R&D purposes. Station it in our mountain complex. Recruit the foremost physicists from our universities, and Greece, to start working on developing a proof for the existence and artificial construction of wormholes. Make sure they sign a bunch of non-disclosure agreements with severe penalties if they leak their work. They will have whatever funding they need, if they need specific data from high-energy experiments like at CERN, we will fund those, if they know of scientists who would be of extreme use to the project we will hire them. $1 billion

Tourism: So it looks like Serbia won't be bothering us anytime soon, so stability has finally come to the region. Improve on and advertise alpine ski resorts, mountain climbing, and rich cultural heritage with beautiful mosques. There's also some abandoned strip mines, let's ease the gradient on one and begin a large restoration project to turn it into a lake with fishing and some boating. Build a resort lodge near the lake with the best rooms having a view across the lake. Along the shore, restore native plant life. $600 million

Improve on the public welfare by raising the minimum wage by $2.50 (considering the economic progress, and the already low minimum wage, companies should be able to afford it). It will be incrementally raised over the next year to that point. Companies will face fines if they don't comply. Build low-cost housing with access to basic necessities such as electricity, gas, heating, water. For the poorest families, offer government-funded assistance for schooling. $500 million

Improve the police force through better funding and access to equipment such as light helicopters, vehicles, logistical support, and better facilities. We've got some organized crime to take care of, but for now, focus on police improvements. Improve on police training by asking France and the UK for help in modernizing our training programs. $285 million

Construct a national monument to honor the lives lost in both Kosovo Wars. The name of each combatant who died in the fighting will be engraved on the monument, and a star will represent every hundred civilians killed. $15 million

Foreign Relations

Montenegro and Macedonia - War has brought us together, and we are grateful for your declaration in support of Kosovo. Together we have shown the world that nations in the Balkans can work alongside each other in pursuit of peace. The years past have seen an unprecedented political, economic, and military cooperation between our great nations. It is our wish that an even greater period of peace and prosperity be allowed to grace the region. To that end it has become apparent that the best way to do that is to transcend the old lines of ethnicity and territorial lines drawn by the ancient Great Powers. The level of cooperation between us is deep, and we wish that the three of us take the logical next step. Let us join together in statehood and form a Balkan Republic. $400 million for various backroom wheel greasing, political donations, and actual governmental transition support.

Croatia, Bosnia and Herzegovina, Slovenia, and Albania - Propose that our nations hold a yearly summit to discuss ways to maintain peace in the Balkans, and to discuss cooperation in economic and political matters. To that end we suggest a Free Trade Zone for all our countries, and easier movement of people across our borders (much like the EU has).

UN/NATO - Thank them for their assistance, and ask them once again to mediate a treaty negotiation between Kosovo and Serbia.

Serbia - Agree to the ceasefire. Offer peace terms: Serbia will recognize Kosovo as an independent nation (non-negotiable), Serbia will allow flights inbound/outbound to/from Kosovo to fly over Serbia (preferably non-negotiable), and finally Serbia will pay Kosovo $300 million in reparations for both Kosovo Wars (negotiable, we don't really need it, but it's there to let Serbia feel like they got something negotiated down).

Romania -
A trade alliance sounds like a fine idea, formalize it.

PNG - @Zapp Frankigan Thanks for the aid. Ship recovered downed Serbian plane parts to PNG

Benin - ( @Tristar ) Privately offer our sincere condolences for Benin's sacrifice

R&D

From captured and salvaged Serbian M84AS tanks, reverse engineer the composite armor, and the Shtora, then improve on them. $150 million

Military:
Continue training pilots, ask the trainers to compile a dossier of trainees that they feel show the talent and qualities needed to be pilot instructors themselves, and assign those men yet more training in order to be instructors. $50 million

Continue training our army in the use and tactics involved with the new weapons and vehicles we've bought. $50 million

Purchase 7 JAS 39 Gripen $482 million
Purchase 5 AH-64D Apache $325 million
Purchase 12 A-10 Thunderbolt II $141.6 million

Upgrade our T-55s to the T-55-TDM standard $60 million

Short and Sweet

"Last day in L.A. Mate. Enjoy."
"HRRMMMMMM."

This guttural groan was Blotterese for "this is a soddin' good sausage mate."

And sodding good it was. They were at no less than an Angeleno institution than Pink's. One could hardly blame them. After all, they had just barely survived a run-in with famed knife-fighter ("and the git is a foul ear biter too, mates!") Kevin Spacey ("yeah but he was crackin' in Glenn Gary Glenn Ross mate") at Meryl Streep's stately Greco-Roman palace (*Sullen silence from Blotter, though he'd be the first to admit that the aforementioned was probably the best film adaptation of a Mamet play.*)

"Say... this place is pretty busy, aint it?"

Colonel Dammavong looked up from her triple-praline ice cream and cocked her head at General Secretary of the Laotian People's Revolutionary Party, Laos Communist Party, Pathet Laos Legacy Party, First Laos Trotskyist Anti-Revionist Party, the Internationalist Orange Party, Foxmaster of FOXSALMON, Glitzmeister Supreme, Writer of the Acclaimed Original Treatment for the PEEK! Action Franchise, and New Face of DIOR! Laos and First Minister of Allure, and Aquaculture, Screenplays and Potentially Trendy Food Trucks Idris Elba before her clever eyes took in the sea of sculpted and tanned LAtians thronging into the Palace of Bratwurst (and Linguica, Kielbasa, and probably Andouille around Mardi Gras.)

Blotter had to look up from a second helping of the Avocado Dog. He'd gotten a weird cataract-y look to him, though one could as much ascribe this to food daze as to his lachrymosity at having temporarily broken things off with the lovely and multi-talented Ms. Benson. Of course it had been his idea but Northmen were known for feeling their emotional spasms as keenly as their accompanying wits were dull.

It took the cheque to bring him about to their way of thinking.

"Bloody hell mate! You could buy a bleedin' country with this cheque!"

Comrade Elba smiled.

"Yeah mate. I reckon you could."

INTERNET COMPLETED
NUCLEAR POWER COMPLETED

- 4 billion earmarked for more trade and vocational programs, with 2.5 invested in the Internal Laos Development bank, effectively giving the population access to 30 billion in small business programs. Our small retail, middle manufacturing, and private restaurant enterprises are all projected to hit double digit growth with this new source of financing. 4 billion.

- Diversification and intensification of exports and industry. Further investments will be made in heavy metallurgy, mining (specifically in rare earths, sodium, iron, bauxite, aluminium, etc), chemicals, middle and light manufacturing, and construction, particularly heavy infrastructure construction. Earmark 5 billion of this amount to promote synergy and infrastructure development between our aeronatics sector, our electronics sector, our heavy metals and industry, and our automotive sector, establishing the LAOS NATIONAL DEFENCE COMPANY (LNDC) as a state monopoly to spur on military development. 10 billion

- To absorb this push, another 1 billion into education

- 5 billion for further economic integration of our refugees who are all granted Laotian citizenship. Again supermajorities approve of this move, particularly as Laotian Communist Internationalist takes hold in our schools.

- Further input and arable land reclamation boosts into our agricultural sector, with expected downsized workers retrained for our ever hungry industrial sector. We are already more than able to feed ourselves, even taking on many refugees, but we also expect to make a tidy sum on exporting. 2 billion.

- 7 billion to launch four different satellites --two military and two civilian-- and its attendant space program. Locate said program in the most economically underdeveloped sections of the country and offer dovetailing compensation with our education push to more easily integrate our refugees.

- 5 billion into our chemical sector on top of the industrial sector research to develop more efficient fuels, both for our civilian applications (energy grid, trucking, space program) as well as military applications (satellite rockets, military vehicles, etc.)

- 4 billion invested in the purchase of at least thirty more supercomputers, with various centers set up around the country and as always complete community and even township library access to these machines. Another 2 billion to invest in local supercomputer building capacity alongside our burgeoning electronics sector. 6 billion total.

- 3 billion in ecological refitting of our infrastructure and older industrial parks, with a national plan to continually earmark green energy and development for Laos, including 1 billion to be set aside for alternate energy research.

- 2 billion in general welfare investment and further capitalization of our national health service

- Another billion invested in JAVAFISH yet again to deepen our export penetration and ubiquity.

Foreign Relations

China - Laos continues its charm offensive in China, offering a variety of concessions in sectors where Laos is not competitive (yet.) Laos sends a mission of its Sinologists experts as well as new Laotian citizen Joan Cusack (fluent in Mandarin!) to suggest expanded bilateral trade in areas where Laos is advantaged (grain and food products, high technology.)

India - Give India a more permanent diplomatic status in Laos. Work out through our diplomatic proxies what advantages we may take in India while not angering China or other regional powers. 100 million in diplomatic intelligence.

Nepal - Suggest UN demarcated zones for refugees. Continue monitoring and absorbing Nepalese refugees as best as possible.

Thailand - 300 million in various intelligence activities (plus FOXSALMON as detailed below and in communiques with the GM.) Our secret strategic aim is to prolong the Thai Civil War as long as possible. To that end, some of the aforementioned funds will go towards cultivating human intelligence in our refugee community.

Vietnam - Quietly release this evidence (which also implicates Vietnam in the Thai Civil War) to Western and Chinese news outfits. Quietly develop contacts among the various tendencies to take advantage of the possible chaos.

Cambodia - Invest 500 million more into Cambodia, aiming to take control of its strategic economic sectors while buying off recalcitrant local actors. Also offer our Cambodian brothers and sisters --in accordance with the principles of Communist Solidarity-- free access to our welfare, education and hospital systems, with prioritized access assuming permanent settlement in Laos or along the Laos-Cambodia Strategic Industrial Hub (LACASIH.) Offer automatic citizenship to Cambodians who wish to settle (and we are fine with dual citizenship as well) in Laos. Direct LAOSMADISON to produce various pro-Laotian films and offer a variety of cultural activities to our Cambodian brethren. Comrade Elba to visit Cambodia on a regular basis to talk with the common people. We project an approval rating of over 90% in both countries for these actions.

United Nations - Suggest a summit on Ecological Materials and Climate Change Strategies

Military

2 billion to reverse-engineer a mid-tier Osorio as well as Arietes through our contacts with the FIAT/Italian connection -now renamed the Laotian PIKE 0001 model or LPKM1-- at around 9 million unit cost with expected price to fall to 5-6 million at the end of development cycle. Expect performance similar to most planned 5th generation MBTs. Front orders for 3 thousand more, with half the next turn, and another half the turn thereafter at expected price decrease. For now? Simply develop, with expected turnaround time of one year. 2 billion

1 billion to develop tank destroyer on part with planned next generation and to accompany the LKPM1. Codename RIVEREEL.

2.4 billion in buying 20 SAMS (S300VM most modern variant from the Russians) and strategically placing them around Laos as fighter/bomber/missile defense.

4 billion to draft 100 thousand troops equip, etc.

1 billion to begin work on a next generation fighter program (with usage of the F-22 airframe as reference): expected program cost 25 billon to be defrayed in next few turns.

1.6 billion invested in 1600 AGM-86ACLM missiles

1 billion invested in 25 Hayabusa class patrol boats

R&D

1 billion in general augmentation of research with focus on chemistry, materials, etc.

FOXSALMON

2 billion in general investments

Summary
  • Various domestic initiatives
  • Viet...Lam? High Vietnamese officials outed as culprits in various regional crises
  • Thai/Nepalese Refugees welcome
  • Satellites... in spaaaaace
  • Military build-up
  • Moar supercomputers, including ability to build
  • General Welfare/Micro New Deal continues; Mr. Elba more loved in Laos than sticky rice and becoming a regional power.

Houthi Yemen - Turn 6

Population: 24,000,000
Budget: $1.1 billion

President: Sheikh Sayyid Yahia al-Houthi (3/5 years into first term)
Declare the Ansar al-Sharia armed movement immoral and un-Islamic. Pass a law naming the group and their movement illegal. Fit in an option for members of the movement to surrender their arms in good faith and in return earn a pardon. Those who continue to fight for the movement will be tried as enemies of the state, murderers, and heretics.

Invite the government of the Hadi Remnant to a peace summit. Request that the United States, specifically President Sanders himself, lead the negotiations. Look to obtain a ceasefire and agree to a plan of conciliation for our two factions.

Call for a constitutional convention. (Should consist of 100 delegates. 50 from Houthi Yemen.) Invite the Hadi Remnant to send delegates. (25 delegates. This allowance is subject to manipulation as a tool to pass an armistice. Cap is set at 40, the preferred number being 35.) Encourage communities under occupation by Ansar al-Sharia to send delegates, as long as they were elected democratically and with complete uninvolvement by Ansar al-Sharia. (Anywhere between 25 and 10 delegates.) Set up a court to review the legitimacy of these delegates. Also invite Saudi Arabia to send up to 10 non-voting delegates.

Roll out a propaganda campaign painting me as a peaceful leader looking to unify Yemen after many years of political fracture. Budget of 100 million dollars.

Build 3 new hospitals to service areas that have seen a lot of bombings. There will likely be a risk that these hospitals get bombed. Make sure there are cameras nearby to document the damage. Expand and improve upon the 6 existing hospitals, hire more staff and purchase more modern equipment. Offer tax benefits to private, non-profit hospitals. Implement a reasonable tax on for-profit hospitals. Construct more, and improve upon the existing, medical dispensaries.
Budget - $300 million

Secure more funding for the Farm Bureau. Further subsidize the modernization of farming equipment and the construction of irrigation projects. Introduce the use of modern pesticides and fertilizers that have a low environmental impact. Hold more classes on crop rotation and contour farming. Announce an Agriculture Gathering for farmers to discuss how to maximize crop output while not damaging the land.
Budget - $100 million
Fund the construction of a few factories to produce clothing. Also fund the opening of several coin laundries. New, clean clothing has to be in low supply these days, considering the war. The factories should be in Sana, but the coin laundries should be dotted through Yemen's biggest cities. Establish routes from Sana to the other cities, and work out contracts with rural tribes, to sell the clothing throughout the country.
Budget - $100 million

Extend a further 50 million dollars in microcredit to support entrepreneurs and artisans.
Tour Oman. Arrange a meeting with Sultan Qaboos to discuss how to best bring peace and unification to Yemen.

Again appeal to Saudi Arabia to stop their bombing campaign.

Request a moment to speak at this years Arab League summit. Compile video and photographs of the horrible results of the Saudi Arabian bombing campaign. If they did not agree to stop their bombing campaign, show the rest of the Arab world the results for everyone to consider and judge Saudi Arabia's actions.

Also request a moment to speak to the UN. Give a rousing speech on peace and unification, and again show the results of the Saudi Arabian bombing campaign. This should put a lot of external pressure on Saudi Arabia.
None this turn.

Frank - Papua New Guinea Turn 6

Population: 7,100,000,000
Budget: $7 billion
Total Funds Available this turn: $7,000,000,000
In Progress Project Countdown
Milne Bay ETA 1
Natural Gas fields ETA 1
LNG pipeline ETA 2

Domestic Agenda

Port Moresby-Improvement
Continuing the improvements to our capital city, we'' be spending

$1,000,000,000

To improve government services in the city, and surrounding area. Hospitals, mail delivery, street sweepers, the works. The goal is that this will supplement the betterment of the police force, and the general cleanup of the city, helping to continue to improve its livability in anticipation of an influx of visitors from the LNG projects coming online in a couple of years.

Economy

Port Moresby- Port

$1,000,000,000 will be spent to improve Port Moresby's...well port facilities. With LNG freighters coming in and out, we'll need more room for general traffic, and a probable rise in other areas of shipping.

Mount Hagen- Power

$800,000,000 will be spent on micro power generation initiatives in Mount Hagen to increase the amount of power available to the city, as well as making it more self sufficient.

Infrastructure- Port Moresby Pipeline
$250,000,000 will be spent to continue funding the pipeline's construction through this year.

GiniDyne- Jet facilities
Well I guess we need a place to house this fancy wreckage from Kosovo.

$250,000,000 to start building facilities in Alotau (or however it's spelled) for the development and testing of jet engines, and jet designs.

Tourism- Coral Sea
Hey people like World War 2, and we've got World War 2. Using our pre-existing port and seaplane infrastructure we're going to start offering tours of famous wrecks, and setting up additional facilities to make that possible. Semi-permanent floating facilities which can be anchored near major wreck sites, and visited by ship or seaplane will be established. These facilities could be dragged to wrecks, and will be somewhat modular, allowing them to be "snapped together" into larger ones for special events over certain wrecks. They'll be fairly bare bones though, designed to take a beating.

$500,000,000 for it.

Foreign Affairs

Australia-PPBP
$40,000,000 for the purchase of an Armidale for ourselves and one for the Cook Islands (20 mill each), and $10,000,000 to cover the training the new ships for both nations, and recruitment for the PNG.

Cook Islands-Patrol Agreement
Ask if the Cook Islands would be willing to agree to the same agreement we reached with other Pacific Nations.

Per that agreement the PNG will purchase the 1 Pacific-class patrol boat that they currently operate for $5,000,000. If this goes through we will then spend an additional $5,000,000 on each to bring them to the standard of our current Pacific-class patrol boats.

The PNG will spend $30,000,000 to renovate/expand facilities in Avarua that will aid in operating the Armidale probably, and should also help the local economy some.

Solomon Islands- Seaplane
Ask the Solomon Islands if it would be acceptable for us to expand our seaplane venture into the Solomon Islands to better connect the region with the PNG, and Australia, bringing tourism and economic benefits to the Solomon's.

Disaster Relief Fund
Put an additional $100,000,000 into the fund.

Laos/Madagascar
The PNG agrees.

R&D

Project Sluice Gate
For very important reasons that might be military, and might be related to finding wrecks for tourism push, we need a very, very, very accurate map of the ocean floor in the PNG's territorial waters, and zone of Economic....whatever it's called.

We will spend $310,000,000 to contract the necessary folks, purchase the necessary equipment, and yada yada yada to get this done.
