1) Government Reform - The leader of the supreme court is currently chairing the interim Government, as interim president, and it is our duty to provide a stable, safe and secure environment in which our people can prosper and develop. We cannot do this if the people are divided, and we simply need to work together in order to secure a better future for the people of Malawi. As such, I am to hold a series of talks with the Military Leaders, and Police Leaders of Malawi to form a 'Committee of National Governance' (CNG) which will function as the Supreme Governing Body in Malawi. This committee will be chaired by me, with the vice chair being the leader of the Military, and the Committee itself will be made up of the following Officials:
  • The Leader of the Police
  • The Leader of the Air Force
  • The Judges of the Supreme Court
  • Each head of the Government Civil Service Departments.
Beneath this Committee will lie the following Committees:
  • Committee for Regions: Formed out of the representatives for each region of Malawi, responsible for reporting to the CNG on issues affecting the regions.
  • Security Committee: Formed out of the Military and Police Leaders, and responsible for the implementation of the CNG's policy across the armed forces, as well as being responsible for the defense and stability of the nation.
Furthermore, each region shall had a committee heading it up, formed of the regional judge, police chief, and a representative from each ethnic group.

In total $50,000,000 will be spent on this.

2) Medical Aid and Assistance - One of the Largest issues in Malawi at the moment is infant mortality as well as high levels of AIDS/HIV. The reasoning behind this is rather simple, and that is the endemic of AIDS/HIV that is sweeping Africa, as well as the reduction in foreign aid the nation has seen. As such, we will continue to expand on this, and therefore shall increase our spending budget on medical matters. Alongside this a new hospital is to be opened up in the heart of our Capitol City. As well as this, we will partner up with the well known singer 'Madonna' (who owns a charity that focuses around Malawi) to secure financial support, as well as medical funding for our doctors to learn about medicine from nations such as the UK.

In total $200,000,000 will be spent on this.

3) Education - The fact that education at primary level in Malawi is not compulsory is a absurd, and must be changed. New schools are to be opened, with the Government funding new buildings (to a maximum of one per village) as well as opening up a teacher training center in the Capitol, with free transport for all trainees. This program, which will see new schools constructed as well as new teachers trained, will coincide with a new Government Law, which means that if their is a school place within 50 miles of your home, then your attendance to that school is compulsory.

In total $200,000,000 will be spent on this.​


4) China - It is hardly a secret that China is increasing its investment in Africa, having increased investment from $19 bn to $119 bn in the last ten years. Malawi would be foolish to allow this to slip past, and as such we will invite a trade mission to Malawi from China to discuss the possibility of an investment deal with the Republic of China. We would seek chinese investment in our road and rail network, as well as training for our workers in the field of construction, in return for exclusive trade deals with them for our agriculture exports and the development of Chinese 'Industrial Zones' in Malawi.

5) United Kingdom - The UK used to own Malawi. It is a fact that they must not be allowed to forget. We also sell them the vast majority of out Tobacco, which amounts for a lot of money each year and is a vast employer for the people of Malawi. We also know that the people of the UK just love being nice to everyone, especially the young, and as such I will make an impassioned plea through the BBC that UK Tobacco companies start paying a decent premium for our products, so that our farmers can be paid an honest and a fair wage.

6) Tourism and Culture - Tourism has been highlighted as one of the most important areas for development and Growth in Malawi and indeed in wider Africa. Therefore, the numerous restrictions and red-tape that surrounds the construction of Hotels and Apartments will be lifted. Also, taxes will be reduced for these business ventures, and subsidizes will be provided to educate Malawian workers in the Construction Industry. Business that invest in schools and hospitals will be given a tax break to the value of 102% their investment.

For this, $250,000,000 will be spent.

7) Co-Operative Tobacco Farming - Tobacco farming is the largest part of the Malawian Economy, and employs a high percentage of the population. As such, the Government will pay for 250,000 people to go to the UK and the USA and study the best ways to farms Tobacco, as well as the best ways to reap financial rewards. These people will then form the 'Association of Tobacconists' operating their own practices in local communities to advise farmers on the best ways to farm, in return for a small percentage of the profits.

On this, the Government will spend $1,000,000,000.00.

8) Privatize National Industry - The State electrical company will be privatized, with a condition that it provides Malawis full power needs before oversees of foreign expansion takes place. This will also be done with the state owned Malawi Airlines, as well as the Steel Company. Furthermore, it will become legal to set up companies in these fields.

9) Tax Reform - Businesses in Steel Production, Transport, Construction, Tourism, Tobacco and Pharmaceuticals will receive tax reductions in return for investing in Hospitals, Police Stations, Schools, Education of their staff, and the road network.

It is no secret that the armed forces are keeping an eye on things. As such, each region across Malawi will see a new courthouse constructed, which will be fortified and service as the regional councils meeting place as well as the police HQ. Furthermore, the Police force will be increased to 15,000 (from 9,500), with all Police Trained by INTERPOL and the UK (who have already done so for our current police).

The military is to remain involved in the Government as stated above.

In total $500,000,000.00 will be spend on this.

As of press time, the Politburo had unanimously accepted now General Secretary of the Laos Revolutionary Movement and First Minister of Allure Elba's offer to "despotize the Laotian people --from Hmong to diaspora Chinese-- with the same sort of intensity I bring to Luther."

The Laotian Stock Exchange closed up two percent as the news trickled in with various world leaders jockeying to give the "ruggishly handsome and yet strangely vulnerable" six-foot-three inches hunk breathy congratulations on his election/smoke-filled room coronation.


Mr. Elba's first actions are to visit the Hmong Der in the Laotian highlands. With his trademark charisma and astonishing grasp of the French language ("makes you wonder why ol' Chiwie --not that I don't think Twelve Years wasn't a lurvelie film, mate got a BAFTA before I did") Mr. Elba, flanked by a team of bespectacled scientists from the capitalm expounded on his radical plan for nationalization of the electrical industry with securitized (and highly leveraged) shares for public-private partnerships. SALMON.

Another billion will be spent on heavy industries, with a focus on light machinery, cars, and decorative processing of ethnic group artwork (a program designed to quell potential Hmong separatism a fortiori and in conjunction with our massive SALMON JOBS PROGRAM AKA SWIM UPSTREAM APRES NOUS LES SALMONS AKA AGENT ORANGE) as well as the attendant highways and supply lines to keep these factories humming.

A literacy and technical education program will also be instituted for three hundred million dollars, with French and minority languages being fully supported in instruction. Our goal is to have a target of +3% expenditure growth above the rate of inflation for educational expenses, with a relatively unitary system. our goal is also to jump in one generation (a la Japan) from a middling/low-skills population to a high-skill/high tech population.

Foreign Relations

Tariffs will be adjusted based on the recommendations of our Politburo Economic Planning team. We plan to shield our industries and follow a similar industrial plan to South Korea circa 1950s. In particular Minister Elba will be visiting our three largest neighbors (where the success of Pacific Rim has made him particularly popular): China, Thailand and Vietnam.

With China in particular feeling the strain of low wage manufacturing and wishing to change its economy to a more consumer oriented variety, Minister Elba will offer special deals on Laotian maquiladoras, highlighting the competitive advantages for Chinese state capitalists whilst asking for a fifty-percent higher wage for his Laotians (making for a happy population which will still be more labor-efficient than its comparatively expensive Chinese population.)

In Vietnam, the freakishly talented Blotter will play ping-pong with the national champions whilst Mr. Elba reads a series of his poems about "that suppurating bit of Jill Kelly fluffing, Imperialist kowtowing, piece of shite Henry Kissinger."

In Thailand, he will meet with the King and generally try to sound out the extant divisions between the Yellow Shirts and Red Shirts.

"Oi! That film I did with Lady Beyonce. With that Ali Larter bint? Where she wants to have an old sniff around me knickers? I definitely learned to see tension through that screenplay. Very tautly directed. Great performances too."

100 million appropriated for a new university/research park with another 100 million (plus in kind contributions from Guillermo del Toro and Minister Elba) for a commercial aimed at drawing in foreigners (with laws for instant citizenship decreed) who can bring in STEM expertise. Fifty percent cut in military expenditures to free 300 million for new programmes ("Wot? We don't need to go popping off to every country saying "Buddha's your uncle, now do we?") Preemptively, the Politburo ordered arrested and duly tried the top ranking military staff (with a small creme reserved for teaching precocious and politically loyal junior staff/colonels) who protested the decision. Strange looking nutria was the result for one of the many beginning Salmon bays. APRES NOUS LES SALMONS CITOYENS.

Remaining funds spent on all relevant social sectors, with small stipends for widowhood, old age, etc.

Domestic Affairs/Economy

First things first, infrastructure. Can't do much as a nation if our people can't get to where they need to be, or develop industry all that much, and infrastructure has been a major problem. Developing infrastructure will further allow us to make better use of our existing mining operations, eliminating the need for expensive deep water mining programs such as those in the Bismark Sea that Nautilus wishes to undertake. Furthermore increasing the infrastructure of the country will help promote tourism as more areas of the county become accessible, and unemployment problems will be aided by the construction work necessary, and the jobs needed to keep maintaining a well developed infrastructure system.

To that end I will be forming the PNG Rail Corporation (PNGRC) as federal government owned corporation that builds, owns, leases, maintains and controls all rail on the mainland of New Guinea itself. As the current narrow gauge system is small, in a state of disrepair, and virtually nonexistent, we'll be starting from scratch on this one for all intents and purposes. $2 Billion will be used to start building a standard gauge railway that links most of the major coastal cities on New Guinea, and extend out to major mining areas. The major lines will extend out from Alotau, with one roughly following the southern coast, passing through the capital of Port Moresby, and terminating in Daru. The other will follow the northern coast, passing through major cities such as Popondetta, Lae, Goroka, Madang, and terminating in Wewak. Major corporations (especially those in the mining and transportation sectors) will be asked to invest in the project in exchange for favorable shipping rates upon completion, and priority traffic status on the rails.

Furthermore $250 million will be spent to promote local "banana boat" transportation services on New Guinea and the other islands.

As mentioned above, the government's deal with Nautilus Minerals to mine the sea floor in PNG waters is being shelved. Deep sea mining is like really expensive, subject to weather, and possible naval disputes (don't want to get caught up in that crap) and with our increasing internal infrastructure it will be much easier to simply go further inland for previously identified mining sites that are currently untapped should we need to develop more.

The remained of the budget will go towards renovating, expanding, and improving the infrastructure of Port Moresby to allow it to handle a greater number of ships, and thus further help in increasing economic activity.

As for other domestic issues...well there's not really much that can be done until we get some functional infrastructure to let people and ideas move in the country.

Foreign Relations

United Nations- Our ambassador to the United Nations will be denouncing Indonesia's actions as hostile, and unprovoked This is hardly the first time that Indonesia has begun a campaign of aggression and intimidation against the people of the western half of New Guinea under its sway. Papua New Guinea calls for the establishment of a Human Rights Commission to be sent to Indonesian New Guinea, and a peacekeeping force be deployed along the border. Papua New Guinea further declares that if such a force were deployed it would be willing to demilitarize its border with Indonesia.

Commonwealth of Nations- Papua New Guinea asks for the support of its fellow Commonwealth Nations, asking them to denounce Indonesia's hostility. Papua New Guinea further announces its support for a Free Trade Zone of the Commonwealth nations.

Australia- Sorta the same as above, but in particular Papua New Guinea asks Australia if they would be willing to provide military support, should Indonesia attempt to invade Papua New Guinea. Given historic ties between both the PNG and Australia, ties between the PNG's military forces and Australia's, and Australia's own recent souring of relations with Indonesia, and Australia's status as the local big kid on the block, that they'd have a vested interest in stopping nations so close by from undertaking such aggressive actions. But given that we also don't want to seem like an aggressor here, we also ask if Australia would be willing to mediate the dispute between Indonesia and Papua New Guinea.

In order to shore up our own diplomatic relations with Australia, the PNG asks if Australia would be willing to come to engage in a free trade agreement that could serve as a model for the other Commonwealth nations, and showcase such economic relations between members of the Commonwealth that are considered a part of the Anglosphere (such as Australia) and those that are not (such as Papua New Guinea). We also inquire as to whether or not Australia would be interested in resuming the gas pipeline project, and what it would take on the part of the PNG to see such a project come to completion.

Indonesia- The PNG Ambassador asks Indonesia to support the establishment of a UN peacekeeping mission along the border between the two countries, and offers to withdraw military forces from the border region should such a force be established. We further ask for their support in the establishment of the human rights commission. The current refugee situation is to the benefit of neither of our nations, and with a UN commission active in the area we can start working on addressing the underlying problems for it. The PNG further asks that Indonesia stop accusing the PNG of supporting insurgent attacks in West Guinea. Though we are extremely irritated by the current actions of Indonesia, we do hope that a peaceful resolution can be reached, and regardless of the UN, ask if Indonesia would be willing to agree to talks on the border and insurgent attacks with Australia serving as a mediator between our two nations.

The Philippines- Ask the Philippines if they'd be willing to engage in a Free Trade Agreement, or improve on current trade relations.

Laos- Ask Laos if they would be interested in beginning talks on avoiding competition in the coffee market that would be deleterious to the sales of both our nations.

Papua New Guinea will not be changing any equipment, or expenditures in the military at this time. We will begin developing plans to move away from the border with Indonesia, and as a show of good faith will immediately step down our presence in the region, withdrawing forces to defensible locations further inland.

Well, let's take it from the top.

For starters, we're going to nationalize the railways and invest $1.2 Billion in the general travel infrastructure by paving large key roads that extend from Antananarivo to the coast along the points of a compass with special focus on key economic areas (mining, agriculture, etc.). Next, we're going to nationalize all electricity suppliers and begin building ten new hydroelectric dams (another $1.0 Billion), which are estimated to take 3-5 years to finish. The new nationalized company, Madagascan Power

Another $100 Million will go to the education system in order to improve literacy and general learned-skills across the nation. To go along with this, the compulsory ages have been changed from 6-13 to 6-18 though certain communities may apply for special waivers for economic or religious reasons.

$100 Million will go to anti-Malaria pill-distribution, which will make it completely free for all Madagascans, and $100 Million will go to Malaria-prevention tactics such as distribution of free mosquito nets, fogging machines, and government-sponsored pest control.

$300 Million will go to a new financial group in Mahajanga, the Lemuran Travel Group, for them to begin building a few new hotel-resort/casinos. The new project is called Monte Madagascar and the first resort-casino is expected to be complete by next year.

$200 Million will go to a total revamp of the nation's healthcare system. Eventually free healthcare will become a thing, but we're currently focusing on building new local medical centers and hospitals.

A final $300 Million will go to the national police force, La Police de Madagascar, to not only bolster current police forces but to also encourage a campaign of non-aggression and peace rather than brutal suppression.

Parliament becomes heavily-dominated by the Madagascan Socialist Party as the MSP President and Prime Minister gain the support of the people.

Foreign Relations
U.N. - Petition for humanitarian aid for Malaria Epidemic-recovery. Appeal to Doctors Without Borders and the International Red Cross as well.

Just near the harvest season, crop blight sped across China, affecting the grain producing north. Fields on fire were a common sight. The Chinese economy has slowed considerably as a result, worrying Western investors, as well as China's Southeast Asian neighbors.

Russia and the U.S. have exchanged barbs over the Ukraine situation after a wikileaks cable showed that Russia is considering militarily supporting a Western Ukraine secession.

India has ramped up production of helicopters, light armored vehicles, and other mountain warfare equipment and has begun military exercises along the northern borders.

In Africa, the Eritrean president was assassinated by a Sudanese psycho with a bomb. Ethiopia has mobilized its military, perceiving an oncoming war between Sudan and Eritrea. Sudan flatly denies any involvement in the assassination, but mobilizes its military anyway. Eritrea puts its forces on high alert, terrified of being caught in a two-front war.

1. The budget and pay increases help stifle some of the more-rampant corruption among police officials and officers, but a new breed of cop is created given the free-reign they've been given in regard to smugglers. Ironically, their corruption has still benefitted Bolivia somewhat as they're rather expensive in terms of bribes.

2. Your Investigation Committee has scoured the General-in-Question's personal and professional life for the past year and came up with surprisingly little more than what was already known. This could mean that he's actually innocent and just hoping to inspire change using the system or he's much more clever than you'd given him credit for. That said, the circumstantial evidence could be turned very easily to paint a very dark picture of the general.

As for possible assassination plots, the former President's killer was actually tracked down successfully, but your men were unable to stop him from turning his own gun upon himself. Investigators did get a hold of some of his financial records and found some very questionable money transfers from Brazil. Whether the Brazilian government was involved though is, as of now, anyone's guess. The investigation into the Vice President's death, on the other hand, has found extraordinarily high levels of potassium in the dead man's bloodstream.

3. Your new projects are quite a success as the Bolivian economy begins to stir. However, money ran out for the projects before the end of the year. The price of success, eh?

4. Through sheer determination and many hours of overtime, one natural gas refinery is up and running along with a new oil refinery. Your anti-descrimination policies caused some troubles early on, but eventually everyone was too tired to really pose much of a threat to anyone else. Now the only issue is getting the oil and gas out of the country as the current road and railway infrastructure is just too fresh and incomplete to keep up with the output.
Brazil and Argentina officially respect Bolivia's neutrality but they do so in a very standoffish manner. It was disconcerting to the ambassadors to both countries.

Paraguay and Uraguay both agree to a secret joint-defense treaty but they're simply too worried about provoking Brazil or Argentina to go public with such a thing or agreeing to anything as overt as sudden economic ties. However, they did agree to slowly build partnerships over the next year or so.

Chile does entertain the thought of restoring relations with Bolivia, but they do not trust the Bolivians enough to allow access, even restricted, as of yet.
Drones purchased but the logistics of using them makes it difficult for the Bolivian Military to use them effectively as of yet. Refueling and proper satellite link-ups are major concerns.

Presidential Guard has been established. Russia has refused to aid in training but the U.S. and Israel did agree. U.S. representatives advocated changing the Guard's rights to mirror that of the U.S. Secret Service in regards to the President and other key political figures.

1. Moderately successful in and of itself while also a bit disastrous for the country as a whole. Corrupt officers and government officials have been weeded out and exposed. The only issue is that the majority of your police force and government bureaucracies have been stripped bare by the house-cleaning.

2. Not great. A solid $50 million bump in revenue, so not a total failure, but the Cartels, who weren't really all that affected by the move, have begun using the legalized drug as a way to launder and smuggle their more profitable heroin and cocaine.

3. The anti-corruption agency really cut into this one already, and all that was really revealed was that the national police were as inept as they were corrupt. Electronic transactions are successful in large cities but are such a difficulty in rural areas that what would normally be considered identity theft is required to pay officers. New underground middlemen in larger cities access funds for police officers in rural towns, take a cut, and then pass the rest along to the officers and their families.

4. A big step forward for Honduras as a whole, but already some seeds of corruption in the administration have been sown by upper-class families seeking to purchase diplomas for their spoiled children. Still, the schools have already become so much better than before. Some even have books.

5. Border Control Agency created. However, no police forces are available to be diverted so the 5,000 troops from the national guard have become semi-permanently transferred to this new agency. Another issue is that the BCA and Anti-Corruption Agency have been at odds over who has jurisdiction over what and who, limiting the future effectiveness of both until resolved.

6. Environmental Reform heavily opposed by industrialists. All laws that the government attempts to pass have been blockaded relentlessly by both local and international businesses on the grounds that their activities are the only thing truly raking money in for Honduras.

7. One doesn't simply increase output at an oil refinery. New systems were implemented and a few new buildings were added to the existing refineries, but the money ran out long before any real progress was made. The foundation has been laid, though, so that's something.

8. This measure was a large success until the Cartels began stealing the clinics. What few that are left are over-taxed and the WHO and UNICEF are planning to withdraw unless drastic changes are made.

9. Due to the sudden vacancies in the government after the anti-corruption campaign, many former-prisoners have found themselves right back at their jobs before the previous regime carted them away. Most do quite well and stabilize many areas of the country, but others are already looking for ways to gain more power.

10. Telling people how to change is easy. They actually need the right tools do actually implement it. The farmers of your country do appreciate the new agency which will represent them in the government, but the World Food Organization feels too threatened by the cartel-attacks on the mobile clinics to increase their presence in Honduras.
USA - Relations with the U.S. have cooled following Honduras' disavowing of Taiwan. Also, Honduras' offer to Nicaragua in regards to visas causes U.S. diplomats to doubt Honduran intentions toward drug-trafficking

Nicaragua - The idea of a committee is rejected outright due to distrust. A counter-offer of a simple summit is sent by Nicaragua back to Honduras. The visa regulations are approved by both countries, however, and almost overnight, more drugs begin flowing through both countries. This could have been the precise intent, but you cannot be sure.

PRC - Chinese investors do examine the country and agree to assist in reorganizing Honduras' marketing and manufacturing. However, the People's Liberation Army refuses to aid Honduras' military over differences in ideology.

Mexico - Mexico's current political squabbles render them unable to approve such a partnership nor would they be able to really enforce anything anyway.

Brazil - Your message does make it to Brazil and Argentina is kept completely in the dark. Brazil also agrees to help train your military while some of the more influential families in Sao Paolo take a "vacation" in Honduras to survey the local companies. Some invest here and there, but most desire to see a little more stability in the region before committing. Brazil's methods of agriculture aren't any better than Honduras' new, yet unusable thus far, methods so no progress is gained there. A slight issue is created when Argentina begins to notice all of these actions between your country and Brazil, but they do not make their knowledge of such things apparent yet.

Doctors w/o Borders - Rejected based on Cartel Attacks on Mobile Clinics.

Uganda - What works in Uganda wouldn't work in Honduras and vice-versa. Differing regions and types of coffee.

UNICEF - Agrees to send medical professionals in advisory roles.

Japan - Sends a small delegation to examine Honduras' industries and oil refineries. They leave with a noncommittal "maybe".

Bolivia - Fuck if I know. Ask Broni.

Venezuela - Replies that they too are interested but they don't actually do anything other than that.

Organization of Central American States - The offer of a summit is accepted by all parties. The idea of a unified currency is tabled for later discussion after the merits and downsides of such an action must be evaluated further. A representative from El Salvador puts forward the idea of a confederacy after accepting the bribe at a local brothel. Nicaragua is the only one who doesn't laugh at the idea but they're not exactly supporting it either.

Israel - Gives very noncommittal replies given the downturn on U.S.-Honduras relations.

Honduras' recognition of all of these countries is hailed as a progressive step world-wide but doesn't really amount to much. South Africa and Ethiopia respond in kind. The rest take no action for now.
Purchases go through without a hitch. New ships are immediately put to use, but the Honduran Navy/Coast Guard is still hopelessly outnumbered by cartel smugglers.

Top-Secret Ninja Group is created but they'll require a lot more training to become effective agents in the field. Russia and China refuse politely the request for training, but Brazil does agree. It's still Brazil, though, so the group is effectively a secretive paramilitary force rather than secret shadowy hands.

Recruitment Drive is partially successful. At least two thousand new recruits show up, but only fifteen-hundred make it through basic training.

The military itself is well-maintained for the country's strength and nothing is really lost here.

1. President found guilty and sentenced to 359 years in a state prison on multiple charges after Prime Minister testified against him. Many things were brought to light including, but not limited to, child pornography, spending government funds on prostitutes, accepting bribes, and even secretly communicating with Serbian nationals. The fact that it wasn't the President himself that did these things but rather people within his cabinet wasn't important enough to be recorded officially. The Prime Minister was sentenced to ten years in a minimum security prison.

2. New highway initiative fulfills the desperate need for jobs across the country. Only issue was money constraints which cut the project before the beginning of autumn.

3. Hydroelectric plant is well on its way to being complete within the next year as are the two new coal plants. The study has found that nearly every coal-fired plant need extensive work and what few that aren't included on that list are included on the Shut Down list.

4. A couple new glasswork factories are built but investors are loathe to build in such an endangered location. A few even outright stated that they would invest heavily if the Serbian threat was neutralized.

5. New state defense company created. Research facility built. Vehicle plant is due to be complete this next year. Money constraints caused you to lose a lot of bidding wars on engineers but desperate Greek refugees were more than willing to take the money and offered safety even if both weren't much.
Montenegro has readily agreed to the linking of railways and the use of standardized rail guages. However, the cost of such a feat is far beyond what is budgeted out. Your investments have made some impact but it will be a few years before any real payoff is earned directly or indirectly.

Macedonia, frightened by the chaos to the south, agrees to lease out the land with a very lengthy contact but is unwilling to sell it outright. They have also reached out for a possible treaty involving strong economic, diplomatic, and military ties in an attempt to rescue themselves from Greece's failures.
A think tank has been created and the new project has begun. A prototype is to be delivered in May of next year but the funding has officially run dry as of December 31st.
Recruitment in the face of a possible Serbian incursion was rather strong compared to peacetime attempts. The active number of troops has increased from 2500 to 4500 and is set to increase by another 1000 by next year's end with ease. In this program called Farm Table to School Desk, students will work with local farm cooperatives to boost rice and other staple grains yield, while also working on boosting the level of educational attainment in Laos. $250,000,000 will be spent on sexual violence education. Papua New Guinea is like...literally the worst place in the world in this regard, and that's bad for everything. So 250 mill will be spent on education in regards to sexual violence, and why is it wrong to beat your wife, and gang rape women. The focus of this program will be in the major cities of Port Moresby, Lae, and Mount Hagen, which together are the three largest cities in the PNG.

Furthermore stricter laws will be put in place regarding rape, which will now be meeting the legislative definitions of the Istanbul Convention, and will now include a far greater range of punishment if convicted. Including (but certainly not limited to) an 11 year minimum prison sentence with no chance of parole or early release, and chemical castration after the sentence is served for a minimum of 11 years.​

Infrastructure- Seaplanes
With railway construction proceeding at a snail's pace it's time to look into further alternatives.

The first of these will be the development and creation of a new seaplane service. Niugini Aeronautical will be a new government backed corporation for the seaplane services, and the existing PNG National Airports Corporation Ltd will be responsible for the seaplane ports.

$250,000,000 will be spent developing seaplane ports at Daru, Kikori, Port Moresby, Alotau, and Lae.

And additional $250,000,000 will be spent purchasing the seaplanes, and maintenance overhead for them, for Niugini Aeronautical. The plane's being purchased are the following

- 3 Bombardier 415's, all modified for cargo carrying, coming at $90,000,000 total (30 mill individually)
- 3 Shin Meiwa US-1A's, all modified for passenger carrying and refurbished, coming it at $150,000,000 total (50 mill individually)
-6 Be-103 Bekas coming in at $9,000,000 (1.5 mill individually)
-Remaining $1,000,000 set aside for any problems that may arise in procurement and misc. expenses​

Infrastructure- Milne Bay
$250,000,000 will be spent starting work on the construction of a better port in the Milne Bay area near Alotau, similar to the renovations at Port Moresby, but intended to be the first in a series of larger projects to create a much bigger port facility, and eventual shipyard.​

United Nations
Press the issue of a human rights commission being deployed to Indonesian New Guinea. With a peacekeeping force on the ground it should be patently obvious that there are violations of human rights occurring on the Indonesian side of the border. While the same is true of the PNG, we have largely cooperated with the United Nations on such matters, and will continue to do so. The same cannot be said for Indonesia in regards to their territory on New Guinea.​

Commonwealth of Nations
Thank all members for their support on the Indonesian issue, and showcase the recent Australian-PNG Free Trade Agreement as evidence of how such a system would benefit the Commonwealth as a whole.​

Indonesia
Deny allegations of supporting insurgent forces in Indonesian New Guinea, and further disagree that Indonesia should be allowed to conduct operations in the area on their own, given their history of human rights violations on New Guinea.​

Thank them for their support.
Inquire as to whether or not they'd be willing to set up facilities for the Pacific Patrol Boat Program in Milne Bay to replace those of Fiji which is currently suspended from the program. If yes, the PNG offers to foot the bill for the installation of such facilities, as we'll have a budget surplus this turn there's no reason we can't afford it. Cost would likely be around $250,000,000.
Inquire as to whether or not it would be acceptable for the PNG to expand its recent seaplane venture to the Northern Australia.​

Invite Vanatu, The Solomon Islands, and Fiji to a conference on economics, and defense in the Melanesian region.

Military

In light of the recent aggression on the PNG's border, it's pretty clear that we need to step our military game. To that end we will begin part of a massive reform that will see the the Papua New Guinea Defence Force transformed into the Niugini Armed Forces.

The NAF will be organized into three branches; Army, Air Force, and Navy. As of this moment all existing PNG military assets are being allocated to the new NAF Army, with the Navy and Air Force to be built up independently in the coming years.​

-Recruitment
In order to bolster the the newly reformed military a recruitment drive will be undertaken to bring the NAF from its current 2,100 to a total of 5,000 active personnel. Recruitment will be targeted at both men, and women, with emphasis on those who already meet qualifications for military service. Existing personnel will be reevaluated, and those found to not be meeting the standards that the Australian Army currently employs will be let go with full benefits, and with the option of a preferential application to the national constabulary force. In total this recruitment drive will cost $100,000,000.​

-Training
Obviously with all these new recruits we're going to need some much better training going on. With our current partnerships with Australia, and New Zealand, we will be sending as many as are feasible to train with their forces, and at the same time improve our own training services (partly by recruiting from retired Australian and New Zealand military personnel). In total the new training programs, and expansion, will cost $150,000,000.​

-Reorganization
The entirety of the PNG's military is being reorganized, which is likely to cost a fair bit of money.
For starters the structure of the NAFA will be the following

1 Flexible Brigade
The "flex" brigade is intended to see to the needs of the PNG in specifics, as opposed to being a cookie cutter copy of another nation. It takes its cues strongly from the United States Marine Corps. and various Commonwealth military's, but with a distinctly New Guinea flair. The brigade is designed to be flexible (hence the name), and highly mobile. As it is likely that the job it will most often be performing is disaster relief, and that it will have to traverse difficult terrain in any scenario, special emphasis is being put on the logistical side of the organization.​

Furthermore all existing facilities will be shut down (save for those needed for naval assets and current training), and the process of moving everything to a new facility to be constructed at Mount Hagen started. All the various equipment, supplies, and whatnot that are currently being used at very spread out locations will be moved there instead, and Mount Hagen will become the new main base of the NAFA, and serve as its headquarters, and training grounds. In total the reorganization, movement, and construction of new facilities will cost $350,000,000 to start with. The first steps in building the facility are intended to aid with training as at present...well it's pretty much just people going out into jungle.​

-Equipment
The NAF's equipment will be brought into line with that of the Australian military, given that they are our biggest ally in the region.
-$50,000,000 will be spent acquiring F88 Austeyr's, primarily of the F88C "carbine" variant which is somewhat smaller

1. Improving Educational Standards: Educational standards have already been somewhat improved. Therefore, I will order for more money to be put into improving the educational standards of Honduras. I will also order for a law to be implemented in which teachers are to go and obtain a master’s degree in teaching before they can learn. Since I am aware that it will take a long time for such a thing to occur, I will give the teachers ten years for them to go and get a master’s diploma. I am aware that teachers can’t afford it so I will give some money for them to go and obtain a master’s degree. I will also order for systems to be put in place in order for the teachers not to bribe their way, or obtain a diploma without actually working for it. Also, I will increase teachers’ pay by 10% to help them go to university and in order to make sure that no strikes occur. We shall also hire international advisers to help us with this process

2. Judicial Reform/Corrupt Official Trials: Next, we are going to move to the justice system. Firstly, I will order for my new Anti-Corruption Agency to fight corruption in the justice system. I will have them arrest judges that have committed corrupt acts and they will be tried. I will conduct reforms to clean up with the corrupted judicial system and will implement laws in order to make it much fairer. I will also increase the pay of judicial officials by 10% so that they stay loyal towards me, and don’t do corruption. Make sure the new judicial officers that are hired aren’t corrupt, and are actually legitimate and have merit. We shall hire international advisers to help us. Also make sure that the top officials that are corrupted are to have trials in allegations of corruption. Make sure that the judges that are in the trial are not corrupt.


Budget: $300 million


3. Regaining Mobile Clinics: I will mobilize my army and I will order for them to go and secure the clinics. Firstly, we shall deploy scouts in order for them to assess how many guys are in my clinics. Once that is done, the military is to go and attack the cartel thugs that are in the clinics, and make sure that the number of military guys in each operation is appropriate to the situation. I will also order for the clinics that are not attacked to have 2 army personnel guarding the clinics. In addition to that, I will order for communication equipment to be purchased in order for my army to better communicate and to become better in terms of response to the attacks. We shall also urge the WHO and UNICEF not to withdraw, stating that my government will do whatever it takes to stop the cartel guys.


Budget: $200 million.


4. Law Enforcement: Order for a recruitment campaign to begin with the law enforcement. I will order for a 10% pay increase for law enforcement officers. Considering that Honduras is a poor country, lots of people might want to join. I will order for law enforcement training academies to be built in my capital city as well as other capital cities. Make sure that this areas are built in secure places that don’t have a high crime rate. I will also order for money to be put in for maintaining of equipment and I will hire international experienced advisers to help my government with what I am doing. Also pardon some of those officers(the ones that had poor families) and state that they shouldn't do it again. At the same time, we will begin to make trials for the police officers that have been found to be corrupt(the ones that had were in the middle class but still engaged in corruption, the top officers are also having trials but its in my second statement) Also make sure that the officers who return to police service are going to actually do their service to their country.

5. Law/Tax/Business Reform: Reduce taxes on multinational cooperations by 10% and big small business. Reduce taxes on small business by 10% as well. Considering that the environmental reform was pretty unpopular, hopefully this will make me have some friends in the business community. In exchange this tax reform, I will ask for business to invest in helping infrastructure and improving education, as well as hire more people. State publically that Honduras is a good place to invest in. While I do this, I will order for a website to be created so that business can register. Money will be put in to improve internet infrastructure in public cities, and we will also order for that money to go to the rural areas of Honduras(as long as they don’t have a lot of cartels running around) Implement reforms that will help Honduras have a better ease of business ranking. I will also order for a law to be created in allow for the public (government) sector and the private sector to cooperate in projects that help the local population.


Budget: $300 million.


6. Oil Refinery: Purchase other systems in order to make the oil refinery I have more efficient. Since the money I put in to increase oil production to 50,000 barrels(per day) didn’t work, I will order for more money to be put in.

7. Creation of an Internal Intelligence Agency: Ask the United States to help with the creation of an internal agency. We shall also ask Brazil to do the same. The United States seems to think that my government isn’t committed to fighting drug trafficking which isn’t true at all. I want to help my people to fight drug trafficking. Have background checks, etc to be implemented in order to make sure that the people in this agency aren’t working for the Cartel, or for any other countries. Also have them be trained in anti-drug trafficking operations.


Budget: $200 million


8. Political Prisoners: Order for secret investigations to be conducted for the political prisoners that I released who are trying to gain power. Since I released a small amount of prisoners, the budget will fit the situation that I have.

9. Manufacturing: Order for a new industrial park to be built. We will also create a new government coorperation called the (Honduras Manufacturing Coorp). We shall own the majority shares of 55% but we will invite the private sector to purchase shares, and cite that the government is interested in cooperating with them (cite my tax/law/business reform as evidence). The cooperation shall construct manufacturing facilities that produce processed foods, furniture, light machinery, etc. We shall also make sure that safety standards are implemented in order to make the factories safe. Make sure that this factories are built in safe urban and rural areas that don’t have cartel guys running around


Budget for this: $300 million


10. Roads: We are going to build some roads and invite the local population to help build it. The roads are to connect Honduras’ major cities. This should help the local populace get some money. Considering the Honduras is a small country, hopefully this money will be enough in the construction of new rods.

11. Border Control Agency and Anti-Corruption Agency: Urge this two agencies to cooperate together, stating that we need to improve to make Honduras better. State that the Border Control Agency will be responsible for fighting drug trafficking in the countries that borders with Honduras. Have at least the 5000 guys I got say in the Border Control Agency while I conduct a recruitment campaign. Make sure that the salary will be good enough to help the people of Honduras get buy, and we are going to state that in the campaign. Deploy my 5000 guys to the borders in order. Also appoint a person to lead the BCA but do background checks to make sure that they are legitimate, they are not corrupt, and they are experienced.

Budget: $300 million


12. Drug Trafficking: Order some money into improving the effectiveness of anti-drug trafficking operations and make sure that money is also used to make sure that the new marijuana law that I created is not being used by the Cartels to launder and smuggle cocaine and heroin into my country.

Budget: $60 million


USA: Ask the USA to help us with the creation of our new external agency. We shall also tell USA diplomats that my government is committed to fighting anti-drug trafficking. Also state that there is really nothing wrong with us ending our relations with Taiwan since a lot of countries recognize the PRC. State that my government is committed to having better relations with the United States government. Continue to urge the United States to help us fight drug trafficking, and urge them to donate us some equipment that will help my military and law enforcement fight drug trafficking. Ask the USA to train my army in drug-trafficking. Ask the USA to also help us train my new border control agency.


Nicaragua: Agree to the summit by the Nicaraguans. In terms of the visa, I order for $100 million to go into background checks in order to make sure that the people that are coming here are legitimate. If there are not, they will be stopped at the border. Also ask Nicaragua if they are interested in increasing relations with my country. Suggest that we sign a free trade agreement.

Argentina: Tell Argentina that we are neutral with what is happening with Brazil.

UN: Ask the UN to send advisers to train Honduran doctors in order to help my people.

Brazil: At the same time, I thank Brazil for what they have done, and ask them to help us with the creation of an internal intelligence agency. Also ask them to train my army in drug trafficking. Also ask them to donate some equipment to help us with agriculture.

El Salvador: Invite El-Salvador to Honduras in order for us to increase economic relations with our country.

Organization of Central American States: In the summit, ask for an agency to be created that will be committed to anti-drug trafficking. State that it could help us pool resources from our respective countries and it could make us more effective in anti-drug trafficking. Also suggest the creation of a committee with experienced experts to examine the pros and cons for the creation of a unified currency. Also suggest the creation of a monetary union to help our economies as well as reducing tarrifs, etc in order to help with greater regional economic integration. Also suggest the creation of Free Trade Agreements for all our countries. Also suggest greater military cooperation in fighting drug trafficking.


Doctors Without Borders: Urge Doctors Without Borders to come and help my people, citing the release of political prisoners that stabilizing many areas in my country as a good legitimate reason for my country being more safer.

Britain: Ask the British to train my secret group.

Also, to all the countries I recognized, we will begin discussion of constructing embassies. If they accept, I will construct some embassies(or we can convert some buildings into embassies).


Military:

Purchase 10 more of the armidale-class patrol boats.and put them into use against the drug trafficking. Instantly deploy them to back up my navy in fighting drug-trafficking.

I will also order for my sabotage, intelligence, espionage unit to be given $100 million to become more effective. We will secretly hire people that were once part of the best secretive teams to help us to train.

Also increase military pay by 5% in order to attract new recruits and to keep my generals happy and on my side.

Another new year, and still much to do. The military are still breathing down our necks, and the people soon will desire an election. Alas, what am I to do?

1) Medical Aid -
Pairing up with those do-gooders from the west such as 'Save the Children', and all those nutty celebs who think they can buy good press coverage by sponsoring Hospitals, we are to start our own ward scheme. Using Celeb sponsorship we will open childrens wards, with doctors trained by these western charities.
- $50,000,000.00 to be spent on drinks receptions, transport and the like.

2) Education - The Idiot who didn't think about adding buses to the Education Program will be told off very strongly this evening. In the meantime, the Government will send one bus to each school, and vehicle tax rebates to companies who pay for new buses (in so long as there a students to fill them) for schools.

3) Police Force Increase - Anti-Corruption Training (UK), Decent Salary. The Size of the Police force will be increased to 20,000, with training being done in the same way as last time. Furthermore, patrol cars and Glock 17's will be purchased so our force all have a side arm, with one in 4 officers having a patrol car. Furthermore, one in 5 police will go through riot training, with a special Unit '' being trained in Special Police Operations, and armed with Vektor R4's.

4) China -
Inform China that we can also produce agriculture, with some of our top produced items being Maize, Beans, Bananas and other Fruit. Let them know we would be happy to discuss a trade deal. Specify that new airport transportation links are vital, and our airport is sorely in need of new planes and runways to enable us to trade large volumes of goods with them. We would be happy to offer discounts in return for investment in a new airport.

5) UK - The UK have always been our friends. The fact they used to colonially oppress us has formed a special bond. Open up talks with them, about trading tea and pharmaceuticals with them, in return for cash cash monayz.

6) USA - USA, you mean Freedom Nation?! Discuss a tobacco trade deal with our smokin' friends in the US.


7) Building Safety Team -
Naturally, cost cutting can lead to dangerous buildings - and we do not want that. As such in order to receive their tax breaks the buildings must be built to the standards of the Government Safety Team. 8) Plantations - When I look at plantations, I see not a field, but money growing on trees. Our people must share in this vast wealth, and as such a new scheme has been devised. IN return, the Government will be entitled to a share of the Profits, and new plantations will not be taxed for the first year of trading. A reduced tax rate of 5% will be introduced in the second year, before the full rate kicks in on the third year.

9) Private Banking Laws - Swiss Style Laws. New laws which allow for banking privacy will be introduced, based on the Swiss and Luxembourg Systems. This will allow for a private banking sector to develop and grow in Malawi. Taxation on the movement of capital shall be repealed to ease this process.

10) Pharmaceutical Incentives - 4 Companies In Malawi, New Intellectual Property Laws. There are 4 Drug Companies in Malawi, we need to see them prosper. The Combat Vehicle - 1 (CV-1 "Panther") is an 8 wheeled IFV capable of delivering troops into the battlefield and providing infantry-level support, or armored escort. There are three variants of the CV-1, the Infantry Fighting Vehicle, armored car, and ambulance.

-So obviously the ISD is doing its job- perhaps a little too effectively. The government is essentially throwing out accusations left and right to suit their needs. Henceforth, we'll step things up: Any minister who falsely accuses another minister for fraternizing with the enemy without solid proof will be penalized along with providing a written apology to the minister directly. We'll also do some refreshing of the Assembly- we'll begin to flush out members who have not been kept up to par with their productivity/efficiency without a decent reason to back up their underproductivity. Replace them with representatives of the people who have good legal understanding, has actual on hands experienced with the things they preach ( i.e. if they're advocates for the lowering of poverty, they should have something to prove so rather than just rallies and speeches.) and most importantly do not have any ulterior political ambition in the government for two reasons: 1) They won't be politically swayed by the Marxist-Lenin movement and more intent on returning to their normal lives as civilians and 2) Lesser risk of any power plays going on, thus less friction between members. They'll of course only have to serve for the set time limit of 3 years, regardless whether they like it or not but are told that they will be given the chance to go ahead with any particular motions they see that will benefit the country in their aspects. After 3 years, repeat the procedure to make sure people don't get too comfortable with their post. 100 Million to be spent.

-Education is improving- wonderful! Honestly, the lack of women studying doesn't really bother me as much as it should have, but before I get a feminist movement on my hands I'll make entrance requirements for girls in schools marginally lower so as to attract them to go into school. For parents unwilling to send their girls to school, tax reductions of up to 25 percent if they send their girls for upper education (High schools to Universities.) and if they are farming families they'll receive additional machinery to take the pressure off of them, alongside with training instructors to assist with them to get acquainted with the unfamiliar tech. For the males in education- good on you. You'll be guaranteed a government post if y'all choose to remain in country to work after graduation, and that's steady pay and hours for your service. 200 Million to be spent.

-Personally, not a fan of monopolies. Ergo, new policy- no farmer or farming groups is allowed to have any more than 20 percent of the agricultural market when it comes to lands or they'll face heavy fines. That being said, those who currently do have more than 20 percent of the market shares are allowed to keep their lands (With a government certificate to ensure a certain form of legal proof. No more will be distributed, and in fact the machines used to produce these certs will be wiped clean. Workers who send the certificates out will be kept under constant surveillance until the action is complete. Even then, sic' some of the ISD members to keep a track on the current certificates in the economy and ensure there isn't more of them popping out of nowhere.), so long as they meet production quotas. For every 10 percent they go above their quota limits, they'll receive a small deduction in taxes. Farming families who have had their lands bought out from them will be given 10 acres of land for farming purposes, with a 5 year government protection law that will be institutionalized to prevent instant take-overs. 400 Million allocated.

-We'll continue to support the highway developments, though we will also be posting up warning signs and send out a detachment of the traffic police to ensure proper safety regulations on the highway. 100 Million for continued support (initial 100 million was capital expenditures, with the remaining 100 million being the current expenditure.), with 10 Million for the traffic police deployments.

-Healthcare is improving, but we'll of course need to deal with the course. So we'll do this- initiate a Community Clean-Up competition between communities to determine which villages/towns have the cleanest rating among themselves. This includes effective rubbish disposal, clean water sources/non-stagnant streams and general hygiene standards. The judges will be professional doctors alongside with WHO and Doctors without Borders who will rate the winning town/villages who will receive financial support for any infrastructure development they have on mind, with a limit of up to 5 million. Runner ups will receive publicity boosts and increased tourism support to attract travellers/tourism and put my far reaching towns to some good use. Cities will now have mandatory rubbish disposal systems and will have a tighter hygiene standard- those who fail to meet these standards will have a small percentage of their development fundings held back until the standards have been met. 250 Million to be spent.

-The police run-away will be a problem, but thanks to aid from the Malawis, we'll be able to plug the hole. Send a couple hundred to my most at-risk cities to ensure 1) No corruption within the local law-enforcement and 2) that the Marxist-Lenin group has not deep roots within the cities. Get them to form relations/good rep with the local citizens and get them involved with community activities too. In fact, this applies to my own police force. Sic' the ISD on the police force as well, and make sure no false accusations either- this time if the accusations are for their own self benefit, the accuser will be placed under tight surveillance and removed from their office. The 2000 of the foreign police force will undergo training with our own law enforcement personnel, in local environment, culture and any differences in judiciary systems- have them be able to cooperate with one another peacefully and make sure they have bonding sessions. 800 will be tasked to the ISD to beef up our anti-corruption problem. The remaining 2000 will be sent to reinforce the rules after given a brief introductory course to our laws and systems. 400 Million for their accommodation and the implementation.

- Respond to the insurrection and the people that our actions are done to ensure 100% transparency within the government, and that our current expenditures will cause a surge for jobs for the people, which means better wages and an increased standard of living. In fact, air out publicly with a statement that if the Marxist-Lenin group were to do a government takeover, there is almost a certain guarantee that everything that we have worked hard for, including tax reductions/subsidization/job creations will probably be cancelled out or even further disrupted at best while they reorganize themselves. Claim that we do not want to spill the blood of our sons and daughters, and that we will forgive and even provide worthwhile jobs that are worthy of their abilities to any Marxist-Lenin supporter who drops their arms and come back to us- this applies to the whole group. Officers/high ranking members will be treated fairly according the the UN standards and after a short debriefing/screening process will be allowed to merge back to society, or for those with military experience may even go into the armed forces as officers. Provide to the public our current year's budget as proof of our sincerity to our cause. 150 Million to propaganda.

-Set up job-recruiting agencies (government held) to reduce frictional unemployment and build up local community training and retraining centers to help those who are currently lacking the skills or require updates to their current skill rosters. In the mean time, cut down on unemployment benefits to those who are physically and mentally able to work, but choose to remain unemployed for whatever reasons. This does not apply to those will listed with close family who are disabled mentally or physically, or with adverse medical conditions. In fact, they'll receive subsidization on any medical bills. 300 Million to reduce unemployment, go!

-Financial stuff- Reduce taxes by about 2.5% and contract the tax bracket for higher income people. However, this may seem weird, but we'll also get the Federal Bank to up the cash rates by about 1.25 percentile to attract investors to come and invest in our country. Get them to lower the Reserve Rate Ratio however, and encourage firms to get them some capital investments for increased production capacity. (Nothing spent, considering it's just changes to some policies.)

Foreign Relations:
USA:
Apologize to the United States and state that we won't be troubling no more (Though we will still push for trade rights with them.) about the insurrectionist problem, though drop a subtle hint that if the Marxist-Lenin powers do gain control of Benin it'll show that the Americans were not able to prevent an outbreak of Communism and what it'll do to their status and the protectors of liberty and freedom. No direct threats, no direct anything. In fact, keep the whole damn thing subtle, and for a reason. Get the ambassador to practice with psychologists and professional orators before meeting with the delegation. Otherwise, try to soften them up with praises etc.

France: Similar to the United States. Minus the whole hint. We'll keep relations peaceful so far with them, and try to see if we can go ahead with continued trade rights with them and about sending students over.

Belgium: Thank them for the continued military support, and apologize and even agree that we were perhaps jumping the gun with our request for a peacekeeping force, even stating that it could have aggravated the situation even more. However we'll make a small request to keep an eye out on our country in case things escalate beyond mere 'peaceful rallies/talks'.

Malawi: Thank the nation for their assistance, and agree to go on with our mutual cooperation. We'll go ahead with the 40 percent discount on the leasing of our oil fields to their firms and go ahead and secure trading rights. As a sign of good faith to upcoming relationships, we'll also talk about a construction project of a massive underground oil pipeline directly to Malawi which will benefit the both of us- ease of transportation of goods for Malawi's oil firms, and massive demand for labour to meet with the increased consumption of durable/non-durable goods, which will deal with unemployment within our nations.

Togo: Continue to support Togo and thank them for continuing with the hydroelectric dam projects. Talk to them about building power relays between our two countries for a more stable flow of power and energy between us. Give them the benefits of the construction, mostly reduction of unemployment and a small stimulus to our own economy.

-Cancel the conscription program as it's doing more harm than good, but keep up with the recruitment programs. Keep the benefits of joining the military and sell that as the main focus point.

-Increase the training duration and standards of our actual army to improve the quality of our men- this includes psychological training, physical and stamina training, as well as small unit tactics. Get bonding sessions as a common activity, and implement the 3 buddy system so that one man never goes anywhere without the other 2- less chance for framing of false crime and going anywhere near the Marxist-Lenin group. Get them to train with the local towns/villages to increase rep with the populace, and win the hearts of the people. Rename the military to the "People's Guard." for publicity's sake. 500 Million.

-Get those Twardy's working, and in fact get the crew to train with 'em under battle conditions alongside with the infantry. Purchase another 8 more for 48 Million. Purchase 4 Nr.9 Mil Mi-24 Hinds for about 60 Million, 15 Million per chopper, this along with the hiring of training instructors to get our Air Force less of a joke.

India and China's diplomatic relations become tense as Indian military forces mobilize and move towards Nepal.

Brazil and Argentina continue their little cold war. Incident on Bolivian Border as a Brazilian fighter patrol strays into Bolivian airspace. Bolivian air defense didn't have time to respond as the "lost" fighters quickly turned around and returned to Brazilian airspace.

Ethiopia openly mocks Sudan's mobilization and lets the world know that it will do whatever is necessary to protect itself and its interests. Somalia mobilizes its armed forces. A meeting of the African Union is called to address the growing concerns in Eastern Africa.

Mexico's government is toppled in a military coup. Civil war breaks out in southern Mexico as loyalists secede from Mexico, creating a new border twenty miles north of Acapulca. U.S. troops are deployed to the border in response.

Peace talks between Serbia and Kosovo remain at a stand-still. More NATO forces are deployed to the region. Turkey mobilizes its air force and navy in an attempt to keep the peace. In response, Russian naval and air forces are deployed into the Black Sea in support of Serbia.
1. Your reforms are put into place. Many of the older teachers form a teacher's union to oppose the reforms. Their argument is that they're too old and, even with the 10%-increase, don't have the funds or time to attend college again or enter a Master's or Doctoral Program. However, the fact that they can be replaced by foreign teachers effectively sweeps the rug out from under them for now.

2. Your reforms are put into place. Nearly 75% of your justice system is now behind bars for accepting bribes, coercion, and other malicious and corrupt acts. You are facing serious issues in replacing them, however. Just not enough trained lawyers to fill the needs. As of now, your entire judicial system is backed up for the next five years.

3. While placing armed guards on your remaining clinics as well as establishing better communications between the clinics have dissuaded future attacks, the only things you find from the stolen clinics are stripped parts on the black market. The WHO and UNICEF do not withdraw as of yet, but it's still a looming threat until time proves your recent actions to be effective.

4. Your police-recruitment campaign is a large success. You have enough men and women to replace those you lost due to your anti-corruption campaign. However, they are largely young and untrained so it will be a while before they become an effective collective force. Your pardons go a long way towards endearing the populace to you as well as getting a few veterans to show the new recruits how to do things. They know that they're being watched, but so far they've kept on the up and up.

5. Your tax breaks have swayed a few companies, but most are still very suspicious of you and your regime. After all, many of them were the ones bribing officials and police officers as well. As such, they don't really want to help you and your public works. Some foreign investors are attracted, however, and they are willing to help you here and there.

6. Your new program to increase the efficiency of your current refinery is a decent success. A new problem has been created in the form of logistics as your ports just aren't big enough to handle that much exportation.

7. IIA has been created. It quickly made itself known to the cartels after a string of drug busts. As such, the cartels have grown a little more wiser, a little more clever, and a whole lot more malicious. Your country is now on the verge of a huge drug war.

8. Most of the political prisoners have turned out to be garnering power to actually help the populace. A couple, however, have possible ties to a known druglord.

9. Honduras Mining Corp has been created. Foreign investors quickly pushed aside local businessmen, a fact that has earned their ire. An opposing group, Honduran Interests Consolidated, has been formed under the auspices of protecting local businesses from foreign influence, but only you and your cabinet really understand its true purposes.

10. You begin contruction of some main roads and even get a few paved. However, your funding ran dry before August.

11. Honduran Border Control and the Anti-Corruption Agency have reached a set of terms where the HBC monitors the border and other countries while the ACA deals strictly within Honduras. In return, ACA is given jurisdiction over the HBC itself as it counts as a Honduran agency. In cooperation with the IIA, HBC helped with a few serious drug busts and has proven itself to be a thorn in the side of the drug cartels.

12. You form a watchdog group to monitor the marijuana trade, but it's simply too small and ill-funded to make a serious difference. They did sniff out one money-laundering operation, though.
USA: The U.S. agrees to help train your Border Control and Internal Intelligence Agency. They do not agree to lend you equipment as of yet, but they did not completely remove it from the table either. In short, they expect you to prove your stance against the cartels before their material aid begins. They also rebuff that they have recognized both the Republic of China and the People's Republic of China.

Nicaragua: The Nicaraguans wish to de-escalate tensions along the border by withdrawing most of their troops in return for you doing the same. They also wish to create a zone twenty-miles deep on both sides of the border that cannot be occupied by military forces without express consent from either side. Pending the approval of this, then they will talk about trade agreements. Your move to start background checks on Nicaraguans merely slows the process to a crawl. Sadly, the druglords are far more clever than your people at falsifying records. The Honduran Border Control is relied upon to stop the smuggling.

Argentina: Argentina accepts your telegram, but they don't believe you for a moment. Your communique merely solifies their suspicions of you, but, again, they do not do anything about it.

UN: The UN answers that they've already sent the WHO but the International Red Cross does begin to move into Honduras.

Brazil: They respond that they are equally grateful for such an ally and agree to help train your soldiers. However, they will not loan you the materials to do so as they fear it will provoke Argentina before they are ready. Then they turn around and say that you don't really have the equipment or logistics for a real war on drugs yet.

El Salvador: Due to most of your larger local companies detesting you and your government, the economic ties between your two countries can't really be strengthened beyond what they already are.

OCAS: They like your proposal but none of them want to devote the resources to funding such an agency. Some suggest leaving it to Interpol. The Free Trade Zone is denied as relations between Panama and Costa Rica is less than ideal. They do agree to a wide reduction of tariffs.

Doctors w/o Borders: They also make plans to arrive alongside the International Red Cross sometime within the next year.

Britain: Britain refuses. They simply don't trust any country in Central America with a secret military force.

South America and Ethiopia accept your offers and embassies are scheduled to be built in their capitals.
Your purchases go off without a hitch. Your boats take to the seas and begin checking suspicious large vessels. However, the druglords knew of your purchases and immediately switched over to speedboats to outrun your Armidales. Still, they took a serious blow since they can't smuggle things out in large bulk quantities.

Your special operations unit builds a secret training camp and base high in the mountains. Your attempts at hiring foreign mercenaries succeeds somewhat but you're overpaying them and they are still mercenaries.

1. A bottle of potassium nitrate is found in the Vice President's assistant's car.

2. Brazil takes this escalation of your border patrol as an excuse to increase their military presence along the border. You have cut deep into smuggling operations though, and the people see you as an effective politician.

3. Your people take the national day of mourning to remember their former leader, who was much-beloved. However, leaks within your cabinet have led to many seeing Brazil as the perpetrator of such crimes.

4. More progress is made on your public works. The people see you as their benefactor. Still, your actions are trying to do so much at the same time that they run out of funding again before August.

5. NEMDA created. They begin working on new hydroelectric dams. Funding ran out for roads, however, so no progress was made there.

6. Three new bases were completed with the other three being shelved due to funding problems. Brazil and Argentina keep their air forces at the ready. There was a near-incident on the Brazil-Bolivia border as a result of a Brazilian patrol crossing illegally. You can't be sure if this was an accident or an intentional test of your air force's readiness.
Peru: They accept the offer of trade and the concession of the trade access. In return, they desire access to Argentina and Uraguay through your borders.

Chile: They accede to allowing a free-trade zone in the northern provinces and a lowering of tariffs between Chile and Bolivia in return for you doing likewise.

HONDURAS: USE THE CORRECT NATION

African Crisis: Sudan ignores your response while Ethiopia proudly proclaims that they are merely acting in the best interests of their people and Africa as a whole. Eritrea thanks you secretly for your actions.
R&D- Your reverse-engineering program has begun. It's going to take a couple of years to recreate a workable model, though. Bolivian technology just isn't advanced enough yet. The computer technology will take another five as there's just not enough money to go around. Thus far, the engineers have reported that a kamikaze-like drone would be the most expensive bomb ever.

Presidential Guard - Your recruitment efforts are a success and practically a new base to serve as their barracks is built for the personal armed force. Bullet-proof vests are acquired, but APCs were simply too expensive. As such, regular cars with bulletproof glass have been utilized instead.

Helicopters - Approved.

Retrofitting: The weaponry has been purchased and attached to 100 military cars. That said, they're essentially just welded on and have to be fired manually via the weapons themselves versus any fire-control system.

Secret Project: Research has begun. A single device has been created, but it's so huge and unwieldy that a massive aircraft would need to airdrop it. Nearly all funds have gone into the creation of this one bomb, and it's not entirely known if it will work or not. You'll need to approve testing and find an aircraft large enough to transport and drop it.

1. Highway to Macedonia has been begun. Estimated to be completed next year with continued funding. Highway to Montenegro is completed. The rest of the road network will be completed within two years with continued funding.

3. Contruction on R&D facility completed as is vehicle manufacturing plant. More engineers have been hired from Greece.

4. New industrial park built. A Russian group forms a new company, Kosovo General Biomedical. They mainly manufacture generic copies of American and European drugs. Some suspect possible copyright infringement, but it hasn't been proven.

Montenegro - Your offer to the government to purchase KAP is readily-approved but the Russian shareholders are really dragging their feet on this. They've not-so-subtly informed you that you'd need to sweeten the deal for them before they would relinquish control to you. That said, your other measures go through and your environmental impact-study reveals massive issues in the entire area. Red mud concrete proves to be much harder to create than expected. More research is required. The new railways are still being worked on as the mountainous region proves to be more and more difficult and are expected to be complete within a year.

Macedonia - The Macedonian government is grateful for your fulfillment of your promises as your mines are built. The Macedonians also leap at the chance to sell their T-55's as most have become unusable due to maintenance requirements. They also readily agree to the defensive and economic alliance. The Kosovo-Macedonia Defense Pact is to be signed this year pending your approval.

Albania - Denies out of fear of provoking Serbian ire.

Serbia - Continues to be rather bull-headed regarding negotiations. They've chosen to nitpick at certain terms rather than agree to anything. It's nothing but counter-offer and counter-offer with them rather than any concessions or agreements.

UN/NATO - They respond by increasing their presence in the region in an attempt to force Serbia to agree to some form of non-aggression pact or serious peace treaty.

EU - Serbia effectively ignores request based on the failures of Greece and what it meant for the European economy. EU leaders secretly send communiques remarking that Serbia's desire for the Balkans is much larger than their desire to join the EU. In response, many have included their implied support of possible recognition of Kosovo and its application to the EU should you apply.
Prototype for the Panther, codenamed STEVE, is created and tested. Some minor issues with the titanium-mesh armor retaining too much excess heat from enemy rounds, but your engineers say that this can be overcome. A finalized prototype should be delivered next year and production begun after.

"Bloody buggering piece of--" General Secretary of the Laotian People's Revolutionary Party, the Laotian Communist Party, the Laotian Orange Internationalist Party, Foxmaster of the FOXSALMON company and Once and Future First Minister of Allure and Aquaculture Idris Elba swatted away the rather insistent Laotian mosquitos who kept nipping at him; next to the generals who kept forever whining about they needed howitzers or were about to lose the retrofitted Sherman vs. refurbished T-34 war with the "shifty Cambodians" these were by far his least favorite constituent in the mountainous Asian country.

"Remind me again whose bloody idea it was to come take a constitutional right up a bloody mountain?" For effect he swatted what looked like a giant bulbous technicolor leek and nearly flinched when the thing snapped at him.

"The hell is that?" He muttered, never quite forgetting that deep in the Laotian jungle were all sorts of beasties and things not to be easily discovered (or taken lightly for that matter.)

Blotter snorted next to him.

"You wanker, it was your stupid idea wasn't it?"

Blotter sneered sullenly at his best mate and muttered something about having a bird back in Vientiane to thoroughly [REDACTED FOR EXTREME AND ANATOMICALLY IMPLAUSIBLE OBSCENITY] instead of going all arse over elbow up a stupid hill --it was more of a hill than a mountain, though of course Mr. Elba's aching limbs pronounced it much the latter.

An awkward silence. Idris Elba creased back his face with his hands as his features twisted in the agony of the everyday (some real Channel 4 Eastenders shite you might say).

"Look mate, I'm--"
--"*Apologetic muttering*"

That awkward silence was papered over by musings on whether Arsenal would indeed avoid relegation in the Premier League (a rather outre possibility) and some perfervid peculation on just what sort of drinky-drink a chap could get around a thrice-forsaken mountain-cum-jungle abbatoir. These two men were a bit pants at emotional expression (save of course in the crucible of the camera flash or the theater hardwood) but their friendship, a thing weathered but tough, was easily patched up.

Which of course brought them back to matters at large.

"So if it wasn't your idea... and it wasn't my idea..."

Their eyes simultaneously followed a brown-skinned young woman who had lately insinuated (hardly fair; Ms. Dammavong was in fact rapidly becoming their arm, as it were in the Politburo) herself into the highest workings of Elbian Laos. She wore queer looking jodpuhrs (the fashion, Blotter and Idris had snickered, for their army lads) and a matching Laotian People's Army top and toted a Kalashnikov rifle nearly as bright and shiny as her eyes.

"This was your cock up then?"

Mr. Elba invested his voice with all the stentorian intensity an ACTOR of the STAGE could. Ms. --Colonel, she would hasten to remind you-- Dammavong shrugged it of.

"You needed something for the Hmong problem, sir," she returned easily before smiling slyly at them, "Why do you two need a break? Mr. Blotter is looking rather out of breath."

Blotter scowled, "You 'ear me, my gel. Mr. Blotter," he broke into an oily smile, "Wuz me da."

"Great!" She chirped, "Let's continue on then."

Her little gambit was not at all wasted. If the old French trail they had followed was a bit... bushy, then this bit of incline, coming just off a ravine was in a state of total deshabillé.

That of course, and Mr. Elba and Mr. Blotter both made a hash of speaking when their lungs were straining out of their chest cavities (I really need to get back into Rim shape, mate.)

So it was that nearly three kilometers and a run-in with a curious looking gibbon (who made gestures nearly as obscene as Blotter's amorous descriptions of his Vientiane paramour) they found a strange looking field of tall reeds whose stamens looked inflamed and gorged with a strange, orange resin.

Minister Elba raised an eyebrow at Ms. Dammavong who shrugged and then showed them her lead. With her pinky finger extended, she ran a hand just under the engorged plant's lip, and drew in the tangerine-coloured resin as well as globules of a strange mucusy substance. With workmanlike efficiency she dipped her covered finger into her mouth, just below her tongue. She swayed to and fro for a moment, as her eyes became glazed over.

Now. Minister Elba had been to all the best parties in Jolly Old London. So he knew a fair bit about passing around the pipe, as it were.

"Would 'ardly be gentlemanly to leave a lady alone..." Blotter said with a grin as he mimicked Colonel Sammavong's actions.

Mr. Elba shrugged and followed suit.


"Bloody hell, I 'aven't been that squiffy since me drinking mate was Maggie Thatcher!"

Idris Elba could not testify to the exact same set of circumstances, but felt roughly the same way. I mean, bloody hell, the man actually tasted purple

He also felt absolutely no pain at all. And the cuts on his arms from their little nature-hike seemed to be healing abnormally fast.

He turned to look at Colonel Dammavong, who was staring at him expectantly.

"You understand now?"

She handed him the Hmong dossier (75% approval rating; a supermajority for remaining part of Mother Laos, profiles of all the top "troublemakers" in the Hmong Highlands.)

He grinned.

- 1 billion invested in the new dok fai or fire flower initiative. Expected revenues will be shared with the Hmong, as well as go towards the establishment of a medical technology and pharmacological sector to be raised in Laos. 2 billion total investment

- Snap elections (200 million) called; without much time to organize, Hmong separatists are easily defeated 68% to 28% with 4% abstentions on 90% turnout. Disgruntled elders, etc. are singled out by FOXSALMON operatives and encouraged on the sly to go to Vietnam or Thailand, where perhaps their gospel might take root.

- 1 billion invested in the service sector, with a look at formalizing the banking sector, further establishing the stock exchange, as well as providing several hundred millions for startups (both for new citizens with high human capital, as well as for Laotians) with the expectation of the government taking some of the backend profit, further boosting Laos' swollen treasury.

- 2 billion earmarked for further canalization both ancillary and superlative to the aquaculture projects. Alongside 1 billion in rail projects, and the previous years highway and infrastructure projects, this willl make Laos the envy of Southeast Asia logistically and rival any of the economically advanced middle powers in conception, planning and layout. 3 billion total.

- A stroke of luck! Blotter met an Italian representative of Fiat whose love of Chinese variety singing shows as well as thirst for new markets dovetails with the Regime's interest in building up their light manufacturing sector (all the better to get at a native arms industry.) A 1 billion dollar project, funded entirely from Laos will be undertaken, with limited access to Fiat's technology, as well as an increased push within the burgeoning university sector and STEM educated population to make said sector competitive and highly revenue-generating. 1 billion

- Another billion invested in general welfare. Expectations are that the fiscal multiplier for social welfare transfers (widowhood, pension, healthcare, etc.) will manifest itself into several billions pumped into the Lao economy (and billions into the Regime's coffers.) 1 billion

- 1 billion for continued improvements and standardization in schooling. Expect illiteracy wiped out within 3 years, as well as more rapid GDP growth.

- 400 million invested into the JAVAFISH cartel program to help sustain Lao's export driven manufacturing miracle

- 400 million invested in the United States (100 million for lobbying, 300 million for the infrastructure) to establish an American-government supported online university. In the diplomatic section, Minister Elba will make a state visit to the United States (a first for Laos) to support this goal.

Foreign Relations

PNG and Madagascar: A hotline is proposed, as well as a variety of secret treaties. 2 billion given to each country, with half a billion spent each on the new MLP Investment Bank. Laos will pony up a further billion (1 billion) for a total of 3 billion starup capital in the joint infrastructure bank. Conservatively leveraged, this will give the three countries ~40 billion dollars in investment funds for infrastructure, with billions guaranteed per annum.

China - Laos continues its charm offensive in China, offering a variety of concessions in sectors where Laos is not competitive (yet.) Laos will sell underpriced grain (though still highly profitable to China) but makes no mention or position of its conflict with India. Laos does urge calm though.

India - The same. Laos stresses its peaceful aims as well as economic aims and Minister Elba expresses his admiration for Hinduism as well as India's mutual goals of poverty reduction with Laos. Laos hopes to establish a more permanent embassy in India, and sends a mission to that effect.

Thailand - Success! A highly developed golf partnership with the King (who is a bloody rotten cheater, but a nice bloke) but more saliently with his brother (who believes his nephew may be illegitimate) sets up a potential monarchical crisis in Thailand. Laos will monitor this closely.

Vietnam - The Hmong separatists begin agitating in Vietnam. As they were essentially exiled from Laos, Laos does offer aid and suggests intelligence service cooperation between their two countries.

Cambodia - The Foreign Ministry's rejoinder is rather simple: monsoon season and terrible infrastructure (nowadays more in Cambodia than Laos.) Laos also suggests a mutual free trade proram.

United States - Through a twitter campaign, as well as Blotter's mutual love with Secretary of State Kerry for windsurfing, a state visit is marked for next month. Through the usual setup of PACs and through a very thorough reading of US Law, Laos will be using the aforementioned 400 million for lobbying the US to establish its LEMURLEAPS Polytechnical Phrontistery of Southeast Asia and New Guinea in the United States.


R&D

1 billion further invested in various areas of research, with half a million towards computer science and the other half in hydrological studies, chemistry, agricultural efficiency studies, etc.

A joint mission (hqed by HIGHCOM DRUNKARSE Blotter) suggested with PNG and Madagascar regarding local piracy problems (with the booty... argh) shared between countries.
