Getting back to Work: With the roads complete, it is now time to put by work force from building roads to building up the country. I begin issuing a hiring initiative for NEMDAS to work in all fields, refinery jobs, transportation jobs, everything to get my oil and my trade flowing to the local economy and of course, Peru as promised. I also put the rest of the construction force back to building the connections to combine the old power grid and the new power grid to ensure my country has power throughout. As well as building newer, stronger, buildings in general, as well as waste treatment and full plumbing for all my cities.
Budget: 1 billion dollars
I want you ((to make my army grow)): I draft a new scholarship for education, one that requires military service but promises to cover a persons basic and higher education costs. Additional taxes are needed to subsidize this, but the message is clear. Sign up and serve in the military for a minimum of 5 years, and you or your families costs will be cut by 50%, serve for 8, and your families will be allowed 80% of their costs covered. Additional advertisements begin running and being passed out to join the military as a career, the benefits and payment being portrayed as enough to pull you and your family out of poverty.

R&D - Continuing work on the Drones and Science- The continuation of Reverse Engineering and Duplicating the Drone technology to make it cost effective continues. I seek out independent scientists, computer experts, as well as the acquisition of sufficient scientific centers and technological facilities in order to house the study of future cyber and computer related endeavors. If our technology is not advanced enough, then I will work to expand our technology to speed things up.

Top Secret - After much time spent researching, developing, and shrinking my bomb, I have finally decided this project requires a name. It is now to be dubbed Project Salamandra, and orders are to build an underground munitions testing bunker in preparations for testing. The location will be in South Bolivia, in the Chuquisaca Department, and be made to be isolated and hard to get to by land. Air lifts and drops will be used to begin construction.
Budget: 1 Billion
-Research - Top Secret - Project Sombra de Moises: For a country as small as Bolivia, and lacking in traditional military power, a new means of waging war is needed. A new weapon, capable of traversing multiple kinds of terrain, delivering powerful attacks against foes, and being able to be operated and maintained easily, are required. Plans are to be drafted of a new and devastating weapon, one simply able to be described as a "Mobile Weapons Platform of Heavy Ordinance Capabilities". A walking tank, who could carry a payload capable of taking out military units by itself, and whose armor would be thick enough to survive numerous anti-armor and anti-tank rounds.
((Continued Funding))
Budget: 1 Billion
Upgrading my Air Force - I will begin an initiative to upgrade my air forces supply of Trainer Jets, re-militarizing them for active service once more. Secrecy would be paramount in this operation, preferably without alerting Brazil and Argentina of my activities. Additionally, I put out the order to inquire with multiple nations if they have any vehicles they might be willing to sell, such as outdated vehicles being replaced, at a cheap price, with an emphasis on a Aircraft Carrier, and fighter jets.
Budget: 500 Million
Operation: Cucuy - A special operation based around expanding my ability to operate without alerting the other countries in the areas. Phase one will involve utilizing the newly agreed access to Paraguay in order to begin obtaining items in secret. Copies of passports or paraguayan identifications and papers. Additional scoping of the political climate of Paraguay is needed. Secrecy is key, and I begin a search for individuals who will be able to do so this without tipping off any local forces of them working for the Bolivian government.
Budget: 200 Million
