Continue the Belgrade-Pristina negotiations. Again, devote the talks to establishing a long-lasting treaty with Serbia in which they agree to a policy of non-interference and non-aggression towards Kosovo. Stress that we aren't asking them to formally recognize us, not yet, but we want a meaningful treaty. Seek to establish limits on military presence at the border, for both sides, and the possibility of joint-border patrols in the future. If Serbia abides by the treaty, then after two years the NATO peacekeeping force will leave Kosovo, but if Serbia violates any part of the treaty then those troops may return.

UN/NATO -
Address the UN and ask countries to formally recognize us. We have done a lot of work to improve Kosovo, and are working with our neighbors to help advance us all through foreign investments and joint projects. These are not things illegitimate nations do. Serbia's ambitions are a threat to regional stability, and with more recognition, Kosovo can bring more authority to the negotiating table with Serbia.

Work with this guy and Vedanta to further develop Abzorb into a practical solution. $75 million

Develop an upgrade for the T-55 that improves the engine, drive train, raises the suspension a little, improves the armor (base it off the CV-1 Panther armor for cost-effectiveness), removes the turret and replaces it with a 20mm autocannon and twin 2-cell Milan ER launcher. Also give it a laser range finder, computerized fire control systems, and night-vision equipment. Call it the TD-M-55 (Tank Destroyer, Mountain) because the engine, drive train, and suspension upgrades will be developed to give the TD-M better maneuvering in mountainous terrain. $250 million

The Combat Vehicle - 1 (CV-1 "Panther") is an 8 wheeled IFV capable of delivering troops into the battlefield and providing infantry-level support, or armored escort. There are three variants of the CV-1, the Infantry Fighting Vehicle, armored car, and ambulance.

Armor:

The armor consists of a titanium-kevlar mesh base layer with composite ceramic armor over. There are mounts for slat armor racks to increase protection against RPGs.

CV-1 Panther AC:

The Armored Car variant has the turret assembly removed in favor of an increased top armor to defend against top-attack munitions, while decreasing the overall armor allowing for greater speed and maneuverability. Despite the added top armor, due to the removal of the turret assembly, the AC variant is several hundred pounds lighter than the IFV.

Armor:
The armor system adheres to the NATO Standardization Agreement 4569 (STANAG 4569), and consists of layered titanium-kevlar mesh armor, granting a Level 4 protection level.

Weapons:
12.7mm swing-mount machine gun with plate armor guard to protect the gunner.

Countermeasures:
AGL fitted for thermal smoke grenades

CV-1 Panther EV:
The Emergency Vehicle variant has all weapons and almost all the armor removed in favor of battlefield medical equipment and supplies. The interior of the vehicle is configured for medical hardware and stretchers. The white paint coloration and red cross markings clearly mark the CV-1 Panther EV as an ambulance and non-combat vehicle.

Armor:
The armor system adheres to the NATO Standardization Agreement 4569 (STANAG 4569), and consists of layered titanium-kevlar mesh armor, granting a Level 2 protection level.
$300 million to work out the remaining kinks with the design.

Military:
Meet with peacekeeping mission commanders and discuss ideal staging grounds for a defense should Serbia attack. There are three main roads that Serbia could move armor through, all go through the mountains and enter valleys. Suggest positioning our already long-range artillery at higher elevations to give it a little more range, and to catch them as they enter the valleys. Also select locations along the mountain roads that would be good places to ambush and destroy a couple lead vehicles to slow progress.

Establish three Forward Observation Posts, which will basically be small, two-man outposts on a mountain overlook with supplies and a radio. They will be regularly supplied by helicopter. Their job will be to basically keep an eye on the road near the border and report on the enemy's progress should Serbia invade. Each outpost will have a small weapons cache of P90s, a Remington MSR, and an AT4 (when they come in) $25 million

1. Improving Educational Standards: Hire foreign teachers to help us with our new program(the English program), and make sure that learning English becomes mandatory. State that most of the world’s countries speak English, and the reason why I want us to learn English is so that the schools can prepare the next generation of Honduran workers for the future. Begin lending loans to teachers (make sure the loans are cheap and that they can afford them), and have them go to university. We shall also donate some money to the universities in order to help them with the many teachers that are going to come into university. Also increase teachers pay by 5% so that the old teachers can stop crying.


Budget: $500 million


2. Judicial System: Hire some foreign lawyers and judges. In addition to that, we are going to build at least three new law schools in Honduras’ capital so that we can help ease the drain. We shall release some of the judges (the ones that committed few corruption allegations) but tell them that they are being watched. Have the anti-corruption agency conduct checks on them and make sure that those checks are very thorough. Make sure we begin the trials for the corrupt judges, including the top judicial officials.


Budget: $200 million


3. Improving Agriculture: I promised my farmers that they are getting help, and help they will get. Order for a large irrigation scheme to occur in order to improve agriculture, and also have some experts come from the WHO to help us with this scheme. In addition to that, the farmers are to be taught new methods of farming in order for agriculture to increase. Furthermore, we are going to give some funds to farmers that produce organic coffee.


Budget: $500 million


4. Coffee Reform: State that organic coffee will be the only coffee that will be produced in Honduras. I know the decision is controversial, so I will give huge sums of money for my plan to help farmers.


Budget: $200 million


5. Begin Operation Genesis

Firstly, we will contact the FBI and other USA agencies in order to ask them to help us with intelligence. This is how it is going to go down. We will order for the IIA agents to infiltrate drug cartel gangs. Make sure that they are given credible backgrounds, that these agents are experienced and loyal, and that they are not afflitiated with any Cartel gangs or any criminal gangs to be more specific. They are to go and firstly identify the main sellers and buyers. In addition to that, they are to also identify where this drugs are manufactured. They are to also identify the top guys in this gangs, and where they are located. I also want them to identify recruiting centers for where this gangs recruit young Honduras people. I also want them to identify trafficking routes. Since the IIA doesn’t have some experience, I will have my secret group help them with this case. I also want them to identify trafficking routes. Once this occurs, I will order for large operations to occur with my army and law enforcement and they are to go and arrest the main sellers and buyers, attack the manufacturing centers and recruiting centers, attack trafficking routes, etc. I want to finally attack this gangs before anything bad happens. We shall buy state of the art communication equipment to make sure that this operation is effective. We shall also hire trustworthy, and credible international advisors (make sure they have served in law enforcement agencies like the FBI, and that they are not part of a gang, nor are they some spy for a gang.)

8. Honduran Border Control: I think it is time we start to equip this guys with some equipment in order to make them more effective. Order for money to go to maintaining equipment, and to buy communication equipment. In addition to that, I also order for 30 ATF Dingo to be purchased at a price of 15 million. Purchase 3 of this as well. Deploy them instantly to the border. Also have my guys attack places that are known to be drug trafficking hideouts in the border. Make sure that we don’t anger our neighbours.

Budget: $200 million

9. Improving Manufacturing: Create the Honduras Manufacturing Cooperation. Order for the building of factories that produce light machinery, and processed foods to be built. Make sure that this factories are built in safe areas in urban and rural places. Also give subsidies to Honduran business(not foreign ones) in order to help them with manufacturing. It is time for Honduras to begin moving to the path of self-sufficiency.

Budget: $300 million

10. Roads: Begin improving roads. I want a massive program to begin in which roads are to be built to my new oil refinery, and to also connect cities. Also make sure that better roads are put in place to connect strategic economic areas in my country in order to my government to gain more money, and for the people of Honduras to trade in a much better manner.

11. Marijuana Watchdog: Give them some more money in order to monitor marijuana trade and make sure that nothing illegal is occurring.

12. Mobile Clinics: Conduct the mobile clinics thing again, but mobilize the army and make sure that the clinics are well protected. With the WHO, Doctors Without Borders, and the International Red Cross’ help, we are to move into low income areas, and we are to begin providing medicine. I want medicine to be bought, and make sure that this medicines are sold at a very cheap price in order to help my people.

Budget:$200 million

13. Political Prisoners: Investigations are to begin on the political prisoners that have ties to local drug lords. Make sure that the investigations are secret, and to be conducted by the IIA.

Budget: $100 million

14. Law Enforcement Stuff: Have some money go into training, and making sure that the veterans are being watched.

15. HBA: Create the Honduran Business Association where the government and the local private sector will meet to begin discussing how we can improve the business-government relations. State my government is interested in helping the Honduran people.

USA: Urge the USA to help us with Operation Genesis. State that this is one of the biggest operations in Honduras history and that this could be a turning point in the drug war. Order my ambassador in Washington to ask the United States President to come to Honduras next year. Ask the USA to help train my army.

Brazil: Thank Brazil for what they have done for my army. Ask them to continue training my army, and to help with Operation Genesis. Ask them if they are interested in investing more and urge the elite in Brazil to invest in Honduran local companies.

Nicaragua: We will do as they have asked, and we will agree to their terms. State that we are willing to improve Nicaraguan relations, and we would like to increase cooperation with our dear neighbour. Suggest the creation of committees that help our countries increase economic, and military cooperation.

South Africa: Tell South Africa that we are interested in buying arms for them. Tell them that we thank them. Attempt to increase economic, and trade relations with South Africa.

El Salvador: Attempt to increase relations again. State that my government is friendly to business, as evident by the tax reform that I just did.

Guatamela: Attempt to increase economic, military, and trade relations with Guatamela.

Costa Rica: Same for Costa Rica

Dominican Republic: Same as Dominican Republic.

OOCAS : Suggest again that a unified currency begin, with http://www.britannica.com/topic/Central-American-Common-Market]Central American Common Market overseeing the process. State that a committee should be formed with top experts in order to show the benefits of such a unified currency.

Madagascar, Laos, PNG: Tell them that I am interested in joining their agreement. Show that I am serious, and I want to join it. State that I have already ordered the reform to happen. I hopefully would like to join the treaty by next year.

Order for most my troops to get out as part of me agreeing with what Nicaragua suggested. Secretly have my military be placed with body cameras in order for us to monitor Nicaragua.

Domestic Agenda

Education
Though with current infrastructure problems it'd be impossible to educate everyone, everywhere in the PNG all at once, that doesn't mean we're not going to try on at least some level.

In particular we're going to establish a pilot training school at Lae. The PNG already has a high number of aircraft, airstrips, and pilots, and starting to open schools to teach more will only aid in advancing the industry, and making it safer.

$250,000,000 will be spent on the education program, with the focus being on smaller turboprop designs, with advance courses in STOL aircraft, and seaplanes.

Likewise in Alotau we'll be putting money into education on construction, and practical trade skills. The area is set to become a major industrial center for the PNG once the massive construction program we're undertaking is complete, and we want to be able to use as much local labor and skill as possible.

$250,000,000 will also be put into this program.

In both cases we'll be inviting foreign teachers from our neighbors (save Indonesia due to recent problems) to shore up areas where we don't have the educational experts to participate in those education projects.

$78,400,000 will be spent on this.

Economy

Infrastructure- Seaplanes
With the agreement of the Australian government we will begin establishing seaplane ports to allow for flyovers of the Torres Straights to Cape York. Though hardly the most heavily populated area of Australia, it is one that's heavily involved in the mining sector, something it has in common with the PNG, and should allow for easily travel of those involved in the industry who aren't exactly rich, and there will be still be tourism, and regular travel of course.

$250,000,000 will be spent establishing 5 more ports in total, with 3 in Australia. The ports will be located at Madang (PNG), Wewak (PNG), Bamaga (AUS), Weipa (AUS), and Lockhart River (AUS).

In addition in order to ensure we have the planes to cover this expansion the following seaplanes will be purchased.

-1 Bombardier 415 modified for cargo carrying, $30,000,000
-1 Shin Meiwa US-1A modified for passenger carrying and refurbished, $50,000,000
-3 Be-103 Beka's coming in at $4,500,000 (1.5 mill individually)
And throw another $500,000 in there for misc. expenses because I hate trying to keep tracking anything out beyond the million mark.

Infrastructure- Airports
$65,000,000 will be spent expanding, and renovating Lae Nadzab Airport in the city of Lae.

Infrastructure- Port Moresby
$1,000,000,000 will be spent starting the development of a Liquefied Natural Gas Terminal and Processing facility at Port Moresby. Experts from Qatar will be hired to help ensure things run smoothly, and as it will likely take time to build this up we will have plenty of time to fund the development of the pipeline, and fields to ensure there is a complete system within a few years.

Infrastructure- Milne Bay
$1,000,000,000 will be spent starting the second stage of the Milne Bay expansion project. This will involve moving out from Alotau somewhat, draining the surrounding swamps, and getting to work on the hard projects such as large shipbuilding slips, and cargo container terminals.

Foreign Affairs

Australia-PPBP
Rather than try to reinvent the wheel, and go through all the problems associated with trying to develop a new class of patrol boat that will actually be effective, and still cheap enough for the smaller nations to operate, we propose the following:

That the existing Armidale-class would work well for the program, the only issue being the cost. In order to solve this problem, the PNG will agree to foot the bill for all other participants to operate 1 of these ships. The PNG will be responsible for maintenance, upkeep, central command and control at the previous proposed facility at Alotau, while the ship itself will be staffed, operated, and serve in serve in the waters of the participant. We would be ready to start this program this year, with a purchase of 2 Armidale's, one for ourselves, and one for the Solomon Islands.

To that end $250,000,000 remains set aside for developing infrastructure at Alotau, and $40,000,000 for the purchase of the Armidale's (20 mill each), and $10,000,000 to cover the training the new ships for both nations, and recruitment for the PNG.

Solomon Islands-Patrol Agreement
Since the Solomon's are the only ones to agree to the patrol thing for now, our plan is the following

The PNG will purchase the 2 Pacific-class patrol boats the Solomon Islands currently operates for $10,000,000 ($5 mill a piece). If this goes through we will then spend an additional $5,000,000 on each to bring them to the standard of our current Pacific-class patrol boats.

The PNG will spend $30,000,000 to renovate/expand facilities in Honiara that will aid in operating the Armidale probably, and should also help the local economy some.

Vanatu, The Solomon Islands, New Caledonia (France), and Fiji- Disaster Relief Fund
The PNG will be inviting the above nations to a meeting to discuss the establishment of a joint disaster relief fund. We're all islands in the same area, we all have the same problems with weather, and volcanic activity. And when one of our nations is effected by these disasters it effects the economies of all the others as well. To that end we propose a Disaster Relief Fund that will allow each to draw money during a natural disaster of major scale (as defined by the United Nations Office for the Coordination of Humanitarian Affairs) with investment in it on the basis of 5 : 3: 1. This means that for every $5 that the PNG puts in, New Caledonia (aka France which can afford it) will put in $3, and the rest of the nations will put in $1.

Assuming all those invited agree on this basis, Papua New Guinea will put $150,000,000 in, and will put a minimum of $100,000,000 in each turn.

The newly formed NAFA is currently still in a major reorganization, rearming, and training phase. In general the policies put in place last year will continue, with an emphasis on increasing the NAFA's training tempo, and meeting the 5,000 man army. We will continue to leave our border positions withdrawn from to not interfere with the ongoing UN Peacekeeping mission, and in the continued hope of fostering goodwill with the power occupying the western half of New Guinea.

During the reorganization, New Guinea's existing air elements were absorbed into the army to better reflect the role of the Niugini Air Force. Whereas the Army will continue to operate utility aircraft necessary for supply and movement, the NAFAF will be focused more interception of enemy air power, providing air support to the Army and Navy, and conducting maritime patrols.

To kick start the development of the Air Force a similar program will be put in place to that used to expand the army.

$250,000,000 will be spent on recruitment, and training, with the goal of getting the Air Force up to 2,000 personnel. -You bloody insurrectionists are getting on my nerves; release a statement firing back at them, saying that they've never made any attempts to clear up the allegations that they won't disrupt the current economic progression when they attempt a takeover in the near future and claim that by dismissing the claims they might as well be agreeing to our statement. -We understand the private sector is getting antsy for the lack of workers in the future, which is why we'll be holding a Job Expo to attract new graduates to join the private sector, and invite all of the private firms to come and advertise themselves. Talks will be given on how to choose their employers and to encourage the young folk to not only rely on the government sector for jobs. 100 Million to be dedicated to the Expo. -Evidently, the local population are feeling a slight bit of animosity, and the overt display of support for the Marxist-Lenin group is something to worry about. USA:
Agree with the diplomat, and continue with pushing for trade rights with them. Soften them up further by inviting the delegate for a night out to eat at Benin's finest restaurant to have a taste of the local cuisine, and show them our current economical progression. Send 2 men from the Ministorial guard to bolster the security for the night out. 5 Million.

Togo: Agree to the payment, and begin to prepare for the projects which will have a starting date of next year.

Bolivia: Send a delegate to Bolivia to push for trade rights with them and ask if we are able to sign a joint-military training between our armed forces, and claim that we will be able to support them on their R&D projects financially if they are willing, and send additional technicians along their way as part of the deal. If God be permitting, try for a joint-defense pact between our countries and state that our military is highly geared for defensive operations and be a great asset in case of an all out shootout over there. With the increasing demands that our overseas deployment, as well as our increasing tourism and business demands are bringing on the Police Force, we must be able to ensure that the people of Malawi are safe from Criminals. As such, we shall increase the size of the Police fore to 65,000 officers in total, constructing stations and bases in the large towns and settlements of Malawi. All Police will be catered for with the usual 1:4 Vehicle Ratio and 100% of them will be armed with Side-Arms. We shall spend $250,000,000.00 on this program.
  4. In partnership with our current hospitals and the Government of Benin, we shall secure more doctors and better medical equipment for our Hospitals. In total $70,000,000.00 shall be spent on this.
  1. Taxes are to be lowered on imports and exports tariffs to allow for business to find it easier to convert raw materials they import into exportable finished goods. Furthermore, partnering with the new university program, business will have a greater access to educated employees.
  2. Two New Airports, one for passengers and the other for cargo are to be constructed. Furthermore, our existing airports are to be renovated with the money from China. In total this will cost $300,000,000.00 plus the money from China.
  3. The Telecoms sector is vital for a developing economy, and as such we shall construct a new Phone hub in Malawi for basic Phone Coverage, as well as providing tax breaks and grants for new companies that which to set up in this industry. This will amount to $200,000,000.00 spend in total.
  4. The financial and legal services sector are also key, and as such we shall use the Universities to provide a certification in the areas of financial management, legal practice and other similar professions for those who meet the correct standard, thus boosting the qualifications and number of our legal and financial services professionals. We shall spend $20,000,000.00 here.
  5. The business tax rate is to be set to 14% (0.4 below Singaporean Tax).
  6. The Capital Tax is to be lowered to allow for greater ease of Foreign Investment.
  7. The construction of underground secure vaults, using Swiss Vault Designers will happen, to allow for the storage of precious metals. in return for paying a rental fee, foreign governments, banks and businesses may store their precious metals here. This will cost $280,000,000.00.

As we're in the middle of several expansion projects, we could use the money right now and will have better capacity to begin payments by the deadline set.

We accept the loan from Benin.

We accept their proposed trade agreement at this time.

We politely decline a joint-military training program at this time. We're currently in the middle of building our forces, and increasing our training tempo at home, and don't have the need for a visit halfway around the world for training, or the capacity at home to train members of Benin's military.

Roads. Just Roads: Bolivia's transportation situation has been impeding its efforts to develop. After repeated incidents, it has become a top priority to create a overhaul and upgrade to the roads. Existing routes will be repaved and reinforced, and new routes will be plotted to make travel within Bolivia easier for the people, and more importantly, for my other projects to flourish. A highway system should also be research wherever it may be viable to do so without damaging the natural beauty of the country too much.

Budget: 1.5 Billion Dollars

Temporary Life Support: Given the work on roads, other projects to build up infrastructure need to be put on hold. An additional sum shall be divided between Building a Better Bolivia and NEMDA's Efforts. All but a token work force should be transferred to work on construction of the roadways.

The Shining Lovely Sea: The people of Bolivia have access to the ocean once more, albeit not in a way quite envisioned before. I make the announcement to the country that Bolivians who've long suffered without their ocean may now rejoice in having it once more.

Peru: I send my sincerest thanks to Peru and ensure that it shall have its access to Argentina and Uruguay.

Chile: I shall lower my Tariffs to match that of Chile's efforts, but little else. The previous offer of restricted access, now that Peru has generously agreed to trade access to the sea, is of little importance now. I still send a thank you message to Chile for their kind act towards peace.

Brazil: I make a public speech addressing the situation over brazil's activities, asking that it kindly be more careful with its aircrafts. "In these tense times, having a country show a lack of control over its own air force is troubling. Please be more careful, we merely wish to live in peace."

Paraguay and Uruguay: I send two secret messages to the nations, asking them to keep an eye on their air space and to reafirm its commitments to the secret pact against Argentina or Brazil. I reaffirm that Bolivia will have their backs "For an appropriate fee that can be negotiated later".

Mexico: I give my support for the Southern Faction of the Mexican government, and offer an open space for any refugees of the conflict wishing to flee the violence. It is a conditional refugee program however, as many who come will be expected to work for the government of Bolivia for a specified 5 year term. In its construction, agriculture, or military, services.

Benin: I welcome the delegate and hear out the proposal, and am at first rather cold to their proposal, until the offer of joint military defense and aid in R&D projects is brought to the table. The Joint Training and technicians are welcomed and I agree to allow the exercises. The defense pact however remains an unanswered issue, as my countries lack of Naval Capabilities leaves sending troops to Benin to aid in any sort of military engagement difficult. You make it clear that Brazil is an obstacle that keeps this part of the proposal from fruition. However, you do offer to lend a force of aircrafts, and pilots, should Benin come up with the means of transportation to get them to their country.

R&D
Continuing work on the Drones and Science- The continuation of Reverse Engineering and Duplicating the Drone technology to make it cost effective continues. I seek out independent scientists, computer experts, as well as the acquisition of sufficient scientific centers and technological facilities in order to house the study of future cyber and computer related endeavors. If our technology is not advanced enough, then I will work to expand our technology to speed things up.

A new type of Warfare: Covert Operations and Espionage is a lacking factor in my country, or so I believe.. The current motorcycle riding Special Security Group and the Super Elite Anti-Terrorist Force are to be disbanded, combined, and remade into the Special Task Group ((STG)). The STG's will operate with similar training to that of the Special Security Force, in terms of repaid response and special forces tactics. But, they will also deal with exterior threats as well, being able to operate along and outside of the boarder to ensure Bolivia's security. This force is to be trained in Reconnaissance, Sabotage, Infiltration, Combat, and Anti-Insurgent Actions, which composes of studying insurgent techniques in order to not only combat them, but preform them as well. This is a unit that is the best of the best, and they will be provided body armor, all terrain motorcycles such as the Christini AWD 450 and Hayes M1030, and specialized weapons to fulfill multiple roles in combat such as the .50 Caliber Beowulf Assault Rifles and AA12 Shotguns.

Budget: 600 Million

Research - Top Secret - : I designate continued research into reducing the size of the projects results, as well as in scouting a suitably uninhabited area within Bolivia in which this weapon may be tested without drawing attention. Meanwhile a search for the vehicle that can carry the project goes underway, as questions are raised if a S-64 Aircrane, a CH-47 Chinook, or a Alenia C-27J Spartan, could prove effective transportation vehicles. 3 of each craft is purchased to test or to be used as utility vehicles, and a substantial budget is made to keep the entire project under wraps.

Foreign Relations

Montenegro - Propose an economic partnership agreement, and a joint defensive alliance.

Macedonia - Propose we form a common market. Macedonia has a bit of an unemployment problem, and a common market could help remove barriers and allow Macedonians to work in Kosovo.

Albania - Since Albania's plan with Croatia to build a nuclear power plant are stalled, propose a jointly-funded liquid fluoride thorium reactor near Lake Radoniq, which is a more geologically stable area. The reactor would also be a testbed for various methods of waste heat recovery and thermal efficiency. Ask the IAEA for help in the design and possible funding.

Serbia -
Appeal to Crown Prince Alexander, (who has been fairly vocal about peace and cultural understanding, and has been ok with Montenegro being independent) to appeal to the Serb population to let bygones be bygones and not start another War in Kosovo.

Romania - The Kosovo War was bloody enough, and we certainly do not need a second. In the past five years Kosovo has achieved remarkable progress. A war involving the major regional powers and NATO would have the potential to undo all of that and set the development and livelihood of Kosovo back many years. We ask that Romania not seek to get involved militarily, and that Romania encourage Bulgaria to do the same. A large war is something that nobody wants, so let us try all possible diplomatic solutions first.

UN/NATO -
Call for a peace summit to defuse the Black Sea situation. We do not wish to see a war involving Russia. Care and caution must be shown in the Black Sea, though we thank Turkey for their wish to see peace. Also call for international sanctions to be placed on Serbia if a long-lasting treaty is not agreed on. In our negotiations Serbia has been bullheaded and refusing to settle on any term save for a one year peace. The general mindset of Serbia has been one of thinly veiled desire for Kosovo, even if it means war. More ludicrously is that Serbia refuses fights inbound to Kosovo to fly through Serbian airspace.

Work with the ECBS to make an International Bank Account Number for Kosovo. $1 million

The Combat Vehicle - 1 (CV-1 "Panther") is an 8 wheeled IFV capable of delivering troops into the battlefield and providing infantry-level support, or armored escort. There are three variants of the CV-1, the Infantry Fighting Vehicle, armored car, and ambulance.

CV-1 Panther AC:

The Armored Car variant has the turret assembly removed in favor of an increased top armor to defend against top-attack munitions, while decreasing the overall armor allowing for greater speed and maneuverability. Despite the added top armor, due to the removal of the turret assembly, the AC variant is several hundred pounds lighter than the IFV.

Armor:
The armor system adheres to the NATO Standardization Agreement 4569 (STANAG 4569), and consists of layered titanium-kevlar mesh armor, granting a Level 4 protection level.

Weapons:
12.7mm swing-mount machine gun with plate armor guard to protect the gunner.

Countermeasures:
AGL fitted for thermal smoke grenades

CV-1 Panther EV:
The Emergency Vehicle variant has all weapons and almost all the armor removed in favor of battlefield medical equipment and supplies. The interior of the vehicle is configured for medical hardware and stretchers. The white paint coloration and red cross markings clearly mark the CV-1 Panther EV as an ambulance and non-combat vehicle.

Armor:
The armor system adheres to the NATO Standardization Agreement 4569 (STANAG 4569), and consists of layered titanium-kevlar mesh armor, granting a Level 2 protection level.
$300 million to work out the remaining kinks with the design.

Military:

2. Improving Educational Standards: Your country begins to learn English at a young-level. Teachers are grateful for cheap loans and pay raises. Universities are also thankful. Old teachers still gripe and complain, but you've completely declawed them anyway so who cares? ETA 2

This naturally causes some resentment in your population as they feel that foreign-involvement in your Judicial System is wrong and intolerable, but the fact that the ACA polices them keeps the complaints down to a low roar. Pardoning some of the corrupt-judges has eased some complaints but new ones spring up anyway. Trials for corrupt Judicial officials began. All are found guilt of one form of corruption or another and sentenced to a minimum of 10 years at the very least, but most receive 20 or more. Law schools constructed at local universities. Firstly, we will contact the FBI and other USA agencies in order to ask them to help us with intelligence. This is how it is going to go down. We will order for the IIA agents to infiltrate drug cartel gangs. Make sure that they are given credible backgrounds, that these agents are experienced and loyal, and that they are not afflitiated with any Cartel gangs or any criminal gangs to be more specific. They are to go and firstly identify the main sellers and buyers. In addition to that, they are to also identify where this drugs are manufactured. They are to also identify the top guys in this gangs, and where they are located. I also want them to identify recruiting centers for where this gangs recruit young Honduras people. I also want them to identify trafficking routes. Since the IIA doesn’t have some experience, I will have my secret group help them with this case. I also want them to identify trafficking routes. Once this occurs, I will order for large operations to occur with my army and law enforcement and they are to go and arrest the main sellers and buyers, attack the manufacturing centers and recruiting centers, attack trafficking routes, etc. I want to finally attack this gangs before anything bad happens. We shall buy state of the art communication equipment to make sure that this operation is effective. We shall also hire trustworthy, and credible international advisors (make sure they have served in law enforcement agencies like the FBI, and that they are not part of a gang, nor are they some spy for a gang.)

USA: When the Vice President meets, we shall thank them for all they have done for Honduras. Urge the United States to help us with my health care reform plan, and my vaccination program. Also state that we are quite worried about what is happening with Mexico. We shall also ask the USA to help us train my new external intelligence agency. Nicaragua: When my government means increasing military cooperation with you, we mean our countries working together to fight drug cartels in our respective borders. We also want our country to be friends. Continue to attempt to increase economic and military relations with Nicaragua.

State that Honduras supports the creation of a joint military group as long as it remains a secret. Domestic Affairs
-Welcome the Marxist-Lenin group and thank them for agreeing to the conditions. Seeing as they've complied to most of our requests, we'll declare them as a legitimate political party after they settled their affairs, which means several things: First, they must pull out any informants within the government as we will no longer be opposed to each other in any other terms except politically, though even then hopefully we can come to a peaceful resolution. Next, they will need to submit a full roster of their party and individual evidence to their knowledge of legal understanding, as we pretty much prefer to have knowledgeable people in political parties to reduce the chances of poor leaders. We will give them 2 years to settle any other affairs (setting up of their body, agenda etc.), after which we will send a public announcement to the people. Personally pull over their leaders to a private room and discuss on the current world affairs- more importantly of the heated situations of our distant neighbours, Somalia, Eritrea, Sudan and Ethiopia. See what they think about the situation and ask for their opinions on how to handle matters, and if they could be able to do anything about defusing the situation....politically or with discreet violence. This is a personal assessment of their leadership capabilities and to test their decision making abilities.

-With the new agreement with Madagascar, we'll set up a market operation to try and draw some of our farmers to grow pot, either as a main crop or an additional crop on their farms. With the legalization of marijuana in the country, its an additional source of income for the farmers and has a high demand in certain countries either for medical or recreational purposes. Regardless, farmers with intentions of starting legal marijuana plantations must register themselves as a legal supplier of marijuana, but will receive training in their growth as well as a 20% subsidy for 2 years and the government will cover up any expenses regarding maintenance of farming equipment. Besides that, we'll also begin construction of several refining factories for marijuana, which will also be privatized (after signing a declaration of being a state-approved legal distributor.). Measures will be taken that our exported marijuana will be of the highest quality (within standards of Madagascar's marijuana.) and at the lowest cost, mostly with tax exemptions for 2 years for exporting firms and companies. 600 Million.

-With our highways, we'll need to upgrade our public transport systems, including purchasing of new billing systems, new buses/taxis and a construction of a railway system that connects the major cities to Porto Novo and the port cities. Retraining programs will be set up for the older generation staff, with the newer generations getting access to training programs. The railway system will be privatized, however bus systems will be nationalized. 600 Million.

-Continue with our police recruitment drive, with higher focus on relationship with the local communities. It is vital that our citizens feel safe with the police, instead of feeling hatred or malcontent with our law enforcement system. However with their retraining complete, it should be an easier task. 150 Million.

-Clean water for everyone is a must, so we'll start with the construction of a massive water recycling plant that will supply up to 55% of Benin's communities water needs. Get a recruitment drive as well to attract engineers and architects to help construct the recycling plant. Announce the construction project to the communities who will benefit from the plant, and urge them to support the project as it will only lead to the betterment of their living standards. 500 Million.

-Form a state-own defense company. Construct a research facility with areas for testing prototypes. Also construct a manufacturing plant for land vehicles. Cherry pick the best engineers we can find graduating from universities. 250 million.

Foreign affairs.
Madagascar:
Contact them, see if we can't set up a joint-trading operation for our marijuana exports, which will include standardizing our prices, shared quality control and increase in revenue from total sales.

Honduras: Essentially shrug at them and say sure, if that's what they wish. Of course, we'll need to ensure that their exporters declare themselves to the government and register their names so that we can keep track of all legal marijuana exporters. Request that Honduras also ensures no smuggler operations of illegal marijuana reaches our borders- if there is a sudden outbreak of black market marijuana, the deal is off. However, do point out that there may be a joint-trading operation with Madagascar- discreetly.

Bolivia: State that we understand their reservations for agreeing to the joint defense pact and thank them for agreeing to the rest of our offers. Do clarify however that measures will be taken to ensure safe transportation of our troops back and forth between our two great nations if that is what it will take to ensure the declaration of a joint-defensive pact. Next, request what they require for our assistance in their R&D of their military drone.

PNG: Thank the Papua New Guinea government for accepting our generous offer, and wish them best of luck with their issue with the Indonesian government, though make a hint that we'll be ready to assist if they react in an inappropriate manner.

The Infantry- Light Combat Rig MKI is Benin's first attempt at creating a universal defensive system which it later hopes to ship onto their soldiers to increase their chances of surviving on the battlefield. With a focus on dependability, mobility and perseverance, the I-LCR MKI comes with a fully enclosed helmet with a filtration system to counter biological weapons and allow for ease of operations in harsh conditions.

Features:
  • Fully enclosed helmet with filtration system; capable of filtering out biochemical weapons and fine grains of dust. It also features a polarization option to reduce the effect of flash-bangs. Each helmet has an inbuilt squad based radio, with company commanders receiving a boost to contact units within a 5 kilometer range.
  • Sealed suit, preventing foreign object intrusions. Treated chemically to be chemically resistant and fire-retardant. (It won't catch on fire.)
  • Magnetic clamp system on the back of the armor, preventing movement of their weapons and ease of retrieval. May be activated manually by a button on the belt.
  • Gorget, made of ballistic nylon and wire mesh to prevent easy decapitations of the wearer.
  • Tactical ports and hooks for mission customization purposes. Tactical belt offers up to 3 pouches on both sides and easy snag systems for grenade storage. Right side tactical pouch, capable of fitting a 1 qt canteen.
Armor Rating:
-The armor comes in 2 layers- the flak-vest/padding and the Kevlar plating. All of which serves to increase the amount of punishment it can provide the wearer with. The flak-vest has a standard rating and is constructed with ballistic nylon layers to provide protection against shrapnel at a range of 3 meters, or point blank. The vest also is also lined with extra padding made of spongy-polymer material to help dampen the effect of ballistic impact on the Kevlar plates. The Kevlar plate layer is 3 inches thick on the torso, front and rear sides equally, with a steel alloy sheet of about 4mm layered over the Kevlar plate to bolster the armor rating to Type IV on the NIJ rating.

-The knee-guards are fitted foam-padding, and offer protection against shrapnel. Offers little protection against ballistics, and at most may offer up to Type I on the NIJ rating, at an awkward angle. Goes the same for shoulder protection.

In total, the I-LCR weights only 9.5 Kilograms (21 pounds) with an even weight distribution across the chest with very good defensive capabilities and versatility. Compared to most conventional ballistic armor, it is rather lightweight and easy to maintain on the battlefield- which makes it perfect for paratroopers.

Domestic Agenda

Education
The PNG is an incredibly diverse nation, which is good. What isn't good is that this can lead to communication problems as times as there are so many different languages being spoken on New Guinea alone. In order to remedy this language education centers will be established in Port Moresby, Mount Hagen, Lae, and Alotau that specialize in teaching adults English, and Tok Pisin.

$415,000,000 will be spent establishing the centers, and hiring the personnel needed to staff them.

Sexual Violence
So this is still a rather massive problem, although our previous attempts have had some effect. More can still be done, and will be done.

$500,000,000 will be spent establishing victim support organizations and funds, as well as an awareness campaign of why it's bad, and to stop doing it, and ensure that everyone knows the consequences thereof.

Law Enforcement
The PNG could use a better class of police, especially in Port Moresby, our capital.

$600,000,000 will spent to basically rebuild the Police from the ground up, starting with rebranding them as the Royal Niugini Constabulary. For areas outside of the National Capital District this won't mean much of a change for the moment.

Inside that area however this will be a complete reorganization to better ensure the safety of the government and citizens of Port Moresby. English will now be the Lingua Franca of the Constabulary, and it will make use of the Browning Hi-Power as the standard sidearm, and the F88 Austeyr for more firepower. New facilities will be established in the city, new vehicles bought, all the misc. stuff (tear gas, riot shields, and what have you), with the intention of bringing the police force to a modern, and effective, law enforcement agency. The number of people in the NCD's Constabulary will be brought up to a 65 for every 10,000 ratio. Emphasis will be placed on female recruitment in particular, as well as continuing to work with the Australian government in establishing a better police force as part of the Expanded Police Partnership.

From the get go a major emphasis will be put on stopping sexual violence (and it will be browbeat into every member of the Constabulary during training), and to ensure that members of the Constabulary do not abuse their positions. The Constabulary will be responsible for handling all threats to the government, and a special unit of it will be assigned to search for bombs, poisons, and handle the safety of Federal buildings.

Economy

Infrastructure- Seaplanes
The planned Seaplane network to cover the entire country is almost complete. With this phase of the expansion we will have completed the building of ports on New Guinea, in Northern Australia, and have finally started to expand in the other islands in the PNG's domain. With this we also have started to hit the areas that are very popular with tourism, as well as providing a great level of mobility for the population of the PNG, and will almost be ready to start expanding into the other Melanesian nations.

$250,000,000 will be spent establishing 5 more ports in total, with 1 in Australia. The ports will be located at Aitape (PNG), Vamino (PNG), Kimbe (PNG), Kokopo (PNG), and Cairns (AUS).

In addition in order to ensure we have the planes to cover this expansion the following seaplanes will be purchased.

-1 Bombardier 415 modified for cargo carrying, $30,000,000
-1 Shin Meiwa US-1A modified for passenger carrying and refurbished, $50,000,000
-3 Be-103 Beka's coming in at $4,500,000 (1.5 mill individually)
And throw another $500,000 in there for misc. expenses because I hate trying to keep tracking anything out beyond the million mark.

Infrastructure- Port Moresby
$250,000,000 will be spent starting the development of a Liquefied Natural Gas pipeline from the fields deeper in the country to the infrastructure being established in Port Moresby. Experts from Qatar will be hired to help ensure things run smoothly, and this is more an initial investment, as additional funding will undoubtedly be needed to get through the rough terrain.

Infrastructure- Air/Sea Corporation
$420,000,000 will be spent to establish a new government owned corporate entity intended to oversee the shipyards currently under construction at Milne Bay, as well as to begin establishing a domestic airplane manufacturer.

GiniDyne is intended to be the primary military supplier for the PNG, but in this initial phase will be more focused on civilian products in order to build up capital, and experience. Former members of ATK, and people who were involved in the making of seaplanes in particular will be hired, with the main emphasis being on establishing the airplane division while the shipyards are under construction.

The bulk of the money will be spent establishing infrastructure in Alotau for the building of small plane designs under license. The main products in particular will be the Super Pétrel, the AM-FIB, SeaRey, and the Kodiak.

Papua New Guinea hereby signs and ratifies the Rome Statute of the International Criminal Court, recognizing its authority.

Australia-PPBP
$40,000,000 for the purchase of an Armidale for ourselves and one for Vanuatu (20 mill each), and $10,000,000 to cover the training the new ships for both nations, and recruitment for the PNG.

Vanuatu-Patrol Agreement
Ask if Vanuatu would be willing to agree to the same agreement we reached with the Solomon Islands.

Per that agreement the PNG will purchase the 1 Pacific-class patrol boat Vanuatu currently operates for $5,000,000. If this goes through we will then spend an additional $5,000,000 on each to bring them to the standard of our current Pacific-class patrol boats.

The PNG will spend $30,000,000 to renovate/expand facilities in Port Vila that will aid in operating the Armidale probably, and should also help the local economy some.

Laos/Madagascar
The PNG agrees. We will be deferring any incoming funds from our agreement and instead placing them in the development bank that was established for use by our two partners.

Kosovo (@Clayton)
The PNG asks if it may establish an embassy in Kosovo's capital. We've already recognized Kosovo, and as we are establishing ourselves as a regional power in the Pacific we would like to show the European powers that the Oceania region, and its diplomatic overtures matter too. $15,000,000 will be spent to establish an embassy if Kosovo agrees.

R&D

The Niu Briten-class will be an upgrade and general overhaul of the recently purchased Maestrale-class frigates to meet the needs of the Navy.   • Replacing the 2 ILAS-3 324 mm triple torpedo tubes with 2 Mark 32 triple torpedo tubes, using MU90 Impact torpedoes
  • Replacing the SCLAR decoy RL launchers with 4 Nulka Decoy Launchers
  • Replacing the SLQ-25 Nixie with an AN/SLQ-25B Nixie that allows it to act as a toward sonar array and torpedo decoy
  • Restructuring the hangar to fit a single S-70B-2 Seahawk
  • Upgrading the Otobreda 127mm/54 Compact to use VOLCANO ammunition
  • Upgrading the 2 DARDO CIWS to the Fast Forty variant
  • Installing an additional 2 DARDO "Fast Forty" CIWS
These changes will make the Niu Briten a more general purpose warship, that still has an emphasis on anti-submarine warfare, and equip with weaponry to better deal with missiles such as the BrahMos, and small ships, through the installation and upgrading of the DARDO's. Much of the changes will help save on weight, offsetting that of installing additional equipment, and the restructuring of the hangar will further make space for the additional DARDO's.

  • Installing an additional OTO Melara 76/62 Strales where the Albatross Missile System was
These changes will make the Ok Tedi an escort for the Niu Briten class, supplementing its ASW and Anti-missile capabilities, while still leaving the Ok Tedi capable of independent operations. The 76/62 Super Rapido turrets using the Strales system in particular will give the Ok Tedi the ability to punch anti-ship missiles out of the sky at a much further distance in concert with a dedicated anti-air ship that has better radar capability. The Ok Tedi's decoys and defense systems likewise add to the amount of targets to distract a potential missile from the bigger ships in the PNG fleet, and her ability to supplement the Niu Briten's ASW is immense. Much of the changes will help save on weight, offsetting that of installing additional equipment, and the replacement of the missile system with a turret keeps the weight distribution from becoming unmanageable.

The P-208A will be the first military project undertaken by GiniDyne. For all intents and purposes it's simply a military variant of the existing Caravan Amphibian's in the PNG's arsenal, not unlike the AC-208 "Combat Caravan" used by some countries. The Caravel however is intended for ASW, and pirate interdiction, and as a result the weapons it carries are heavier, and the amphibious nature of the craft limit its range much more than the other combat variant.

Summary
The newly formed NAFA is starting to come into its own. It still has a long way to go in terms of training, and equipment, but it now possesses everything it needs to be a mobile force, and undertake operations deeper in the jungle if needed. In general the policies put in place last year will continue, with an emphasis on increasing the NAFA's training tempo, and meeting the 5,000 man army quota. We will continue to leave our border positions withdrawn from to not interfere with the ongoing UN Peacekeeping mission, and in the continued hope of fostering goodwill with the power occupying the western half of New Guinea.

To that end another $250,000,000 will be spent on training and recruitment.

Roads. Just Roads: Bolivia's transportation situation has been impeding its efforts to develop. After repeated incidents, it has become a top priority to create a overhaul and upgrade to the roads.
