Conquer the World - Regional Crises

The World is on fire. Greece has been removed from the Eurozone after defaulting yet again, and a military coup has placed the Hellenic Forces in charge of the crumbling nation. Kurdish fighting in Turkey has grown more intense, with suspicion that Iran is supporting the militants with the aim of further destabilizing the region and to gain a powerful ally in the future.

In Africa, Ethiopia has become increasingly aggressive. Tensions are high along the border with Eritrea as small, sporadic firefights break out with border authorities.

An arms and economic race has begun in South America between Brazil and Argentina, each vying to be considered the de facto regional power.

An Introduction

A CTW is a forum game based on the idea of taking over the world. Each player will usually start off with a small undeveloped country which they are leader of. The GM assigns these countries (usually stuff like Kazakhstan or Turkmenistan) Each turn you dictate spending and policies to make yourself an empire. Each turn also lasts one year. You can develop new technologies, declare war, conduct diplomacy, secret operations and much much more.

The game has almost no limits and is less complicated than is imagined when you look at some of the extensive rules! You are encouraged to come up with your own military designs. While normally a country might spend 8 years developing something, that won't be the case here. Really complex inventions may take 5 or 6 turns.

While in real life your countries would have absolutely dismal budgets, you will find that your budget sometimes is larger than the GDP of your country IRL. This is a bit silly, but necessary for you guys to advance in any sort of degree to be competitive.

It is important to remember that this game is about expansion, diplomacy, and inventing wild things. The designer of the game made a mega-sub that carried 10,000 troops, and other submarines. You won't go that far off the deep end, but be creative.

Below are the rules of the game, you can learn a lot from playing and watching others take their turns. The GM will also answer any queries you may have. You'll also find wikipedia will contain much of the information you need about your country. worldbank also has some excellent resources.

Rules


Rule 1) The word of the GM is LAW and FINAL!
Rule 2) The GM reserves the right to do anything at any time.

The GM is essentially god in this game, what they say goes. They state whether actions are successful or failures and what the consequences are. They'll supply all the information you need and will often be willing to help with problems if you ask.

The GM will try to keep the game fair, but if you see any big errors then you can point them out to the GM. However, if the GM disagrees with your observation then the matter should be dropped without further arguing. As rules one and two state, the GM's word is final.

If you suspect a GM of being biased against you or any other player, post proof of bias publicly. Minor bias is to be expected though; thus it is good to be nice to the GM, as he
holds your life in his hands. Annoying the GM, whether through messenger, mail, or in game, can be punished by the GM messing up your turns, but he's a dick if he does unless you're really pissing him off.

The GM reserves the right to amend the rules of the game or add rules that were missed in order to make the rules more complete. He will generally do this after he notices someone exploiting a loophole in the rules. When this happens, the person he noticed using the loophole will be allowed to use it as it was not in the rules at the time of that person's posting, but from then on no one can use that loophole (as it is covered by the rules). Do not deliberately make advantage of a loophole or you'll be punished!

One final thing to remember is the time and effort the GM has put into this game so be nice!


Once the game is started, every player has 5 days to post their turn before the GM will check the turns. Depending on the GM's schedule (he has a life too, you know), it may take more than 48 hours for him to check, approve, and post the results of turns. However, once he does, players can expect to have 5 days to post their next turn. Please don’t leave your turn till the last minute!

In regards to missed turns, If you miss a turn only half of the missed turn's budget will be carried over. A GM may choose to remove you from the game if you seem inactive so make sure they know when you're going to post!


Please follow what has become the standard format below. Bad formatting may cause the GM to look unfavourably upon your turn, because it can be a right pain in the bum for the GM to respond to your turn if your turn is an unorganized mess.

The example below is the standard turn structure and is very easy to understand. Its recommended to use spoilers within each of the below headings when listing military units etc. If you do not spoiler your military, your post will take up a massive amount of space in the later turns. The GM does not like that.

As stated above this is not the only allowable structure of writing your turn. However things that are definitely required are:
- Budget
- Population
- Lists of all military equipment


You start with whatever military your country has in real life unless the GM specifies otherwise. Use wikipedia to find out what they have. If wikipedia has nothing then speak to GM to find out where to look.

The recommended size of a military is 0.5% of your population. Using less will benefit your economy, on the whole its advised not to have your military at its maximum. Relative numbers of soldiers, artillery, tanks, etc. are required to be kept at all times and in all turns.

Any specified weapons for your troops will cost $50 Million per weapon category. If you have 6 weapon categories of specificity, you must set aside $300 Million for your weapons. So for example, if you wanted to have the Zastava M21 as your country's main assault rifle, you would put $50 million on that purchase.

Heavily building up your military will cause suspicion with surrounding neighbours. Also, having a huge military isn't always best, a well planned attack can win with far fewer troops than the enemy. Secondly, use common sense. You aren't going to be able to buy F-35s or F-22s, or the latest Sukhoi fighter jet. Countries aren't going to offer their brand new tech for sale except to close allies.


You may launch as many attacks as your military can handle a turn, its best not to overstretch yourself though.

You need to include a warplan for your attack to go ahead. If you do not the invasion will fail to go ahead. A badly made plan will often result in failure so its best to be as detailed as possible. Its best to include a map with small annotations if you can, as well as instructions for your troops. (If you google "Map of [country], lonely planet" you will find good maps to use. Edit them in MS Paint or the Apple equivalent) If you wish to be more detailed, you may use a topographical map if you plan on using the terrain to your advantage,

You should always include a method of getting troops into the country if you are not just crossing your own borders. E.g. assaulting an island should include a statement saying you plan to ship troops in or drop them out of planes etc. You do not have to worry about time taken to get there, to keep the flow going it is instant. You also need to make sure you have sufficient transport to get your troops in if not crossing a border. Defenders can try to prevent troops from arriving. If you don't have amphibious assault craft, or no way to transport your army across the sea, your attack will not happen, and the world will laugh at you.

Remember, the GM will not be a total dickhead about this. If you miss a minor detail they may choose to ignore it and allow your attack to go ahead without any trouble. As stated earlier their word is final. War is fickle, even the best laid plans can go wrong and luck can save badly laid ones.

If a player has initiated battle with another player or native nation, they may continue battle through as many posts as necessary. They may not make any developmental advancement, but may only move or reorganize troops. All military sub turn posts must begin with the name of the player and their country.

Additionally, in order to keep other nations from getting angry at you for invading a country; it is a good idea (but not a requirement) to provide a reason for invading the aforementioned country. The UN may intervene if an attack is seen as unprovoked. Also, other players often like to ruin your plans by coming to the aid of the country you're attacking so watch out! Aggression against your country isn't the only reason, there can be many others, ranging from treaty disputes, to humanitarian crises.

Turns can be edited before a big post if a player declares war after people have posted. They may wish to mobilise units or offer support.

Also, consider the difficulties of passing through other countries airspace/land to attack. They may not always let you.

Defenders have a slight advantage in that they can technically use their entire population to their defence with few negative effects. However, citizens will not generally fight back of their own free will, and there will be high desertion rates if they are commanded to fight, especially if they are not properly equipped and trained.

If a player is under attack and does not defend themselves or post any message about it within 24 hours, then the fight will go on as if the country were an NPC country, however in this situation the defending players troops will not fight at there full strength as they are being ordered around by the generals not the actual leader.

Defenders, like attackers, can make as many posts as necessary to defend themselves with the same rules regarding the start of the post. Support can be sent to a defending nation without taking a turn. If an ally is under attack, you may send troops to his support. You cannot move to support an attacker.

You can appeal to the UN or other powerful nations if you think an attack is completely unjustified and may receive help. This is dependant on what your GM thinks.

Diplomacy is a tool that can be used against both native and occupied nations. The GM will determine the effectiveness of such an action. Repeating an action can produce good results, but in certain situations it can make things worse.

Diplomacy with other player is fine as long as you make any alliances clear to the GM in private. You can betray alliances with players with no consequences except for angering the player themself.

Countries may merge with you if you ask in the right way. You have to give clear reasoning and have a good case as countries don't join your empire for nothing! They may want to fulfill certain goals or you'll have to look impressive and friendly. Often a merged country will be in a dire state and need much work on it. You will have to have very good relations with said country, or do some serious covert ops and bribing for a country to consider merging.

Attacks or defences must be posted as part of your turn with full disclosure of troop numbers and types, equipment numbers and types. These attacks or defences must be written in your turn or military sub-turn. You may however send a secret plan to the GM if you wish to make covert extra actions (special operations only). If a plan is too hard to keep secret the GM may reveal it.

If any special weaponry or tactics are used within battle, it must be mentioned or else it will be assumed that standard technology and tactics were used. Development of technologies, upgrades in weaponry, upgrades in economy, or construction of weaponry must be announced to the GM.

If you spend vast amounts of money on something secretly NPCs will become suspicious and want to know what you are doing. The UN may even intervene if it seems very suspicious and send inspectors.

Actions may be performed by privately messaging the GM, but the GM reserves the right to announce any information to the public.

Clues will be given in the case of secret missions, unless you cover your ass really well.
Secret missions can range from assassinations, to spy missions, to hijackings, to spreading of propaganda, and more.

Be reasonable with your secret actions. Sending insurgency attacks to every nation in Asia is ridiculous. Doing this, or something similar, could result in the disclosure of your actions to the public by the GM (and your disgrace).

You’ll also want to have plans put in place in an attempt to reduce damage by attacks or have plans to prevent assassination. Personal security is a must really.

You are encouraged to invent new things, but you must supply general schematics, costs, and capabilities upon usage. It is up to the GM whether they accept and may be subject to changes or modifications.

You cannot copy inventions made by other players in previous games (unless they offer permission), but you may remake your own. The GM is to judge when cases of copying occur. If an invention or weapon already exists in the real world, it may be used, though a link to its schematics and capabilities are required. If you decide to reverse engineer something, don't make a carbon copy of the technology unless you want to get hit by a lawsuit.

To upgrade an invention, explanation is required for how it was updated and to what effect. Most Cold War era weapon platforms have some upgraded variant. A few minutes of research can save you from figuring out what to do on your own.

When creating a new invention, the first turn you post it, when approving your turn the GM will tell you your ETA. This ETA will go down one per turn.

- Other nations exist, they are controlled by the GM and may effect the world in different ways through alliances and wars.

- Currently existing international alliances and agreements will continue their existence unless they are nullified by the GM. Be careful of who you invade and for what reason, as your doings will effect your diplomatic relations with the rest of the world.

- Keep to international convention such as human rights and the geneva convention. If you don't, the might of the international community could fall on you.

- The GM may cause change the rules depending on who the GM is

- Budget should be spent sensibly as spending it all on military will result in ruination

- Editing your turn is perfectly fine, as long as you do so before the official ending time of the turn and notify the GM of the edit.

- God Modding is serious and will almost always end in an internal disaster in your country. Preferably freak meteor storms.


Domestic Affairs/Economy:
So, we've got a lot of coal, we rank 6th in the world for coal exports. We also export electricity, but still import some. So, announce the construction of a new, 400 MW coal-fired powerplant in Florencia. Construction will begin this year. $380 million

Colombia has a solid industry base, sweet. We even export high-tech products. Expand the weapons manufacturer Indumil to land vehicle systems. Begin construction on a land vehicle factory in Bogota. Also hire some General Dynamics contractors to help design the factory, and train workers on construction techniques. $300 million

So we produce a lot of oil, but can't refine enough, forcing us to import fuels such as gasoline. There are plans for a refinery, so let's begin construction on that new refinery. $400 million

So apparently the trans-caribbean pipeline is under construction. Lets get some additional funding in there, and hire some extra workers (we have 10% unemployment), give them basic training, and get them to work. Maybe we can finish our portion ahead of time. Workers on the pipeline will have the option to receive additional training when the project is finished and work at the refinery that is being built. $150 million

Well, some of the poorest citizens are in resource rich areas. Isn't that interesting. Form the Colombian Mining Authority, a mining company that will hire disadvantaged workers living in resource rich areas. They will be given the proper training needed, meanwhile, lay out the infrastructure for mining operations to mine nickel, gold, and platinum. These materials are used in electronics and manufacturing, so they should be a good money maker. $500 million

Well Education could do much better, especially in elementary levels because the teachers don't know enough to teach. So, we will hire a couple advisors from Finland (Finland ranks very high in education) to help structure the way schools are managed. In addition to that, enact the following reforms:
-Require that teachers go to university for four years, plus one year of graduate school, if they wish to teach in Colombia.
-If universities in Colombia are not enough to meet the education requirements, offer grants to teachers who wish to attend an international university.
-Encourage businesses to provide funding. This will be regulated so say a medical company can give money for a certain area (such as sciences and health education), but cannot stipulate that a school has to use a certain brand, for example.
-Hire counselors and social workers whose job is to help at-risk youth and encourage students to stay in school.
-Provide funding so that schools will have at the very least, computers, modern textbooks, and adequate supplies.

$800 million

According to Wiki, three quarters of cross-border dry cargo is transported by road. Now we have some terrain issues, so identify the portions that can be paved and graded to help with that terrain issue. Once we do that, start improvements on the easier bits. $180 million

Personal Security - $20 million
Foreign Relations:
Ecuador - Formally apologise for the previous administration's violation of the Ecuadorian border in a bombing raid on a FARC camp. While the FARC rebels are a serious threat, the new administration does not take to violating borders lightly.

At the same time, quietly, and out of diplomatic channels, launch a more thorough investigation into the National Police's claim that Ecuador is cooperating with FARC. Contact wikileaks and inquire if they have any communications involving FARC. If they do, obtain them, and we will sit on them for now. $20 million

Peru - (I'm not seeing any relations on either page for the two of us, so I assume there aren't any), propose to Peru that we formally establish diplomatic relations and embassies.

R&D:

Military:
South Korea has been trying to export arms to South American countries, according to wiki, so lets purchase 2 Ulsan class frigates. $480 million (price found here )

Purchase 10 MiG-29S since our current fighter is rather outdated $320 million

Operation Condor:

Lower security and withdraw troops and equipment around a few places that FARC has retaken, some, not all. If they push in the weakened areas, offer resistance, but retreat after. Retreated units will be reinforced by the soldiers that have left. We want to give FARC the appearance that they are doing well. Also have some soldiers who have not been in combat with FARC infiltrate the organization, posing as deserters, or volunteers. These soldiers will be given good backstories, since I assume they will be questioned. Their job is to observe the chain of command and learn what they can about the supply methods and depots FARC uses. Towards the end of the year, they will be recalled and debriefed on what they know. To make it believable, we will "capture" them in a raid.

In the meantime, get some armored patrols and ambushes going along the pipleines. FARC loves to attack the pipelines, wiki says an average of 1 attack every 5 days in 2009. Use our ScanEagles and A-37 Dragonflys to perform recon patrols above the pipelines, so our patrols and ambushes have information on FARC movements. Also put scouts and forward observers in crows nests in trees along possible attack routes.

Have special forces teams perform recon on the villages recently taken by FARC, find out the chain of command, when supply deliveries are made, and troop movements. They will use their RQ-11 Ravens for observation.

Perform long range recon missions with the Broncos.

This game was created by Trollbrain, and developed over time and through experience by everyone else. Even so, Trollbrain deserves much of the blame for everything that goes wrong. Give Trollbrain money.

The rules are subject to change. If you have a dispute with any rule, please ask the GM in a calm and polite manner.

In this CTW the countries you'll receive are somewhat... awful, in a word. This means that you'll need all of your intellect and tactical ability to ascend and conquer the world. The nature of this game favors cunning in your relations with bigger countries, as well as with the improvements that you choose to make. Getting your country into less deep poop should be your first priority in most cases. Then, then, my dictators, you may conquer the world!

This CTW is being co-GMed by VVVVVV and myself, and we will further explain how GMing will work once countries are handed out. One thing to note is that the GM's will also be heading up the 'Actions' for NATO and the Federation respectively, and will be reading and actioning one another actions. When you're posting your intention to join, include a color and a number from 1 to 5. (We will add more spots if the game becomes popular enough.) Let's get started!

Regional Crises
This CTW is a bit different than others done here. While normally there would be a global conflict invloving the UN, NATO, or another major power going to war, this game will focus on the regions where players are located. Someone in Africa will have to deal with Ethiopia swinging their military around, a player in South or Central America will have to decide which power they want to ally themselves with, or make their own pact and work towards gaining enough power to challenge Brazil or Argentina. In addition, VVVVVV and myself will be GMing so we can also both play. For sake of fairness we won't be in the same region.​

I have three questions

Firstly, if a country were to ask for at least 300 million in aid from an aid donor country like the USA, would they need to pay it back. Secondly, if that country were to ask for aid from an organization like the United Nations, African Union, African Development Bank, Asian Development Bank, etc, would they need to pay back the aid. Thirdly, and lastly, if I were to say have a country that gains one million in population per year, would I need to add that to my total pop for that turn.

For example, let us say Kenya, an African country, in round 3 (turn 3) of the game has a population of 40 million. Let us also say that the number of Kenyans per year, or in this case, per round increases by one million(they actually have an increase of one million citizens per year), would I add that one million people in my population for the next round?

yeah, all that would go into your national debt. And we don't generally do population growth.

News of the coup in Greece rocked Europe. Tensions were high as the international debate focused on how to react to the ever brewing situation in Greece. Rumors out of Serbia implied they were planning on moving troops into Kosovo to reclaim their authority over the region, the possible aggressor hoping that NATO would forget their Kosovo mission as it looked more and more likely that the events in Greece would have to be responded with some sort of military presence. Neither your president nor your prime minister would respond to the threat of Kosovo being forgotten due to the current international politics.

As chief of staff of the Kosovo Security Force, the eventual Kosovo Armed Forces, you would not let Kosovo be forgotten, that's not the Lt. Gen. Rama the military raised. On a dark night, just before the new year, you led the force that would capture and charge the president and prime minister of neglecting the welfare of the nation, imprisoning them until they can face trial. You took charge of the junta, effectively head of state and head of government, dismissed the Assembly of Kosovo and gutted pretty much all the ministers.

You appointed a new Minister of Internal Affairs, a man loyal to you personally, who attracted the loyalty of pretty much all the police force of Kosovo. You're in command of the 2,500 strong Kosovo Security Force, and have the 9,000 strong police force under your wing as well.

With New Year just wrapping up, there are many questions about how you are going to lead the nation for the time being. The UN, and NATO for that matter, are wrapped up with questions about how to deal with Greece, so for now you've avoided gaining a ton of international attention. Do not forgot about the 3,000 strong NATO-led Kosovo Force in your nation, of course. They're maintaining the status quo for now, but that could change depending on what you do.

Bronitarian - Bolivia
Population: 10,556,100
Budget: $4 billion

When Vice President Linera, an otherwise healthy man, died of a surprise heart, the country mourned. When President Morales was shot dead in the capital, the country was outraged. As President of the Senate you succeeded him, there to complete the 4 years in his term.

Despite the mourning of the nation, questions began to be raised. The two deaths occurring within just a few months raised some eyebrows, especially when your close relationship to several big private companies came to light. The head of the army has been rumored to meet with several important judges about some sort of investigation.

Meanwhile, the Bolivian police have begun pumping their chests again, requesting another pay raise after the 2012 protests. The public responded with protests of their own, inciting a similar movement to the 2012 one that fought for police reform.

Just barely two months in office before the new year, many are already looking at your tenure as weak.

Tristar - Benin

Budget: $3 billion

When a general marched into the capital touting a teenager, supposedly royalty, and declared a new Kingdom of Dahomey, chaos ensued. The general with his teenage puppet was beaten back, captured, and put on trial, but not before President Boni was dragged out of his home and publically assassinated.

With no prime minister currently in office, and thus a complete power vacuum, an underground political movement to restore the Marxist-Leninist state came to light, with significant portions of the military splintering off and several members of the National Assembly leaving office to publically join the movement. For now, the movement has been peaceful, trying to organize itself before moving their military to secure the country. Make no mistake about it, though, they will make their move soon.

In a fit of desperation, the National Assembly elected you, a career politician edging comfortably into his 60s, as prime minister. Respected among those in the National Assembly, you're seen as a safe option to lead the nation through this difficult time. With no president in office, you are acting as both the head of government and head of state. There's limits to your office, of course. The National Assembly will keep you in check as long as they're there to.

Anyway, in a year the presidential election is already scheduled.

Malawi - Norb
Population: 16,407,000
Budget: $2.75 billion

When President Mutharika's corruption came to light, many in the public were rightfully outraged. Some protested, some initiated riots, some called for impeachment. One man even tried taking the life of the president. As more came to light, the more the international community demanded something be done. As rumblings began to be heard from the High Court, the military decided to act. In a surprising, swift series of events, the military imprisoned President Mutharika and those he was accused of working with. Declaring the presidency vacant and the cabinet absolved, the military forced a transitionary committee to govern for the time being.

The Chief Judge of the High Court, you, was tapped to fill in the office. Although seen by the radicals who wished for more immediate change as weak, with the backing of the military, who were rumored to strong arm the National Assembly, you easily slid your way into office. 1. Anti-Corruption Agency: Let us face it. The number one problem in Honduras is corruption, and it is something that plagues this nation, and other developing countries. Many Hondurans want corruption to be fought, but the previous governments have been very ineffective in fighting corruption. My administration will do whatever it takes to fight corruption. I hereby declare the creation of the Honduras Anti-Corruption Agency, filled with the top experts, both international and national in fighting corruption in Honduras. I will make sure that background checks are conducted thoroughly in order to make sure that the people working in this agency are not affiliated with the mafia, or any other criminal gang. I will also ask Transparency International to come and help us with the creation of this agency. Once this agency is created, with the help of Transparency International, I would like for them to investigate government agencies that have a lot of corruption, and find evidence on corrupt officials. They are to also help create a plan, and are to conduct investigations on the judicial system, in order to find corrupt officials, and prosecute them. We will also make sure that Transparency International help us structure this agency in an effective way In order for us to fight off corruption.

2. Legalizing Marijuana: A lot of the cartels in Latin America are involved in the illegal trade of Marijuana. I hereby order that marijuana will be legalized, and it will be taxed, and regulated like other things such as tobacco, etc. We are going to make sure that the age of permitted usage is 18 and above, that you cannot use it while driving, etc. To put it simply, they will have the same laws as those of alcohol usage.

However, it is a series of powerful local groups, connected to political and economic elites, who manage most of the underworld activities in the country. They have deeply penetrated the Honduran police, which is one of the most corrupt and mistrusted police forces in Latin America.

Honduran police are corrupt, and in a way, I cannot blame them. Considering the fact that Honduras is one of the poorest nations in Latin America, they need something to be able to pay for their families. Nevertheless, my main goal is to fight corruption, and I will therefore begin to fight it. Firstly, I will fire the head of the National Honduran Police due to his ineffectiveness in dealing with the narcotics trade. In addition to that, the heads of the police forces in big drug trafficking regions in Honduras will also be fired. I will then contact Transparency International in order for them to help us with this anti-corruption attack on the Honduran Police. I will order for legislation to be created where whoever catches corrupt police officials will get money. Furthermore, I will give money for the creation of an electrical pay based system, where police can register themselves in, and they will receive their money when they are usually supposed to be paid. This will help combat people who forge other police names, and get the money on top of the pay they receive, and it should help with increasing the effectiveness of the payment system. I will also make sure that background checks are conducted for people who are suitable to take up the place of the people that are fired. The background checks will investigate if this people are qualified, and if they are qualified, due they have any recent dealings with corruptions. This should help weed out who is suitable, and who isn’t suitable.

4. Education: We will give some money to improve educational standards in Honduras. Firstly, we will create a law that must state that if people want to become teachers, they must have a master’s degree in order for this to happen. Secondly, we will make sure that math, and sciences, as well as other important subjects are a core part of the curriculum. Thirdly, we will hire international advisers in order for them to help us create reforms that will help the people. I will give the money to teachers in order for them to help them go to university, and I will also give money to schools across the country in order for them to be more effective in teaching the people that go to school.

5. Creation of Border Control Agency: Narcotics go through Honduras, and Honduras is a major drug trafficking route for drugs that are going to the United States. I hereby order for the creation of a border control agency whose main focus will be to fight corruption. I will have at least 5000 of the reserves in my national force become a part of this agency. In addition to tha, the head of this agency will be someone that can be trusted, and someone that isn’t corrupt. I hereby will order for thorough background checks to be conducted in order for someone suitable to be find, and this person is very qualified. The 5000 men will be deployed with sufficient equipment to the borders in my nation, where they will be staged in critical areas where drug trafficking occurs, and they will be deployed in order to fight off this people. We will hire international advisers to help with the creation of this agency, and to make sure that nothing goes wrong

6. Fighting the environmental problem in Honduras: Cutting down of forests, etc, has created a major problem for the environment in Honduras. I hereby ask the United Nations Environmental Program help me enact laws that will protect the environment in Honduras. Furthermore, I will order the government to create a national agency which will fight the environmental problem, and help give us advice in enacting legislation that will help the environment. I will also ask the people of Honduras to help plant trees, and they will be paid a small amount of money for it. Considering that Honduras is one of the poorest countries in Latin America, and the world, they should have no problem accepting this offer.

7. Increase Oil Refinery Production: I would like for Honduras to position itself in the region as a country that is a strategic location for the transportation of oil throughout the region. This has worked well for a country like Kenya in East Africa, although in Kenya’s case, a large amount of the East African countries are landlocked. I hereby want the upgrade of production in Honduras’ oil refinery to 50,000 barrels per day. We will hire an experienced accountant that has no allegiances to any mafia, etc.


Budget: $50 million

8. Mobile Clinics: We will order mobile clinics, and then we will transport them all over Honduras’ poorest regions in order for them to help the poor. They will give the population basic medicine that will help us fight diseases. In addition to that, I will contact UNICEF, and WHO and ask them to help us with this project by giving us medicine that we will distribute via the mobile clinics.

9. Political Prisoners: Release some political prisoners, but make sure that the ones I release are no threat to my presidency.


10. Agriculture: A large part of Honduras’ economy is based on agriculture. I hereby will order for vehicles with agricultural experts to go across the country, in order for them to help us teach the population how to improve long term agricultural production. Furthermore, we will create an agricultural agency that will represent the farmers of Honduras, and the government. This should allow us to work together with the farming population in order to make Honduras achieve food self-sufficiency. We will also contact the World Food Organization in order for them to help us with what we are doing, and in order for them to help us increase production of food.

As we are doing that, I am going to cut the number of consulates in the USA to be only in Atlanta. Tell the USA that I want to be more effecient with the money, and the money I save up from doing this will go towards helping the Honduran people. I also will ask the USA to support my idea for the creation of a regional agency that will fight off drugs. Also ask them to bring the President to my country, so that we can discuss how to fight drug trafficking. Secretly, I will also tell the USA that I have asked Nicaragua to take the border dispute case we have to the ICJ. I ask that if the Nicaraguans accepts this offer, the USA uses its influence to support my border dispute with Nicaragua.

Nicaragua: I firstly apologize for the previous actions of the previous Honduran administrations in increasing tensions with Nicaragua. I state that the border disputes should be handled in a civil manner, and I ask Nicaragua to go to and take the case to the ICJorder for us to be able to fight of this border disputes in a civil manner. also bring up the idea for the creation of a regional agency whose aim is to fight the trafficking of narcotics. In order for me to show that I want good relations between our countries, I offer to loosen control on visa regulations for people that are from Nicaragua, but apply a visa to Honduras. State that I am willing to increase the amount of days they can stay in the country to 200 days. Secretly though, I will make sure that the people that are coming here are not drug cartel guys, spies, etc.

UNICEF: Ask UNICEF to donate to us medicine to fight malaria, HIV/AIDS etc without us paying for it.

Taiwan: Cut of relations with Taiwan

Peoples Republic of China: Invite China to Honduras in order for us to normalize relations. In addition to that, I would like for them to train our army in the fighting of drug trafficking. I also would like Chinese expertise in agriculture, and manufacturing in order for them to help us to increase production of our economy. I also invite Chinese investors to invest in Honduras, since US firms dominate Honduras’ foreign investment. If the Chinese agree to help us train of our armed forces in fighting off drug trafficking, and train us, we will pay them $50 million. In addition to that, we will pay the Chinese government.

Mexico: Urge Mexico to help us fight of drug trafficking. Invite them to help us create an agency that will help Mexico, and Honduras fight off drug trafficking in our respective countries. We also would like Mexico to help us train our armed forces in fighting off drug trafficking. We will pay them $50 million for this.

Brazil: Relations between Honduras, and Brazil have been increasing I want for this trend to continueWe firstly, through secret diplomatic channels, that we support Brazil’s position as a regional power. $20 million will go toward making sure that the message does not get into the hands of Argentina, or any ally of Argentina. In exchange for that, we would like for Brazil to help us train our armed forces, and police force in fighting off drug trafficking. We will pay them $80 million for this. I also would like to invite Brazil investors to come to Honduras to invest there. We will also pay them an additional $50 million in order for them to begin searching for oil in Honduras, and in the coast of Honduras. My government will ask the Brazilian government to increase military relations between our two countries. I will also ask for them to send agricultural experts so that we can improve our agricultural industry. I will also ask them if we are willing to help us improve our coffee production, and give us their technology so that we can improve coffee production methods.

Doctors Without Borders: Ask Doctors without borders to come to Honduras and help us improve the health of our citizens

Uganda: According to this Uganda and Honduras produce a lot of coffee. Contact Uganda and ask them if they are willing to exchange coffee production methods with us and we will exchange our coffee production methods with them.

This, and this, among other things shows that political, social, and economic integration has been a key policy for the countries that support Central American integration and are part of this organization regardless of border disputes, etc. I hereby would also like to further the proposal of a unified currency, which has been proposed before. I will also secretly give someone $500,000 thousand USD to propose confederacy between all our countries. Make sure that this person is not from Honduras. I want to see how the countries will react to such an idea.

Israel: Contact Israel. State that we would like to increase military to military relations. Considering that Israel is a USA ally, and we are USA allies, we have one things in common. If the Israeli government accepts this, we would like to send a military delegation to Israel. My government will also state that we are interested in buying Merkava tanks.

FYI, for the stats for Honduras' Army, Air Force, and Navy, I could not find the stats on wiki(in regards to the active personnel for the branches I just stated). In addition to that, it stated Honduras had 25,000 active personnel, yet in Globalfirepower. com, it was more comprehensive, and it had the total active personnel, and the reserve. The active personnel in globalfirepower was 12,000, while the reserve personnel was 60,000. Therefore, I decided to increase my active personnel, and reduce my reserve personnel, and the total number of personell for global firepower are the same as the one I have. If there are any issues, please don't hesitate to ask.

Supporting your Friends: The police will relieve the pay increase they are asking for, as well as a budget increase to fight the illegal exportation of goods from our country, specifically those who are smuggling Coca and Cocaine. Additionally, a combat of illegal smuggling goods into Bolivia, such as foreign drugs or chemicals needed to produce things such as heroine or methamphetamine, with instructions for individual officer discretion being allowed for dealing with smugglers.

Investigating Problems: One of your first acts is the creation of a committee to investigate the deaths of the previous Presidents and Vice Presidents. The members of said committee will work with the police and law offices in investigating and persecute those responsible for the deaths. However, behind closed doors and only for committee members ears and eyes, you pressure them into turning their investigation towards the Military, Particularly a General who has been meeting in secret with a number of judges, for any evidence circumstantial or otherwise that could lead to charges against them. It is clear that failure to produce results will mean failure of keeping that committee members jobs, among other things. This Committee is declared by you the official body for any and all investigations into this matter, and you promise the public that under your tenure, the people responsible for this crime will face justice.

Building up Bolivia: Bolivia must focus on utilizing the assets at hand in order to create a better future for itself. One of the first acts being a subsidy for the Farmers of Bolivia and for the education of Indigenous peoples of Bolivia. The joint bill seeks to create schools which employee teachers both from local bolivia and from around the world to help increase bolivia's public education, as well as retooling old schools to better serve the community. It also increases the amount of money famers have in return for selling their crops, paid for by the bolivian government and tax-payer, with an emphasis on growing fruits and vegetables to help sustain and feed bolivia's people. Finally, an additional focus is placed on maintaining, building, and work with local leaders within bolivia in planning Roads, Electrical systems, and Clean Plumbing and Water, with an additional focus on public Baths, Housing, and Power Access, to give even the poorest of Bolivia access to these goods. It is said to be a massive plan, and draws a large amount of money set aside to "Create a Bolivia that every Man, Woman, and Child, may be proud of". It is imperative that locals be hired for the construction of these products, receiving minimum wage for their jobs.

Using What's There: Bolivia has access to both Gas and Oil reserves, but cannot properly export them. So, a focus is placed on developing the necessary refineries needed to process natural gas and oil into fuel and power to be used for powering Bolivia. The creation of these places and employment of these facilities are ordered to be mixed, with an emphasis on seeking indigenous people to be employed in the construction. Discrimination has been a problem for a long time, and now, is an opportunity to see it diminished, and raise the indigenous people through hard work and wages.

Budget: 300 Million

Neutral Bolivia: Bolivia declares itself Neutral between Argentina and Brazil, making it clear that while it is willing to deal with either country economically, and allow trade between its boarders and both countries, that it will remain neutral between the twos vying for power.

Secret Meetings: At the same time however, Bolivia sends ambassadors in secret to Paraguay, Uraguay, and Peru, offering an Alliance between the countries in secret to aid each other Domestically, Economically, and in the event of a country being threatened, Militarily. This secret alliance is made under the simple tenant that the growing power of Brazil and Argentina may mean their countries will be caught in the crossfire, and that strength in numbers is key in fighting back against these two growing giants.

Chile: Relations with Chile have always been a problem for Bolivia, a country whose coast was given to Chile, and whose people still feel the pain of becoming a land-locked nation. However, a compromise might be what is needed in this time, and so a proposal for re-establishing diplomatic relations is sent to Chile. The Antofagasta Region which was annexed in the first place is still a lingering issue, and the proposal for re-establishing relations comes with a desire for access to that region, with a conditional that no military or police forces from Bolivia will cross the boarder without express permission. It is for the sake of the people, that this take place.

The Future of Warfare: Bolivia has a vast landscape, but a dense jungle surrounds the environment and makes traditional land operations difficult. My focus instead shall be on a new weapon, the Unmanned Drone, to be brought over to Bolivia. A purchase of 10 UAV Reapers from the United States, and the paid temporary employment for training in their use, Is budgeted. So that smugglers, criminals, and drug cartels, may no longer use Bolivia's Forests safely with the cover of trees to protect them.

Presidential Guard: After the deaths of the Vice President and President, additional security is required to ensure the safety of officials to these position. As such, a new military unit comprised of elite soldiers, trained to be loyal to the Office of the President of Bolivia is sought to be formed. Trainers from various countries such as the United States, Russia, and Israel, are sought to be hired to train these plain-clothed soldiers, and they are to be recognized as taking priority over that of the Military and Local Police in matters regarding the Presidency Protection and Criminal Prosecution.

Domestic Affairs/Economy
-Firstly, the Marxist-Lenin underground movement is gonna pain for the government. Therefore the first thing to do is to enact a Internal Security Division to weed out corrupted government officials- this includes background checks, psychological evaluation and monitoring of communication channels to government officials, both in and out of the office. Those suspected of corruption or cooperating with the Marxist-Lenin undergound movement will be publicly sacked and blacklisted from joining any political party, and possibly imprisoned for life for treason if the situation is that severe. $300 Million to be spent.

-Next, our current literacy rate is far too low for my ranking. We will begin to pool resources towards improving our education system and subsidizing schools to ensure that education is cheaper and available for the larger population. The curriculum restructuring will include intensive reading and speaking programs for English and French, critical thinking (therefore emphasis on practical applications.) and the Sciences- Colleges/Universities offering courses in Agricultural Sciences will be given subsidies for scholarships. $250 Million.

-We'll need to focus on raw production for our goods, especially our agricultural aspect to grab in more revenue for the next upcoming year. Henceforth farmers will be subsidized for up to 3 years to improve the quality and quantity of our crops, since up to 40% of our GDP is reliant on our agricultural products. As a trade off however, we will increase quality standards for products for subsidized farmers to ensure that the subsidy is being used efficiently- those who fail to meet the standards will have their subsidy revoked. We will also provide financial support and tax cuts up to 40% for new agricultural businesses. $100 Million.

-Our infrastructure is going to need some improvements, especially our transportation systems, not to mention we'll need to improve our industrial sectors. Therefore we will improve on our roads and begin a construction program for highways linking all of Benin's cities together and putting focus on roads leading to Porto Novo and Cotonou, since they're port cities. We will also improve connections to neighbouring Togo. $200 Million.

-We'll also need to improve our medical systems- send request for WHO and Doctors Without Borders to send specialists over to improve our current healthcare system. Allocate some of our funds to make the services more accessible to those who need it the most, as well as providing financial support to local clinics, new and old. Malaria vaccinations will be entirely subsidized by the government to reduce child mortality rate and increase population size, as well as being mandatory for every newborn. Scholarships will be made available to students pursuing medical sciences to attract more potential doctors. $450 Million.

-Our current power system will be needing an upgrade, so we'll come up with a cheap alternative to our current methods. We will begin construction of massive arrays of solar panels to distribute power to the nearby communities, though most of our power will be from our hydroelectric joint project with Togo and imports from Ghana. $500 Million.

Foreign Relations.
USA:
Request military aid from the United States of America to assist in rooting out the underground movement in exchange for tax cuts for 5 years for any American Company on our soil and permission to set up oil refineries here with condition that at least 10% of any oil profits are redirected to us. We will also encourage our students to travel to the USA in addition to the deal.

France: Request military aid as well from France to deal with our local underground movement with the explanation that their presence may interfere with our ongoing trade relations. In exchange for their help, we will remove any trade barriers regarding French Imports and send our students over to France for overseas studies.

Togo: Assure them that the problem currently is being handled and request for continued cooperation with our joint-hydroelectric project and sending delegates to strengthen diplomatic relations.

Belgium: Request for continual support with our current active military cooperation program, conducting military exercise with them and so forth. We'll also allow for a foreign Belgian military base to be set up in Benin for peacekeeping purposes. The base will also provide direct military assistance to our military if requested, not without compensation.

-Our current military affairs are a joke. We're going to increase our numbers if we're going to have any hope of surviving any direct military engagement. Thus we'll begin a military recruitment program with the key points of it being a paying job with numerous possibilities of advancement. We will also begin a conscription program for all Benin citizens age 18-28 (After graduation) for at least 3 years, both male and female, which will be mandatory. They will not be required to continue their retinue after their service, and their advancements in education will be subsidized by the government as a result of the military service. If they decide to stick in the military they will have increased benefits of better pay than the average conscript and a chance to enter OCS (Officer Candidate School) to gain further experience in the military structural organisation, and subsidies for the pursuit of further education. $100 million.

-With the underground movement, we'll need to increase our awareness in the country. As such, we'll begin an intelligence gathering division within the military; its main purpose is to gather intelligence on the underground movement and to prosecute any military officials who have been caught cooperating with the enemy, and by prosecute we mean life-imprisonment for treason. Thus we'll need specialists from Israel and the American CIA to come and train our recruits on this matter. Henceforth named the Benin Intelligence or BenInt. $300 million.

-This underground movement is going to end- now. We'll restructure the current military to adopt a defensive policy, focusing on urban training and small squad tactics. Contingencies in case of an all out rebellion will be drafted, or even an external military invasion. We will run continuous military exercises with all three branches to increase efficiency and cooperation between the military branches. $60 million.

-Gonna have to tighten our border controls for emigration and increase anti-smuggling operations on our waters to stop any potential weapons smugglers who may be supporting this local problem of ours, and we'll also need to confine our problem directly within our country's borders. The ISD will ensure our current border guard is corrupt-free, while the BenInt will run intelligence operations to knock out any potential sympathizers.

-We'll also trade in our main stay rifle from the Type 56 Rifle to the FN FAL ($40 Million.) and the IMBEL MD AR ($40 Million.). We'll also replace our current LMGs with the Russian RPK ($60 Million.) and purchase 50 Hirtenberger M6C-210 mortars. We'll adopt the PT-91 Twardy MBT, up to 15 of them. ($15 Million.)

-Lastly, we'll need to create a Ministorial Guard to prevent another public assassination like the last occurrence. The Ministorial Guard will be dedicated to the personal protection of Benin's Leader and will work in close conjunction with the ISD and BenInt. Up to 100 personnel will be recruited from the army, with an additional 20 Specialists from USA, Britain and Russia to bolster the effectiveness. They are given the permission to execute any immediate threats with extreme prejudice. They'll undergo harsh physical and mental training, before going through triple psychological screening to ensure absolute loyalty to the Minister. $130 Million.
