I assume that indies won't be able to participate in a quest, right?

Indies may be brought in on some quests, but the main focus will be main factions.

I can only hope people don't find their own character's stuff, for obvious reasons.

It would be more interesting if players found someone elses legacy. This idea, regardless of who came up with it, is awesome and everyone involved in its development gets the congratulations

I have a character whose main focus (at least on the start) is legacy hunting, from a non-existent (non-player) character. Maybe i can work it out so its someone elses's dead character?

Looking over Samara's comment, I realised that something like this is basically what I had planned for one of my chars doing, but I cant see what he is looking for being made into a quest.

If Sid, gives me permission, I plan on reborning The Shade Order. The Longest Living Indie Faction on the Forum, that's still active.
