Actually what you want to achieve with this new faction is basically the same thing the IK want, removing the Sith from power and restoring the old order of the Empire with the rightful Emperor at the helm. The IK technically don't have any bases or strongholds, they are everywhere and nowhere, so ICly we do have members in the Imperial territories as well, and the IK would not turn down allying with any non-FS Imperials who also want to bring down the Sith. The IK are not against committing "terrorist" activities to achieve to their end goal, as stated in the Legacy comics "sacrificing innocents when necessary for the greater good was the Imperial way". The IK will do anything and everything in their power to kick the Sith out of the Empire, again what you want to do with this faction. I personally think that this could be done by joining the IK, but if you think you want a different faction and if such a faction is born, then the IK will help you out.

The IK don't have a base because the Chiss went to their headquarters and captured them all. >_> They DID have one.

Yes, and that is the reason why don't have a base any more, makes for too simple a target.

It doesn't help it was put straight on the border, on a world with no life (If I recall) With no way possible for anybody to escape. Yeah, Syn kinda deserved that one. I however wouldn't be too averse to maybe having a few warehouses on much more populated planets people could use occasionally.
