So, this might wind up being kind of long, but I tend to ramble and.. yeah, deal with it.
I like Norby. That said, he's kind of a flake. He disappears at random, and he asks to do threads with folks, makes them start the scene, and never replies. I can totally understand getting busy in RL, that's fine. But he isn't really active at all right now, less so with his Hutt, so I'm kind of looking at this promotion request with suspicion. Case in point, none of the threads I see linked on his promotion request are even from 2014. Am I missing something here? There's also the fact that there were some past issues (iirc) with him trying to say his Hutt has more power/holdings in the Cartel than would be applicable to someone of his rank, but if you guys are willing to overlook that, then I definitely am too.
That said, Matt makes a very good point. This roster cleanup is going to lose us a lot of members at the higher ranks. If we abolished the whole getting vouched for/interviewing with someone of a higher station, Vica would be a Captain by now - so part of me is kinda 'ehhhh' on letting him get by on doing that, though I admit it's kind of selfish to think that way, though the rules are there for a reason and all.
I want to say no until he's more active with this character. We could also do away with the whole vouching aspect - anyone who puts the work in to climb the ranks is probably going to be decently known in the Cartel, and with Matt and Gaja busy in RL it might slow things down unnecessarily.
edit: TLDR tell Norby to get active, let's just promote active people and make the Cartel look super appealing so people want to drink our kool-aid.
