Julia couldn't remember the last time she had been burdened with a visit to Tatooine. A glum dusty rock in the forsaken end of the galaxy, she had yet to hear why the world should not continue to be a forgotten patch of sand nobody ever wanted to come to. Since arriving planetside, she had done nothing but complain - something her long-suffering assistant could attest to.

Standing in a nameless docking bay in Mos Eisley, she was starting to get annoyed. She'd booked the bay out, her yacht resting in the middle, with her standing under its shade. Around her, a dozen Corporate Sector Security agents stood, two officers standing near her and updating her about the numerous dangers of being on this particular world.

"Where is he?" she demanded, her arms crossed in frustration. Julia was dressed in her usual business suit, a Blurrg-1120 Blaster Pistol at her hip alongside a Tanto blade. Her assistant desperately scrolled through her schedule, attempting to find a reason as to why the Governor of Tatooine had not yet arrived.

"My apologies, Senator Hipori, for the late arrival." Reddick grimaced as he entered the docking bay with his own escort of six ISC Rangers. His ISC Specialist armor bore a few scratches and scorch marks from a recent skirmish with a troublesome biker gang. Reddick was there to fight them himself, and had barely won the battle. Though most politician probably preferred staying out of the way of danger and little crossfire, Tatooine didn't need a silver-tongued coward. It needed a strong leader that wasn't afraid to get their hands dirty.

"But I am glad you were willing to come all this way." He removed his helmet, revealing his bald and purple head along with his stern and stoic look that had made him famous. Being half Pantoran and half Orcolan gave Governor Reddick his strange purple hue. "The walk to my office won't be long. Let's move out." He ordered. The Rangers ran ahead of the group as scouts, two taking the tops of the buildings while the other four remained on foot. The streets weren't too busy due to the biker fight, which made for good timing. No one was going to dare strike out now.

"With the Killik threat on the rise, I wanted to assure the good people of Tatooine that the ISC would be able to defend them properly." Usually, Governor Vanguard would wait until they were indoors to began their discussion, but Reddick wanted to get things moving as fast as possible. Those mind controlling bugs obviously weren't waiting around for formalities before starting their gruesome invasions. "However, after careful consideration, I've decided to invest in a local militia specifically for Tatooine. These sands are cruel and leave cruel people in it's wake. People that are willing to take advantages of galactic wide panic to control whatever they can get their hands on." Reddick spoke with vindication and experience.

"So, with your help, I would be more than willing to grant the Corporate Sector a research embassy here on Tatooine. It would be primarily used to search for the Killik's weakness." Allowing a company like Blackwell to work on anti-outlaw equipment on the side could prove to be very beneficial for Tatooine and the ISC's relationship with the Corporate Sector. By now, the group would've made it safely through the ISC government building and into Governor Vanguards office. "Besides, twenty million crowns would greatly benefit both parties."

Reddick was a rough-looking man, a consummate outer-rim dweller. With an odd complexion that spoke of inter-species breeding, the man cut quite an authoritative figure as he strode toward one of the wealthiest corporate figures in the galaxy. Julia did not turn to face the man immediately as he approached, instead waiting for him to finish his introduction.

"I was surprised to hear the Consortium had appointed an active Governor to this particular world," she remarked as he gave the order to move out. Keeping pace with him, half of her security remained with the ship, whilst the other half and one of its complement of officers fanned out around them as they moved. "Why the sudden interest in Tatooine from the ISC?" she inquired. Back from her days as Consortium Secretary for Intergalactic Affairs, Julia remembered that Tatooine had a softer presence than other worlds under her remit at the time. She was interested to learn what had prompted the policy change.

Her interest, however, was redirected when the Governor began his talk of a 'local militia' on Tatooine. Not only would that greatly antagonise local attractions, but she also could not see it going down well with the Consortium itself - who had a strict command structure in terms of the army, for a reason.

"Do you envisage yourself as some sort of outer rim warlord, perhaps?" Julia laughed as they entered the Governor's office proper. "Those I represent would be pleased to open a research facility to look into the Killik problem here, of course. But tell me, what does that have to do with your local ambitions to establish, what did you call it -" she paused as if trying to remember his exact words, "a 'local militia'?"

She turned to face the man, watching her security team set up around the room. Julia studied the Governor's face, unsure what to make of the man as she waited for him to answer her question.

Reddick raised an eyebrow at Julia's remarks concerning himself acting like a Tyrant. It was no fable or fib that Tatooine had an outlaw problem, and it was through Reddick's blood and sweat that he was able to tell those that defied the law that they had no place on Tatooine. It was time the dust-ball had a change of pace. It's my dust-ball and I want it as safe as it is sandy.

"It is a problem planet that needed taking care of. When I offered to run for Governor, no one interjected."
And it was probably because they all thought Vanguard was crazy. Ambition was not madness, and Reddick had a lot of it. "I am no tyrant. I wish to see the streets clean and clear of criminal activity. It would be an organization of reliable volunteers that would work strictly on Tatooine." The ISC had no problem with local planetary police, and that was all this was going to be. Yes, the Sector Rangers were always an option, but Reddick wanted his own employed guardians. It would give the people a new symbol to look up to.

"My war is with the lawless. Bugs that take your freedom of will fall into that category. While Tatooine has been untouched by the threat of the Killik, the threat of humanoid-traffickers, murders, and other lowly castes of thugs has always been around." If Julia that sex-trafficking was a matter to poke fun at, then maybe Reddick made a mistake inviting her to his home. "The Corporate Sector makes a number of munitions that have a big impact on the galaxy. I want to fund Blackwell to assist in getting those that want to serve the tools they need to take care of the lawless." Though the ISC had a strong Navy, they lacked when it came to ground forces. That included weaponry and armor. With the right equipment at hand, Reddick could worry about training and qualifications for those that wanted to serve.

"I've looked into the logistics, and there will be no legal problems if this remains planetary as I want it to be." Reddick's RBF was very prominent now if it wasn't already. "But, whether it be caravan escorts, simple street police, or local defense for the many homesteaders, all I wish for is for there to be less fear and more hope." He was devoted to his people, and hopefully Julia could see that.

As the Governor started to talk about 'hope' and other such concepts, which no doubt worked wonders on the campaign trail, Julia found her interest trailing off. She walked around the room, toward a table at the head of the room. The oversized chair behind it, and the two smaller ones in front, signified in her mind that this was the Governor's desk.

She sat in the large chair behind the desk, reached for a stim, and took in what the Governor was saying. "So you're looking to fund our research into an anti-Killik agent, yes?" Julia asked pointedly.

Moving the discussion on from planetary policing matters, the Corporate Sector representative and Blackwell Board member was far more interested in getting to business. "How would you see this relationship working?"

"As stated before, the Tatooine is far enough away that we've had no contact with the Killik." Reddick was glad Julia moved the topic along to the real reason they were here. "There are many spots on this planet that the facility could be built on without having to worry about the threat of common lowlifes or the bristling native Sand People." In fact, there were already a few spots Reddick had been looking into that ensure that the research facility would be secure.

"Tatooine is remote and out of the way. The planet's reputation helps keep eyes off the planet as well. You would be able to work safely under my protection- or your own, Blackwell does have a great security program -without having to be on the look out for Killik or rival sabotage. I was hoping to keep the facility's location and construction a secret as to not rouse any unwanted eyes as well." With that, Reddick would lean back into his seat, straightening his posture.

"But, I am happy to take input you have on the matter."

"We can provide security on site," Julia responded quickly, ending any speculation as to whether or not local law enforcement would be required on Blackwell facilities. "Likewise, we can lay on security in the nearest settlement. Provided, of course, that we could house our staff there?" she added, absentmindedly clicking her pen as she thought. "Normally, with Blackwell facilities, we take a more direct role in the management of 'Company Towns', and we would expect this to be no different," Julia confirmed.

She was interested in needling out a little more as to the specifics of the arrangement itself. Not waiting for the Governor to get a word in, the Corporate Executive continued, "We can manage transport to and from the facility, keeping with the need for discretion. However, I am interested in exploring this arrangement's practical nature a little more. As you have already indicated, the facilities construction cost is being met by your side, with, I presume, Blackwell bearing the cost of the research and development?" Julia reconfirmed their earlier point of discussion. "Naturally, we would need Corporate Zoning status for the facility and the nearby town. Blackwell will take care of security, housing and all other matters in both locations, with planetary exemptions from taxation and a few other matters. With Blackwell funding the research and development, we will retain all rights to the product or subsequent by-products." she paused, putting her pen down as she looked at the Governor.

Clasping her hands, she added, "All of this subject to confirmation from the Consortium itself. As you are aware, the Consortium is a strategic partner to the Blackwell Corporation, and we have no intention of engaging in a project of this import without the Consortium's approval."

"I would not have invited you here if this idea had not been approved." Reddick said with a stern stare. It was a simple friendly expansion. Blackwell being on Tatooine could be the next best thing the people needed. Julia Hypori knew her stuff and Reddick appreciated her quick-to-business attitude. "And that is correct; I will build the facility, you work in it. Regardless of whether or not you need protection, however, I will make sure to send a few translators and ambassadors to keep the natives off your back, as a precaution, of course." Tusken Raiders were not to be made lightly. That mistake sometimes led to one's last sight being that of a Gaderffii staff.

"If by housing your staff, you mean adding to the town and not kicking the residents out, then yes, you may house your employees. You may manage the town as you like, but I will directly oversee any action you make that effects my residents." The Governor was fine with Blackwell improving lives as long as they were actually improving them. "Other than that, I see no problems with what has been laid out."

Come what may, Julia still had her doubts as to whether or not the Consortium had directly approved this move. Regardless, Blackwell's due diligence would flag any concerns with her before the final deal was signed on the dotted line. Meanwhile, she continued as if there were no immediate concerns between Blackwell and one of its major customers.

If there were down the line, the deal would not go ahead.

"We can provide our own translators, Governor," Julia responded curtly. Blackwell was one of the largest pan-galactic conglomerates in known space; it could get its hands on a translator. "Blackwell has stringent security around medical and research facilities for many reasons. As you put it, none of the 'natives' will get inside the facility, so a translator within the facility itself will not be needed. It's a research facility, not a tourist attraction."

However, the challenge of the Tuskens was one she was keen to get to the bottom of. Hence, she brought up a map of the facility's proposed area and surroundings. "Could your office highlight local Tusken activity, settlements and migration routes? Blackwell can take a preliminary sweep of the sites before we commence construction," she asked, gently handing the datapad to the Governor before she continued. "Additionally, our records show that the Office of Governor is not the sole authority on this planet. Are there other entities we need to be aware of?"

"I see..." If Blackwell thought they could handle themselves, then Reddick would let them do just that. The Tuskens were no simple tourists. If they found something like this being built on the sacred sand that covered the entire planet, they would become a nuisance. "My office will do just that, Ma'am. The Sand People shouldn't be too much of a problem, but they are easily upset. I will do my best to make sure they do not interfere."

Other entities... Reddick repeated to himself. The only other entities Governor Vanguard could think of were criminals. "Are you referring to the Five Syndicates?" He asked with an arched eyebrow.


Hey, Norbs! I'm kinda new to this whole business-esque stuff and you've been an awesome example- could you kinda guide me through this a little bit? I need a bit of mentoring lol.

"Regrettably, yes," Julia replied politely as they drifted into the next topic of conversation. Whilst she was comfortable with the fact that Blackwell could protect its own assets, over time, the insidious nature of the galactic crime syndicates could provide a more significant challenge. "It is reasonably well known that Tatooine has a long history of criminal occupation. We would appreciate it if any information you have regarding the current levels of operation from the Syndicates on this world could be shared."

Blackwell would need to undertake a comprehensive threat assessment before committing resources to Tatooine. Overall, if the cost of mitigation against the criminal elements of the planet proved too great, they would need to opt for a new location. "What do you know, so far, about this?" she asked the Governor directly, keen to keep a paper trail of this specific aspect of the conversation minimal.

"As far as I am concerned, the biggest presence has been simple lowlifes. Muggers, burglars, gangs- that sort of thing. I am always on the look out for deeper planted seeds, however, and I will make sure that you know everything I do." The ISC did a good job cleaning up Tatooine before Reddick became Governor, but there was still a few problems to be dealt with. The Hutts had their grubby hands everywhere, and Reddick knew they had some sort of reach on his turf. However, that was only speculation, even if Reddick's gut was as sure as it was hungry after a long day of work.

"My office will do what it must to keep the facility secure from the outside." Blackwell had great munitions and Reddick was confident they would be able to take care of smaller problems while Reddick could deal with the bigger ones. "The location's you've outlined should have little to no criminal activity at all." Most of the residents were either moisture farmers, mechanics, miners, and retired bounty hunters. The biggest commotion Reddick could imagine was that of an agitated hick or two about corporate's taking over, and yada yada yada.

Julia was not convinced at all by Reddick's answer. On the contrary, it smacked of willful ignorance or of a man with something to hide. It was common knowledge that the Hutt Cartel had a significant presence on this planet, their local Lord doing little to hide the fact. He even had a palace here.

She contemplated the merits of pursuing this line of enquiry further. On the one hand, Julia was eager to understand why the man had chosen not to inform her of the significant presence of Cartel operations planetside. On the other, his unwillingness to go into detail would enable Blackwell to circumvent him and deal with the Cartel themselves.

"Thank you, Governor," she lied, opting for the latter of her two options. Then, smiling, she stood and extended her hand to shake the Governors. "I believe we have a good deal in the making here. Subject to a few legal checks by Blackwell, we should have the final deal over to you by the end of the week." Julia concluded, walking back toward the exit of the Governor's office and turning slightly.

"Could you escort me back to my ship, Governor?"

OOC - Shall we add some run-in with a local gang on the way back?

"My pleasure, Senator." Reddick didn't have proof of Hutt interference. They had several agents, yes, but all of them were good about leaving their master out of their business. The meeting with Julia had given him a few ideas concerning those matters. Yes, Reddick was a stout rule follower, but maybe the only way to fight fire was with fire. Could Reddick bend the rules and openly go on a private war with the Hutts? Most of the galaxy would agree that he wouldn't need proof, but the Hutts were vile gangsters who'd use anything against their enemies.

"I would be more than happy to." Julia was the kind of leader Reddick hoped he could become one day. "If I may, off the record perhaps, I'm relatively new to this. I used to be a Sector Ranger before taking up my new responsibilities. I'm grateful for you taking the time to meet with me, is what I'm saying. The Corporate Sector must be glad to have you."

"You're too kind, Governor," she responded as her speeder pulled up. The CS-1 was a new design she had grown quite fond of recently for its sleek look and defensive capacity. The side doors opened as her security filed out of the room and boarded the duo of RSS-1 speeders that gently slid open their doors. "Please, after you." Julia invited the Governor to step into the CS-1 ahead of her before joining him.

The interior was a blush surrounded by dark colours, with a holoscreen built into the central armrest between each seat. Inspired by a limousine, the driver's compartment was cut off from the rest of the speeder, with a more informal setting placed the passengers facing one another to ease the conversation. A few moments passed once they had both assumed their seats before the speeder kicked into life and began to return them to the docking bay on the other side of town - escorted by the armoured escort speeders she had brought along.

"I hope you don't mind, Governor, but the word of my arrival on Tatooine has already been picked up in holonet chatter, and I'd rather not walk back through the town with that in mind," she explained. "Regardless, I am pleased with how things have proceeded today. It will not take long to finalise the arrangements and have everything sent over to you. But, business aside, Governor - tell me. You are new to the Consortium, are you not?"

Reddick was not opposed to the armored transport. It was appropriate for a place like Tatooine and it would show the public the kind of people their Governor made deals with. Not criminals. Not silver tongued politicians. But people that meant good business. The interior was nice, and surprisingly comfortable for such a buffed up landspeeder. But that comfortability didn't last when Julia asked if he was new to the ISC. If it wasn't already obvious, Reddick Vanguard was, in fact, new the Consortium.

"Yes, I am glad as well. And concerning my station, yes, I am new to the Consortium. I used to be a Sector Ranger and I'm still used to that lifestyle." It would explain why he was always heavily armed. Even now, he had his Shatterbeam Rifle slung over his shoulder with a BA-20 blaster pistol stowed in a holster on his waist. "I hope that doesn't change anything. You are a wonderful business woman, and I could learn a thing or two from you." Reddick complimented, even though he still kept that same stern expression he always had. Sometimes he didn't even know he was making that face until someone mentioned it, and usually, it was his wife.
