Probably, though you could probably just NPC enemies on the current missions.

Also, you could try arousing the anger of the Hutts naturally and get some Hutt on your case. Apart from Malgarr, the head Hutt, Santoro and I have Hutts on the Grand Council, Tusa and Shagmous. Surely, either of us could assemble a force to hunt you down. Samowise also has a Hutt, Ogavva, but he hasn't been confirmed as a member of the Hutt Council. Still, he could also assemble a force to hunt you down.

It took hours of deliberation but yes, I figured it out. Yael will be high up in the military roster, but if you want on the council you'll need to create a hutt.
