How do the RPs work here? Is OPEN threads not a thing here? I notice that almost all of the threads are labelled as ASK.

Welcome to the site! OPEN threads are a thing, but not as common unfortunately. So, definitely start an open thread if you want.

There are open Threads, usually in the beginning and while the story begins. But ASK does not equal "Thou shall not pass", tossing the Thread creator a PM could do wonders.

Also, welcome to the page, and I am sure you will not have any big troubles to get some RP running, tons of ossum people stalking around.

If you need directions in how to start or fine tune, just ask. If not me, then someone else will be glad to point you in the correct direction.
