"Yet more assassination attempts on Nor'baal's life! 17 men ambushed the Royal Hunting party after bribing the Hunting Ground staff to look the other way while they oestensibly poached game. They laid in wait for His Royal Personage Nor'baal and an obscenely wealthy businessman. The businessman was killed in the opening salvo, and Nor'baal was gravely wounded. His guardes once again tackled him to the ground while opening fire on the attackers. The attackers, oddly enough, turned on each other as well. All were killed.

"Nor'baal was rushed to the hospital again, where an IED ambush occured! Four vehicles were destroyed, Nor'baals armored ambulance was damaged and knocked over by the blast. A team of gunmen open fire from across the street! The ambluances armor is enough against small-arms fire, but it's only a matter of time! Air support is engaging the attackers, but it looks like two men have MANPADS. Oh, if only the assassins were a little bit more organized, and OH! They launched one missile, damaging one of two helicopters! This pathetic human Nor'baal is sure to die! DOOOOOOOOOMMM!

"Hahahahaha! In other news, five snipers were killed by police today as they set up shop in a skyscraper under construction. It is believed they were planning on attempting to assassinate Nor'baal. One man was arrested after police found large amounts of explosives in his car. Another was caught trying to bribe a doctor into giving Nor'baal an overdose of anesthesia the next time he was in the hospital. It appears Chad is crawling with assassins. Oh, it looks like the remaining helicopter has launched rockets at the ambushers, killing them all. This concludes the breaking news broadcast of Chad State Media."

No. Ideally it will be nearby a city. What it is basically is a large tract of land where companies can have regional headquarters, R&D, and manufacturing facilities and get tax breaks. They'd live off site.

Micronesia - In an interview with several bank officials whom understandably wished to remain quiet, it has come to light that the banks are being merged into the controversial Safety-Net, and that government expenditures are being pumped into the program. One bank official has provided us with a screenshot of his workstation, showing the funds in the account. What this means for the future of the program is unclear, but it certainly doesn't improve the government's position in this scandal.

The government has also apparently been planning on massive urbanization of Micronesia. Blueprints obtained by reporters show large-scale construction plans, some coming to within a hundred meters of protected nature reserves. Ecologists interviewed said that the effects on the ecosystem caused by such a project could be utterly devastating to Micronesia's environment.

And yet another scandal has risen, this time regarding the arrest protestors. One military official has said that the arrested would be given a choice between public execution, or being sent to a hostile nation.

In other, more accurate news, military officials are scrambling to recover the military software called Alexander. An unknown person intruded on the government network late last night and pulled the Alexander software files, fragmenting them up and distributing them to various servers and hiding the files in junk data. Whichever hacker did this was very careful to cover his tracks. All the missing files are not yet found, and it is estimated that production has been set back a year.

Riots have broken out in Djibouti as the elections were once again totally not happening because powerplay, that's why. The incumbent ruler has stated that "elections are for the weak, I am strong, the people need to understand this." The people in response have rioted, and a number of them have gained possession of automatic weapons. There is an expected strong police response.

Currently ruled by Sultan Albert Pahimi Padecke Brother of Islam, and Custodian of the N'Djemena Mosque - the layout of the leadership is as follows.

Supreme Ruler: Formally the President, the Supreme Ruler - or more commonly known as the 'King' - is a title held for life and handed down from Father to Son in accordance with Islamic Law. The supreme leader approves all Laws, Military and Justice Appointments, as well as the appointment of District Governors. The Supreme Leader can suspend the constitution as well as enact Marshall law. The Supreme Leader also sits at the head of the Military and Ministerial Cabinet - instead of the President.

President: Officially the leader of the National Assemblies Board of Governors, the President oversees the District Governors and acts as the petitioner to the President - delivering requests for new Laws from the National Assembly.

Prime-Minister: Elected from the National Assembly members, the Prime Minister is the key spokesperson for the National Assembly. Ultimately he has very little actual power.

Foreign Relations

France: With 1,000 French Troops in the Capitol, and a recent acceptance of the new Government, the Nation considers itself to be on good terms with this country.

USA: The only nation for which Chad has an embassy. Alongside this the nations have agreed to deal join Chad in an Anti-Terror Alliance.

CCAOPS: Formed of the Central African Republic, Cameroon and Sudan, this trade Bloc gets on rather well with one another despite its infancy – so far at least.

China: Bad. This Nation has just raised Tarrifs on Chad for its cordial relations with Tiawan. Recently the Chinese Government has refused to recognise the Chadian Regime.

Gambia: Poor. This nation has recently condemned the public executions carried out by the Chadian Regime even requesting action by the UN (which was denied).

1. Docks - $100,000,000: Create the post of a Dock Master, river tithes and licenses to be issued by the Dock Master. Fishing Markets will be built around the docks. Docks will also be redeveloped with new berths to allow for greater capacity as well as boat houses and yard to allow for the construction of new boats.
2. Guilds - $60,000,000: A Guild System will be introduced to monitor and expand on trade in the City. Each Guild will be provided with a Guild Hall to host their meetings in and in return for paying an annual ‘Guild Fee’ to the Monarchy itself, all Guilds shall pay a small tax to the Government. Guilds will be ruled by a council, headed by a Master elected from their Ranks and sworn in before the Monarch. They shall receive payments from their members in the form of membership fees – and in return there will be Perks for membership which will make doing business easier. The Core Guilds shall be as follows, however new Guilds can be formed that are trade specific and – in so long as the follow the rules – shall be allowed:
a. Guild of Marketeers: Responsible for the Running of Markets

c. Guild of Fishmongers
d. Guild of Weaponsmiths
e. Etc etc etc
The guilds will meet with Monarch in an annual meeting to discuss trade officially in a televised event of nationalism and pageantry. Alongside this the Monarch will be allowed to attend all Guild meetings throughout the year or send a representative to do so. The markets and Guilds should create a new Merchant Class.
3. Shops - $75,000,000: Alleys will be redeveloped to provide shops. Districts will therefore be formed, such as the ‘Fashion District’ and the ‘Watches District’ where shops of a similar fashion may be found.
4. Markets - $150,000,000: These will be constructed across the city, and run independently of one another. At least forty shall be made and will compete with one another thus encouraging a wider range of goods and services. Overseen by a Market Master and his team of Marketeers who are responsible for organizing stalls and stores and collection rent from the vendors. With these new markets, the city of N’Djemena will become a massive trading hub for North Africa.
5. City Paths and Roads - $40,000,000: The pathways and roads around the City are to be resurfaced so as to allow for merchants and the populace to move around it with greater ease.
6. Restaurants and Inns - $25,000,000: With people no doubt soon to be coming from across the Lands to see our city and shop in it, we must cater for their needs. Therefore Grants shall be provided for those wishing to set up Inns and Restaurants in our fair city.
7. The Square Mile - $100,000,000: In the centre of the City, a square mile of land shall be set aside in which will be found the town hall, all the Guild Halls and the Financial District, modelled after London. It will have its own police department and Town Council, and shall be called ‘N’Djemena Corporate’. The Council will be overseen by an elected (from their number) Bey and will be responsible for policing and the like. Alongside this the square mile will have numerous financial buildings built within it – so as to encourage banks from across the world to set up there – the intention being to have this part of the city as the Capitol of Banking in North Africa.
8. Councils - $5,000,000: The city will be split up into 22 districts, each run by an NPPC Council, a small tax will be paid to these councils. This will hopefully have the appearance of democracy, thus making the common man ‘happy’.
9. Housing - $120,000,000: People must have places to live, as such money will be provided to the Councils to run housing schemes, constructing new homes for the people who need them in our capitol.
10. AirDefence - $50,000,000: The city will be surrounded with some of our existing and soon-to-be-purchased anti-aircraft weapons providing a shild against air attacks and missiles.
11. Spies - $10,000,000: One must keep a close eye on ones city, therefore the Monarchy shall instigate a system of ‘watch thy neighbour’ offering cash rewards for those who give information that could be deemed of interest to his majesty. This will enable us to know where everyone in the City is, and what they are doing and which long drawn out and painful punishment to perform on them should the need arise.
12. Walls - $50,000,000: Large walls will be built around the city limits, after all what is a market town without walls?
13. City Watch - $40,000,000: As the Population of this city is rather likely to increase as people come and visit to make use of the markets, so must our city watch. A new police force will be formed therefore, equipped in a similar fashion to the other police, but with different uniforms. It shall be 5,000 men strong.
14. Mosque - $35,000,000: Our existing mosque will be designated as its own district, overseen by the Imam – a grant will be provided to refurbish and expand it to cater for the entire city.
15. Tax Office - $30,000,000: Due to the city becoming a massive Hub of Trade – a new tax office shall be built just to administer to it and ensure the Government is getting its dues.


We shall appeal for a Licence to create the Shaheen II and Shaheen III in my R&D facility in the mountains from Pakistan, as well as the license to create the M45 from France and the LGM 30 Minuteman from the USA. For every missile we create for personal use and/or sale 10% of their value shall go to the country from whom we received the license. (What sort of production could I expect per turn and at what price?)

Reinstatement of Titles: Vizers and Sheiks shall be reinstated as Noble Titles, awarded to those that have solid claims to such titles ie: Lost them when ‘Democracy came’. These men shall become the new Noble class in Chad.

Execute the State news anchor for referring to the Monarch as a ‘pathetic human’.

Spend $100,000,000 on launching an investigation with the Secret Service into just who was behind the assassination attempts.

$60,000,000 will be spent on the setting up of a Sudanese and Egypt Based Shipping Company - State Owned (2% Monarchy) - it will purchase numerous cargo ships and commence the shipping of goods across the Middle East and Mediterranean and India/Pakistani Coast.

Land will be redistributed under the new Sheiks - and of course the crown - with the farmers of Chad working the fields on a rent basis. Rent will be controlled by the Government to ensure the farmers are not exploited they shall pay with a small percentage (2-5%) of their crops instead. The Crown will own the land around Lake Chad and the Capitol (and all the Oil Fields), whilst Sheiks will have the rest split up and given out by the crown to them ensuring their loyalty and the loyalty of their farmers.


CAR and Cameroon: A delegation will be dispatched with stats and figures as well as Oil, Gold and other goods from Chad to show them the benefits of a Union with us.

Oman:Accept lower tariffs with Oman.

Mali and Niger: Promise them free trade into our country, but we will still pay Tarriffs into there’s, if they allow us airspace access and deny it to Gambia. We will also built – next turn - $150,000,000 worth of roads in their nations cities to improve their infrastructure as part of the deal.

All anti-aircraft vehicles and weapons are to be deployed at my military bases and all aircraft crossing into my airspace are ordered to be shot down with extreme prejudice. Declaration of War: The anti-government party has allied itself with Western Sahara's greatest enemy, and have begun to take actions to violently usurp Western Sahara's sovereignty. I make a speech condemning the rioters as being opportunistic jackals, who would seek to hand power to those who had subjugated and mistreated our fellow people for so long, and who massacred their forefathers just decades prior simply to get political gain. I call on all citizens to not aid these traitors of the Shawari people, and declare them enemy combatants illegally occupying western saharain territory. Those members of the party identified have their citizenship revoked, and are ordered to be shot on sight, in accordance with the rules of combat. I finish by acknowledging Morocco's declaration of war, and call it the greatest act of cowardice of this age.

Call to arms: We are now in a state of war with Morocco, in which our very existence is in peril. I order a full military draft to take place in the Tindouf refugee camp of Algeria, where military training has been mandatory for some time. 3/4's of the entire camp, 34,474 people, are called into active service in defending their country and their people from the threat of invasion and insurance.

Restriction of Travel: All traveling within Western Sahara by vehicle or in groups exceeding 4 people are to be ordered to register with government officials and submit to searches. Weapons will be confiscated, people who resist will be detained, and those who are found to sympathize with the anti-government movement will be executed for subversion and treason.

Seeking aid: War declaration with Morocco acknowledged, we send word to anyone who will offer us aid at this time against our aggressor nation. Anyone nation, organization, or warriors seeking to battle Morocco will be given a Stipend, and will be monetarily compensated at a pre-set price before service, for services rendered after the war is over. Bring your own weapons and assets is highly encouraged.

Radar Defense System: Funding for the construction of a radar defense system, with the capability of locating, tracking, and shooting down enemy aircraft is desired. While we have a radar system in place, it is lacking in the ability to shoot down aircraft. The procurement of weaponry, and a guidance system, is crucial. Funding: 400 Million for as much as we can build.

New Fronts of Warfare: I will begin to research chemical warfare, finding the easiest chemical agents we can produce using phosphates and other such chemical we have, the invention of delivery systems for use by our forces, and their implementation on the front lines as soon as possible. Budget: 400 Million for as much as we can build.

Anti-Aircraft Defense: All armored vehicles with anti-aircraft capabilities are to be mobilized immediately, all military personnel is to be armed with whatever anti-aircraft rocket propelled weapons we have, and a constant surveillance of the skies is ordered.

Land Patrols: We will now be setting up a constant patrol of Western Saharas boarders, with a vehicle unit using a Land Rover for high speed patrols, and orders to kill anyone attempting to cross into Western Sahara. The Cars will have 4 members to them, and each patrol unit will consist of 5 land rovers. The teams are to consist of 5 drivers, 3 communication experts, 4 Snipers, and 8 trained soldiers wielding assault rifles or light machine guns.

Healthcare Initiative for PNG ETA 1

So we have a land problem, namely, people can't really buy a tract of land and call it their own. Create the Bureau of Land Management, which will be tasked with formalizing the land-ownership process, keeping track of who owns land and the precise boundaries, and settling disputes in which there are no clear owner. $100 million ETA 2

So only about 2.3% of the population uses the internet in PNG. Well, probably a bit higher because of the business reform and internet expansion. But still, that's terrible. Telephone service is low too. Create a State-owned company, New Guinea Telecomms. NGT will provide telephone and internet services across the nation, expanding the communications infrastructure so more people have access, and offering discount plans and services to those under the poverty line. ETA 3

Upgrade our sewage and water treatment facilities. Install leak sensors and cameras in tunnels to cut down on maintenance and labor needed to determine what needs repairs. Modernize our sewage and water treatment facilities with new equipment, practices, and chemicals. $100 million ETA 2

So, the timber industry is largely unexploited, hm? And 40% of the country has exploitable trees, and the woodworking industry is slow to develop. I smell profits! Form a company called New Guinea Forestry, and start logging. Have a requirement that they must plant 2 trees for every three they cut down, in order to harvest in a sustainable manner. Also provide business grants for the woodworking industry, so we can make finished wood products. $300 million

So we are the largest yam producer in Asia, but we rank only 9th in the world. This is unacceptable! We must do better! Colombia has the most productive farms in the world, so lets buy some of those farms. Let's also expand the agriculture industry. Subsistence farming is traditional, that's fine, but surely there are entrepreneurs among the population. Provide grants to farmers who want to farm cash and staple crops. In addition to being able to more effectively feed the population (which is always good) these new farms will provide greater income for the nation. Encourage modern farming practices on these farms, with equipment, fertilizer, and environmentally safe pesticides. $350 million

Continue humanitarian aid to West Papua's conflict areas $50 million

Hire Daniel Libeskind to design a luxury hotel and grounds in Port Moresby. Ask that he design something that shows Papua New Guinea leading the way into the future, with an intelligent flair, without being over the top. Ask for a couple concept drawings, and pick the one that seems the best looking, and begin building it. $200 million

Hire some former General Dynamics and BAE Systems engineers to help us design our fighter plane (see below). $30 million

Build a Maglev railway connecting all the major cities in PNG that are on the mainland. Have it be a two-rail system so there can be a train coming and going. Set our tunnel borers to work where needed ahead of track construction. Seek to save energy costs by utilizing an aerodynamically shaped train carriage. In fact, let's make it even more green. Where there is usually windy conditions, build vertical-axis wind turbines along the track, these will provide partial power to the rail. $700 million

Contribute $350 million to the ITER facility and project. We believe in sustainable energy, and fusion power is a promising field. Hopefully with extra funding coming from PNG, possibly on a regular basis, their budget overrun problems might be alleviated some.

Construct two more seafloor mining fleets and send one each to Vanuatu and Australia. $50 million

Provide grants for businesses that want to install solar panels. Also provide tax benefits to companies that can cover 10% or more of their electrical usage through solar power. $200 million

If that journalist really did died, do the same thing with another journalist who meets the same criteria and is in good health.

Indonesia - Let Indonesia know when our shipments of humanitarian aid are going through and where they are going. In secret, talk to the provincial governor for West Papua and try to win him to our side. Say that Papua was once one whole island before colonialism. Papua New Guinea won her independence, and the people of West Papua have a right to do so as well. If he is still hesitant about it, offer him asylum in PNG if he feels endangered by the government if he supports the OPM. Free Papua Movement - Encourage them to get the civilian populace involved in the movement by writing opinion articles to local papers, holding rallies, and boycotting pro-Indonesian government businesses. Provide $5 million funding for this. Secretly, encourage refugees heading home who don't like the Indonesian military, or citizens in West Papua of the like mind to speak out against the Indonesian military, refuse service to them, etc.

The Air-Defense 1 system, designation AD-1 Viper, is a short-medium range Anti-Air platform. The vehicle incorporates two four-cell launchers and a 5 barrel gatling-style gun. The Viper is designed to be able to strike quickly against enemy air threats, and reposition if needed. A Viper batallion consists of four anti-air units and a radar command vehicle.

A distinct advantage of the Viper system are the vehicle's ability to quickly relocate in the event that their location is being specifically targeted, and with a Level 3 armor system, can withstand most indirect hits.

Weapon systems:

The Viper has two four-cell launchers, with a reload supply of eight missiles, allowing for each Viper batallion to fire a total of 64 missiles. Each missile uses a proximity fuse, 15kg high explosive fragmentation warhead with tungsten shrapnel and casing. The missile has a range of 25 kilometers, and a minimum engagement range of 1 kilometer. The missiles have a flight speed of mach 2.

The 5 barrel gun is used in close engagement, firing 15mm tungsten rounds with a capacity of 600 rounds. It is designed to engage enemy helicopters.


Guidance and Radar:

The Viper command vehicle uses a Pulse doppler radar tracking system that can track a large number of targets. The benefit of the radar system is that it operates well even in high clutter environments. Each individual Viper launcher has a smaller pulse doppler radar unit that can be switched on in case the command vehicle is destroyed.

The missiles use an active radar homing target system and use two, effective electronic counter-countermeasures.Polarization to limit the effects of jamming, and home-on-jam if the jamming is too sophisticated for the polarization to counter. ETA 1

The Wildcat is a twin seat, double-engine, medium-weight air superiority fighter, which possesses limited point defense interception capabilities. The Wildcat is designed for speed and high maneuverability, utilizing forward swept wings and 3-Dimensional thrust vectoring on the engines. This allows for extreme maneuverability in combat scenarios, and the powerful twin engines allow for the swift ingress and egress of a battle. Wildcat uses composite materials in the airframe to allow for aeroelasticty, and fly-by-wire to help counter the instability in a stall that forward-swept wing designs have.

A two-way datalink between missile and plane allows for constant updates and course adjustments, as well as combined target tracking and target changes. The electronics are built with redundant systems, and can cooperatively link on an encrypted, secure transmission with the other planes in a fighter wing. This allows for simultaneous target tracking and co-operative engagement.

We will accept everything given to us by Gambia. We will send our greatest appreciation to the country of Gambia for their assistance in repairing the damage and for helping the people of FSM. The hackers will still be deported, but they will be deported first class back home to Gambia.

We will remain neutral in Chad-Gambia conflict.

Send a secret message to Gambia proposing a full military alliance between our countries. This will include easy trading of goods amd technology between our two countries.

Announce that due to a network error, the election will need to be postponed until a time the election software is working again. The government will work digilently to restore the software, but it will most likely take several years before the software is ready. Secretly, we will take our time restoring the election software.

$150m from Gambia will be put into Safety-Net.

Purchase two F-35A Strike Fighters from the USA. The standard unit cost for one would be $85m. We will purchase two for $170m plus $30m in spare parts. The fighters will be put in the near completed military base. Total spent is $200m.

Request that the USA help train twelve pilots for the new planes.

Position the five Rapier Missile Systems so that all of our islands are protected.
