Nothing I posted implied IC knowledge of anything you had done I think? They where accusations - based on assumptions - that it was probably the Gambians. A valid assumption for a mad king to make

Encourage all my citizens to take up arms! They will defend the homeland while our military conducts offensive operations. All foreigners are to be rounded up by said citzens and placed into the Gambia river, they will not be allowed to leave the water until they pledge to serve Gambia in the MOBILE Infantry Corps.

Since our citizens are nowhere near our old capital of Banjul, we do not estimate any human casualties.

I halt all construction projects and utlity-work. Instead, I construct bunkers to be placed on our borders and some near our abandoned cities near our capital of Banjul. Each bunker will be manned with a platoon and defended by an AEA platoon. We'll remove all of our construction materials from our construction sites and hope they will survive. I move my headquarters onto my navy where I'll be protected against any air attacks.
We are at open war with Chad. It's our 866,667 versus their estimated 300,000 soldiers. I openly ask Senega, Guinea-Bissau, Guinea, Mali, Mauritania, Ghana, Sierra Leone, Liberia, Cote dIvoire, Ghana, Togo, Benin, Niger, Nigeria, Algeria, and Libya to move our troops through their borders and to rally against Chad. Whose to say he wont stop with my small country? All of my forces are ordered to shoot down any non-responsive aircraft coming through our airspace.

We'll ask North Korea to purchase two SCUD launchers, twenty missiles, and one additional container ship that will be outfitted to fire those SCUDs.

Earlier today, the government of Chad declared war upon The Gambia, vaguely stating they had undeniable proof that The Gambia had taken action against them. 10 ballistic missiles were launched from the shore of Lake Chad. Snake Eater quickly relocated his most critical staff to a Gambian Navy vessel. Taking advantage of the confusion, assassins struck, killing 13 government officials and wounding a dozen more. Security around the Gambian capitol is tighter than ever as the threat of assassins and ballistic missiles loom.

The Chad radar operators watch their screens with tense unease as they track the missiles. The room at Gambian Military Headquarters suddenly falls quiet as three missiles vanish off the screen in Niger's airspace. Four minutes later, information is routed to them that the Niger Air Force scrambled air defense fighters when the missiles crossed over Niger and shot three down close to the Senegalese border. Niger is expected to lodge a formal and angry complaint with the Chadian government.

7 missiles remain on screen, growing closer. Two analysts jump up unexpectedly, cheering. "They won't hit the capitol!" they shout, waving a page of calculations in the air, "the missiles have a range of 3,300 km at most. The capitol is 3,350km from the absolute closest point Chad could have launched them from. Going against the jet stream, they don't have the range to hit the capitol. They will hit somewhere though." It is a Pyrrhic victory for Gambia, the Capitol is safe from ballistic strike for now, but the countryside isn't. Damage reports come in soon, one missile struck a residential neighborhood, causing great destruction. Three detonated in fields, one in a forest, another took out a section of highway, and the last caused some damage to a canal.

Some changes will be made to current fishing laws. Harsher penalties will be given out to those found fishing illegally. While big companies still need to purchase fishing licences as before, local fishermen just need to buy a fishing permit. With a permit, local fishermen may fish as much as they need. Precautions will be made to ensure that permits are not abused. Continue to moniter the fish situation.

Make a public statement concerning the recent riots. We will not apologize, but we will justify our actions. State that while questioning and protesting the government is perfectly fine, violent rioting is not. No matter the cause for a riot, they are dangerous to both property and people. It is the police's job to deal with riots. Tear gas was used to help protect the brave police officers that put themselves in harm's way. Also state that while rioting and chaos are horrible, so is police brutality. Police were ordered to disarm and arrest, and anyone who was the victim of excessive force is free to come forward. Persons who experienced police brutality may sue the government for reimbursement. Tell the judges to be more leniant towards the people, if someone is able to prove theyare victims of police brutality, they will be given money for their troubles. We will spend up to $50m in this manner. If the $50m is not reached, donate the extras to African charities or something. Announce that we are willing to forget this gray spot in the FSM's history and are looking forward to the future.

Make a statement concerning Safety-Net. Remind the populace that the rumour about Safety-Net losing funding came from an unreliable source. The FSM President supports Safety-Net enthusiastically, and the only talk about Safety-Net going on in Congress is about expanding the program. Put $100m into Safety-Net.

Put $50m into FSM Sport and another $50m into our rugby team. Hopefully the people will rally behind the Pacifics.

Expand the National Bank into the International Bank of FSM, or IBFSM. The IBFSM will continue to provide quality service to Micronesians, but it will now cater to international clients. Possible clients include foriegn countries, buisnesses, or rich people that want an out of the way means to store their money. $50m

Begin hiring Government Service Workers. These workers will clean streets, provide upkeep of the cable cars, power lines, and communication lines, repair any bad roads, and work in any government owned buisnesses. These workers will be properly trained and equipped. $100m

It does not rain much. Begin construction of irrigation systems so that mkst of our farms receive satisfactory hydration. It should not be too difficult seeing as our territory is made up of small islands. $50m

Send the USA a 'sup' and ask their opinion on the Chad-Gambia conflict.

Acknowlegde and thank Chad for offering us their protection. Because of their upcoming war with Gambia, we will not make any purchases of oil or weapons or request military training. We wish to support Chad in their struggle, but there is little we can do. Give Chad $40m to use as they see fit.

Our relationship with Chad had grown to the point where we are under Chad's protection. Chad and Gambia are at war. Then exactly 100 Gambian hackers arrive on our doorstep. We have reason to be suspicious.

All hackers will be accepted into the FSM, but will be labelled as potential terrorists and detained. The hackers will be separated and left in cells for at least eight hours. They will receive food and water. After eight hours, the hackers will be questioned one-by-one, with the questioning performed by MSU officers who look very scary.

First the officer doing the questioning will tell the hacker being question that "One of your colleagues has already told us your plan. You are being questioned to confirm his story". Hackers will then be informed that cooperation could result in mere deportation, while not cooperating will result in torture. This is a test. If the hackers do have ill will planned for the FSM, then hopefully this tactic will reveal it. The hackers will not actually be tortured though. If this misdirection and scare tactic does not reveal hidden agenda, proceed to step two of the questioning.

Ask why each hacker left Gambia for Micronesia. Why did exactly 100 hackers all come specifically to the FSM. Ask hackers personal questions. Where did they work in Gambia, who were their friends, did their family come with them to the FSM. Answers to these questions will reveal if the hackers are honestly here for work, and stories will be cross-checked as much as possible to find holes or irregularities.

Step three of the questioning will have our own computer scientists develop tests for the hackers to confirm that the hackers are actually hackers.

Throughout the questioning process the hackers will not be treated badly. With the exception of the first scare test, the questioning process will be made pleasant for these possible assets. We understand that all three steps of the process cannot be done in one sitting, nor do we expect the process to be over quickly. Once all three steps are completed, stories cross-checked, and skills verified, our next course of action depends on what we find out about the hackers.

If the Hackers are Here to Harm the FSM and Her People

The hackers will be considered terrorists and political prisioners. The hackers will be questioned further using more extreme methods, but not torture. We want as much information as possible. Then we will offer the political prisioners to Chad. If Chad wants the captured hackers, we will transfer the prisioners to Chad. If Chad does not want the hackers, they will be deported back to Gambia. In any case, we will inform the UN about Gambia's attempt at terrorism and request a more thorough investigation.

Question the experts sent to help Gambia a few years back. First make sure their loyalty remains with the FSM. Then see if they aquired any useful information about Gambia during their long stay.

If the Hackers are Found to Be Harmless

Apologize greatly for the inconvenience. Inform them we were just being careful because of the heated situation between Gambia and our ally Chad. The Hackers will be released and accepted fully into FSM society. They will be encouraged to sign-up for Safety-Net and start their own buisness. They will not be permitted to take a job for the government until they are citizens, this includes a position for the FSM-I. Currently, for a person to become an FSM citizen, her/she needs to live in the FSM for three years as well as renounce their citizenship for their former country. That law applies to the hackers. Tell the hackers that a job in the Computer Science division of the FSM-I is a job to look forward to.

No, since your AA defenses aren't really equipped to deal with ballistic missiles. The only way you could have maybe shot one down was to have MANPADS teams coordinate with the radar observers to be in the general area where the missiles would go lower than 5km and hope to get a lock. And since that didn't happen in your turn, the missiles kinda fell to the ground.

Then you need to keep track of that in your military tab. I can't hunt through all your turns to see what you do or do not have. That's what the military tab is for.

And even then, the missile would have to pass withing 1.5 km of the ship, and your crew would have had to have it target any radar lock, not just stuff threatening the ship.

- 10%, 25%, and 40% income taxes shall be established for the lower class, middle class, and higher class respectively. Enact inheritance and estate taxes of 20% for estates $1 million and more. A light tariff tax shall be introduced. Capital gains tax and corporate income tax rates shall be set at a percentage to entice companies to set up business.

- Somaliland Armaments shall be founded. An office will be opened in the capital, this is where most business will take place. Outside the capital, on a sizable plot of land, we will construct a large R&D suite and a couple factories outfitted to assemble military equipment. A light-rail train connecting the capital office and the compound will offer all transit necessities. Guards will be posted to check out all passengers. Trucks delivering supplies to the compound will do so using an unmarked road that's armed with checkpoints to search for bombs, and so on. Hire the best scientists and engineers the field has to offer. Offer languages classes to them and have translators on hand to avoid language barriers. All work is limited to the compound. Employees are not allowed to take their work home with them. No flash drives, nothing.

- Repave the major highway of Somaliland, pictured here in tan. Outfit the highway with all the proper signs, and so on. Leave an option to connect our highway system to Ethiopia's. Also, we'll be installing vertical-axis wind turbines beside the highway where possible. Give a speech on the importance of developing sustainable energy sources alongside our oil operations.

- Expand our oil operations. Work with the Chinese to open up their own operations, utilizing Somali workers to extract the oil and Somali refineries to refine it. China should subsidize this development. Remind China we have a brand new, state of the art shipyard for them to utilize to export the oil. Being extracting from other oil fields on our own where we can.

It should help improve literacy and the price should be set so that we're only breaking even, opening reading material to more of the population. It should be headquartered in Hargeisa. Encourage independent newspapers to form, guaranteeing to uphold the freedom of the press.

- Ask Djibouti and Eritrea to recognize my government. My neighbors doing so would be a big deal and very appreciated. Suggest to both countries proper embassies be set up in our respective capitals, especially as we will soon begin trading en masse.

- Send a diplomat to Ethiopia and propose we join our highway systems to make trade easier. If they accept, follow through the plans already laid out. Propose they begin using my Port of Berbera for exporting and importing.

- Seek a deal with Saudi Arabia about assisting in Somaliland's military development by helping to train our forces and giving us a decreased price on purchasing outdated equipment from them.

- Make my disapproval of the war between Chad and the Gambia known. However, my country will support Chad should the need arise. The Chadian people came to my aid once, it's only right I repay the favor.

- Send a diplomat to the UK, Somaliland once being a colony of theirs, and request their aid in my independence struggle.

- Request time for a speech at this years African Union summit. Give a passionate speech on how important it is for my African brothers and sisters to recognize Somaliland's independence from Somalia. This has been a decades long struggle, and I think the international community can sympathize.
- Develop an updated Skorpion.
The PZL-230 Skorpion is a heavily armored but relatively cheap ground attack aircraft capable of short take off and landing on even ill prepared runways. It's main armament is license-built GAU-8 30mm rotary cannon, and thrust is provided by two jet engines installed partway through the wings. These have the ability vector their thrust 15 degrees upwards and downwards to provide lift for the aircraft on short runways, allowing takeoff on a runway 200m long. In addition to vectored thrust engines, the PZL's landing gear is supremely heavy duty, allowing for emergency landings in fields and dirt roads. It is subsonic, and due to this heavily armored on the lower portion of the craft. The armor can resist direct hits from 30mm shells. The payload weight is 4500kg and is capable of carrying multiple weapons thanks to it's modular electronics systems. However, due to it's armor heavy armor and shorter wings, it cannot carry the same weight in armaments that it's brethren can. It is surprisingly maneuverable, due to it's thrust vectoring technology, and it's engine can be kicked into afterburn to reach supersonic speeds, although this is not recommended. Finally, it is mildly stealthly, due to shape, but is still easily detected on most modern radars. Skorpions where developed with the Middle Eastern market in mind, and can take a comparatively large amount of sand and other fine debris through the turbofans before malfunctions. The skorpion is well known by mechanics for being easy to operate on, and its maintenance costs are low, like many aircraft in it's category. The main drawbacks are it's low takeoff weight, run-of-the-mill electronics and low speed, while it's advantages are it's durability, ease of deployment and maneuverability.

- Recruit the remaining 15,500 soldiers into the National Somaliland Army, for a total of 35,000 soldiers.

- Establish the Somaliland Air Force, recruit 1,000 pilots along with crews to maintain the aircrafts.

- Establish the Somaliland Navy, recruit 2,000 sailors.

- Acquire all production rights to the M8 Armored Gun System from BAE Systems.
Budget - $50 million

- Negotiate the purchase of 15 T-90s from Russia. The production of this model ceased years ago, and will soon begin to be phased out in favor of the "Armata."
Budget - $45 million

- The Netherlands have been trying to sell their Leopard 2 tanks for years. Offer to purchase 25 tanks at the price of $3 million each, which is a steal considering how long they've been sitting and that the much better 2A6 sells for just under $6 million. Once the purchase is completed we shall upgrade the tanks to the Leopard 2 PSO.
Budget - $100 million ($75 million for purchase and $25 million for upgrades.)

- In our effort to expand our transportation abilities, we will purchase 50 CCKW 353 cargo trucks and outfit them with benches on the edges of the back to sit soldiers. It takes a crew of 2 to drive, a driver and a co-driver; it can sit up to 8 comfortably, their equipment being laid in the middle space. One in three will also be outfitted with a 7.62mm machine gun. To reduce costs, these will be assembled in our own Somalilander Armaments factories.
Budget - $5 million

- We will purchase 5 Mirage 2000s, 50 F-5E Tiger IIs, and 40 L-39 Albatros' designed for ground attack in an effort to expand our Air Force.
Budget - $300 million ($115 million for the Mirage 2000s, $105 million for the F-5E Tiger IIs, and $80 million for the L-39 Albatros'.)
