The thing is that the Imperial citizens know they are not equal with the Sith and the Sith hold it over their heads. They don't make the people believe they are equal, they make them fear consequences.
Like in real socialism, don't you think? Most Imperials probably live for the vision of utopian Empire, I imagine many follow the Sith willingly because the Sith offer to lead them to the great future. How and why the Sith really do it is something different.
I disagree with that, Bunny. What I'm saying, Bubak, is that the Sith aren't making the ordinary people think they're like the upper class with less money. I'm not saying that there aren't some socialist qualities, but I wouldn't call it a socialist government.
Sith are the visionaries with superpowers who promise they will lead the Empire to greatness if the people allow it. Naturally, if they promise them a future where everyone will be equal, there will be no work, there will be plenty of everything, people follow them or are made to follow them.

The Sith Imperium is an Oligarchy.
Socialism = social ownership of the means of production (typically by the state)
Communism = same thing as socialism except everyone owns the means of production and the state is eventually done away with because everyone is equal and all is shared (ie pretty utopic and I'd argue there has never been a true communist state in the traditional sense)
Anarchy = no state and no rules (but there are also different shades of this depending on the type of anarchy, ie social anarchy is closer to communism)
