Even then, if I'm not mistaken, a lot of the Sith Emperors had adepts that were only trained in the Force enough to complete the bidding of their master that required more than average soldiers.

The original idea was that he was an adept in service to Darth Revan, and that Revan was the one that put him into the stasis, but that idea fell out of favor when someone pointed out to me that it was unlikely Revan paid attention to any other Sith besides Malak.
