Not even all of canon - I compared the vessels to a lot of ships, and like I said, the Bulwark Mk III is (for its size) much more heavily-armed than either the Traquia or the Blue Diver. They're on the top end of it, but (particularly the Blue Diver as it was) were within the scale.
But going by the standards of this site, which is a thousand years later, both are only about average.

The reason I got angry at GABA doing that - and it got worse after I spoke with Xeno - was because that is not her job. The Tech Admin, who is second only to Bac himself on the subject, informed me that she had no grounds to be making that demand. Furthermore, they'd been approved into service already. She was just coming back and getting pissy at me for purely personal reasons - much like how the Convocation was her idea, and now she's helping to turn it into a shit-storm.
There's a lot more to the story than is immediately visible.
