The path the Consul would take was not entirely determined yet, the decision lay in flux but that wouldn't stop her from trying to serve the good people that lived on Gannaria. The wary planet had largely existed in the background of the galaxy for most of its existence which both provided some form of protection but sadly, the remoteness also sometimes made it difficult to attract investments. Though for some time Victoria had been wondering how best to provide both and at last, she thought there might indeed be one such way.

Standing outside near the capital's spaceport, Victoria cheerfully looked on as vessels came and went. The brisk chill in the morning air always brought a smile to her face. It was here she awaited her next guest, the new representative from the Star Guardians. Together they would embark on a short tour of the capital, looking over potential sites for the latter to build and service a facility, and perhaps some other errands that the Consul could think up as the day went by.

There were a handful of options, they could consider repurposing an existing building but that would require its purchase or leasing. Alternatively, they could look to find an open space somewhere either inside or outside the city, which might be easier to achieve but it would likely come with its own unique challenge for them to sort through. She suspected the representative would share details of the proposal before they would formally decide, but either way, a speeder awaited them both to depart shortly after her arrival.

Senator Winterblaze. She'd be Clara's first political meeting since taking on the role of Star Lady. The details were vague, only that the woman wanted to meet up and tour the capital in search of some locations. And well, she didn't mind. Because, despite being the new leader, she wasn't the best at diplomacy. She was a leader by heart, a healer by nature, but sitting down with senate members? That was a completely different story. So starting with a city tour to ease into the diplomatic side of things sounded ideal.

It had been a long journey, and by the time Clara reached the capital it was morning. The sky was a bright blue with a yellow rim at the horizon, with no clouds in sight. A lovely way to begin the day. Clara's ship, a Za-205 with the Star Guardian's logo painted on the sides, arrived safely at the spaceport coordinates she was given. The ramp opened with a hiss, and the woman stepped out of her ship. Her eyes briefly closed as she took her first deep breaths of the chilly morning air after many hours of flying.

Clara reopened her eyes and began to look around. Thankfully it didn't take long to notice the woman with ice blue eyes or the speeder in the background. In high spirits and with a gentle smile she began to make her way over to the senator. "Senator Winterblaze." Clara let go of her bag's leather strap and extended her hand for a handshake once they were close enough. "It's a pleasure to finally meet you in person. I hope I didn't make you wait too long?"

"I have to say, you picked a beautiful day for the tour. I haven't seen a sky like this in some time!"
Despite the fact that the Star Guardian's main base was on Bothawui, Clara often found herself on Bespin. She was attempting to negotiate a deal for cheaper ship fuel, which required a good relationship with the senator of Bespin. And, well, Bespin wasn't exactly known for its clear skies.

There were audible chirps in the air which seemed to forbode good tidings for the day, Victoria was glad to see her guest had arrived promptly and in high spirits.

"Not at all, please, the pleasure is all mine Lady Reach. I'm glad you like it, as I'm hoping you stay awhile." The senator smiled and directed Clara towards the open-topped speeder. This way they would be able to get a good glimpse at the city around them for the tour although it would be a little bit nosier.

As they left the spaceport they would come across a busy section that overlooked a section of industrial areas. It wasn't the most vibrant part of the city, but it was an important part of their economy. Continuing on they would come across more of the city center itself, bustling with activity as people went about their day.

"The city itself is a major upgrade from the years gone by, and although it does look a little run down on the edges, the heart and soul of the city is still good. Sure we still have some issues to work through, but it is pretty manageable."

Victoria seldom lasted long before wanting to dip her toes into business.

"I have heard that SG is always looking for more planets to lay down roots, so I am interested to hear what you would be looking for in that regard. What type of environment would be suitable for such things?"

Lady Reach. That one took some getting used to. Regardless, Clara returned Victoria's smile. "I'd love to stay for a while." Every movement of her body supported her words; she was clearly enthusiastic as she boarded the open-top speeder. And after a quick adjustment to her long skirt-cape, she was good to go.

It was a fascinating city, to say the least. The industrial area wasn't the most beautiful, but it was clearly thriving and contributing significantly to the city's success. The center, on the other hand, was different; it was also thriving, but there was less machinery and more people buzzing around, having a good time. It had plenty of places that weren't fully fleshed out, as Victoria explained, but Clara didn't mind. Coruscant wasn't built in a day, and it had personality. She preferred a city that was lived in. Sure, Bespin was lovely, but it was so... clean and perfect.

"I'd argue that it looks good, even if it's not perfect. But life isn't perfect." She smiled softly at the Senator. "And the people look happy." It was somewhat difficult to tell from above, but a suffering community looked very different.

"We absolutely are. The ultimate goal is to have at least one hospital on every planet, which is of course a faraway dream." Clara returned her gaze to the city, her arms crossed in front of her chest in thought. "We tend to build on the outskirts of cities. Because, while our system ensures that no one entering the hospital from the outside sets foot on the surface, there is always a tiny risk. And putting a tiny risk containing some unsavory people in the middle of a bustling city seems unwise." Even civilians in need of help were escorted in by a speeder; no one other than a Star Guardians member was allowed to enter the building without being escorted.

Clara's gaze was drawn back to Victoria. "However, I can only assume you invited the Star Guardians to come over for a reason." The woman laughed heartily. After all, you don't just invite a stranger to go sightseeing if you don't have a plan. "Is there anything Gannaria requires specifically?"

Nodding along, Victoria directed their droid driver to continue along the way through the city. Listening closely, she could only agree with what Clara was saying, finding no faults in her logic.

"On a moral level, I can agree with you there. Everyone deserves proper treatment whether they be friends or foes, innocent or guilty. Although that does add to the risk of security, one assumes you've covered this consideration already?"

Next, they drove through a very busy section of the city, coming to a stop just ahead of a medical clinic that seemed to be bursting at the seams with the ill and injured. "As you can imagine, a planet like ours isn't fabulously wealthy nor teeming with the resources to support all the necessary services that our citizens require. We are of course always trying to increase this where we can, but we could sure use your help in the meantime if that is something you offer?"

Unless Clara wanted to take a look around, they would soon then depart and make their way toward the city limits, with Victoria hoping to find somewhere suitable for their organization to build. "In any case, we would still hope to see you on Gannaria, and I would return the question to you, is there any way that we can also help you?"

Clara smiled delicately at the Senator as she asked if they had covered the risk within their security. "Absolutely. We enforce a rule that no one who is not a member of the organization is allowed to enter or leave the buildings without escort. That means we can return injured outsiders to their ships or drop them off at a neutral space station if their ride has left. This ensures that unsavory outsiders will never set foot on non-Star Guardians' territory. Civilians with a Gannaria ID will be escorted back to wherever you deem appropriate." She kept smiling gently, but the way her eyes lit up showed how passionate she was. "There will also be plenty of security, both trained men and women and droids, in and around the building. And, of course, we will notify the authorities if anyone becomes a danger or threatens Gannaria."

Her gaze was drawn to the medical clinic in the city's busiest district. It was a sight that, to be honest, made her heart ache. But, as explained, it couldn't be helped, and the Senator was clearly looking for help. So she listened intently, nodding in agreement. "I understand. And, absolutely. If you'd like, we can send a few of our doctors to assist at the medical facility. We'd also like to start building our facility as soon as possible, assuming you're still interested in having one on your planet. If the facility runs smoothly and your people accept us, we may look into opening a few more facilities in different cities." While the goal was to have one facility on each planet, planets were massive. And, realistically, planets would require more than one for the best potential for the locals.

She didn't mind leaving to go to the city borders; in fact, she was looking forward to it. It would be her first time looking for a suitable location. The first hospital she'd build in her own name. It wasn't going to change much, but it excited her nonetheless. "Hmm." The woman hummed in thought. "No, not really... Hmm. Oh, actually!" She shifted her gaze from the environment to the Senator. "Would Gannaria be able to help with the outside security of the Star Guardians facility? We completely understand if you don't have the resources, and we can handle it ourselves. However, extra security is always welcome." In truth, it'd also lower the costs for the Star Guardians, which was always welcome now that they shut down the flow of donations. But she would understand the Senator if she said no.

Regardless of the Senator's response, Clara's gaze returned to the beautiful city and its border. And it didn't take long to find an open area with plenty of room to build the structure and some farm land, exciting the woman. "How about over there?" She reached out her hand in the direction of the plot of land.

The senator was delighted with everything that the star lady had spoken of and agreed to. Although the allocation of resources was somewhat tight, ensuring that this project worked flawlessly was definitely worth the investment, and therefore the outside security would be bolstered by native forces.

Looking in the direction that Clara pointed out they would both see a pretty meadow near a lightly forested area. The open part of the land would be more than enough for their needs with the added bonus of several nature areas around that could be accessed from the location.

"A wonderful idea, I think. It would be close enough to the city to support the local hospitals but far enough away that you'll feel a bit at ease with the security. Another great perk is there would be a lake not far from here, one could easily make therapeutic walks through this area, the forest, and the lake. Also, whatever else you don't use from your farm, Gannaria would be more than happy to purchase for our citizens."

Victoria stood there looking out over the flat terrain envisioning the large Star Guardian facility in all its glory. Assuming Clara was still interested, she would direct her assistant to have the paperwork drafted for everything they needed to get started. Without warning, a rustling could be heard in a nearby brush before suddenly the cutest thing jumped out with its tail wagging too and fro.
