THE MORELLIAN ENFORCERS


Brief History Following the Galactic Civil War:

Over a thousand years ago, the descendants of Barosa Warren and a colony of others fled the warring galaxy during the Yhuuzan Vong invasion to their ancestor's home-world of Morellia where, come-to-find, the species had not been extinct. Instead, they had thrived as a mecca of peaceful politics and self-sustainability. They had prospered, retaining their history of hardened survival skills. In an effort to bring the Morellian Weapons Conglomerate to the same technical level as other manufacturers in the galaxy-proper, agents were sent out to gain knowledge of ship-building, weapons design, armors, computer-systems, advanced metals, shielding, etc. Sworn to secrecy in regards to the location and existence of the Commonwealth, agents spread throughout the galaxy learning as much as they could and returning with detailed reports to Wild Space. Under the guise of being an extinct species, and with no one to hinder their progress, the Commonwealth and the Conglomerate thrived and innovated new technologies. They quickly changed their primary language to Galactic Standard Basic so that they may one day return the knowledge of their existence to the galaxy. Eventually, they did, only to find an inattentive Imperium in control.

Pirate elements quickly sought to gain control of a technologically powerful location in Wild Space. Defenseless and with no hope of rescue from it's governing body, the Imperium, small groups of outnumbered Morellian Enforcers launched a counter-offensive on the pirate elements and eventually, through bravery and quick-wit drove them off of Morellia for good. In an effort to seek security for their people, the Morellian Commonwealth has forged an alliance with the pockets of Rebellion throughout the galaxy, deputizing members of the rebellion to act on Morellia's behalf and likewise members of the Enforcers as soldiers for the Rebellion.

Mission Statement: "In an effort to unite the peoples under the galaxy against the magocracy: past, present, and future, the Morellian Enforcers will endeavor to destroy enemies of peace and maintain that peace under the banner of the common-person. With stark recognition that an abuse of power, force-assisted or otherwise will always lead to the coercion, cooption, subjugation, and oppression of the disenfranchised. No longer will we stand by as our galaxy succumbs to the wanton destruction brought upon it by zealots. We will stand, we will fight, we will die for the good of the layman."



Location:
  • Morellia: A Harshly, yet diversly, landscaped planet. Located in Wild Space and Capitol of The Morellian Commonwealth.


Government: The Commonwealth as a political structure desires fairness and de facto representation of its people. It dictates the actions of the Enforcers.

  • Representatives: The body of the government. It's representatives are mandated to state whether they choose to run as delegates, or trustees when running for office. Two representatives of each district are elected. One as a Trustee, the other as a Delegate. Representatives gather in Parliament as The Assembly, where the combined votes of each district are equal. The two representatives of each district must agree on how to vote in order to ensure that the good of the people is at the heart of every decision. This is intended as a vehicle to cut down on political gridlock.

  • The Speaker: The Head of the State. The Speaker is the Master of Ceremonies of all Assembly meetings in Parliament and moderates debates and decides when it is time for an item to be put to a vote. The Speaker is a rotating position and selected at random by, very simply, placing a group of names into a vessel, shaken, then the vessel is smashed on the center of the Parliament Assembly House's Chamber. The closest name to the Speaker's chair is the Speaker for one year. A mostly Ceremonial position, the speaker retains his right to vote but if at any time it seems that they are filibustering the meeting for means of favoring their personal political opinions a quick "vote of no confidence" may be motioned by any elected official in Parliament. The vote must be made without any debate, and quickly.

  • The People and Popular Vote: The spirit government. If The Assembly cannot reach a decision, or the people of Morellia feel that they have been misrepresented can call for a vote of no confidence as well. Wherein, by means of a directly represented ballot-vote carried out by the Captain of the Enforcers, can vote The Assembly innefective. Should the Morellian people decide to cast this vote, the entirety of The Assembly is put on probation during a re-election. Any new parties wishing to run for offices as delegates or trustees may then vie for positions whereupon the previously undecided decision is decided upon. The floor of Parliament cannot be left until the new Assembly has come to a consensus.

  • The Captain of the Enforcers: The arm of the government. The Captain of the Enforcers is the means by which all action dictated by the Commonwealth is enforced and carried out. The Captain is the leader of the armed forces, otherwise known as Morellian Enforcers. As per necessary this body cannot be democratic. It is a classic military structure where rank dictates decision. Ranks are awarded either by necessity or battlefield commission. No rank has a minimum or maximum number of positions. The Captain is afforded one vote in The Assembly. Should the Assembly lose faith in its captain, they too can call a vote of no confidence and award the position to whomever they see fit by a 3/4 majority.

  • The Director: The legs of the Government. The Director of the Morellian Weapons Conglomerate is a position elected by the people's majority and a general election. He holds one vote in the Assembly equivalent to that of The Captain. The Director reports to The Speaker and the Captain who must all three agree on any course of action the military industrial complex is to take. The Director is in charge of proposing all new production to the Assembly by way of The Speaker. Since military decisions must be able to be made quickly and often this includes production of new weapons and materials the process must be streamlined. So as the people may still be voiced in such matters The Speaker has a veto to all matters regarding the Conglomerate. However, if The Speaker vetos the proposition then goes to The Assembly and is ruled upon by a general majority, where The Director and The Captain retain their votes in the Assembly.

Assets: With minimal resources at their disposal, The Commonwealth currently has no capital ships, corvettes or military power of any kind, with the exception of the Enforcer police force and a few freighters. Hence it's desire to ally with the Rebellion.

MORELLIAN WEAPONS CONGLOMERATE
An arms manufacturer and ship-building entity designed to facilitate the defense of the Morellian Commonwealth. The Conglomerate is headed by The Director, who proposes new projects to The Assembly and must then have them approved by both The Captain of the Enforcers and The Speaker of the Assembly. The Conglomerate is new to ship-building and only has one prototype currently, The Shrike-Class Corvette:

The Conglomerate's arms manufacturing focuses mainly on the production and distribution of high-powered slugthrowers, their staple Morellian .48 Enforcer has been in service for over a thousand years and has continued to be an almost unstoppable piece of hardware. Personal shields and body armor can do little to stop its penetrating power. However, this large weapon can only maintain a low magazine capacity.

They are developing a rifle carbine that focuses on using much smaller flechettes in an effort to drastically increase weapon capacity but maintain armor piercing power by increasing velocity.

THE MORELLIAN ENFORCERS
As the arm of the Commonwealth, the Morellian Enforcers act as a policing and, if/when necessary, war-making entity. Due to the harsh climates on Morellia, the Enforcers take survival extremely seriously and pride themselves on their ability to survive extended periods of time in almost all, if not most, environments. Rugged and gritty, the Enforcers are rare to waste time or words. Typically arming themselves with high powered slugthrowers, they loom over their adversaries even if they lack the height to do so. Since recent events, the Morellian Commonwealth has approved the deputization of non-morellians into the Enforcers with The Captain's recommendation. Recruiting for change and to support the ousting of the magocracy. The Enforcers assist with sound political insight when necessary. Enforcers pride themselves on the fact that they are citizen soldiers and very involved in the day to day politics of The Commonwealth and the greater Galaxy. By themselves they are skilled warriors, survivalists,
guerillas and pilots, the Enforcers are a force to be reckoned with. When united they are unstoppable. Determined and stalwart, they will not stop until justice is served upon the magicians and sorcerers that consistently wreak havoc on the galaxy.

Role and Purpose: Policing entity of the Morellian Commonwealth seeking allies and security for it's people and its State. Arms manufacturing by means of Morellian Weapons Conglomerate affords the Enforcers its means of performing its duties. With the united goal of seeing the dangerous force-religions out of politics, by whatever means necessary. The Morellian Commonwealth is seeking to change the opinions of the Galaxy by means of eliminating their involvement with Daedalus and influencing greater socio-economic change for all common people's of the Galaxy.

I like the idea n it has potential but you need more details on Morellian Commonwealth. in example. How they opperate, their government\leadership, more of back ground origin story would be nice. lets just put it this way that first post should be a whole lot long than what it is. try reading other factions history and bios. Try mine in example it may give you some ideas considering from what I read of your they both kind of seem to be in the same position as remnant of what was once a whole.

I noticed that a while back and am trying to figure out how to work that in, or retcon it. Perhaps a Morellian faction looking to relinquish control from the one involved with the Daedalus. That threw me for a loop.

still not quite understanding what this faction is supposed to do? Would like to know as much as possible as I am considering signing up an existing character or making one for the faction.

The faction is a policing agent for wild space seeking to ally with the rebels in an effort to establish a government outside the influence of force religion and with the intent on placing strict checks and balances on those religions once they are rooted out of the every day affairs of common individuals.

This appears different than what Morellian Commonwealth has been on both the site and in EU.

Also, Independent factions cannot start with control over a planet, let alone a star cluster. While your write-up doesn't exactly state it controls Morellia or the Morellian Commonwealth star cluster, EU gives that impression. My suggestion is, considering the purpose you're seeking, to go not with Morellian Commonwealth that controls the star cluster, but the Morellian Enforcers that works for the MC and would be able to operate as you are envisioning.

Who is signed up for this faction thus far?

Fair enough. EU doesn't say much of anything, nothing helpful at least. I've had a hard time tracking down anything on site other than Daedalus that references them. Aside from a stray character here or there, seemingly and typically abandoned after a short period of time. I will edit to isolate to enforcers if necessary. After an acceptable amount of threads and support, would it not be reasonable that we then gain influence over the area, then working the area into the rebellion? That is the goal mostly, to be a defensible region of the Galaxy to allow the rebellion to operate out of. I'm the reasonable sort, I just want to make sure what I want to do works in the parameters and rules of the site. I appreciate the feedback.

I wanted to get the whole concept down on "paper" for when it's large enough to manifest into the government itself. I.e. If someone were to start a sect of hapans, then gain political prowess through threads to obtain control over the dynasty. Meaning that if we need to operate as enforcers only and the enforcers are financed and backed by the commonwealth and the conglomerate I would have to npc my orders from either entity. That would be meta for sure. But I don't really see any other way. Hence the caviat that we have no Capital ships or might like a standard faction would have access to upon approval. I would much rather build up those forces by played out threads instead of an allotment afforded by the standard rules. If I could venture a proposal: if it makes sense I would like to leave the political structure the same and leave it in the description so the playable characters have a basis of understanding as to what entities the enforcers operate for and by. Playable characters may only "belong" to the enforcers. That makes sense. I'd hate for someone to create a character as "The Speaker" then have to do all that without them earning it. However after having rped an election or whatnot and doing the necessary leg work to obtain something like that, it could be done. If when approval is obtained we (the enforcers) would participate in necessary threads over however log a period of time to obtain enough influence over the commonwealth to take advantage of more of its resources. EU is incredible vague as to anything regarding the race (partially why I chose it. It allows for enough creative interpretation to allot for what I would like to accomplish. Feedback is my friend.
