For thousands of years, the struggle for power between the Jedi and the Sith—and other Force users—have been the main reason for conflicts in the galaxy. Countless trillions of ordinary beings have been killed, either by fighting for one side or merely being unfortunate enough to be caught in the crossfire.

A group of influential individuals from various backgrounds came together in the aftermath of the Great Hyperspace War, unified by the belief that these acts by Force users cannot be allowed to continue, and formed an organization with the intent of separating the Sith and the Jedi. It would minimize the damage that they do. But their successors realized that the goal was unrealistic, and thus they decided to eradicate both orders entirely. This was—and still is—the only way of making sure that the massive intergalactic wars that have killed so many will not happen again, and to ensure that civilization remains preserved rather than be destroyed at the hands of Force sensitives. No longer would common citizens have to be dragged off on their crusades or forced to beg at their temples.

Although the original Star Cabal was destroyed by the combined actions of Jedi and Sith operatives in the Cold War, it has been revived recently by several individuals seeking to fulfill the Cabal's centuries-old goal. The galaxy is once again being devastated by the conflict that is dragging on between the two Force groups (this time the Sith Order and the New Jedi Order), and so the option of simply getting rid of both of them is becoming more appealing. A nobleman of one of the Ancient Houses of the Senex sector has acquired the Black Codex, a device originally built in 4598 BBY, after stumbling upon an old Cabal safehouse. The Codex contains information on all of the Cabal's activities and history, giving him the information needed to restart the organization.

The modern Star Cabal is currently a small force working to rise to power in the galaxy and is using various methods from behind the scenes to accomplish this. That includes espionage, counterintelligence, torture, manipulating individuals and organizations, sabotage, hacking and orchestrating massacres for influencing media, and sometimes open battles against enemies of the Cabal. If you are looking for a third party in this war that is against the corruption of both the Sith and the Jedi, then you found it.


INTENT
This faction will try to sabotage the actions of the Sith and the Jedi (though mainly the Sith, since they are the larger and more powerful faction). The Cabal would be willing to cooperate with other factions on some occasions if such an action would weaken either of its opponents, such as the Coterie (help spread chaos and confusion among the Sith ranks), and the Hutt Cartel (hire out mercenaries and bounty hunters). Missions for the Cabal would include typically ones relating to assassination or capture of important enemy targets (Sith, mainly), the destruction of enemy installations, and operations of similar nature that are deemed necessary by the Cabal Council.

Personally, I hope to coordinate with other faction leaders to gradually strike targets of more importance as the Cabal gains resources and influence (IC-ly), and members (OOC-ly), so that it can become a bigger player on the galactic scale, as it did in The Old Republic computer game. Perhaps if it becomes powerful enough, the Sith and Jedi might have to cooperate to defeat it?




ORGANIZATION

COUNCILOR
The Council consists of the highest ranking members of the Cabal, individuals of many different backgrounds and professions—many of which are rather shady—that comprise the leadership. Members of the council can range from regional politicians, rich corporate businessmen, holodrama celebrities, nobility, and heads of various underground organizations. The Council rarely convenes, and when it does, few of its members are actually at the same location. For security purposes, many attend meetings through holograms rather than be physically present. This leadership body makes the major decisions of the Cabal and authorizes missions/operations. However, most of the rank and file agents of the Cabal almost never see any councilors, as they issue commands through their trust lieutenants.

LIEUTENANT
Loyal members of the Cabal, the lieutenants are various individuals that have extensive experience in the fields of espionage and black ops, acting as the Cabal's main leaders outside of the Council. They have combat and leadership experience, and are also trusted enough by the Cabal Council to meet with the higher-ups in person. The lieutenants act as field commanders during major missions conducted by agents of the Cabal and relay the Council's decisions and orders to lower-ranking operatives. They are, in essence, the officer corps of the Cabal. That is partly why many of the lieutenants are former military or intelligence officers.

EXECUTOR
Executors are the second tier of field operatives, below Enforcers, but do not have the same authority as lieutenants. They act as group captains and oversee/lead small teams of Enforcers, having shown both combat and leadership abilities. Executors are also regarded as "full" members of the Cabal, whether they be hired mercenaries or recruited agents. They have more authority and knowledge of the Cabal than Enforcers and are deemed to be "ideologically motivated" enough by the lieutenants. Executors can also be called upon to take on missions that are more sensitive and cannot be trusted to regular Enforcers.

ENFORCER
The lowest ranking members of the Cabal, the Enforcers are the many field operatives employed for the organization's missions. Their backgrounds and experiences range widely, but they are typically recruited based on their skills and psychological profiles. The recruitment process consists of an agent contacting the individual and testing them in some way to ensure they are reliable. Some Enforcers of the Cabal have been with the organization since they were teenagers and have been specifically trained for certain tasks, while others are mercenaries that are hired for single missions and are not permanent members of the organization. In any case, the Enforcers that show a particular amount of skill and loyalty to the Cabal, regardless of their background, have the chance to move up to the second tier of field operatives.

For the sake of security, all members of the Cabal typically use code-names.

TALAY FACILITY

The Cabal does not have any one official headquarters, but a small facility exists on the backwater Mid Rim planet of Talay for usage as an operations base. Here, agents of the Cabal can meet for mission preparations with their superiors and receive equipment. It includes a hangar bay, a barracks, a communications room, several storage rooms, and several maintenance rooms. The facility is located at the base of a mountain, with tunnels dug under it to the other side in order to provide a quick escape if it becomes compromised. Members of the Cabal Council rarely visit the facility, as it is mainly used by low- and mid-ranking agents.

MERCENARIES
The Cabal employs various mercenaries from different organizations. Sometimes they are hired for single missions, while other times, they are hired on for longer periods of time.


NOTICE
A note to potential members: all individuals who join the Cabal are approached by recruiters for their skills and anti-Jedi/Sith ideas, so if you create a Cabal character, keep this in mind and write in your bio a reason for your recruitment by the Cabal (being disillusioned with both the Jedi and Sith, being in a position of influence in another faction/group, etc.) And, this should go without saying, but Force-sensitives are not allowed. The Cabal takes careful steps to ensure that none are able to infiltrate the organization.

Welcome to the revolution. This is good, my main problem is Sith. Then we have 2 who want to end both sides and you who want's to end Jedi so I can focus on the Sith side and leave the Jedi side to you :).

Welcome to the revolution. This is good, my main problem is Sith. Then we have 2 who want to end both sides and you who want's to end Jedi so I can focus on the Sith side and leave the Jedi side to you :).

hey guys should say he is against all force users he has a hatred against any one who can use the force.

Darn it why must you make Caine look like the reasonable one ;). He only want's to wipe out half the force users in the galaxy the rest are just collateral damage.

Is there anything defense wise in addition to the base? Otherwise is it just as it its described?

No, just as described. The Cabal relies on secrecy to be its defense, and has the escape route underground built in just in case. There are no shields or emplacements or anything of that sort, partly because heavy defenses may attract unwanted attention and because the Cabal believes its relatively remote location will remain undiscovered even if someone was looking for them.
