Unlike last time, this Sith Council meeting took place in Korriban. Scans and sweeps had been done to ensure no bombs or anything suspicious had been placed within the halls beforehand. It was at Kravos’ urging that she had these sweeps routinely take place, his paranoia driving towards the safety of her and the rest of her councilmen. Today’s meeting would be interesting, especially as it was concerned with the Sith and their war efforts.

Andraste was already seated on her throne, her chin resting on her palm. She was a few months pregnant, a noticeable bump on her belly. She was unconcerned by this, her focus on the task at hand. The fingers on her other hand drummed along the armrest, her yellow gaze trained ahead. She would patiently wait for everyone else to file in, knowing full well that they were short of at least one Councilor. Nayeli and Malos’ deaths had been a devastating blow, and it still left her with a bitter taste in her mouth. The position would remain vacant for now until someone worthy of it stepped up.

The Empress had several things on the agenda for today, first and foremost the recent Hutt activities she had been observing within her borders. Naturally, she had no idea that they had been attacks staged by the Republic. In her eyes, they were Hutts acting out against her, and with Nem’ro’s past aggressions towards her, she had no qualms with believing it.

To say that Andraste was irritated was an understatement. The Sith had been chomping at the bits for war, and now they would decide whether to finally step up their efforts or not. The Jedi were always a threat, but they didn’t compare to a behemoth such as the Hutt empire that had been steadily growing. Her mind briefly drifted to Wook, her long time friend within the Cartel. He would be very displeased should things come to war, but perhaps she could smooth things over with him personally.

For now, she awaited her council to file in and offer their reports of what they had been up to.

Evandrus arrived dressed in his Sith armour but removed his helmet as he stepped into the council room. He was tired and it probably showed from the bags under his eyes but he didn't falter in his step as he bowed his head to Andraste in acknowledgement before taking his own seat.

Setting his helmet down on the arm of his chair, Evandrus found his slightly dour mood lifting as he looked to his Empress, his wife, and saw the small bump that had formed. Even if his wife was still angry with him and even if he wasn't sleeping too well recently... it didn't matter.

Just seeing the life growing inside of her put a small smile on his face.

He would have been grinning like a loon, and his wife would be able to feel that through their Force bond. She would be able to tell that he was radiating happiness at just feeling the life of their child growing within her... she might not appreciate it outwardly being shown though so he settled for a small smile as he waited for the other members of the council to arrive.

The War Master’s footfalls were decisive and he strode with purpose; it was a purpose he had not felt in a long time, if ever before. Perhaps on the fateful night before he had lead one thousand of his people out of bondage. Even then, it felt less real than approaching a meeting of the Sith Council upon which he now sat. Even as he walked, Kalladrrl could not help but smile. He had worked hard on nearly a dozen planets to prove his worth and his duel against the previous War Master had cemented it. Now, it was time for the Wookiee to offer his recommendation as to the Sith order of battle in the coming months, and he had a suggestion primed and ready for the call of his Empress. Behind the armored Wookiee, clad in battle armor sans helmet and his gold-trimmed cloak, padded the protocol droid Silvertongue. He had not had the pleasure of meeting several of the other Council members and had no idea as to their linguistic prowess. While the Dark Lord could understand the meaning of his speech via the Force, Kalladrrl preferred to speak his own truth and Silvertongue was the closest he could in Basic.

For now. He might have devised a way to fix that, but it was not a priority at the moment.

What was a priority was the contents of his datapad that he held under one arm, cloak billowing about him as he stepped into the chamber where the Empress and the High Judge awaited the remainder of the Council. Kalladrrl held his head high as he dipped his right knee to the floor, genuflecting to his sovereign.

“Ohrannympyrna,” he intoned as he held up three fingers to the droid to silence its protocols, rising after he spoke. His tone betrayed nothing but respect and admiration for the Empress. The War Master nodded to the other. “Rrannllarra.” His voice was more direct as he addressed Darth Evandrus. The High Judge had been suitably chastened by the Empress for his impropriety with the kaggath and Kalladrrl felt no need for any further acrimony between the two of them at that time.

He took his seat, setting his datapad before him as he attended his Empress.

As was his custom, the Dark Lord had arrived to the council chambers early to ensure that they had been swept for all manner of dangers before the rest of the council had arrived. He'd then left for a time and now returned. For one reason or another, he felt particularly broody today. As was his custom, he appeared at the meeting in full armor and unlike the others, he kept his helmet in place. It was one part poker face, but more than that it was symbolic. The helmet itself was what the galaxy had come to know Darth Kravos as and he preferred it that way.

The doors to the room opened and Kravos moved toward his seat, nodding in turn to the High Judge and War Master. Of course there was the Empress whose second pregnancy was now showing, but more than that, Kravos knew her well enough to tell she was unhappy. Whatever unfolded in this meeting would likely be laced with aggression toward one group or another. He also knew enough about what was going on to be able to guess who that aggression would be toward.

Of course Cregan had already arrived. Kravos hadn't seen a great deal of his old friend lately and the last time they'd seen one another had been after the debacle in the kitchen. Not a fond memory, but he was confident that he would have recovered from that already.

It was also the last place he had seen Kall. The new War Master had done well when the two had taken over the FTG shipping yard and from what the Dark Lord had seen, he had taken to his new position with much enthusiasm. Kravos saw potential in the Wookiee and would be watching him in the future.

Leviticus was not here nor was the Eternal. Darth Malos was gone now, and Kravos was a bit sorry to see him go as well as the death of Nayeli. It seemed a waste on both counts, but the Empire would recover. Such was the way of the Sith: the strong rose to power and the weak passed on. Those who were here were here because they'd fought and clawed for their positions, and that afforded them each respect in the Dark Lord's book. It was more respect than he showed most others in the galaxy. And so, the Dark Lord moved to his seat at the Empress's right hand, pausing a moment to give her a half bow before taking to his chair.

Another council meeting had been called and the Eternal heeded it like the other members. A chill would creep through the council room, lowering the temperatures by a few degrees. It was part of his presence now and not just a tactic he used to instill fear. The Eternal silently stepped out from the shadows, his crimson gaze slowly scanning over each council member before resting on the Empress. It was easy to sense her emotions and the reasons for it. It had been a hard blow to the Sith with the death of a council member and one of his Nightbringers. Nayeli had stood out from the others and he had a personal eye on her but she was gone now and it was time to move on.

Stepping forward, the Eternal pointed his gaze at Kall for a few moments before finally returning it to Alais as he stood in front of her. Giving a slight bow to her to show his respect and when he sat back up he also kept his gaze on her for a few seconds. The mask remembered how the last encounter went between them and his eyes went to her stomach before he turned away and made his way to the chair. The last meeting went accordingly and the Eternal expected the same, none of them wanted to waste time and none of them bickered like the Jedi or the Senate of the Republic. Taking his designated seat, the Eternal sat down before resting his arms on the armrests.

The BH had been on the move and he knew what he needed to give his report to the Empress. Glancing at Leviticus' empty chair and noting his absence from the meeting. It seemed his appearance was rather rare these days and the Eternal knew all too well what that was like. Turning his head to look at Alais, "Shall we begin despite the absence of the High Inquisitor?" They could give their reports until Leviticus arrived.

Andraste watched everyone file in, each offering their respects. Her eyes glanced over the chrono, noting that Leviticus was late, as usual. She harbored no ill will towards him, knowing about his missions on Ilum. She wouldn’t waste time waiting for him, and he was free to wander in if time permitted. Andraste turned towards the newest member of the Council – Kalladrll, “Welcome to your first Council Meeting, War Master,” She began, “It is an honor to have you here with us today.”

She turned to regard the others, finally sitting up straight instead of lounging like she had been, “We have reports of Nem’ro and other Hutts causing problems within our borders. Intelligence suggests that Blackrow employees have been threatened and some of our outposts have been attacked,” She produced a datapad, “And this was recovered at the crime scene – orders from Nem’ro to carry out these attacks. I’ve had past transgressions with Nem’ro before, so I’m not at all surprised by these actions, regardless how bold.”

Andraste paused for a moment, drumming her fingers on the armrests again as she thought carefully, “We must decide if this warrants breaching the alliance we have with the Hutts. Each day the Sith Empire grows into a war machine, and we have our expansive fleets and armies at our disposal. The Hutts have been an ally for a long time, but it’s clear that Svallos has no control over her council or Hutts like Nem’ro,” Poison dripped from her words as she spoke, “On the other hand, we are still combating the Jedi and the Republic’s relationship with us is shaky at best. I ask for your council on this matter,” She turned the floor onto the Darths to speak freely their opinions. Andraste wouldn’t make any decisions without taking their thoughts into account.

Kravos listened to the words the Empress had presented and considered them carefully. As with everything, the Dark Lord was a mixture of hot and cold. On the one hand, in his younger years he'd made many rash decisions or lashed out in anger, but as he'd grown in power and position, he'd become more cautious: loathe to risk for little reward. Jumping to war had its risks, but there was no denying that these slights could not go unanswered.

The Dark Lord spoke first to give his assessment. We don't want to fight three enemies at once if they are all exclusively focused on us, but we can't ignore what the Hutts have done, he cautioned, but that didn't mean they should just let this slight go unpunished. No, Kravos wasn't one to forget anything, and the Cartel was testing the waters for something larger and more dangerous.

Of our enemies, the Jedi are on the run and reeling from death after death and loss after loss: they are of little threat at the moment, he began, commenting on the only enemy they were currently officially at war with.

The Republic, on the other hand, we aren't at war with yet, but my feelings tell me we will be soon, he said. Although they had a non-aggression pact for the moment, the galaxy was heating up and those who had their pulse on it would be able to tell that it was only a matter of time until the two superpowers met on more aggressive terms.

The Cartel we have to respond to. If we don't, they'll make larger moves against us, he said, finally arriving at the group in question and their current "ally."

If we're going to fight a war on two fronts, we need to make sure our enemies are as focused on each other as they are on us. If we can instigate a war between the Cartel and the Republic as well, we can take them both. We have the resources to win a three way war where the Hutts do not and the Republic... might eventually, but not if we move quickly enough, he said, pausing a moment to consider their assets compared to those of the others.

At this moment, we have the advantage over both groups in terms of assets, and if we strike first, we'll have the element of surprise, he said. His mind was drawn back through military history and he remembered wars where sleeping giants were awoken by surprise attacks. He was always wary of repeating unwise history, but unlike those situations, the Empire was the sleeping giant.

He felt the eyes of the Eternal upon him and he returned the creature’s gaze, attempting to gain a measure of him and failing, but he did not let his unease show. Indeed his fear had abated more into cautiousness, but for now they were meeting as officers charged with the wellbeing of an Empire. The Wookiee also felt a flush of pride run through him as the Empress welcomed Kalladrrl to her Council, and he returned her greeting with a hand on his chest and a nod to the sovereign. His thoughts turned briefly to the holonet broadcasts he had seen of her in the past, and now he sat before her among her most trusted advisors. The momentous weight of the trust invested within him was not lost to Kalladrrl.

As the Dark Lord spoke, Kalladrrl took in his words; they were the observations of an experienced military commander who had spent much time honing his skills on the galactic scale.

“The Jedi will continue to be dealt with, as they have been on Ossus and Spintir. They will quail behind the Republic like children hiding amidst their mothers’ skirts for succor. Perhaps they seek to stratify relations between our Empire and the Republic, in order to have a stronger power fight their battles for them.” As he spoke in his native language, the protocol droid behind him translated his words into bass-toned Basic.

Kalladrrl paused as he considered his next point.

“If we were to attempt to further escalate tensions between the Cartel and the Republic, then our clandestine assets would be best suited for this task,” he said with a nod to the Eternal, “In the meantime, I have prepared plans for an operation to capture a planet that would serve a two-fold purpose in operations against the Hutts.” Kalladrrl tapped rapidly at the datapad in front of him, interfacing with a holoprojector to display a tactical view of the southeastern regions of the galaxy and the space that existed between Imperial and Hutt territory.

“This planet, Kessel,” he began as it was highlighted in green, “is infamous for the narcotic spices mined in darkness beneath its surface. These narcotics have many applications beyond what your common Nar Shaddaa glimmerstim addict would dream of, however, and in conjunction with our relations with Manaan could outfit Imperial soldiery with the finest medical care available, not to mention the wealth such a planet would bring to the Empire as a whole.”

He continued on.“When considered within the context of a war with the Hutts, the value of taking Kessel is greater yet. It is but a sector away from this planet, Sleheyron.” He highlighted that planet on the display before them. “With staging points on Kessel, Boonta and Saleucami, we could encircle this planet as a first strike against the Cartel. It is a major source of fuel, a source that we could deprive the Hutts of in a lightning attack. With fractured trade relations with the Republic, the Cartel fleet would be working on borrowed time from that point forward.”

As War Master, administrating operations against the enemies of the Empire was his domain and he was eager to bring his knowledge and foresight to bear against them, whoever it may be.

Per usual, he was late. Although he did not enter the chambers as they might have expected. Instead, the holographic display of Leviticus flickered to life in his vacant seat, cast by an unnoticeable droid that had lingered on the floor for several minutes now. A blank grimace sat on his lips, his eyes were burrowed into each socket, his hair combed over and face unshaven. He was not a mess, but he was neither the polished and pristine Sith Lord most may have thought him as. It wasn’t because of his sleep troubles, or the nightmares or how little he cared for these meetings. Rather, it was his work. Occupying Ilum, maintaining his unruly men, and studying the power of kyber left him restless and uneasy. He had considered skipping this meeting entirely, but for Andraste, he wouldn’t dare.

The High Inquisitor is dead and I am not. I understand that High Arcanist is not a very well-received title, but you could at least do me the honor and not forget.” His voice carved into the air like a knife, aimed for the Eternal. While he hadn’t revealed his presence early on, Leviticus had been listening since the first introductions were made. Introductions he would ignore, in favor of diving into business as everyone else had. “Regardless…” His sentence trailed off for the briefest moment. “…the Hutt Cartel has been a thorn in our side since the beginning. We’ve competed with them for control of Alderaan, which as we all know, has fallen into civil war. We’ve competed with them for influence on the Outer-Rim, which we have yet to tame. We’ve competed with them for countless resources, which they continue to tug from us like children. War is inevitable.

As it was between the Republic and the Cartel.” He paused, recalling what the others mentioned in passing earlier. “I had assumed everyone already understood that the Senate had declared war on the Cartel days ago. Especially our new War Master.” A veiled, yet not so veiled, jab at the new Council member. Yet for good reason. Even when he was settled out in the Unknown Regions, far from galactic civilization, he had received news of the declaration. After all, it was plastered on almost every media station available. Nevertheless, as much as he relished in being a brazen asshole, he shifted back to consulting the Empress. “Either way… we should move against the Cartel immediately. That alone would strengthen our current relationship with the Republic.

A sigh. “Of course, war with them will come soon enough. Charm them with diplomacy, lure them out into Cartel territory as allies and let them do our dirty work, then sweep into a weakened Core when they least expect it. Let them invest in their little war, then cut them off.” He fell silent again, as if unamused by his own words and advice— and by this entire meeting. The last one had resulted in nothing more than simple reports from each Council member followed by awkward tension. This particular meeting was starting off well, but his expectations remained low. Not like the Council would ever take the High Arcanist or his suggestions seriously. Leviticus had learned that a long time ago, especially on Korriban, when the High Judge did nothing as the Sith tore each other apart in the previous War Master's kitchen.

And look where that led them now. In other words, nowhere.

Hmm.

"Perhaps we shouldn't waste the Empress' time with quips about how much it hurts your feelings to be addressed by the wrong title?" He quipped aloud at Levi's comment to The Eternal, "But you are correct."

He glanced around at the other members of the council,

"The Hutts are going to die. The Republic is finally waking itself from its slumber and the giant has aimed for the cartel. One of its most important members is currently in Jedi custody and another is The Wook... who would make for a strong Imperial leader of the occupied territory should he prove reasonable." He reasoned, playing idly with his stubble, "With us sweeping in from the Galactic North and the Republic coming from the Galactic West? The cartel is dead - we would just need to make sure we took Nar Shaddaa and Ryloth."

Those two planets were massively important to the cartel and everyone here knew it. The two were like unofficial capitals of the damn cartel and that counted for a lot. He turned to the War Master,

"Taking Kessel is a good move - it strengthens our position." He admitted before nodding, "I offer the assistance of The Judgement to take it."

The Eternal sat there patiently, the Empress offering her thoughts about the war with the Hutt Cartel and what their opinion was on the matter. Kravos and Kall were the first to speak, both offering valid opinions and Kall adding a potential target to the list. When the hologram of Leviticus flickered to life and he heard the words intended for him, the Eternal brought his gaze over to him before Evandrus gave his quip back about the Eternal. The only thing he could do was give a deep chuckle at that but he still remained silent and waiting for his turn.

When everyone finished their piece, the Eternal paused a moment before speaking, "I concur with what everyone has clearly stated, even the High Arcanist. With the Republic starting a war against them, it's the most opportune time to strike against the Cartel. We have our fleet, why not give it a suitable test run. The Republic won't interfere if the fleet is focused on Cartel targets." The Eternal glanced around the room before speaking further, "As for the Black Hand, through the war we could operate freely and deliver lethal cuts where needed to the Cartel. With this war as well, it could provide a way for us to do our own damage to the Republic while also increasing their attention on one another." The Eternal kept it short and to the point with his opinion.

The Eternal then looked over to Kall and Evandrus,
"If the planet of Kessel is agreed to be a target for us, the Black Hand will also offer assistance if needed in that venture. We are flexible where needed to bring that assistance." Whether it was from the shadows or on a battlefield, the Black Hand could morph to the situation. The Eternal had finished his piece now and he turned his gaze towards the Empress, waiting for her opinion.

Andraste heard everyone out, momentarily distracted by Levi’s Holo appearing to join them. After the others finished speaking and Levi cut in, she couldn’t keep the grin off her face. By the end of Levi’s little jabs, Andraste found herself actually laughing softly. He had arrived late, but more than made up for it by being kept abreast of everything that was happening around the galaxy. Andraste still has the ghost of a smile on her face by the time the others had begun to talk since Levi. The Arcanist would know he had her approval, and she didn’t mind his little jabs at the others within the Council that may have deserved it.

She turned to regard Kall, nodding in agreement with his tactic, “Then you will lead this operation into Kessel. We will not be overtly declaring war, but we will make precision strikes against the Cartel,” Andraste turned to look at Evandrus, “I will need you to fortify our borders and ensure that no more strikes like the ones we’ve seen from the Cartel can happen again. If the Cartel is so bold, I’m convinced other groups may dare the same. We need to make it clear what happens if anyone sets foot within our territories.”

Andraste looked to the Eternal, “You will lead covert operations in conjunction with the War Master’s efforts. The Black Hand will be instrumental in this and I want to accomplish as much as possible without Svallos being tipped off to our operations. If we pull this off, we may even gain some ships without their knowledge,” Andraste had to grin, giving a nod to Kravos who had stolen Deucalian ships for the Empire.

She then lingered on Kravos for a moment, “I would like your focus to stay on the Jedi, and you will accompany me to Alderaan to address the political matters regarding House Thul,” Andraste then turned to Levi, giving him a smile, “I trust you’re occupied enough as it is, but aid in the war effort where you can.”

After it was all said and done, Andraste paused for a moment before continuing, “With that matter settled, I would like to open the floor for any considerations for Sith Lords at the moment,” Andraste turned to regard all of them, “There are quite a few ambitious and aspiring Sith among our ranks, and I will see them rewarded. If you have those you would like to sponsor for the esteemed position of Sith Lord, I invite you to bring forth their names now. These are individuals we want to groom to take on further leadership opportunities under the tutelage of one or all of you.”

Seemed that they were going to war... except he was not at this stage.

He hated the Cartel with a passion and he sincerely hoped that by the time war actually broke out, he would not be tied up elsewhere. Defending the Empire was very important but Evandrus would not lie and say he didn't wish he could bring the fight to the Cartel.

Evandrus still had his dream of making Nar Shaddaa burn.

But he recognised that the Empire needed to remain strong and the best way to do that was to have someone keeping the home fires burning and the defences sharp. He nodded in agreement,

"The Judgement shall guard the Empire and strengthen it at the same time." he assured her simply, "Ossus and Abhean are both coming along and we have many more plans to turn key worlds into Fortress worlds. We shall be ready should anyone attempt to invade our homes while we wage war."

Ah.

He had someone for this.

"With respect... Xornoth Sk'ar is ready." he declared firmly, "As a warrior he is skilled. As a commander he is proven, creative and resourceful. I have thrown him into different situations or varying difficulty and with varying degrees of complexity and he had never failed me. You've all heard of him - and that's because he is a Sith who gets results. He seeks to serve and better the Empire above his own glory - and I would trust him to have my back against Jedi Council members or the best the Hutt Cartel can muster. For these reasons, and more, I ask that Xornoth Sk'ar be considered for the rank of Sith Lord."

It seemed that Leviticus had decided to show up with his tongue as sharp as ever. The Dark Lord hadn't missed the fact that he was late, but now was not the time for addressing that. Kravos would be watching his actions in the future, but then, he was watching all of them. That was his job.

He turned to the Empress as she detailed what they would each be doing to accomplish their ends. She spoke of a trip to Alderaan and his continued assault against the Jedi. He gave a quiet nod. Of course, he agreed. They would still need someone to deal with the Jedi and Kravos certainly had his name in the hat for councilor with the greatest chip on his shoulders against the Jedi. The other obvious contender was Leviticus from what he knew, but the High Arcanist still seemed occupied with other operations at the moment.

As the conversation turned to nominations for Sith Lord, Kravos considered the candidates. Perhaps he would have nominated Nayeli, but that wasn't going to happen now. His eyes flickered momentarily over to the empty seat that had once belonged to Darth Malos. What a waste...

The Dark Lord let out an almost silent sigh as he thought of Xornoth. The man had a growing reputation and though Kravos hadn't met him personally, he had heard of him, which was a good indication... usually.

I have no objection, though, he will need to speak for himself still, he said. Of course, a Master wasn't invited to a Council meeting and wouldn't be expected to attend here, but any Sith Lord would need to be able to speak for himself in the long run. A special session for the nominee to speak for himself and anyone with concerns can speak as well, he suggested. They didn't currently have a system in place for such promotions that weren't directly to the Council, but this seemed as good as any.

When the Empress told him his directive, the Eternal just nodded, not expecting anything less from him. The Black Hand wasn't made for protection, they were made to do the dirty work and they would do just that. And like she said, their fleet could always use more ships and acquiring some without any problems would do the Empire just fine. The Cartel would know what the full wrath of the Black Hand was and the Eternal couldn't wait to unleash it.

When the Empress then mentioned candidates, one name came to mind and that was his wraith, Vex. She had been in his service for years now and he hadn't found anyone more loyal than her. Before he could speak Evandrus spoke up, nominating Xornoth to the title of Sith Lord. Kravos spoke then, adding that the nominee would also have to speak for themselves.

When Kravos finished, the Eternal gave a moment before speaking himself, "I know another for such a position and I choose to sponsor Vex. She is lethal, efficient, ruthless, and exactly the type of Sith we will need for the future. I have kept a close eye on her and she has proved herself invaluable time and time again. She is merciless in combat and can be subtle when it is needed and has led and participated in numerous successful operations. " The Eternal then nodded to Kravos, acknowledging his words, "You will not need my words to convince you, she will speak for herself and bring merit to what I have said."

Kalladrrl did not have the time to teach a grown man the meaning of the word “further” and ignored the High Arcanist’s barbs, like he was sure many had before him. He was considerably more interested in the prospect of the Eternal's covert forces laying a trail of terror and confusion down for the Imperial military to properly follow. Perhaps if they worked side by side, he could find some measure of the being that dwelt within the shadow of that mask and what its influence could mean for his future.

Already, Kalladrrl was arranging all of the pieces of the operation in his mind, putting pieces in their place on the massive, three-dimensional dejarik board spread before him. The timing would need to be impeccable and Kalladrrl would need to count on the servants of the Eternal working in tandem with his own deniable forces to execute the multi-faceted operation to seize Kessel quickly. The coming days ahead would be filled with the need to coordinate both with the High Executioner and the Dark Lord.

The Empress spoke of recommendations for Sith Lords, agents with a greater scope of influence like unto the council but with less totality than those assembled wielded and thoughts immediately went to both Xornoth and Vex, but protocol was important to him in this chamber and he let Evandrus and the Eternal speak first if they were to nominate their subordinates and was satisfied when they did so. Elevating them both was the correct choice.

“I agree that we should let these candidates speak for themselves and levy any considerations about their advancement in their presence.” Kalladrrl did not offer any suggestions of his own, as he mentally scrolled through an index of the prominent Sith. These two had shown leadership and initiative where others had shown less.
