Seedy Planets where one would hire a Bounty hunter/Smuggler

Hey all, What's a suitable place when considering to hire shady people outside of Hutt Space and Tatooine near the top right of the Galaxy on the map? I have limited knowledge on seediness of the certain areas other than the obvious... I am in need of help here as its a point which needs to be settled before starting a thread.
