I know you're allowed to make an SBZ character and a Sith. Does the same apply to pub side? Can you make a BA character and a Jedi char?

Nope. The Jedi and Republic are two separate factions. It does mean that you can have a Senator and a member of the BA however.

Yup, in this timeline the jedi are not part of the republic. So you could have a senator and a BA character, but if you choose the jedi you can just have two jedi. They don't really have a subfaction like the other two do.
