Question Regarding Missions

Some of the missions have [Imperial Might] or [Building an Army] next to them or a combination of the two. I'm wondering what this means.

As you might know, the Imperium is in a civil war. There is a group called the Corteire that is fighting so that the Empress can be removed from the throne. I believe Building an Army is for only the members of the Corteire to do, while the Imperial Might thing is for the people who are loyal to the Empress which is pretty much every other Imperial PC
