The Parthovian Empire is a large continent on the planet Koss, and has existed for hundreds upon hundreds of years as a small city-state. Incredibly expansionist, the Empire grew from a tiny City-state into it's current form in a brief period of time under the leadership of it's charismatic and skilled Kaiser Vulfgang.

The People of Parthovia:
The people of Parthovia are typically humans and while alien races are looked down upon, they are not discriminated against in any formal manner. Most humans within the Empire are of average height and build, and possess either golden or dark brown (bordering on black) hair. The most common eye color is blue, but all genetic makeup is represented within the empire to some degree.

Fashion in Parthovia:
Parthovians are possessed of a strong devotion to their Kaiser, and typically will emulate his fashion style, this is especially true in the upper echelons of society, where direct interaction with the Kaiser is more commonplace. This style is typically militaristic and formal, especially for men. Women are mostly seen wearing long flowing dresses akin to something out of the distant past. At lower social levels, the formal nature of Parthovian attire continues, but to less of a degree, as physical labor becomes more commonplace, and clothes become more suited to the careers of each individual. This is especially true of the women as they are not typically expected to serve in the military, and as such, their more formal attire is less functional.

Culture within Parthovia:
As a highly militaristic society, Parthovian culture is typically found to be stiff and formal, and etiquette is highly formalized. There are three main classes within the society, and class interaction is especially formalized.

Perhaps the most defining feature of Parthovian culture is that they are ardently and exclusively opposed to anyone who is Force Sensitive. Any individual found to be using the force on Parthovian territory is punished severely. This punishment primarily depends on one factor: if the individual in question is a Parthovian citizen.

If a Parthovian citizen is found to be Force sensitive at a young age, they are taken from their home and then exiled permanently from Parthovia, and have their citizenship revoked. While this is often difficult at first for citizens to accept, this practice is by no means recent, and most families have at least one branch of their family tree cut abruptly as a result of this policy. There is no prohibition against families contacting and remaining in touch with these exiled individuals, however, it is frowned upon and typically only carried out via emissaries or in secret.

If the citizen is found to be force sensitive at a later age (typically at around the age of 15 upon military conscription for males, and around 18 upon joining the women's auxiliary for females), they are imprisoned for a period of 3-5 years, and reeducated to come to understand why force sensitivity is frowned upon and then fitted with a shock collar which reacts to any use of the force by the individual. These men and women are considered to be the lowest class of citizens and no matter their background, they are universally reviled by the community as a whole, and often find themselves within the military in units devoted to regaining their honor through death in battle.

If a citizen is found to use the force in any conscious manner, especially to harm or manipulate any other being on Imperial soil, they are arrested and tried, and typically killed within a period of 1-3 weeks. Few escape this horrific end, and those who do, are always foreigners whom are unaware of Imperial customs to this regard.

If foreigners are found to be force sensitive, they are required to remain within designated portions of the Empire unless escorted by a formal guard, not only for the protection of the citizens, but for the foreigners as well. Most punishments involving use of the force by foreigners involve deportation, however, unless self-defense is involved, death is the main punishment for any capital offense involving the force.

SOCIETY AND HISTORY

Parthovia and the Galaxy:
The Empire has a small galactic presence at this time, but they are slowly and steadily expanding outwards, focusing first and foremost on conquering their homeworld, and securing their presence in the system as a whole. the Kaiser is a vocal expansionist, and it is clear that they plan to slowly make their way into the galaxy as a whole, seeking to liberate their fellow sentients from the oppression of the Force Sensitives.

The Empire's history with the Force:
In order to better understand the reasoning behind the Parthovian hatred for Force Sensitives, one must first understand the nature of Koss and the Jedi Order's relationship with the planet. Koss is a dying planet, slowly but surely the crust is breaking up, creating floating islands of land which hover over an incredibly unstable volcanic sea. Each Island is home to a city-state, and the Empire is the most dominant state of them all, it's island being the largest and containing some of the most vital natural resources, as well as being the highest floating island, putting it at a considerable advantage for landing ships, due to the lessened time spent in the headwinds that soar through the atmosphere and make landing somewhat tricky.

It is because of this planetary situation that the Parthovians and all people of Koss hate the Force Sensitives. The planet was once a vibrant, beautiful, planet, the jewel of it's system, and a bastion of government and peace. All that changed when the moon, Isclaeus, was struck by an asteroid, and it's orbit was perturbed, sending it into a spiral towards the planet. The planet was, at the time, occupied by the Sith, a harsh, and brutal occupation, but this would all change when the moon came crashing down. The impact shattered the planet, allowing the Sith to gain easy access to most of the raw materials that they needed within, but at the cost of far too many lives to be worth the Sith remaining there. They harvested what they could and left. But as they departed, the idea came to them. They would turn this fractured, decimated planet to a weapon against their Jedi foes. They blamed the calamity on the Jedi, and departed, leaving a vacuum of power for the city states to fill. It was from this void that the Empire blossomed, coming to the fore under the leadership of Kaiser Vulfgang.

Social Interaction within The Empire:

As with most somewhat isolated societies, Imperials tend to be seen as stiff and formal when compared to outsiders, especially those of whom are in the noble classes. However, this is also present in everything done by the average Parthovian. After all, every person within the Empire is expected to place their duty to the Empire and their social superiors first and foremost. This is not always the case, but such instances are the exceptions, and not the rules.

When looking at social interactions, it is easiest to examine the main portions of a generic conversation between sentients from the Empire. This conversation can be broken down into 5 stages. These are: Non-verbal introductions, verbal greetings, core points, verbal dismissal, and non-verbal dismissal.

Non-verbal introductions:
When two people engage in conversation in Parthovia, the biggest determination of how the exchange will go is the relative social statuses of those involved. In addition to this, the setting is a major factor as well as the purpose of the conversation. To begin, Social classes of two "levels" or more apart rarely interact without such an interaction being related to some form of professional discussion, and as such, while formalities may not be required in more time-sensitive situations, they are expected to be followed in public when the matter is not urgent. We bring this up to indicate that the formalities of actions such as bowing and avoiding eye-contact are typically waived in urgent and time-sensitive exchanges, they are, however, the rule.

When a conversation is begun, if one of the participants is of a higher social status than the other(s), those of lower status will bow, a short, shallow, matter, with hands held at the sides and eyes cast down at the floor. This should last only a moment or two before rising, but in formal situations, the bow is typically deeper and longer, depending on the size of the disparity of the social status of the participants. If there are more than two participants, all members of the conversation are typically bowed to, however, it is acceptable for one to bow only to the members of the highest social class present. In return for the formal bow, the highest social class must typically nod one's head or offer a very slight bow, typically shallower than all others, once this has been completed, the verbal portion of the conversation may begin.

Verbal Introductions:

This stage in the conversation is best described as the exchanging of both polite pleasantries and names, as well as either a rank or social class. Like the previous stage, it may be safely reduced in scope when conversations are of a more time-sensitive nature.

The Government of The Empire:

The City-State of Parthovia is led by the Kaiser, Kaiser Vilhelm, or so it claims to be. Those in the know have been told the truth, the Kaiser is but a figurehead, and the real power within the government lies within the Kaiser's Cabinet. This is the collection of his advisors, and in truth, they are the ones who run the burgeoning Empire. Their leadership is subtle and hidden from the public's view, while more public and decidedly minor decisions are made in public with the Large Council. Here the assorted noblemen and noblewomen of the Empire debate matters of policy brought to them by the Cabinet.

The members of the Cabinet include the Lord-General of the Imperial Army, the Lord-Admiral of the Navy, the Judge-General of the Empire, the President of the National University, and most powerful of all, the High-Inquisitor.

INQUISITION

It keeps itself to the shadows accordingly, preferring to uphold the image of the shining city upon the hill, the utopian ideal of the grand city-state. Those even deeper in the know understand the grand truth of the burgeoning empire: The Kaiser is a lie, a figurehead solely responsible for helping the Inquisition to wage it's true war: a war against the Force. The High-Inquisitor is fanatically opposed to those who use the force, and perhaps with good reason, but he pulls the reigns of the Kaiser, and thus the entire Empire. Few inquisitors know this truth, however, either because they are too blind, or because they are kept in the dark by those who do know the truth of the Empire. Those who come to know what they should not can often be found screaming in their cells, kept hidden from the rest and tortured at the hands of those practicals they once considered friends.

The Inquisition was founded ostensibly to root out those enemies who seek to destroy the Empire from within. It operates like many organizations of it's ilk, in cells. Each Inquisitor controls a cell of men and women called Practicals. Each Practical is an Inquisitor-in-training, learning by example from their Inquisitor, but beyond that, one of each cell is in fact an operative of the High-Inquisitor. He or She is responsible for keeping watch over the actions of their Inquisitor, and for reporting back to the High-Inquisitor any treasonous activities or any hints that they may know the truth.
