Can I use concepts from older Star Wars that were never clearly included in the legacy time period? Like could I say my character learned to be a Jedi Shadow from a holocron?

Jedi Shadows were a thing up until 1023 ABY, so if you can get @Ben's permission to say your character was a Jedi prior to creation, I don't see why not.

This kinda depends on a few things. You can certainly have your character specialise into a skill set typical of a Jedi Shadow - it's not like, since their disbandment, the Jedi have forgotten how to use those skills (i.e. Cloak / Stealth what have you). You can also play your character as a grungier, more morally compromising character, in the style of the Jedi Shadows. We did run a Jedi Shadow group at the beginning of this timelines second half, but it was subsequently called off, as Bee says above.

There are however a couple of issues. Firstly, whilst you can play in the style of the Shadows, and use their powers (after learning and training in them in the same fair way as everyone else, of course), and perhaps even calling yourself a Shadow, you can't really be a part of a larger Shadow group, as, well, there just isn't an official Jedi Shadow anymore. So you could certainly have your character learn these powers of Jedi who already know them, for sure, there are plenty of Jedi PC's who do know these powers. Some of them would have been Jedi Shadow PC's too. As for being an actual Jedi Shadow though, that's not a thing, and we aren't looking to reboot the organisation for a lot of reasons.

The second issue would be writing that your character was a Jedi Shadow into your backstory. There's no real rule to say you can't, and honestly, I don't really have a problem with it, but it does have a few hang up points on the IC side of things. Essentially, the Jedi Shadow was only open to people of a certain - and I don't like to use this term - 'level'. I.E. characters who had put in certain hours / learnt certain skills / done enough PvP / threads, or whatever. It wasn't like, elitist, but you had to work for it, like a promotion. So to say your character was in them in Shadow's in the past would logically suggest that they were of a certain level, but that would clash with the general side wide policy that all new members and new characters (with a few exemptions) start off at the 'bottom' (padawan's / acolyte's etc) and work their way up. So it'd be unfair to allow you to start with Shadow-esque powers etc.

The recommendation I would make would be to make your character, and just work on them, pointing them in the direction of being a stealthy character who is perhaps a little darker. There was no rule against Padawan's not being in the Jedi Shadow however, so if you'd like to think up a write around for that problem and have your character being a Shadow in the past, that's fine, but they aren't a current organisation within the Jedi.
