I think that Vance is selling secrets and is in league with Kort, who is in Tel Aviv where Ray (Ziva's girlfriend) is trying to assassinate him. But the new SECNAV knows that Vance is selling secrets and has Tony kill 'em. Gibbs discovers that its Vance (using the box that Franks left him) and tries to help Tony; who rejects his help and then does the job. Finally, tony begins to feel guilt and has PTSD and memories about Vance and is given his own team. Tony and EJ split up after she finds out what he was assigned to do, and Ziva takes her chance and begins dating Tony. Season end.
