There are two Mandalorian factions at war with one another. They are known as the Loyalists and the Separatists. I see you've applied for both, so you should probably do a little research on the two sides, then pick one or the other. The Separatist write-up can be found here. I suggest you talk to someone like Lucius regarding the Loyalists.

I'm going to accept him as a Ge'verd (lit. 'almost a warrior') and add him to Aliit Fett as requested, but keep in mind that he will be entirely new to the Mandalorian culture. As such, his adoption and training will have to be shown through role-play. I highly recommend that you role-play with other members that have Mandalorian characters to further develop Utrump, especially other members of Aliit Fett. You'll want to speak with A'den about that.

Also keep in mind that his unadulterated hate toward others means that his transition will be very difficult for him. He isn't a team player and he obviously has some serious emotional issues that need to be resolved before he will be considered stable enough to live and fight alongside others. You described him as a evil. Keep in mind that Mandalorians live by a set of values and are above all else, an honorable people. You will probably have to role-play a shift in his ideology... Perhaps a healing of his emotional scars through training and acceptance in the Mandalorians.
