I've been thinking more about this lately and came up with a possible plot. I figured it should take place during the Imperial--Alliance War, during the reign of one of the kaisers of the Goldenbaum Dynasty (since most of them do not have very much information about their time). The first two paragraphs are mainly background information while the last two are the current situation:
A republican exiled on the frozen world of Altair IV, Arle Heinessen, organized a massive escape by constructing a starship, which the political dissidents sent to be forgotten on the planet took outside of the Galactic Empire into unknown space. Over time, they discovered what was later named as the Iserlohn Corridor and succeeded in crossing it to the galaxy's Sagittarius Arm. Along the journey, however, Heinessen was killed in an accident and the role of leadership was taken over by his best friend Nguyen Kim Hua. They finally located a habitable planet in the Ba'alat Starzone in 527 Universal Calendar (after fifty years of traveling), which they named Heinessen after their original leader. These rebels organized a democratic government, the Free Planets Alliance, and expanded throughout the region, establishing settlements on new worlds and raising their population.The Alliance was discovered by the Galactic Empire in 640 UC, which sent a punitive expedition against it led by Grand Duke Herbert. The Alliance forces, led by supreme commander Lin Pao, managed to soundly defeat the larger Imperial expeditionary force in the Battle of Dagon, thus starting a period of war and conflict which would last for over 150 years.
Meanwhile, the Dominion of Phezzan was founded in 682 UC by Leopold Laap, the first Phezzani Landsherr. A merchant from Terra, Laap lobbied the Imperial government passionately for Phezzan's autonomy, and he eventually succeeded in transforming Phezzan into a mostly-independent subject state of the Empire: owing fealty to the Kaiser in theory, but fully autonomous in practice. During the period of initial contact with the Empire, the Free Planets Alliance population probably numbered no more than 150 million. News of its existence and the Imperial defeat spread quickly throughout the Empire and sparked a massive outflow of refugees which allowed its population to grow exponentially such that over a century later, the Alliance population numbered around 13 billion. The war, however, continued unabated and both the Alliance and the Empire were locked in a strategic stalemate, the Empire remaining on the offensive and launching several major invasions that were each defeated or forced to turn back for other reasons.
The year right now is 712 UC, or 402 IC (Imperial Calendar). The past three decades have been relatively quiet ones, with only minor skirmishes occurring between the two sides in the Iserlohn Corridor. The previous kaiser, Otfried III, spent much of his reign dealing with conspiracies from within to overthrow him and instituted a number of internal reforms, including the dissolution of the office of Prime Minister of the Empire. Otfried III died a few months ago and his son, Erwin Josef, has taken the throne as the 32nd kaiser of the Galactic Empire. Due to the internal reforms that his predecessor accomplished, Erwin Josef wants to focus on successes in foreign policy. He is determined to go down in history as the kaiser who subjugated the Free Planets Alliance. The Imperial Fleet has spent the three decades of relative peace and tranquility rebuilding and reorganizing its forces in preparation for a new massive offensive into Alliance territory. Kaiser Erwin Josef himself has decided to lead the armada into Alliance space personally.
The Alliance government is aware of the concentration of Imperial forces near the Iserlohn Corridor. The Free Planets Starfleet has been dispatched to El Facil, the first planet on the Alliance end of the Corridor, which will serve as the first line of defense against the Imperial onslaught. The defense force at El Facil includes the Alliance's First, Second, Third, Fourth, and Ninth fleets. Meanwhile, the Imperial order of battle consists of the Grand Fleet, which is a combined force of the largest flotillas in the Empire, under the command of the Space Fleet Commander and the Kaiser himself. Their upcoming engagement at El Facil will determine the course of the war . . .
