After spending several days with his family Jacien convinces Governor Place to accompany her and Cade to Polis Massa. If everything goes right they will add Polis Massa and the their planetary fleet to the defensive capabilities of the Protectorate. Jacien also hopes to set up preliminary contacts and start business negotiations for materials necessary to work and run the drive yards. They were are traveling in Jacien's recently acquired second hunter class enforcement ship with eight of her Besalisk counter coup team and five more to act as ambassadors and recruiters if all goes well.

The flight was dreadfully long, and Cade who had few people who understood his vast knowledge of mechanics kept to himself repairing a recently acquired astrodroid, venturing out only momentarily to eat and occasionally converse with the others, he'd made a friend out of the ships mechanic and he was often the only one who Cade held extended conversations with.

As the Planet finally drew near, much to Cade's relief, He prepared his speeches and revisited the dossiers on the political figure heads, he was apparently scheduled to meet with three different politicians at the same time, some security measure or something.

It was good they were arriving as Cade had recently noticed he was running dangerously low on Whiskey, and KIK-Dust. Both of which he considered necessary to survive as of late. Cade had just finished the final touches on repairing his new Astrodroid, the droid coming to life with a whirring sound then finally began speaking its droidspeak, shortly before an announcement was made over the on-board communications system that they'd be touching down soon.

"Alright buddy, I'll have to name you later, I got a job to do." the droid only softly beeping back at him as he placed his tools back into their assigned locations, redressed into a more negotiation friendly set of clothes. Suited up in his armor, which almost defeated the purpose of the clothes, and grabbed his few weapons. Finally Cade grabbed the half empty whiskey bottle, one of only three left on the ship, and left his room to find his Besilisk negotiating partner, heading to the ships cockpit first.

Jacien saw Cade walk into the cockpit just as Governor Place said, " Yes Clifton and I actually went to Academy together then had similar government careers, where we have had occasion to work together many times over the years." "Polis Massa is an arid planet with it cities below the surface," continued Place, "There are only two small spaceports." Their fleet is likely to be small,l on the other hand they do have some top notch repair facilities.' Finished Place. Jacien nodded and asked, "And just how likely do you think your friend will be to join us?" "Depends on what you have to offer," began Place, "an offer to develop surface mining into a deep mine then agree to return the played out mine to the Government for colonization may go a long way." "They may consider guarantees of business creation or government co-ops as well." finished the Governor.

Upon arriving the ship was met with several guards who were apparently there to escort them to the government official's office that the meeting was to take place in.

"Bit over the top eh?" Cade said to his companions.

They were walked underground a ways, Cade noticing very few buildings constructed top side, striking him as extremely odd. Along the walk guards were posted what seemed like everywhere, they must of walked past nearly a hundred armed men before finally arriving to their destination.

As the three were ushered into the large metal meeting room the officials they were here to meet were already present and offered handshakes to all the newcomers. Cade took them, only as a formality of course. Some brief interaction between the governor they'd brought and the governor they were meeting occurred. Then it was down to business, Cade allowed the Jedi to begin first.

After introductions were made Governor Clifton Ward looked to Jacien and said, " I understand you have a proposal which requires consideration from Me and the senior members of my Government." How about I tell you a little of our back ground so you will be able to understand our proposal and see its full worth and how it will benefit you and yours." started Jacien. "We began as a group of business owners, land owners and ships captains who after learning of the overthrow of the Terminus Government decided to join forces and put an end to it." " When we discussed it we found our combined assets were easily a match for a crime syndicate, and when we had taken Terminus back we found we were the match for a Government." " However we find we do not want to run a government, we feel we are better suited to provide interstellar protection as a combined military deterrent and provide planet side law enforcement services in order to maintain the peace that are within the previously acquired planetary statutes." "We act as a deterrent to pirates and many of our members operate interplanetary business owners who pay taxes and work within the laws of the system." Taking a drink of water, Jacien then continued, "From you we would expect support in the form of manpower, services, materials or just plain old cash, each planet will be assessed an amount based on their population and how much time and effort are used to keep your space lanes clear of undesirables."

"To clarify Mr. Governor, there are several subjects we need to address, I'm sure you've heard of our organization's success in the liberation of Terminus. It us our mission to align multiple systems under one defensive flag. Here is our proposal, we are creating a protectorate to align all planets that fall within our jurisdiction which will receive our services as both a interplanetary police force and as a military should outside force attempt to encroach upon this territory. We will be autonomous from the planetary government and just as the planetary government will be autonomous from us, we do however reserve the right to interfere in planetary business only to the extent that it takes to regain positive control of the situation. For the most part we act as a deterrent to crime both planet side and in space" Cade began,"We will also occasionally call up all planetary fleets to assist in the event of a significant military action."

"Hmm, I don't see any real problem with a combined fleet under one command in the event of an outside invasion," said Governor Ward. "I would like to explain that we charge a five percent tariff on all exports and a 15% tariff on all imports." added the Governor. Jacien had expected taxes to be an issue and has expected them to raise them and was glad that the proposal was only what was currently charged to everyone doing business on this world with no attempt to gouge the protectorate. "Those would be acceptable," said Jacien

"Furthermore we will maintain a small embassy of less than ten employees, Our embassies, which will be placed on each planet in our jurisdiction, will act independently of and in conjunction with the planetary government." Cade began. "Now to clarify the Kjlljk Protectorate will reserve the right to call upon up to the entirety of each planet's military fleet. These fleets will remain with their home planet except in cases of significant militant action, to include but not limited to hostile forces or fleets entering the jurisdiction of the Kjlljk Protectorate." he finished, picking up the whiskey and taking a sip.

"The embassy will be no problem I think we can probably find you some offices in the main government building," said governor Ward." As you can see we are not a rich planet so here is my proposal,"he continued. We will supply 100 technicians of various classes, and 400 fighters however we insist that you build a training base on our moon we will supply the material. In building the base but you will need to supply transport and the manpower necessary to build it, upon his completion 50% of it will be the sole providence of the protectorate and the other 50% will belong to the planetary government." finished Governor Ward

"Those terms are acceptable, however the manpower to build the facility may need to be readdressed. "The Kjlljk Protectorate is beginning operations to start the manufacturing of its own ships. Soon we'll have the capability to produce our own ships, which will benefit every planet covered in the jurisdiction of the Protectorate." The Squib then took another drink from his whiskey.

After considering the proposed moon base Jacien added, "since there is nothing on the moon at present there will be no tariffs paid by the Protectorate for operations on the moon."
It is my understanding that you have 1 Tayana class Frigate 1 Shukala class Corvette 30 Orb Walker star fighters and 5 Hunter class gunboats."added Jacien.

"Very well we should be able to provide to construction crew." Cade was reading from a holopad,"It appears you also have a Feydar-class Corvette, which is down for repairs?"

"Ah that's correct it is currently a bit damaged, and has been listed as ' under repairs ' for nearly two years. And that is all I believe we have enlisted into our planetary fleet. I believe we have a pretty general understanding of the Protectorate's mission, is there anything else we should be aware of prior to fully committing to it ourselves?"

"I assume your computer has kept a recording of all points discussed here," asked Jacien. At the Governors nod, Jacien then said," all that is left then is to exchange and set authorization codes." At this point Governor Place who had remained silent, said, "every thing is pretty much the same as what Terminus agreed to." I gave the administrative override capacity to Jacien, since she is Jedi I'm certain she will use them properly.' finished Place.

After the codes to the fleet were exchanged and the embassy staff had been narrowed down,"Acceptable. Now then Governor, if there is nothing else, we will take our leave and begin preparations." Cade stood up shaking the man's hand and departed the room taking yet another drink of his whiskey.

As they were walking away,"Ok, time to get outta here, your ships low on whiskey.." The Squib quipped. He'd asked one of her men to restock his stores but knew they probably hadn't..

"How about we take a walk about this city and see if there is anything interesting worth exporting, besides I've got republic credits I want to get rid of." Said Jacien. After purchasing 3 used sand crawlers and paying for storage for a year Jacien then purchased 1000 cases of local whiskey for immediate delivery to her ship Jacien was then ready to go.

While walking to the ship,"Anyway, I suppose we'd call that a win." Cade said as they entered the ship.
