Can we create characters for the Imperial Diplomatic Corps, or is it just an NPC organization? It has a list of ranks so I would assume it is playable, but I've never seen characters who are part of it or any reference to it other than that thread.

Well, I'd have to suggest you ask Weiss or his AFLs, but I personally don't have any issues with it, being it's creator.
