I'm making a new character, and I need a neutral Combat faction to be in. I want one that isn't criminal, though.

Listen you can look around at all the different factions but if your interested my faction the Matukai order is a light side warrior nomadic order if that interests you

I honestly don't see what the point would be, there are 2 months left in the timeline for you to make it, get members, and start doing something. And by being neutral at this point in the timeline its options for interaction and impact in the story seem, quite frankly, limited. That's just my opinion though.

EDIT: I'm not even sure the admins will even approve factions any more because of the close ending.

Though it is Force-sensitive, you could try The Order of Revan if you're just looking for neutrality. Other than that, I agree with Ral Aran that finding a completely neutral faction at this point in the game is going to be difficult because we're at the end.

I don't know if the Enforcers are completely neutral, currently their goals coincide with the rebellions. You're welcome to join us.
