Hello there welcome to the boards.

Your OOC account is what you are posting on right now, that's what you make when you first register on this site. It's just after you make a character profile, you will need a sub account for the character. You can find the guide in your welcome PM (which has lots of other info in it btw) and here. And those sub accounts are what you let you post in the story section and earn IC credits towards levels and such.
