I'm wondering what the status of this planet would be and who it would be up to to determine such a status. This and many other planets do not have much info on them or are left in an unknown state according to this particular timeline. How much authority do we have over determining how these planets can be used, as regular members?

Haruun Kal is in Alliance territory. You can refer to the Faction Territories map for more information about what territory particular planets are in. Simply find the grid coordinate of the planet on Wookieepedia and then see what color that grid is on our map. In this case, the grid color is blue for Alliance.

Well, I'm aware of that XP

I meant the physical status of the planet. It's been bombed but this was a millenia ago and I'm not sure if the Korun and Balawai are still alive/any of the flora or fauna.
Is it largely negligible of how we treat it as long as we take into account the history provided in Wookie? How much liberty do I have in creating/fabricating its culture from the Wookie?

This extends to any other planet not in immediate use/importance to any one faction.
