Formal Policy on NPCing?

I know factions play a significant role in things here, and as such, it spurned curiosity.

I've run a lot of role-play, forums with a significant member-base included. I find the urge to start a global-esque campaign of sorts stemming from this background. I want to know what liberties I have in this.

If I were to do a relatively isolated one-shot story, would I be remiss to play a "character" from the Sith Brotherhood so long as it doesn't affect the faction and is contained to this particular line of plot? Would I be better off just making a Sith-influenced "Independent" in a more formal capacity to avoid problems?

What I really want to do is do a plot that expands quite far and wide with anyone from anywhere who wants to get involved. I'm simply concerned about the restrictions that are at play in this, and whether or not it's something I can spearhead and run for sake of fun and enjoyment without stressing, or if I need to tread lightly in the matter and scale of what goes down.

Anyone can feel free to chime in with personal experience here. Hopefully, I can get a staff member or so with an official response just so I know exactly what leeway I have.

@Reign from my personal knowledge could be wrong so don't quote me on it.

You can NPC any thing from governments, to armies, to space stations, as long as they are not part of a faction (main or indie) basically you cant NPC a Sith fleet to destroy a planet or anything.

The exception is if you are a part of the faction and get Faction leader approval than you can NPC whatever you want within reason of course.

But if you wished to NPC the Naboo government go for it, wish to NPC a space station out in the middle of no where your free to do that. As long as you got the peoples permission to NPC you have full control of what happens. But this timeline we are under the assumption that NPCs are inherently weaker than PCs, so basically if you post saying a NPC pulled his gun to shot a PC, the person can simply say his PC was a faster draw and shot the NPC dead, the reasoning is that PCs are what the stories revolve around so they should be given special status or whatever.

But that's all I know and if you got any other specific questions I might have the knowledge but I also might not, its usually my gf that knows things so I'm not used to remembering things for myself.

Yeah. That's what I imagined.
The onoy instance where an npc would be more powerful than a pc would be where it suits the story and only up until that end. Or to balance odds against larger numbers of pcs. But again, only to develop the narrative.

Typically you NPC a mission for a faction you already are approved to. Any mission that will possibly affect a faction should get FL approval. Some factions have their own high ranking NPC biographies saved for use by people in their factions; you can also submit biographies for FL approval, to be used by others if you wish. Once you get a green light, if needed, you can post in the OOC boards of involved factions, asking for players to join you. Players do typically sign up to RPs for or against whatever you plan to do. However, if you hope to write for a specific outcome, you can ask for a corrobrative storytelling rather than PvP. Note that if you request to NPC three Sith lords on your mission, (not that I believe anyone can) the opposing side has the right and likely will counter your actions with equal NPC force. A predesignated map of one's whereabouts is quite helpful as well.

EDIT, another thought might by helpful:
Many of us who don't officially PvP everything, incorporate isolated inconsequential claims of killing an NPC to progress our individual storylines. Of course we won't be free to claim any enemy capital gain from such.
