Quite frankly as Director of R&D Devar probably wouldn't allow that. Unless Norbs said otherwise. Like has been said its would unnecessarily piss people off and it would be a waste of money. While Czerka is certainly into shady business practices and isn't above murder even, what you suggest to not subtle enough for Czerka.
