Just quickly, I watch all my shows online and for some reason it screws up which episode is which for Rebels. For example, it did the Spark of Rebellion movie twice for Episodes 1 and 2 and missed out Vision of Hope completely. Not sure why I got this ep under its actual name and everything, especially quite early, but I loved it.
The not so spoilery version is: It was based around the Rebels getting into an Imp control tower to get out a message to Lothal and neighboring systems with the truth of what is happening on Lothal after the Imperials do a little propeganda broadcast, which ultimately ends with Kanan symbolically martyring himself (giving himself up) so the others can get away after a certain Imperial Official comes to Lothal.

Loved this episode. Tarkin coming in really changed up the foundation of the Empires Forces on Lothal. It was an awesome touch having the classic Star Wars baddie music play when he arrives. Tarkins arrival also gave us nice contrasts with the other high ranking bad guys on Lothal. Aside from the Inquisitor, who REALLY comes off as a badass in this episode, the others seemed totally inadequate. Agent Kallus was given quite the telling off and even showed shock at Tarkins methods, for example Tarkin having the Inquisitor kill off those two Imperial Officers that have been chasing the Rebels for some time. The Episode goes out of its way to point out that Tarkin is on a completely different tier to the villains we've gotten so far. Heck, even the Inquisitor is shown to be the equivalent of the dirt beneath Tarkins boots.
Other than Tarkin, the whole episode was pretty cool. Ezra got some progression, apparently Kanans getting better at swordplay and Zeb continues to grow on me as a character. Ezra gives an awesome speech over changing scenes of citizens and the like before Tarkin cuts it off by blowing the Tower to hell, because he knows how to win wars.
Overall, I give the ep 9/10 compared to what its done so far. ^_^ My fave ep is Path of the Jedi, but this is a close second. Can't wait for another episode of Tarkin because as a whole having the character on the show just seems to elevate it to that next level. Ever since Empire Day, I've found myself looking forward to these episodes each week. :D
