For an independent character, you don't need permission or activation. You can play them as soon as you post the profile. However, if people ask you to make changes, it's highly encouraged to do so.

I would really not recommend that. Like, at all. Because not only would you have to switch her to an Indie, she would have no chance of being approved through the Jedi.
