Yup, Balmorra would definitely give you a lot of options for talking to the Chancellor, especially since he's best known on Balmorra. Heck, if your char was old enough, she could even be a childhood friend of his, or have been his neighbor or something when he first moved back to Balmorra with his wife. :3

Oyeah, as for planets, I know that Coruscant and Balmorra will be opening up once the roll call I just started takes effect. The people who hold the senators for those two are VERY inactive, if not gone altogether, if memory serves. Note that if you jump in on Balmorra, you'd have the Chancellor's homeworld, so you'd be stepping into some mighty furry shoes. xD
