The purpose of The Judgement is simple; to enforce the laws of the Sith Empire, protect it's interests internally and secure it's rule for generations to come.
They will be charged with the capture, interrogation and judgement of traitors within the ranks and boundaries of the Sith Empire.
They will be charged with the defence of the Empire's assets and the Imperial people from external and internal threats.
They will be thus charged and they shall see it done.
History
After the formation of the Sith Empire, a Justice System needed to be formed. Unlike the justice systems of individual planets or even the Republic itself, the system needed to be formed with the population of the Sith Empire in mind. It had to be worked so that even Sith Knights, Masters and Darths could not be seen as above the law in anyway.
With the population of the Empire respecting strength above all else, it has become the duty of The High Judge to enforce law, order, loyalty and obedience. As this is a task too large for any one person to realistically be expected to carry out, The Judgement has been formed to act as an extension of the Empress' will through the High Judge.
Seeing the protection and betterment of the Imperial peoples as a path to securing more loyalty in the long run, the Judgement has taken on the role of internal defence as well as internal police. This extends to securing the boundaries of the Empire to better protect it's people.
That these Fortress worlds allow them to better ensure the obedience of local systems is not a coincidence.
Structure
The Head:
The High Judge. As the highest appointed person within the Sith Empire's justice system, The High Judge is the highest point of The Judgement and all of it's members report directly to him.
Head Warden:
Second only to The High Judge himself. In the absence of the High Judge, the Head Warden is the supreme authority within The Judgement. The Wardens answer to the Head Warden as the name implies.

The Wardens:
The Wardens are chosen from the ranks of the Judges and from outside of the organisation entirely and their purpose is to co-ordinate teams of Judges and other Imperials in missions of their own.
While they will still be given objectives by the High Judge, they will be expected to run their own missions for the betterment of the Empire's defences, to ensure the continued obedience of Imperial subjects and to capture traitors.

The Judges:
The Judges are operatives granted special powers by the High Judge to make snap judgements on Imperial citizens.
This means that a Judge has the right to imprison any Imperial citizen or operative for crimes against the Empire - below the rank of Sith Lord. Any attempts to capture a Sith Lord must be brought before the High Judge for approval.

Entrance is dependant on spotless service to the Empire and those who have either evidence of working towards the betterment of the Empire in the past or those who have no prior record.
Those with evidence of good service in the past may apply for the rank of Warden immediately.
Those with no prior record may apply for the rank of Judge only.
