What is the point in player controlled NPC forum?

Sorry, I bet this is a tedious question for experienced rp'ers..
I just can't see why anyone would have to write a profile for a random bartender or whatever.

So basically, when do people have to write these out?
For what kind of character?
And do they have to be approved?
Why not just post brief write-ups in the workshop if someone wants to?

It's most likely for NPCs like 'Bandit Leaders' and 'Mission Giver' - aka - frequently used NPC's that are needed for story reasons.

The NPC forum is more for when people have ideas for npcs. Allies, enemies, scum and criminals. Its completely optional to make one, and once made they are open use so that once made anybody can utilize them in their threads.

So, if (for example) I wanted to make my characters brother, to perhaps appear in my threads sometimes, but not take up a character slot, would I have to post him there?
Would he take up a character slot?
Having trouble with the difference between NPC and PC I think..

And how could I fill in that 'timeline' bit? Where are the years for the story?
All looking a bit complicated right now.. :)

I thought that meant they were to be controlled by only that person.

Does it basically mean 'Non-Staff controlled NPCs'? Because then I understand.

By the way, still wondering how to fill in the timeline part?

Yeah its meant as non staff controlled NPCs.

The current year is 6903 BBY. So just a short timeline of the more major events of their lives.
