Let's show that the Cartel has a hand that can actually help out. Lets have one bounty hunter for the Cartel take this bounty contract and help find the senators daughter. The Cartel wants it to be the highest bounty hunting profit, and this can only be reached by taking outside contracts as well as their own.
Take the contract, find the kidnappers, get the girl, collect the money from the governor, and then squeeze him for as much more as you can. You will walk away with all profits and this bounty will count on your promotion resume.
