A theocratic advisory body of several of the Jedi Order's wisest members, the Jedi High Council (typically acknowledged as the Jedi Council) is the highest authority of the Jedi Order, and guides the Order's direction as an organization. The number of Jedi Masters serving on the Jedi Council has varied from era to era; during the rise of the first Galactic Empire, the Jedi Council was composed of twelve Jedi Masters per tradition. During the leadership of Ebberla Daw however, Jedi Masters were elected and assigned to the Jedi Council per the needs of the Jedi Order; thus in the New Jedi Order, the Jedi Council was not required to possess a set number of individuals. Although their authority may appear to make them seem like rulers, the Jedi Council in fact functions to serve the Order, guiding its Jedi Knights and presiding over the Order's affairs.

Custom would have the Jedi meet in a designated area of the Order’s premier Jedi Temple, however, with the exile of the Jedi Order in 1,013 ABY the luxury of a council chambers was not priority. After the destruction and abandoning of the temples on Arbra, Anoth, and the Light of the Force, the Jedi Council rotates its meeting location among planets that it had no known ties or affiliations to.

While it once consisted of three members and the Grand Master, the executive power of Grand Master was reduced and redistributed to a larger council: the Grand Master now sits with four others on the Council. Each member of the Jedi High Council is ordinarily entitled to an indefinite time of servitude, although they can choose to relinquish their position, and a single member can be reprobated by the unanimous vote of the Council.

"Larik, I love this Order, but we stray to far from the Jedi Path. Perhaps Seamus' words were right. I won't stand by while you let this Order die. You called yourself a hypocrite, and yet you continue. That makes you a fool as well. You say you can't effect change. I do not question your motives, but even fools have good intentions sometimes. If you refuse to protect the Jedi way of life, then I will. You may let this Order die out, but the Jedi will live on despite the failures of your Council."
