of the Galactic Alliance

The Congress of the Galactic Alliance, known shorthand as the Galactic Congress and sometimes called the Senate, is the legislative body of the Galactic Alliance. The body is made up of representatives from each member world of the Alliance. These representatives are the political ambassadors of their home worlds and vote on matters relating to galactic import, while member worlds maintain direct local governance of their planets and society in accordance with local beliefs, customs, and traditions. Some of these worlds elect their representatives, while others have their planetary governments appoint the representatives.

Due to most governance occurring on the planetary and local level, the main functions of the Congress are to mediate disputes between member worlds, provide for the common defense, promote the general welfare of the Galactic Alliance, and regulate commerce.

Congress is headquartered on Coruscant in the Galactic Congress Building. This building has stood for thousands of years, as far back as the Great Galactic War, and survived through the Galactic Civil War, the Yuuzhan Vong War, and beyond. Each platform in the Congress represents a sector of the galaxy, with planetary representatives from those sectors within them. Along with the representatives, the leaders of the individual member planets have the power to introduce legislation and, if available, vote. All voting members receive one vote for each individual matter. The Congress follows standard parliamentary procedure.

The leader of Congress is the Chief of State, who is elected from within the Congress and serves as the body’s chairperson and the executive leader of government. The Congress is in turn divided into individual committees, with each specializing in specific fields of governmental administration and are responsible for creating legislation and initiatives specific to their purview for consideration by the full assembly.

A member of the New Jedi Order, called the Prime Envoy, also serves as a member of Congress. In turn, Congress is entitled to elect one of its own as a governmental representative on the Jedi Council. This representative serves as a non-voting member of the Jedi Council and is the voice of the Galactic Alliance in the New Jedi Order. The Chief of State determines a group of nominees for the post, and the representative is then elected by Congress from that pool of nominees.
