To be totally honest, I see nothing in his profile that would make him a potential candidate for S13, so unfortunately, I can't accept him. I would suggest either revamping the profile to include activities S13 would find attractive -such as having been a relatively skilled assassin/sabotuer/spy/general badass- and reapplying, or alternatively, find a RP'er you enjoy RP'ing with who already has a S13 character, and arrange to have Vyctor meet with their S13 character and do something to impress them, thus leading them to bring your character into the Agency. That would eliminate the need to revamp your profile.

[You would, however, have to PM TJ (Or me if TJ's still not around) with the link to the RP thread and a summary of what went down. If I/he/we are satisfied, you'll be added to the roster.]
