Open rebellion/start riots on imp controlled or Hurt controlled worlds. Find someone to mass NPC "the otherwise" so that there's true conflict.

Make sure those threads succeed. Talk to Weiss about planets that would turn and/or be largely ignored by the imps given their own internal cisis at the moment.

Battles! Rebels are always fighting, bounties are fun and so are missions but actually taking or liberating worlds is what makes the rebellion captivating.

I agree with @Lucid here.

Also - might I suggest some more interaction with some of the IAF's members, for example something I have always wanted to do is RP out an investigation into rebel activities, a sort of 'Detective' story Arc. I would suggest a collboration therefore between a Rebel Player and an Imperial Player to get some sort of dramatic thread going.

Could be anything from a simple trooper starting to investigate the disappearance of a friend only to find out his friend defected to the rebels, or something like that. Potential is there for a really good story.
