While the First Minister was still watching and apparently analyzing the situation from a rather leaned back, quiet position, the General was getting frustrated. 'At least he's clever enough not to argue back' she thought with a hint of amusement, even though his reaction didn't surprise her at all.

If he wanted to act in Lantillies' best interest, too, there was no way he could refuse their offer or disagree with them. It was sometimes a little ironic that the Killiks were - despite being a horrible, galactical thread- a legit reason to unite forces and so have the Empire expand so 'easily'. Of course having another planet to defend in a case of an Emergency was a price to pay, but Lantilles' Shipwright Guild and stable economy had much to offer as well. She hadn't lied about this becoming a win-win situation.

While one remained silent, the other one still wasn't happy about them being right, but the third one was starting to play a dangerous game now. Obviously, this was not just a presentation that ended with them signing a contract, but this was about negotiating. Celeste's eyes scanned the representative's list of demands, her business facade resting on her face, which was, however, still concealed behind the mask.

The last demand was definitely agreeable, as long as they would meet the Empire's terms and acknowledge their authority as well. The third demand obviously made sense for the Empire as well, as expansion started with investment anyway, however the first two points were still negotiable. Tilting her head ever so slightly to the left, her gaze flicked back up and towards Velki, mirroring his posture...

Five years weren't a long time putting it all into this long term perspective and she had seen many planets that wanted such an immunity period to readjust. In the end, it would be the Shipwright's Guild that would profit from the tax relief and if their economy grew, the Empire would profit, too. Same with the preexisting contracts. Terminating them wouldn't be an option, not so quickly, but they had to be able to ensure that the Empire would be provided with ships as well. Still, Vahliri had the last saying and so she telepathically made a suggestion she should consider before coming to an agreement. 'We could demand either a four year tax relief or an actual adjustment period after three years with a lower tax rate. However, if we refrain from readjustments of the demands, we'll have their favor for now which could prove itself useful'. As much as she has wanted to continue this negotiation openly, she was obviously double checking with Vahliri before wrapping this session up.

For a few moments, Vahliri was silent as a crypt. The half-Annfyn listened to the telepathic advice from Celeste, while her amber eyes continued to flick across each line of the ‘terms and conditions’ slid across the table by Representative Veliki. Diplomacy.. Had never been Vahliri’s strong-suit. As an Acolyte or even during her early Champion days, she likely would’ve advocated simply forcing the trio into submission without any concessions or agreements. The Empire certainly had the strength for it.

It was a testament to how far the woman had come since that time - and her methods, when necessary, changed accordingly.

Vahliri drummed her nails against the table before finally glancing up. “The Empire will agree to all of the conditions listed here,” The half-Annfyn began, knitting her hands together. “With the added clause that the Empire will send a Naval Envoy to sit within the Shipwright’s Guild, to better facilitate communication and cooperation between our two bodies. All investment and development projects by the Empire will, naturally, flow through this individual. They will be responsible for aiding the process of bringing Lantillies to its full capacity, as a world under Imperial control.”

There was silence around the table, before Representative Veliki finally spoke. “These.. Are terms that we can agree to.” The man smiled, leaning back in his seat. “To the vote on admission to the Sith Empire, I vote yes.”

“I second the vote.” The First Minister finally broke his silence, following suite immediately after the Representative. The man needed someone else to be the first. Someone else to pave the way and make the decision politically viable.. And he had it.

“No.” The General hissed. But it mattered little, by this point.

The First Minister rose from his seat. “By majority vote of this council.. Lantillies will agree to membership within the Sith Empire. Pending officially documentation and announcement to our provincial Ministers and citizens.”

Representative Veliki glanced back to Vahliri. “Do you have a candidate in mind, that we will be working through?”

Vahliri leaned back in her seat, glancing to Celeste.

“Her.”

Celeste's eyes flicked back to the terms while she waited for Vahliri to express her final verdict on the matter. She was admittedly surprised as she didn't make any adjustments, however she immediately realized that Vahliri had in fact something in mind after all.

She wondered whether Veliki would agree, as having an actual supervisor who'd control that everything worked smoothly meant that there was no way he could avoid fully sticking to the terms they had just agreed on, but as confirmed the acceptance of the terms, a slightly triumphant smile crossed her lips. Well, so his intentions seemed genuine enough and apparently he had an honest interest in this alliance, which was good. This win-win situation would only fully enfold if he'd ambitiously try to expand the Shipwright Guild's influence.

So far so good then. They had their votes and everyone seemed content and having a supervisor in form of an Envoy would help. Celeste knew well how mediators were often needed, and even if something like that was a challenging task, as there was only a thin balance between asserting Imperial control and maintaining the traditional structures and procedures, it was an actual insurance for them.

She wasn't surprised by the General's reaction, but she refrained from scoffing. Through his bitter tone she could still hear how he knew that this was the best for Lantillies, one way or another. They didn't need him and the military would adjust with or without him.

"I'm glad we could come to an agreement" she said to the men, her tone warm as she was actually pleased by how well this had worked, however as Representative Veliki raised another important question, Vahliri's answer caught her off guard for a moment. Obviously, none of this reflected in her demeanor, but she had not expected this pleasant change of events at this point already.

Celeste had not only led a planet, but two companies, while both had been involved with ship-building, so she was more than fit for such a position, but she felt absolutely honored by Vahliri's trust. With that, she would administrate the Shipwright's Guild in the name of the Empire and while she was absolutely ready for such a task, she almost couldn't believe that the times of sweeping floors was apparently over. She was genuinely happy and acted as though this was no surprise by keeping it all composed."I'm convinced well get along well" she answered, folding her hands on top of the table, keeping it all professional without letting this excitement shine through.
