Yes, it's still available. The reason there are no posts is because no one has posted in it yet for this timeline. If a board isn't available, it'll either be marked as Read Only or it will be archived.
As for rules, other than the general RP rules which you have to basically follow in any RP, the rules are what you and your opponent agree upon beforehand. If you and your opponent agree that there will be no deaths, then "No deaths" is a rule in your match. If you say that there CAN be deaths, then "You can die" is a rule in your match.
