The "Hutt Cartel", also known as the Hutt Families, the Hutt Clan or just the Hutts, was a collection of Hutt crime families that made its riches through smuggling and a vast range of illegal businesses across numerous worlds. It was ruled by the Hutt Grand Council, a ruling body based on Nal Hutta. In the modern day, the Hutt Cartel separated away from the Five Syndicates, to establish itself as an independent entity once more.



The Hutt Cartel was a criminal organisation centred around a collection of Hutt crime families, governed by the Grand Hutt Council, a council of elder Hutts who mediated disputes between the families. The Hutt Cartel made its riches through smuggling, protection and a myriad of illegal businesses across Hutt space and the wider galaxy.

With a rich history stretching back to the High Republic Era, the Hutt Cartel has been a constant presence, in one form or another, for centuries. During the era of the High Republic, the Hutt Clans alerted to efforts to spread 'peace and prosperity across the galaxy, came into conflict with the expanding Galactic Republic, as well as the carnivorous Drengir species and the anarchistic marauder's Nihil, but were not known to venture into Republic space due to sanctions upon them.

By the time of the Clone Wars, the Hutt Cartel was one of the most powerful criminal organisations in the galaxy. The Hutts' had a considerable influence over the Outer Rim, specifically focused on its hyperspace lanes. During the Clone Wars, the Hutt Cartel aligned with the Galactic Republic to counter efforts by the Confederacy, who operated extensively in the Outer Rim. The chaos during the war enabled the Hutts to broaden their efforts and expand their influence into the galaxy's far reaches.

When the Imperial Era arrived, the Cartel was part of the intergalactic criminal organisation known as the Five Syndicates. Around this time, the Hutt Catel was involved in a series of trade wars with the InterGalactic Banking Clan, clashing on multiple occasions with mercenaries operating across Outer Rim worlds such as Tatooine. During this period, the Hutt known as Jabba rose to near total domination of the Cartel, completing his takeover when the other members of the Council were murdered by the Sith Lord, Vader, following the Council ordering an attack on the Sith Starship Executor.

The end of the Imperial Era also saw the end of the 'Desilijic Dominion', a period through which Jabba and his family controlled the Cartel. With Jabbas's assassination at the hands of New Republic Senator Princess Leia, the Hutts entered a period of decline, their power waning across the Outer Rim as rival Hutt families fought over Jabba's legacy.

Other members of the galactic criminal community rose to significant prominence during this era, with the Hutts effectively retreating to the eponymous 'Hutt Space', where they remained in relative isolation. With the advent of the Force Eternal Era, the Hutts attempted to take greater power for themselves under their new leader, Durr, expanding their territory and influence and bringing more tithe-paying worlds under their command.

Around this time, the Hutt, Durr, also developed and deployed the AMS virus to destabilise the galactic community for the Hutt's gain. This backfired, and sometime later, he was assassinated, with the Hutt Lord Nor'baal assuming his position as leader after a period of economic and geopolitical retraction, in which various worlds in Hutt Space were lost to other galactic powers. Nor'baal established the Cartel as an independent syndicate, spreading its influence traditionally, and covertly onto other planets outside of their space, and announced he would use the newfound wealth of the Cartel to solidify their position and 'return to the old ways'.



Ranks

The Hutt Cartel operates under a pseudo-feudalistic system, in which a series of tithes and tributes are paid up 'the chain', ensuring the wealth and dominance of the Hutt species. To that end, ranks are structured as follows -

[Rank 1] Prospect (Kung)
The starting rank for anyone in the cartel, the word roughly translates into Huttese as 'scum', and is a catch-all term for every single person in the Clan. Kung is the lowest of the low, expected to offer tribute to their local enforcer or pay the price.

[Rank 2] Enforcer
Serving Hutt family, either directly or indirectly, Enforcers are contractors who collect tithes, carry out hits, run small operations and fight for the Clans against their enemies. They are morally grey individuals who love credit, crime and violence.

[Rank 3] Captain (Champio)
Holding a particular place and considered part of the inner circle of their respective Hutt Lord, Captains are the 'Champions' of their families. They are rewarded for their services as violent enforcers of 'Hutt Justice', with credits, homes, food, slaves, and much more. In return, the Hutts only ask that they return healthy profits and absolutely unquestioning loyalty.



The Hutts

Whilst many can achieve a great deal in the Hutt Clans, should they be brutal and cruel enough, or just better at lying, the Hutts are the only ones who can obtain 'political' power in this society. However, even this is done unequally. Only Hutts within certain families can get specific ranks, enabling them to languish in opulence. These ranks can be seen below, and for those Hutts unlucky enough not to be born to the right sire, the other positions seen above are the way to go.

[Rank 1] Scion
Born the child of a wealthy Hutt family, a scion has it all. Money, slaves, rooms and lodging in fathers palace. As a scion, you want for nothing, but the risks remain - for there are those who would seek to take it from you. A life of opulence and luxury awaits, but only if you can stave off your rivals.

[Rank 2] Diamyo
Having become an adult, most Hutts in wealthy families are awarded their own fief. It could be a small moon, a town on a major planet, or a backwater world. It matters not, for the title, Diamyo is now yours. Your world is law in your fief, the tithes, yours also. Only an assassin's bullet could stop you now!

[Rank 3] Lorda
You've made it to the top of the Clan, and a seat on the Hutt Grand Council is yours. Perhaps your father had a terrible accident? Maybe you founded a cadet-branch of an existing clan? Either way, people now address you as 'Lorda', and all the Daimyos in your family owe you tithes, and their undying loyalty. Of course, one of them could always supplant you...

[Rank 4] Supreme Mogul
Having been elected as Supreme Mogul of the Hutt Clans by the Hutt Grand Council, you now are the supreme authority in Hutt Space, and of the Clans themselves. The list of people wanting to kill you is longer than anyone could have imagined, but indeed, they wouldn't dare try to take you out? Would they?

The system of Chakaph

Since time immemorial Chakaph has been the manner in which business is conducted across the Hutt world's. In quasi-feudal method of economic management and power brokerage, Chakaph ensures that the Hutt species remain at the top of the foot chain, by requiring tribute or patronage to be paid in some form, on any and all business transactions across their domain.

Citizenship for non-Hutts is guaranteed by Chakaph, the right to own a business is guaranteed by Chakaph, residency on a Hutt world likewise. If a credit changes hands, or a deal is done, a Hutt must be included in the deal.

This system works like a pyramid, with junior Hutts paying up the chain to their more senior clan members, who in turn pay clan rulers and thereafter the Hutt Grand Council itself. So we'll established is the system that the Hutt currency, Wuipui, includes a additional measurement in its value to account for the amount traditionally demanded in Chakaph.

Arok Desilijic Nor'baal was a male Hutt who was the eldest child of the Hutt Supreme Mogul, Nor'baal Desilijic Fa'athra. Having been born into a wealthy Hutt family, he wanted for nothing all his life, growing up in the lap of Hutt luxury. Mostly living out of his families palaces, he indulged in drink, food, racing, pit fights and other delights, and was generally an over-entitled rat-bag.

Personality & Traits

Arok was a large male Hutt with light-blue colourations to his skin and green eyes. His body was often covered in exotic jewels, and a tattoo of his Kajidii sigil was on his right arm and chin. Despite understanding his native Huttese, Arok spoke fluent basic with a flamboyant tone that complemented his decadent lifestyle.

Like many Hutts, Arok was greedy and determined to preserve and enhance his station and wealth. He was fashion-conscious and exceptionally flamboyant, often hosting parties, attending social events, and bedecking himself in jewels. Unimaginably lazy, he moved around on a hoverchair whenever he could and considered walking "something poor people do".

The Pit of Carkoon - A famed and terrifying place, the Pit of Carkoon on Tatooine, long since obliterated by the Bounty Hunter Boba, has lent its name to a new place of 'business', a Palace on Nar Kanji. Ruled by Bulja Caraka, a Twi'lek owner of the Fighting Pits, Nar Kanji would make a fine addition to the Hutt domains. As such, a group shall head meet Bulja, and hold a JubJub, a traditional Hutt business meeting, the prize? The fighting pits themselves.

The Hungering Prince - Randosh Klaw, one of the leading hunters of Nar Kanji, is famed across the region for his hankering for flesh. Apparently believing it 'lends him the strength of his enemies' the Trandoshan Princeling has been a menace to Nar Kanji for too long. Accompanying one of the Hutts, your team will meet with the Trandoshan, securing his submission, or his removal.

Treachery! - There's always been traitors abound. Nor'baal, ever paranoid, has been warning of it for centuries. However, with the pits secure and the Trandoshan no longer an issue, surely everything is fine? But, having returned to the Hutts yacht, you find a suspicious gift, a large Rancor statue, presented to Nor'baal by the local Hutt Lords....

DESCRIPTION

"This is Hutt Space, Imperial, and you are intruding!"

The Varl Class Frigate is a capital ship manufactured by Ubbrikkian Industries on an exclusive contract with the Hutt Cartel. An old ship design, this set of vessels has been manufactured on contract within deep Hutt Space for generations, with many stashed across the 'Hutt Core' to act as a line of defence should someone be foolish enough to venture into Hutt Space uninvited. Filling the role of a 'generalist' in the Hutt 'fleet', it can be used for transporting important passengers or working in escort, or as a long-range patrol vessel.

A typical frigate is armed with a blend of medium turbolasers, anti-starfighter laser turrets and a torpedo launcher, as well as a pair of tractor beams for snaring smaller vessels attempting to escape it. It has a minimum crew of 150 personnel, with a full complement of 850 to man weapons. It is not uncommon for the Hutts to meet the minimum requirements by organics, with the remainder topped up by far more affordable droids. Up to 700 passengers can also be carried, as well as up to 6,000 tons of cargo and consumables sufficient for up to 2 years in space. Notably, the ship can carry a full squadron of starfighters or light star bombers, as well as up to 4 shuttles or similarly sized craft. Up to 8 additional crafts can be docked externally.

LEGALITY
Restricted. Frigates are classified as capital ships under Galactic law, and possess heavy weapons. As such, civilian owners will require extra licensing to operate one legally, and will receive increased scrutiny by authorities.

INTENT
To create a standard frigate for the Hutt Clans. This is basically a reskin of the Nebulon.

RESTRICTIONS
Yes. Frigates are large capital ships, therefore these that cannot be owned or operated by individual characters. A faction would be required to obtain and crew a ship of this size.

DESCRIPTION
The Dewback-class skiff is an open-air repulsorcraft manufactured by Ubrikkian Industries. Designed almost exclusively for Hutts to get around in good style, it can be piloted by a droid or by an unskilled pilot with considerable ease.

The Dewback is a simple craft, albeit a luxurious one, and is little more than an open-air platform with a surrounding guardrail, a miniature 'cockpit' for a droid, a simple drive unit and a pair of outrigger steering vanes - with a solar sail atop the vehicle itself. The craft can have a decent top speed of 250 kph, although manoeuvrability is only average. It can carry ten tonnes of cargo, or a reduced amount when carrying passengers, which can be around three, or one if the passenger is a Hutt (which is more commonplace).

These vessels feature a solar sail, which can be used to 'coast' the vehicle and seventy-five kmph for as long as the sun is out.

It is generally used for luxury transport, enabling Hutts and others of such persuasion to move around at a far greater speed than otherwise would be considered possible.

LEGALITY
Legal. Dewback-class cargo skiffs are civilian models, and are unrestricted on most worlds.

INTENT
To turn a vehicle from SWTOR into forum canon.

DESCRIPTION

The Votetka was a modified LO-KD57 Sail Barge which had three decks, with the top deck being covered by two large solar sails. Whilst primarily serving to protect guests from the elements, they could also propel the vessel at a speed of 30 km/h on solar power alone. However, the usual method of propulsion used by the barge was a triple-chambered repulsor lift engine.

On the upper deck, a private lounge could be found, used by the vessel's owner, the Hutt Criminal, Nor'baal, to host his henchmen and guests. Primarily the vehicle was designed to be a safe, mobile place for business. Given that the enterprise the Hutt engaged in was of the criminal kind, it was modified to be able to hold its own should anyone attempt to take over the barge and do its owner harm.

The upper deck, being the one most commonly used by the Hutt, was highly decorated, featuring tapestries, artwork and other assorted trappings of wealth to impress his guests. It had a comprehensive galley to cater for the Hutt, and the lounge would double up as a banqueting hall when needed (which was several times a day. At the front of the vessel, a set of guest rooms for favoured attendants could be found, whilst the navigation room was located directly at the fore of the ship itself.

On the lower decks, power sells, a sensor array and a set of prison cells would be found - keeping those who had displeased the Hutt in lacklustre conditions. Beneath the 'throne room,' a group of storage rooms would be located, as well as the engines.

Upon acquiring the vessel, Nor'baal had numerous additions made. Within the ship itself, he had an attached sensor array and live food tanks installed to cater to his specific desires. More practically, he had a blaster cannon mounted to the upper deck in front of the quarter deck, which could deal with most vehicles that could cause his barge harm. He installed an armoury on the ship to keep his guards 'well stocked', and mounted a set of E-web blasters across the guard rails, running down each side of the barge. Finally, he mounted two mortars on the forecastle to support in case the ship was needed to chase down a rival gang.

LEGALITY
As it is covered in weapons, this ship is massively illegal.

INTENT
To provide a personal barge for my Hutt.

This is a unique item and, therefore cannot be purchased on the open market.

Kougine Lohba

The Kougine Lohba (Basic: Guards of the Old Rite) was an elite unit of the Desilijic kajidic during the Force Eternal era who served as the personal bodyguards of the Desilijic 'Sovierign Bloodline'. The Kougine Lohba was known for being primarily composed of recruits from the remained clans of the Deucalian remnants. Recruiting foreigners from outside of Hutt Space to serve as the personal guard of the kajidic leaders was pursued as a deliberate policy, the recruits lacked the localised political and cultural ties, and could be counted upon to suppress dissent at home, unlike some of the locally sourced units.

Clans such as Clan Ramund provided some of the earliest recruits to the Kougine Lohba. Formally constituted under the reign of Nor'baal Desilijic Fa'athra, upon his ascension as 'Supreme Mogul', the Kougine Lohba consisted of infantry troopers, who initially were deployed in the months following his coronation to suppress rival clans. This translated into a permanent contract, as the Hutt began to realise he could rely on 'outsiders' more than he could rely on those within Hutt Space who might fall under the influence of rivals.

Immigrants from the Deucalian settlements and migrations across the galaxy ensured a distinctive look and feel to the unit. With long hair, assorted melee weapons and fierce-looking armour, the Kougine Lohba were given a traditional tattoo, above their heart, upon taking the oath to join the unit - the tattoo marking them as a veteran of the group long after they left it.

The Kougine Lohba has seen a more active presence in recent years, with the threats on senior Desilijic members growing more violent. They not only provided security for the Desilijic Hutt Leaders, but also took part in more open conflicts, often playing a key role in the region's power struggles.

In terms of deployable strength, this varies based on the power of the leader of the Desilijic Clan. It is assumed that at its zenith, the unit fields several thousand service personnel - when waning, and its power muted, this drops to a few dozen.

Born as one of two twins, alongside his sibling [NAME & LINK], Arok wanted for nothing during his childhood years, growing into the life of Hutt luxury. And, it suited him. Mostly living out of his parent's palaces, he indulged in drink, food, racing, pit fights and other delights and was generally an over-entitled rat bag.

He was almost inseparable from his sibling, going everywhere with them. An arrogant creature who hid behind his status and that of his family, Arok was an eccentric, with expensive tastes (inherited from his father) and a generally lazy attitude toward doing anything.

Local partnerships in transport announced as Tatooine continues to thrive.

Exciting news from the distant planet of Tatooine today, as the Consortium's local investment authority has announced the first of many partnerships with local businessmen. The new comes after an independent audit confirmed that the world, once a hub of criminality, has scored a record high across educational, democratic and social welfare indicators - triggering a devolution of powers to local authorities.

The recent investment project focuses on transportation, with a network of 44-T Hoverrail Conveyex Transport being developed to connect the remote settlements and towns across the world to one another. Speaking today the Mayor of Mos Espa said "This is a great development for Tatooine, here in the City we expect to see many jobs created as a result of this partnership with local businesses, it's a great day for Tatooine."

In other news....



Nor'baal smiled as he turned down the sound on his holo-wave frequency.

Everything was going to plan. President Thorne had been good to his word, the report signalling a 'readiness for local autonomy' had been published, and the work had begun. Of course, the group publishing the report was 'independent' so as to ensure authenticity, and the funds coming into Tatooine to support the rollout of the trains were coming entirely from the Hutts, through numerous shell accounts, 'independent charities' and more.

Like the President, Nor'baal would be good to his word as well. Nobody could blame the Consortium, all would pin blame on the Hutts for the explosion of crime that was to come to the planet in the months to come - everything was proceeding according to plan.

He summoned his Majordomo and told them to set the pieces in motion for phase two, just as soon as his children had arrived on the desert world...

Bedecked in luxury, the War Barge is meant to enable Hutt Lords to carry out business in the manner they are accustomed to, travelling to and from business deals whilst also being able to law down some serious firepower.

Boasting a set of Desando Dynamics Dy-Lar 3 ion engines, the ship can hit a top speed of 80 MGLT and has average manoeuvring characteristics. Staffed with a crew of between 50 and 120, it can hold many passengers, either sleeping in low-class berths or any luxury cabins on the main deck. More commonly, however, the Hutts use the passenger capacity to carry guards and staff, leaving the main luxury cabin to be converted into a throne room, where they can languish in luxury.

Keen to keep themselves well protected whilst, on the move, the War Barge comes with up to twelve fighters or bombers, with four shuttles or light freighters, enabling the ship to defend itself from fighters, as well to conduct smuggling runs if the occasion calls for it. When it comes to more confrontation, the War Barge is well served to do some severe damage. With two forward-mounted dual turbolasers, supported by eight heavy blaster cannons, all even distributed about the ship, the War Barge can blast rivals to atoms.

If the Hutts want to disable a ship, they can use two forward-mounted ion cannons while laying down a smattering of missiles from the two concealed concussion missile launchers stashed on the boat. The barge is well equipped for a quick exit, protected by a heavy deflector screen, and boasting a long-range sensor suite, to detect incoming enemies. If needed, it can activate a class one hyperdrive and easily bolt to safety. A long-range communication suite and a luxury entertainment suite ensures Hutts can conduct business and pleasure on the move.

This War Barge is a must-have for the upper echelons of the Hutt Cartels - and it is rare to see a Kajidii (Clan Leader) without one as his prized possession.


LEGALITY
Restricted. A heavily armed ship, almost exclusively used by criminals, possess heavy weapons, is stacked with criminals, and is massively illegal.

INTENT
To bring a ship from the comics into site canon.

RESTRICTIONS
This ship is made to order for Hutt Crime Lords, so is exceptionally hard to come by.

DESCRIPTION

<Where are my guards?! Why must I do everything myself!>​

The Boonta Blaster was a a Huttese weapon, which was named after the infamous Hutt Boonta Hestilic Shad'ruu. An exotic, expensive and bejewelled weapon, they where often custom designed to the specific predictions of their owners and 'awarded' to Hutt Scions upon their eightieth birthday, the day they became an adult.

It was not particularly long range, it wasn't even very reliable.

Yet that wasn't the point. It's components were concealed beneath chromium, into which gems and other rare metals would be set - even the shots themselves came from a gemstone-encased barrel. The Hutts relied on the Boonta Blaster as the last line of defence in case their guards foolishly got themselves defeated - or, more often, if they wanted to execute a minion personally.

LEGALITY
Legal. Ownership of blaster pistols is not restricted in most of the Galaxy, however openly carrying such a weapon in public might be on more "civilized" worlds. On less civilized worlds, it still might draw unwanted scrutiny.

INTENT
To bring a weapon from canon to the forum.

RESTRICTIONS
This weapon would cost a fortune, and is made to order for Hutt Kajidii members.

RANCOR ARMOUR

Used since time immemorable, Rancor Armour can be found on the battle-beasts of the Hutt Cartel, either deployed in battle for shocking results or more commonly, around the perimeter of Hutt Palace or the beast-fighting rings. Essentially Rancor Armour consists of a series of Durasteel Plates fashioned into a suit to encase the terrifying beast contained within.

Standing our a set of heavy armour, Rancor Armour is custom-made to the specific creature is to be worn by and is designed to minimize movement restrictions whilst increasing the defensive capability of these dangerous and expensive beasts. Most commonly, the armour covers the torso and back of the beast, whilst covering its upper arms and legs. Claws and feet are left uncovered to enable them to be used in combat - the head of the creature is usually uncovered, with the Rancor's exceptionally thick skull more than up to the task of keeping it safe.

In many cases, a saddle can be attached to the back of the Rancor Armour, enabling a trained Rancor tamer to 'pilot' the beast in combat. The wearer is advised to be armed and armoured and to - well, hang on tight.

LEGALITY

This is enormously illegal, however, the people using it don't normally care about that.

INTENT

This fills the important niche of bringing the Rancor Armour seen in the High Republic Comics to the forums canon.


RESTRICTIONS
This can only be used in the retinues of those Hutts with the resources to command such an expensive items deployment.

  • A simple leather saddle, the Rancor saddle attaches to the upper back of the Rancor, enabling a rider to give it direction in combat. The degree to which these directions are followed depends on the ability of the rider, and the temperament of the Rancor.
